सा.का.नि. 213.— राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक और अनुच्छेद 148 के खंड (5) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारतीय लेखा-परीक्षा एवं लेखा विभाग में सेवारत व्यक्तियों के संबंध में नियंत्रक और महालेखा परीक्षक के परामर्श से एतद्द्वारा मूल नियमों में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1. (1) इन नियमों को मूल (संशोधन) नियम, 2017 कहा जाएगा ।
(2) ये नियम 1 जनवरी, 2016 से प्रवृत्त माने जाएंगे ।
2. मूल नियमों में नियम 49 के खण्ड (IV) में शब्दों और अंकों में ''80,000/- रु.'' के स्थान पर ''2,25,000/- रु.'' प्रतिस्थापित किया जाएगा ।

(भारत सरकार के सचिव के लिए अनुञेय) के विद्यमान वेतनमान, जिसका पुनरीक्षित वेतनमान 2,25,000/- रु. हो गया है, से संबंधित सातवें वेतन आयोग की सिफारिशों को लागू करने का विनिश्चय किया है।
इन सिफारिशों को लागू करने की दृष्टि से मूल नियम के नियम 49 को 1 जनवरी, 2016 तद्नुसार संशोधित किया जाता है और यह प्रमाणित किया जाता है कि इस नियम को भूतलक्षी प्रभाव देने से किसी भी व्यक्ति पर प्रतिकू ल प्रभाव पड़ने की संभावना नहीं है ।

G.S.R. 213.—In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor-General in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Fundamental Rules, namely:-
1. (1) These rules may be called the Fundamental (Amendment) Rules, 2017.
(2) They shall be deemed to have come into force from the 1st day of January, 2016.
2. In the Fundamental Rules, in rule 49, in clause (iv), for the letters and figures, "Rs. 80,000", the letters and figures "Rs. 2,25,000" shall be substituted.
Explanatory Memorandum:—The Central Government has decided to implement the recommendations of the Seventh Pay Commission relating to the existing pay of Rs. 80,000/- (admissible to the Secretary to the Government of India) which has been revised to Rs. 2,25,000/- and with a view to implement these recommendations, rule 49 of the Fundamental Rules is amended accordingly from the 1st day of January, 2016, and it is certified that no one is likely to be adversely affected by giving retrospective effect to this rule.

सा.का.नि. 214.— संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विकास आयुक्त [हस्तशिल्प] कार्यालय, उप निदेशक [हस्तशिल्प], भर्ती नियम, 1988 जहां तक कि ये उप निदेशक [हस्तशिल्प] से संबन्धित हैं के अधिक्रमण में तथा विकास आयुक्त [हस्तशिल्प] कार्यालय, वरिष्ठ सहायक निदेशक [हस्तशिल्प], भर्ती नियम, 1988 के अधिक्रमण में और अखिल भारतीय हस्तशिल्प बोर्ड [श्रेणी-I तथा श्रेणी-II पदों (राजपत्रित पद)] भर्ती नियम, 1963, जहां तक कि ये सहायक निदेशक (डिज़ाइन) और सहायक निदेशक (डिस्प्ले) से संबन्धित हैं और विकास आयुक्त [हस्तशिल्प] कार्यालय, सहायक निदेशक [विपणन एवं सेवा विस्तार कें द्र], भर्ती नियम, 1982 जहां तक कि ये सहायक निदेशक [विपणन एवं सेवा विस्तार कें द्र] से संबन्धित हैं के अधिक्रमण में तथा पूर्व पोतलदान निरीक्षण एवं भारतीय मदें प्रमाणीकरण भर्ती नियम, 1988 स्कीम के तहत विकास आयुक्त [हस्तशिल्प] कार्यालय ग्रुप "ख" पद के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई अथवा छोड़ी गई मदों को छोड़कर, राष्ट्रपति, एतदद्वारा वस्त्र मंत्रालय, विकास आयुक्त (हस्तशिल्प) कार्यालय में उप निदेशक [हस्तशिल्प], वरिष्ठ सहायक निदेशक [हस्तशिल्प], सहायक निदेशक [हस्तशिल्प] के पदों की भर्ती की विधि को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, नामश:-
1. संक्षिप्त नाम तथा प्रारम्भ – (1) ये नियम वस्त्र मंत्रालय, विकास आयुक्त (हस्तशिल्प) कार्यालय, उप निदेशक [हस्तशिल्प], वरिष्ठ सहायक निदेशक [हस्तशिल्प] और सहायक निदेशक [हस्तशिल्प], (ग्रुप "क" तथा ग्रुप "ख" राजपत्रित पद) भर्ती नियम, 2017 कहे जाएंगे;
(2) ये नियम शासकीय राजपत्र में इनके प्रकाशित होने की तिथि से प्रभावी होंगे ।
आवेदन- इन नियमों के साथ जोड़ी गई अनुसूची के कॉलम (1) में विनिर्दिष्ट पदों पर ये नियम लागू होंगे।
2. पद की संख्या, वर्गीकरण और पे मैट्रिक्स में लेवल. – पद की संख्या, उसका वर्गीकरण और इससे संबद्ध पे मैट्रिक्स में लेवल के अतिरिक्त इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में विनिर्दिष्टानुसार होंगे।
3. भर्ती की विधि, आयु-सीमा, अर्हताएं आदि - भर्ती की विधि, आयु सीमा, अर्हताएं और इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में विनिर्दिष्टानुसार होंगे।
4. अनर्हता - कोई भी ऐसा व्यक्ति –
(क) जिसने ऐसे व्यक्ति के साथ विवाह अथवा अनुबन्धित विवाह किया हो जिसका पति/पत्नी जीवित हो, अथवा
(ख) जिसकी पत्नी/पति के जीवित रहते हुए उसने किसी भी अन्य व्यक्ति के साथ विवाह अथवा अनुबन्धित विवाह किया हो];
उक्त पद पर नियुक्ति हेतु पात्र नहीं होगा :
बशर्ते, कि भारत सरकार संतुष्ट हो कि ऐसा विवाह उस व्यक्ति पर लागू निजी कानून और विवाह के दूसरे पक्ष को स्वीकार्य है और ऐसा करने के लिए अन्य आधार भी हैं तो इस नियम के अंतर्गत कार्रवाई से किसी भी व्यक्ति को छू ट मिल सकती है।
5. शिथिलीकरण का अधिकार- जहां कें द्रीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति- इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| पदोन्नति द्वारा : हस्तशिल्प संवर्धन अधिकारी में से जिनकी नियुक्ति के बाद ग्रेड में पाँच वर्ष कार्य करते हो गए हों के अतिरिक्त मूल काडर अथवा विभाग में पे मैट्रिक्स (35400-112400 रुपये) में लेवल 06 में नियमित स ेवा हो और वस्त्र मंत्रालय द्वारा मान्यता प्राप्त संस्थान अथवा संगठन से संबन्धित क्षेत्र में दो से चार सप्ताह का सफल प्रशिक्षण प्राप्त किया हो। नोट : जहां कनिष्ठों ने अपनी अर्हक या पात्र सेवा पूरी कर ली हो उनकी पदोन्नति पर विचार किया जाएगा वहीं वरिष्ठों की पदोन्नति पर भी विचार किया जाएगा बशर्ते उनकी आवश्यक अर्हक या पात्र स ेवा ऐसे अर्हक या पात्र सेवा के आधे से अधिक या दो वर्ष जो भी कम हो और उन्होने अपने कनिष्ठों क े साथ, जो ऐसी अर्हक या पात्र सेवा पहले ही पूरी कर चुके हो, अगले उच्च ग्रेड में पदोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति आधार पर नियुक्ति [लघु अवधि के कांट्रैक्ट को शामिल करते हुए]: के न्द्र सरकार या राज्य सरकार या संघ शासित राज्यों या सार्वजनिक क्षेत्र के उपक्रमों अथवा विश्वविद्यालयों या मान्यता प्राप्त अनुसंधान संस्थानों या अद्र्ध सरकारी या स्वायत्त निकायों या अर्ध-सरकारी अथवा स्वायत्त अथवा सांविधिक संस्थानों के अधिकारी, - (क) (i) नियमित आधार पर समकक्ष पदधारी हो; या (ii) मूल कै डर या विभाग में पे मैट्रिक्स (35400-112400 रुपये) में लेवल 06 में नियमित आधार पर नियुक्ति उपरांत और प्रदत्त ग्रेड में पाँच वर्षों की सेवा; और (ख) धारित अनिवार्य शैक्षणिक अर्हता और अनुभव निम्न प्रकार से हैं, - (I) मान्यता प्राप्त विश्वविद्यालय या संस्थान से चार वर्ष का डिज़ाइन अथवा ललित कला (फ़ै शन अथवा वस्त्र अथवा परिधान उत्पादन) में स्नातक की डिग्री के साथ–साथ हस्तशिल्प अथवा कु टीर अथवा लघु उद्योग में दो वर्ष का अनुभव। अथवा (II) मान्यता प्राप्त विश्वविद्यालय या बोर्ड अथवा संस्थान से तीन वर्ष का ललित कला (फ़ै शन अथवा वस्त्र डिज़ाइन) में डिप्लोमा के साथ–साथ हस्तशिल्प अथवा कु टीर अथवा लघु उद्योग में तीन वर्ष का अनुभव। नोट 1: फीडर श्रेणी के विभागीय अधिकारी जो पदोन्नति की सीधी लाइन में हैं, वे प्रतिनियुक्ति हेतु पात्र नहीं है। इसी प्रकार, प्रतिनियुक्तिधारी पदोन्नति द्वारा नियुक्ति हेतु पात्र नहीं होगा। नोट 2: प्रति नियुक्ति की अवधि (लघु अवधि कांट्रैक्ट को शामिल करते हुए) इस नियुक्ति से तत्काल पूर्व धारित दूसरे संवर्ग बाह्य पद में प्रतिनियुक्ति की अवधि (लघु अवधि कांट्रैक्ट को शामिल करते हुए) सहित के न्द्र सरकार के उसी अथवा किसी अन्य संगठन/विभाग में साधारणतया तीन वर्ष से अधिक नहीं होगी। नोट 3: प्रतिनियुक्ति पर नियुक्ति के लिए (लघु अवधि कांट्रैक्ट को शामिल करते हुए) अधिकतम आयु- सीमा आवेदन प्राप्त होने की अंतिम तिथि को छप्पन वर्ष से अधिक नहीं होनी चाहिए। | समूह 'ख' विभागीय पदोन्नति समिति (पदोन्नति पर विचार करने के लिए) में शामिल हैं :- 1. विकास आयुक्त (हस्तशिल्प) -अध्यक्ष 2. अपर विकास आयुक्त (हस्तशिल्प) – सदस्य 3. संयुक्त विकास आयुक्त [हस्तशिल्प] [प्रशासन ] - सदस्य | स ंघ लोक स ेवा आयोग स े परामर्श करना आवश्यक नहीं है। |

G.S.R. 214.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Office of the Development Commissioner (Handicrafts) Deputy Director (Handicrafts), Recruitment Rules, 1988 in so far as they relate to the post of Deputy Director (Handicrafts) and in supersession of the Office of the Development Commissioner (Handicrafts) Senior Assistant Director (Handicrafts) Recruitment Rules 1988 and in supersession of the All India Handicrafts Board [Class I and Class II (Gazetted Post)] Recruitment Rules 1963, in so far as they relate to the posts of Assistant Director (Designs) and Assistant Director (Display) and in supersession of the Office of Development Commissioner (Handicrafts) Assistant Director (Marketing and Service Extension Centre) Recruitment Rules, 1982 in so far as they relate to the post of Assistant Director (Marketing and Service Extension Centre) and in supersession of the Office of the Development Commissioner (Handicrafts) Group 'B' posts under scheme for Pre-shipment Inspection and Certification of India Items Recruitment Rules, 1988 except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Deputy Director (Handicrafts), Senior Assistant Director (Handicrafts), Assistant Director (Handicrafts) in the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Deputy Director (Handicrafts), Senior Assistant Director (Handicrafts) and Assistant Director (Handicrafts) (Group 'A' and Group 'B' Gazetted Posts) Recruitment Rules, 2017;
(2) They shall come into force from the date of their publication in the Official Gazette.
Application. – These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
2. Number of posts, classification and Level in the Pay Matrix. – The number of post, their classification, and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
[ II— 3(i)] 925Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 215.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और दूरसंचार विभाग मुख्यालय विभागीय कैं टीन (समूह ' ग ' पद) भर्ती नियम, 2015 को उन बातों के सिवाए अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, दूरसंचार विभाग (मुख्यालय) विभागीय कैं टीन में समूह ' ग' पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ:- (1) इन नियमों का संक्षिप्त नाम दूरसंचार मंत्रालय, दूरसंचार विभाग मुख्यालय, कैं टीन (समूह "ग" पद ) भर्ती नियम, 2017 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना-ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (।) में विनिर्दिष्ट पदों को लागू होंगे ।
3. पद-संख्या, वर्गीकरण, और वेतन मैट्रिक्स में स्तर:- पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि:- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वह होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।
5. निर्हताएं : वह व्यक्ति--
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है;या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है ।
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6. शिथिल करने की शक्ति:- जहां के न् द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
7. व्यावृत्ति:- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

| प्रोन् नति(i) ऐसे लिपिक जिन् होंने उस श्रेणी में आठ वर्ष की नियमित सेवा की हो- (ii) वेतन मैट्रिक् स में स् तर-3(21700-69100 रू ) में ऐसे हलवाई-सह-रसोइया जिन् होंने पांच वर्ष नियमित सेवा के साथ भंडारों या लेखाओं के संभालने में दो वर्ष का अनुभव हो और सीधे भर्ती किए जाने वाले लिपिक के लिए निहित शैक्षिक अर्हता रखते हों । ि टप् पण 1 : ऐसे विद्यमान कर्मचारियों के लिए पात्रता सेवा वैसी ही रहेगी जो इन नियमों की अधिसूचना की तारीख को नियमित आधार पर पोषक पद धारण करते हों । ि टप् पण 2 : जहां ऐसे कनिष् ठ व् यक् ितयों के संबंध में, जिन् होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन् नति के लिए विचार किया जा रहा हो, वहां उनके ज् येष् ठ व् यक् ितयों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा क े आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन् होंने अपने ऐसे कनिष् ठ व् यक् ितयों सहित , जिन् होने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नति के लिए अपनी परिवाक्षा की अवधि सफलतापूर्वक पूरी कर ली हो । प्र तिनियुक् ित : के न् द्रीय सरकार के अधिकारी (क) (i) जो नियमित आधार पर सदृश पद धारण कर रहे हों (ii) वेतन मैट्रिक् स में स् तर-2 (19900-63200 रू.) में आठ वर्ष नियमित सेवा की हो, और (ख) (i) स् तंभ (7) के अधीन सीधी भर्ती के लिए शैक्षिक अर्हता अनुभव रखते हों, और (ii) सरकारी विभाग या उपक्रम में भंडारों या लेखाओं को संभालने में तीन वर्ष का अनुभव । टिप् पण 1: प्रतिनियुक् ित की अवधि, जिसके अंतर्गत के न् द्रीय सरकार के उसी या किसी अन् य संगठन या विभाग में इस नियुक् ित से ठीक पहले धारित किसी अन् य काडर बाह्य पद पर प्रतिनियुक् ित की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक् ित द्वारा नियुक् ित के लिए अधिकतम आयु-सीमा आवेदन प्राप् त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । टिप्पण 2: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। |

G.S.R. 215.—In exercise of the powers conferred by the proviso to article 309 of the constitution and in supersession of the Department of Telecommunications Headquarters, Departmental Canteen (Group 'C' posts) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'C' posts, in the Department of Telecommunications (Headquarters), Departmental Canteen, namely:-
936 THE GAZETTE OF INDIA : JUNE 17, 2017/ JYAISTHA 27, 1939 [PART II—SEC. 3(i)]1. Short title and commencement.- (1) These rules may be called the Ministry of Communications, Department of Telecommunications Headquarters, Departmental Canteen (Group 'C' posts) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and the level in the pay matrix.- The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the above said Schedule.
4. Method of recruitment, age-limit and qualifications etc.- The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.- No person,-
(a) who has entered or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Savings.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
