सासासासा....काकाकाका....निनिनिनि.... 272272272272....----राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए गृह मंत्रालय के अधीन सरदार वल्लभभाई पटेल रासरदार वल्लभभाई पटेल रासरदार वल्लभभाई पटेल रासरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी, हैदराबाद में ष्ट्रीय पुलिस अकादमी, हैदराबाद में हेड कांस्टेबल (पायोनियर) हेड कांस्टेबल (पायोनियर) हेड कांस्टेबल (पायोनियर) हेड कांस्टेबल (पायोनियर) के पद पर भर्ती की पद्धति का ष्ट्रीय पुलिस अकादमी, हैदराबाद में ष्ट्रीय पुलिस अकादमी, हैदराबाद में विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :-

1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....---- (1) इन नियमों का संक्षिप्त नाम - सरदार वल्लभभाई पटेल राष्ट्रीय पुलिस अकादमी, हेड हेड हेड हेड कांस्टेबल (पायोनियर)कांस्टेबल (पायोनियर)कांस्टेबल (पायोनियर)कांस्टेबल (पायोनियर) भर्ती नियम, 201भर्ती नियम, 201भर्ती नियम, 201भर्ती नियम, 2017777 है।

(2) ये राजपत्र में प्रकाषन की तारीख से प्रवृत्त होंगे ।

2. पदपदपदपद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर....----पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।

3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं। 4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....---- वह व्यक्तिवह व्यक्तिवह व्यक्तिवह व्यक्ति -

(क) जिसने ऐसे व्यक्ति स,े जिसका पति या पत्नी जीवित हैं, से विवाह किया है; या विवाह की संविदा की है, या

उक्त पद पर नियुक्ति का पात्र नहींउक्त पद पर नियुक्ति का पात्र नहींउक्त पद पर नियुक्ति का पात्र नहींउक्त पद पर नियुक्ति का पात्र नहीं होगाःहोगाःहोगाःहोगाः

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

5. षििििथिल करने की षक्तिषथिल करने की षक्तिषथिल करने की षक्तिषथिल करने की षक्ति - जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवष्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेष द्वारा षिथिल कर सकेगी।

6. व्यावृत्तिव्यावृत्तिव्यावृत्तिव्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेषों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वर्गों और अन्य विषेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 272.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Head Constable (Pioneer) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, under the Ministry of Home Affairs, namely :-

1. Short title and commencement.—(1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy, Head Constable (Pioneer), Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the above said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen the Other Backward class and the other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 273.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, and in supersession of the Sardar Vallabhbhai Patel National Police Academy (Veterinary Compounder) Recruitment Rules, 1988 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Veterinary Compounder in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely :-

1. Short title and commencement. - (1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy, Veterinary Compounder, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

परन्तु यदि के Jीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Gक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुKेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Gक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

जिसने ऐसे Tक्ति से जिसका पति या जिसकी पVी जीवित है, विवाह किया है, या विवाह की संविदा की है, या

जिसने अपने पति या अपनी पVी के जीवित रहते (ए किसी Tक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहW होगा।

परन्तु यदि के न्Xीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Tक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुYेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Tक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति : जहां के न्Xीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब4 करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Tक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

6. .ावृति.ावृति.ावृति.ावृति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहW डालेगी, िजनका के न्Xीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Tक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 275.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Liaison and Protocol Officer, in the Union Public Service Commission, namely:-

1. Short title and commencement.- (1) These rules may be called the Union Public Service Commission, Liaison and Protocol Officer, Group 'A' post, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in the Pay Matrix.- The number of the post, its classification, the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications etc. - The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(1) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा,

अर्थातः-

(ii) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थातः-

"स्तर 6"

(iii) स्तंभ (11) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थातः-

"प्रोन्नतिः-

भूमि तथा विकास कार्यालय के अधीनस्थ काडर में वेतन मेट्रिक्स के स्तर (4) में उo Hेणी लिपिक, जिन्होंने उस Hेणी में 10 वर्ष नियमित सेवा की है।"

टिप्पण 1टिप्पण 1टिप्पण 1टिप्पण 1 : जहां ऐसे कनिष्ठ (cid:28)क्तियों के संबंध में, जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ (cid:28)क्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ (cid:28)क्तियों सहित, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उoतर Hेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

(I)

1 (1) These rules may be called the Land and Development Office (Superintendent Group 'B' Non-Gazetted posts) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Land & Development Office (Superintendent Group 'B' Non-Gazetted Posts) Recruitment Rules, 2012,-

(1) for Rule 2, the following rule shall be substituted namely :-

"2. The number of posts, its classification and level in the pay matrix.- The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules";

(II) in the Schedule.-

(i) for the heading to column (4), the following heading shall be substituted, namely :-

"Level in the pay matrix";

(ii) for the entries under column(4), the following entry shall be substituted, namely:-

" Level 6";

(iii) for the entries under column(11), the following entries shall be substituted, namely :-

" Promotion :

Upper Division Clerks in the subordinate cadre of Land and Development Office in level(4) in the pay matrix with ten years' regular service in the grade.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service of two years, whichever is less and have successfully completed their probation period for promotion to the next higher level along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2016 or the date from which the revised pay structure based on the Seventh Central Pay Commission recommendations have been extended, shall be deemed to be service rendered in the corresponding level extended based on the recommendations of the said Pay commission."

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water Commission, Chief Cameraman (Microfilming), Group 'B' Post Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Water Commission, Chief Cameraman (Microfilming) Group 'B' Post, Recruitment Rules, 2011, (i) for rule 2, the following shall be substituted, namely:-

"2. Number of post, classification and level in pay matrix. – The number of said post, its classification and the level in the pay matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule annexed to these rules.";

(ii) in the Schedule, -

(a) in column (4),-

(I) for the heading, the heading "level in pay matrix", shall be substituted;

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Central Water Commission, Stenographer Grade-I, Group 'B' Posts (Subordinate Offices) Recruitment Rules, 2015 (hereinafter referred to as the said rules), for the words "Ministry of Water Resources", wherever they occur, the words, "Ministry of Water Resources, River Development and Ganga Rejuvenation" shall be substituted.

4. अयोग्यअयोग्यअयोग्यअयोग्यता. ता. ता. ता. –––– वह (cid:132)यक्ति, -–

(क) जिसने ऐसे (cid:132)यक्ति से विवाह अथवा विवाह का अनुबंध किया है जिसका पति/जिसकी पत्नी जीिवत है; या

(ख) जिसने अपने पति/पत्नी के जीिवत रहते Cए किसी (cid:132)यक्ति से विवाह अथवा विवाह का अनुबंध किया है,

उक्त् पद पर नियुक्ति का पात्र नह) होगा :

परन्तु यदि कें " सरकार इस बात से संतुष्ट है कि ऐसा विवाह, ऐसे (cid:132)यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुwेय है और ऐसा करने के अन्य आधार हैं तो वह किसी (cid:132)यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. छू ट देने की शक्तिछू ट देने की शक्तिछू ट देने की शक्तिछू ट देने की शक्ति .– जहां कें " सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह संघ लोक सेवा आयोग से परामर्श करके किसी वर्ग या प्रवर्ग के (cid:132)यक्तियों के बाबत आदेश जारी करके इन नियमों के किसी उपबंध से छू ट प्रदान कर सकती है, िजसके कारण लिखित में दर्ज किए जाएंगे।

6. CयाCयाCयाCयावृत्तिवृत्तिवृत्तिवृत्ति .- इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह) डालेगी, जिनका कें "ीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडा वगy, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के (cid:132)यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 283.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Coal (Technical Services Wing Group 'A' Posts) Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Project Adviser and Director(Technical) in the Technical Services Wing-Group 'A' posts in the Ministry of Coal, namely:-

1. Short title and commencement.–(1) These rules may be called the Ministry of Coal (Technical Services Wing- Group 'A' Posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and the level in the pay matrix.–The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.– No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rule with respect to any class or category of persons.

6. Saving.–Nothing in these rules shall affect reservations, relaxation of age-limits and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, other Backward Classes, ex-Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

       (क)     स्तंभ (4) में, शीर्षक "वेतन बैंड और Mेड वेतन या वेतनमान" के  स्थान पर "वेतन मैट्रिक्स में स्तर" शीर्षक रखा जाएगा;

(ख) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्निलिखत प्रविष्टियां रखी जाएंगी, अर्थात् :-

"स्तर 6 (35400-112400 (cid:137)पये)"

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Government Industrial Tribunal-cum-Labour Courts Group 'B' posts Recruitment Rules, 2013, in the Schedule,-

(a) in column (4), for the heading "Pay Band and Grade Pay/Pay scale", the heading "Level in the Pay Matrix" shall be substituted;

(b) for the entries under column (4), the following entries shall be substituted, namely:-

"Level 6 (Rs 35400-112400/-)" ;

(c) under column (10), for the words, figures and letters "pay band-I, Rs 5200-20,200/- with the grade pay of Rs 2400/-", the words, figures and letters "pay scale of Level 4 (Rs 25500-81100/-)" shall be substituted.

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. कें न्"ीय सरकार औधोिगक अिधकरण-सह-Hम न्यायालय समूह "ग" पद भर्ती िनयम, 2011 की अनुसूची में-

(अ) उo Hेणी िलिपक के पद से संबंिधत Aम संख्या 1 के सामने:-

(क) स्तंभ (4) में, शीर्षक के स्थान पर "वेतन बैंड और Mेड वेतन/ वेतनमान" शीर्षक "वेतन मैट्रिक्स में स्तर" रखा जाएगा;

(ख) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्निलिखत प्रिवष्टियां रखी जाएंगी, अर्थात्:-

"स्तर 4 (25500-81100(cid:137).)";

(ग) स्तंभ (11) में,-

(i) "प्रोन्नित" शीर्षक से संबंिधत उप-शीर्षक के अधीन, टिप्पण 2 का लोप किया जाएगा;
