काकाकाका.... निनिनिनि.... आआआआ.... 62626262....----राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा मंत्रालय, मुख्यालय एकीकृत रक्षा स्टाफ के अधीन स्थापन, समूह 'ख' पद (आशुलिपिक श्रेणी-1, निजी सचिव और ज्येष्ठ निजी सचिव) भर्ती नियम, 2013 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, मुख्यालय एकीकृत रक्षा स्टाफ के अधीन स्थापनों में समूह 'ख' (आशुलिपिक श्रेणी-1, निजी सचिव और ज्येष्ठ निजी सचिव) के पदों की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्् :- 1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ.-(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, मुख्यालय एकीकृत रक्षा स्टाफ के अधीन स्थापन, समूह 'ख' पद (आशुलिपिक श्रेणी-1, निजी सचिव और ज्येष्ठ निजी सचिव) भर्ती नियम, 2017है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदोंपदोंपदोंपदों की की की की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.-उक्त पदों की संख्या, उनका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि.-भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....----वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगाः

(343)344 THE GAZETTE OF INDIA : AUGUST 12, 2017/SRAVANA 21, 1939 [PART II—SEC. 4] परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5. ष्ष्ष्षििििथिल करने की ाथिल करने की ाथिल करने की ाथिल करने की शशशशक्तिक्तिक्तिक्ति.-जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करकेे, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों कीे बाबत, आदेश द्वारा शिथिल कर सकेगी।
6. व्यावव्यावव्यावव्यावृृृृत्तित्तित्तित्ति.-इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबध में समय-समय पर निकालेे गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछडा वर्ग और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| (क) (i) जो नियमित आधार पर अपने मूल काडर या विभाग में स–श पद धारण करते है, या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-4 (25500-81100 रु.) या समतुल्य मे ं नियमित आधार पर इसमें नियुक्ति के पश्चात् उस श्रेणी में दस वर्ष की सेवा की है। ि टप्पण टिप्पण 1111 ः पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो टिप्पण टिप्पण प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति/आमेलन पर नियुक्ति के लिए विचार किये जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिये विचार किए जाने के पात्र नहीं होंगे । ि टप्पण टिप्पण 2222 ः प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की टिप्पण टिप्पण अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर - बा]य पद पर प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि है, साधारणतया तीन वर्ष से अधिक नही होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अन्तिम तारीख को छप्पन वर्ष से अधिक नहीं होगी । | |

S.R.O. 62.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Establishments under Headquarters Integrated Defence Staff, the Group 'B' Posts (Stenographer Grade-I, Private Secretary and Senior Private Secretary) Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules[भाग II—खण्ड 4] भारत का राजपत्रा : अगस्त 12, 2017/श्रावण 21, 1939 349 regulating the methods of recruitment to the Group 'B' Posts (Stenographer Grade-I, Private Secretary and Senior Private Secretary) in the Establishments under Headquarters Integrated Defence Staff, Ministry of Defence, namely:—
1. Short title and commencement.–– (1) These rules may be called the Ministry of Defence, Establishments under Headquarters Integrated Defence Staff, Group 'B' Posts (Stenographer Grade-I, Private Secretary and Senior Private Secretary) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.–– The number of posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualification, etc. ––The method of recruitment to the said posts, age- limit and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.–– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. ––Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any provisions of these rules with respect to any class or category of persons.
6. Saving. ––Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the Orders issued by the Central Government from time to time in this regard.

| Promotion: Stenographers Grade-II in the level-4 (Rs.25500-81100) in the pay matrix with ten years regular service in the grade. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (ISTC) : Officers holding the post in Stenographer Cadre under the Central Government or State Government or Union Territories or Public Sector Undertakings or recognized Research Institutions or Universities or Semi-Government or Statutory or Autonomous organization; (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with ten years' service in the grade rendered after appointment thereto on regular basis in the level-4 (Rs.25500- 81100) in the pay matrix or equivalent in the parent cadre or department. Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of Deputation (Including Short Term Contract) including period of Deputation (Including Short Term Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for appointment by deputation (Including Short Term Contract) shall not be exceeding 56 years as on the closing date of receipt of applications. |

1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, गुणता आ*ासन महानिदेशालय, प्रशासनिक अधिकारी और भंडार अधिकारी (समूह 'क' और समूह 'ख' पद) भर्ती (संशोधन) नियम, 2017 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, गुणता आ*ासन महानिदेशालय, प्रशासनिक अधिकारी और भंडार अधिकारी (समूह 'क' और समूह 'ख' पद) भर्ती नियम, 2013 में—
(1) नियम 3 के स्थान पर निम्नलिखित नियम रखा जाएगा अर्थात
"3 पदों की संख्यापदों की संख्यापदों की संख्यापदों की संख्या, , , , वर्गीकरण और वेतन मैट्रिक्स में स्तवर्गीकरण और वेतन मैट्रिक्स में स्तवर्गीकरण और वेतन मैट्रिक्स में स्तवर्गीकरण और वेतन मैट्रिक्स में स्तरररर....————पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबK अनुसूची के स्तंभ (2) से (4) में विनिNदष्ट है।
2. अनुसूची में—
(क) ज्येष्ठ प्रशासनिकअधिकारी Rेड I के पद के सामने –
(i) स्तंभ (4) के शीर्षक के स्थान पर, निम्नलिखित शीर्षक रखा जाएगा अर्थात्:—
"वेतन मैट्रिक्स में स्तर'';
(ii) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी अर्थात्-
"स्तर-II (67700-208700 T.)";
(iii) स्तंभ (II) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी अर्थात्-
प्रोन्नतिःप्रोन्नतिःप्रोन्नतिःप्रोन्नतिः वेतन मैट्रिक्स (56900-177500 T.) के स्तर 10 में ऐसा ज्येष्ठ प्रशासनिक अधिकारी Rेड II िजसने िनयिमत आधार पर इसकी नियुक्ति के पYात 5 वर्ष नियमित सेवा की हो।
टिप्पणःटिप्पणःटिप्पणःटिप्पणः ऐसे कनिष्ठ Zक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता की सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ Zक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उसके द्वारा की गई अर्हक ऐसी अर्हक या पात्रता सेवा के आधे से या दो वर्ष से; इनमें से जो भी कम हो, न हो और इन्होंने अपने ऐसे कनिष्ठ Zक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अपनी उ^तर _ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक कर ली हो"
प्रतिनियुक्तिःप्रतिनियुक्तिःप्रतिनियुक्तिःप्रतिनियुक्तिः के न्aीय सरकार से ऐसे अधिकारी—
(i) मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण कर रहे हों
(ii) मूल सवर्ग या विभाग में वेतन मैट्रिक्स (56100-177500 T.) में स्तर 10 या समतुल्य में नियमित आधार पर इसकी नियुक्ति के पYात _ेणी में पांच वर्ष नियमित सेवा की हो, और
(ख) प्रशासनिक, स्थापना और लेखा कार्य में चार वर्ष अनुभव रखता हो।

(i) मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण कर रहो हों
(ii) मूल संवर्ग या विभाग में वेतन मैट्रिक्स (47600-151100 T.) स्तर 8 या समतुल्य में नियमित आधार पर इसकी नियुक्ति के पYात _ेणी में दो वर्ष नियमित सेवा की हो; या
(iii) मूल संवर्ग या विभाग में वेतन मैट्रिक्स (44900-142400 T.) या समतुल्य के स्तर 7 या समतुल्य में नियमित आधार पर इसकी नियुक्ति के पश्चात् _ेणी में तीन वर्ष नियमित सेवा की हो, और
(ख) प्रशासनिक और लेखा कार्य में तीन वर्ष का अनुभव रखता हो

टिटिटिटिप्पणप्पणप्पणप्पण 2222:::: जहाँ ऐसे कनिष्ठ Zक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली हो, प्रोन्नत्ति के लिए विचार किया जा रहा हो, वहाँ उनके ज्येष्ठ Zक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा के आधे से अिधक से दो वर्ष से, इनमें जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Zक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उ^तर _ेणी में प्रोन्नत्ति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक कर ली हो"।

S.R.O. 63.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Directorate General of Quality Assurance Administrative Officer and Stores Officer (Group 'A' and Group 'B' posts) Recruitment Rules, 2013, namely:—
1. Short title and commencement.—(1)These Rules may be called the Ministry of Defence, Directorate General of Quality Assurance, Administrative Officer and Stores Officer (Group 'A' and Group 'B' posts) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Directorate General of Quality Assurance, Administrative Officer and Stores Officer (Group 'A' and Group 'B' posts) Recruitment Rules, 2013, —
(1) for rule 3, the following rule shall be substituted, namely:—
"3. Number of posts, classification and level in the pay matrix.—The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said schedule." ;
(2) in Schedule,-
(a) against the post of Senior Administrative officer Grade-I,-
(i) for heading of column (4), the following heading shall be substituted, namely:-
"Level in the pay matrix" ;
(ii) for the entries under column (4), the following entries shall be substituted, namely:-
"Level 11 (Rs 67700-208700)";
(iii) for the entries under column (11), the following entries shall be substituted, namely:-
"Promotion: Senior Administrative Officer Grade-II with 5 years' regular service in level 10 in the pay matrix (Rs 56100-177500) rendered after appointment thereto on regular basis.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period, for promotion to the next higher grade, alongwith their juniors who have already completed such qualifying or eligibility service.
Deputation:
(a) Officers from the Central Government :-
(i) holding analogous post on regular basis in the parent cadre or department; or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in level 10 in the pay matrix (Rs.56100-177500) or equivalent in the parent cadre and Department; and
(b) possessing four years experience in administrative, establishment and accounts matters.
Note: The departmental officers in the feeder who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion." ;
(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation/ Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications)." ;

(i) for the entries under column (4), the following entries shall be substituted, namely:-
"Level 10" (Rs. 56100-177500)";
(ii) for the entries under column (11), the following entries shall be substituted, namely:-
"Promotion: Administrative Officer with three years' regular service in level 7 in the pay matrix (Rs.44900-142400) rendered after appointment thereto on regular basis.
Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period, for promotion to the next higher grade, alongwith their juniors who have already completed such qualifying or eligibility service.
Deputation (including short-term contract):
(a) Officers in Central Government or State Government or Government of Union Territories or Semi Government or Statutory Bodies or Public Sector Undertaking or Autonomous Bodies or Recognised Research Institutions or Scientific and Technical Organisations:-
(i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with two years service in the grade rendered after appointment thereto on a regular basis in level 8 in the pay matrix (Rs.47600-151100) or equivalent in the parent cadre or Department; or
(iii) with three years service in the grade rendered after appointment thereto on a regular basis in level 7 in the pay matrix (Rs.44900-142400) or equivalent in the parent cadre/ Department; and
(b) possessing three years experience in administrative, establishment and accounts matters.
Note: The departmental officers in the feeder who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
(Period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation/ Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation including short-term contract shall be not exceeding fifty-six years as on the closing date of receipt of applications)" ;
(c) against the post of Administrative Officer,-
(i) for the entries under column (4), the following entries shall be substituted, namely:-
"Level 7 (Rs. 44900-142400)";
(ii) In Schedule, for the entries under Column (11), the following entries shall be substituted, namely:-
"Promotion: Office Superintendent with five years' regular service in level 6 in the pay matrix (Rs.35400-112400) rendered after appointment thereto on regular basis.
Note 1: The eligibility service for promotion to the post of Administrative Officer shall continue to be three years for persons holding the feeder posts of Office Superintendent on regular basis on the date of notification of these rules.

(d) against the post of Stores Officer,-
(i) for the entries under column (4), the following entries shall be substituted, namely:-
"Level 7 (Rs.44900-142400)";
(ii) for the entries under column (11), the following entries shall be substituted, namely:-
"Promotion: Senior Store Superintendent with five years' regular service in level 6 in the pay matrix (Rs. 35400-112400) rendered after appointment thereto on regular basis.
Note 1: The eligibility service for promotion to the post of Store Officer shall continue to be three years for persons holding the feeder posts of Senior Store Superintendent holding the posts on regular basis on the date of notification of these rules.
Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period, for promotion to the next higher grade, alongwith their juniors who have already completed such qualifying or eligibility service".
