सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 300300300300....————राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए और गृह मंत्रालय डिस्पैच राइडर भर्ती नियम, 1986 को उन बातों के सिवाय अधि4ांत करते &ए जिन्हें ऐसे अधि4मण से पहले किया गया है या किये जाने का लोप किया गया है, गृह मंत्रालय में सवार हरकारा के पद पर भर्ती की प:ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप् तसंक्षिप् तसंक्षिप् तसंक्षिप् त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय (सवार हरकारा) भर्ती नियम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पदपदपदपद----संख्यासंख्यासंख्यासंख्या,,,, वर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्स में स्त में स्त में स्त में स्तरररर.—पद की संख्या, उसका वर्गीकरण, और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाब: अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिOर्दष्ट हैं।

4444.... निरर्हता निरर्हता निरर्हता निरर्हता - वह Rयक्ति -

(क) जिसने ऐसे Rयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है या विवाह की संविदा की है;

या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Rयक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहU होगा:

परन्तु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Rयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुWेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहाँ के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब: करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. /या/या/या/यावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग\, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Rयक्तियों के लिए उपबंध करना अपेक्षित है।

MINISTRY OF HOME AFFAIRS

New Delhi, the 15th September, 2017

G.S.R. 300.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs (Despatch Rider) Recruitment Rules, 1986, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Despatch Rider in the Ministry of Home Affairs, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs (Despatch Rider) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion, that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(क) िजसने ऐसे cक्ति से िजसका पित या जिसकी पdी जीिवत है, िववाह किया है, या विवाह की संविदा की है; या (ख) िजसने अपने पित या अपनी पdी के जीिवत रहते &ए किसी cक्ति से िववाह किया है, या विवाह की संविदा की है,

उक्त नियमों के अधीन नियुक्ति का पात्र नहU होगा,

परंतु यदि कें Vीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे cक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुWेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी cक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 307.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Ministry of Water Resources, Command Area Development (Group `A' Posts), Recruitment Rules, 2013, namely:-

2. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Command Area Development (Group `A' Posts) (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. For rule 2 of the Ministry of Water Resources, River Development and Ganga Rejuvenation, Command Area Development (Group `A' Posts) (Amendment) Rules, 2017, the following rule shall be substituted, namely:-

"2. Number of posts, classification and Level in Pay Matrix – The number of said post (s), its (their) classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."

Rule 2 relates to "Number of posts, classification and Pay Band and Grade Pay or Pay Scale". In some rules where number of posts is more than one, this rule could be numbered as rule 3.

3. "In the Schedule to the Ministry of Water Resources, River Development and Ganga Rejuvenation, Command Area Development (Group `A' Posts) (Amendment) Rules, 2017,

(a) against serial number 1, relating to the post of Commissioner (Command Area Development),

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

1. (1) These rules may be called the Ministry of Water Resources, National Water Mission Advisor- Technical Group `A' post Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, National Water Mission Advisor-Technical Group `A' post Recruitment Rules, 2013 (hereinafter referred to as the said rules), in rule 1, in sub-rule (1), after the words "Ministry of Water Resources", the words "River Development and Ganga Rejuvenation" shall be inserted.

3. In the said rules, for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in pay matrix .– The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

4. "In the Schedule to the said rules,--

1. (1) संक्षिप्त नाम और प्रारंभ (1) इन नियमों का संक्षिप्त नाम जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, फर(cid:128)ा बैराज परियोजना, (आशुलिपिक iेणी-1) भर्ती (संशोधन) नियम, 2017 है ।

(2) ये नियम राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

G.S.R. 310.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Farakka Barrage Project (Stenographer Grade – I) Recruitment Rules, 2015 namely:-

1. Short Title and commencement.—(1) These rules may be called Ministry of Water Resources, River Development and Ganga Rejuvenation, the Farakka Barrage Project (Stenographer Grade – I) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Farakka Barrage Project (Stenographer Grade – I) Recruitment Rules, 2015 the following rule shall be substituted, namely:-

(a) for the rule 2, the following shall be substituted, namely:-

• "2. Number of posts, classification and level in pay matrix.— The number of said posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".

(b) In a Schedule, -

(i) in column (4),-

I. for the heading, the heading "level in pay matrix" shall be substituted;

II. for the entries, the entries, "level – 7, in the pay matrix (Rs. 25500-81100)" shall be substituted.

(ii) in column (11), -

I. for the words, brackets and figures "Pay Band 1 ( Rs. 5200-20200 ) with Grade Pay of Rs. 2400", the words and brackets "Level 4 (Rs. 25500-81100) in the Pay Matrix" shall be substituted;

II. under heading Promotion, the Note 2 : shall be omitted;

1. (1) इन नियमों का संक्षिप्त नाम जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, फर(cid:128)ा बैराज परियोजना, आशुलिपिक iेणी-2 भर्ती (संशोधन) नियम, 2017 कहा जाएगा।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. जल संसाधन मंत्रालय, फर(cid:128)ा बैराज परियोजना, आशुलिपिक iेणी-2 भर्ती नियम, 2011 में,

(क) नियम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-

• """"2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर 2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर –––– पदों की संख्या, उनका वर्गीकरण और वेतन 2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर 2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर

मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाब: अनुसूची के स्तम्भ (2) से (4) में विनिOर्दष्ट हैं" ;

(ख) अनुसूची में,-

(i) स्तम्भ (4) में,

I. शीर्षक के स्थान पर, 'वेतन मैट्रिक्स में स्तर' शीर्षक रखा जाएगा;

II. प्रविष्टियों के स्थान पर "वेतन मैट्रिक्स में स्तर-7 (25500-81100 gपए)" प्रविष्टियां रखU जाएंगी;

(ii) स्तम्भ (11) में,

I. "वेतन बैंड 1 (5200-20200 gपए) और {ेड वेतन 2400 gपए" शब्दों, कोष्ठको और अंको के स्थान पर शब्द, कोष्ठक और अंक "वेतन मैट्रिक्स में स्तर-4 (25500-81100 gपए)" रखे जाएंगे;

II. प्रोन्नति शीर्षक के अधीन, टिप्पण 2: का लोप किया जाएगा;

III. प्रतिनियुक्ति शीर्षक के अधीन, टिप्पण 4: का लोप किया जाएगा।

(क) जिसने ऐसे Rयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है; या विवाह की संविदा की है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Rयक्ति से विवाह किया है, या संविदा की है, उक्त पद पर नियुक्ति का पात्र नहU होगा:

परंतु यदि कें Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Rयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन के अधीन अनुWेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां कें Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब: करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rयक्तियों की बाबत, आदेश द्वारा शििथल कर सके गी।

6. /या/या/या/यावृत् ितवृत् ितवृत् ितवृत् ित....———— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Rयक्तियों के लिए उपबंध अपेक्षित है।

G.S.R. 312.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Commerce (Computist) Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Computist in the Ministry of Commerce and Industry, Department of Commerce, namely: - 1. Short title and commencement.- (1) These rules may be called the Ministry of Commerce and Industry (Department of Commerce), Computist, Group 'C' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.—The number of posts, its classification and level of pay in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को लागू होंगे।

2. औद्योगिक नीति और संवर्धन विभाग, विभागीय कैं टीन समूह 'ग' पद भर्ती नियम, 2013 के (जिसे इसमें इसके पxात उक्त िनयम कहा गया है) िनयम 2 के स्थान पर निम्निलिखत िनयम रखा जाएगा, अर्थात् ;-

"2. पद-संख्या, वर्गीकरण, और वेतन मैट्रिक्स में स्तर:- पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाब: अनुसूची के स्तम्भ (2) से (4) में विनिOर्दष्ट है।"।

3. उक्त नियमों की अनुसूची के -

(i) 'सहायक प्रबंधक-सह-भंडारी' के पद से संबंधित 4म सं. 1 के सामने',-

(क) स्तम्भ (4) में,-

(क) शीर्षक के स्थान पर, निम्नलिखित शीर्षक रखा जाएगा, अर्थात्:-

"वेतन-मैट्रिक्स में स्तर या वेतनमान ।";

(ख) प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

"वेतन-मैट्रिक्स 25500-81100 g. में स्तर 4 ।";

(ख) स्तम्भ (11) में,-

(क) 'प्रोन्नति' उप -शीर्षक के अधीन,-

I मद (i) और मद (ii) के स्थान पर निम्निलिखत मद रखी जाएगी, अर्थात्:-

" (i) ऐसे लिपिक जिन्होंने वेतन मैट्रिक्स 19900-63200 g. के स्तर 2 में आठ वर्ष

की नियमित सेवा की है।;

(ii) ऐसे हलवाई- सह- रसोइया जो वेतन मैट्रिक्स 21700-69100 g. के स्तर-3 में

पांच वर्ष की नियमित सेवा के साथ भ(cid:138)डार या लेखा के संचालन में दो वर्ष का

अनुभव रखते हैं और लिपिक पद पर सीधे भर्ती के लिए यथा विहित अर्हता

रखते हैं अर्थात किसी मान्यता प्राप्त बोर्ड से वाणिज्य विषय के साथ 12वU

उत्तीर्ण हैं।,";

II टिप्पण 2 को लोप किया जाएगा;

(ख) 'प्रतिनियुक्ति' उप-शीर्षक के अधीन,-

I मद (क) में, उप-मद (ii) के स्थान पर, निम्निलिखत उप-मद रखी जाएगी, अर्थात्:-

"(ii) जिन्होंने िवभाग या मूल काडर में वेतन मैट्रिक्स 19900-63200 g. के स्तर 2

में या समतुल्य में नियुक्ति के पxात iेणी में नियमित आधार पर आठ वर्ष की

सेवा।";

II टिप्पण 3 का लोप किया जाएगा;

(ii) 'हलवाई सह-रसोइया' पद से संबंिधत 4म सं. 2 के सामने,-

(क) स्तम्भ (4) में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

"वेतन मैट्रिक्स 21700-69100 g. में स्तर-3"

(ख) स्तम्भ (11) में,-

(क) 'प्रोन्नति' उप -शीर्षक के अधीन,-

I प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियाँ रखी जाएँगी, अर्थात्:-

" 'ऐसे सहायक हलवाई सह-रसोइया' िजसने वेतन मैट्रिक्स 19900-63200 g. के स्तर

2 में या समतुल्य में तीन वर्ष की नियमित सेवा की हो;"

II टिप्पण 2 का लोप किया जाएगा;

(ख) 'प्रतिनियुक्ति' उप-शीर्षक के अधीन,-

I मद (क) में, उप-मद (ii) के स्थान पर, निम्निलिखत उप-मद रखी जाएगी; अर्थात्:-

"(ii) विभाग या मूल काडर में वेतन मैट्रिक्स 19900-63200 g. के स्तर 2 में या

समतुल्य में नियुक्ति के पxात iेणी में नियमित आधार पर तीन वर्ष की सेवा वाले

सहायक हलवाई – सह-रसोइया ।";

II टिप्पण 3 का लोप किया जाएगा;

(iii) 'क्लर्क ' पद से संबंिधत 4म सं. 3 के सामने,-

(क) स्तम्भ (4) में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

"वेतन मैट्रिक्स 19900-63200 g. में स्तर-2"

(ख) स्तम्भ (11) में,-

(क) 'प्रोन्नति' उप शीर्षक के अधीन,-

I प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियाँ रखी जाएँगी, अर्थात्:-

" ऐसे ' कैं टीन सहायक' जिसने वेतन मैट्रिक्स 18000-56900 g. के स्तर 1 में तीन वर्ष

की नियमित सेवा की हो।

कैं टीन सहायकों के लिए लिपिक पद पर प्रोन्नति हेतु सचिवालय प्रशिक्षण एवं

प्रबंधन संस्थान या किसी अन्य मान्यताप्राप्त संस्थानों से संगठन संबंधी Rयवहार,

संप्रेषण कौशल और लेखा परंपराओं का दो सप्ताह का प्रशिक्षण आWापक होगा। ";

II टिप्पण 2 का लोप किया जाएगा;

(ख) 'प्रतिनियुक्ति' उप-शीर्षक के अधीन,-

I मद (क) में, उप-मद (ii) के स्थान पर, निम्निलिखत उप-मद रखी जाएगी; अर्थात्:-

"(ii) विभाग या मूल काडर में वेतन मैट्रिक् स 18000-56900 g. के स्तर 1 में या

समतुल्य में नियुक्ति के पxात iेणी में तीन वर्ष की िनयिमत सेवा वाले 'कैं टीन

सहायक' ।";

II टिप्पण 3 का लोप किया जाएगा;

(iv) ' सहायक हलवाई सह - रसोइया ' पद से संबंिधत 4म सं. 4 के सामने,-

(क) स्तम्भ (4) में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

"वेतन मैट्रिक्स 19900-63200 g. में स्तर-2"

(ख) स्तम्भ (11) में,-

(क) 'प्रोन्नति' उप-शीर्षक के अधीन,-

I प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियाँ रखी जाएँगी, अर्थात्,-

अ~यर्थी की प्रोन्नति के लिए उपयुक्तता का निर्धारण करने के लिए विभागीय प्रोन्नति

समिति द्वारा खाना बनाने हेतु जिसमे स्व(cid:26)छता आदि का रख रखाव भी शामिल है,

एक cवसायिक कौशल परीक्षण संचालित किया जायेगा।";

II टिप्पण 2 का लोप किया जाएगा;

(ख) 'प्रतिनियुक्ति' उप-शीर्षक के अधीन,-

I मद (क) में, उप-मद (ii) के स्थान पर, निम्निलिखत उप-मद रखी जाएगी; अर्थात्:-

"(ii) ऐसे कैं टीन सहायक जिन्होंने वेतन मैट्रिक्स 18000-56900 g. के स्तर 1 में या

समतुल्य में नियमित आधार पर नियुक्ति के पxात iेणी में तीन वर्ष की नियमित

सेवा की है और िजनके पास हलवाई सह-रसोइया के सहायक के रूप में एक वर्ष का

अनुभव है; ";

1. Short title and commencement.—(1) These rules may be called the Department of Industrial Policy and Promotion, Departmental Canteen (Group 'C' posts) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Department of Industrial Policy and Promotion, Departmental Canteen (Group 'C' posts) Recruitment Rules, 2013 (herein after referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification, level in the pay matrix or pay scale.- The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule, -

(i) against serial number 1 relating to the post of 'Assistant Manager- cum- Storekeeper',-

(a) in column (4),-

(A) for the heading, the following heading shall be substituted, namely:-

"Level in the pay matrix or pay scale.";

(B) for the entry, the following entry shall be substituted, namely:-

"Level 4 in the pay matrix ` 25500-81100.";

(b) in column (11),-

(A) under the sub-heading 'Promotion',-

I for items (i) and (ii), the following items shall be substituted, namely:-

" (i) clerks with eight years regular service in level 2 in the pay matrix ` 19900- 63200;

(ii) Halwai-cum-Cook with five years regular service in level 3 in the pay matrix ` 21700-69100 with two years' experience in handling stores or accounts and possessing educational qualification as prescribed for direct recruited Clerk that is 12th Class pass with Commerce as a subject from a recognized Board.";

II Note 2 shall be omitted;

(B) under the sub-heading 'Deputation',-

I. in item (a), for sub-item (ii), the following sub-item shall be substituted, namely:-

" (ii) with eight years' service in the grade rendered after appointment thereto on a regular basis in level 2 in the pay matrix ` 19900- 63200 or equivalent in the parent cadre or department.";

II. Note 3 shall be omitted;

(ii) against serial number 2, relating to the post of 'Halwai-cum-Cook',-

(a) in column (4) for the entry, the following entry shall be substituted, namely:-

"Level 3 in the pay matrix ` 21700-69100.";

(b) in column (11),-[भाग II—खण्ड 3(i)] भारत का राजपत्रा : सितम्बर 23, 2017/आश्विन 1, 1939 1393 (A) under the sub-heading 'Promotion',-

I. for the entries, the following entries shall be substituted, namely:-

"Assistant Halwai-cum-Cook with three years' regular service in level 2 in the pay matrix ` 19900- 63200.";

II. Note 2 shall be omitted;

(B) under the sub-heading 'Deputation',-

I. in item (a), for sub-item (ii), the following sub-item shall be substituted, namely:-

" (ii) Assistant Halwai-cum-Cook with three years' regular service in the grade rendered after appointment thereto on a regular basis in level 2 in the pay matrix ` 19900- 63200 or equivalent in the parent cadre or department.";

II Note 3 shall be omitted;

(iii) against serial number 3, relating to the post of 'Clerk',-

(a) in column (4) for the entry, the following entry shall be substituted, namely:-

"level 2 in the pay matrix ` 19900- 63200.";

(b) in column (11),-

(A) under the sub-heading 'Promotion',-

I. for the entries, the following entries shall be substituted, namely:-

" Canteen Attendant with three years' regular service in level 1 in the pay matrix ` 18000-56900.

A two week training on organizational behavior, communication skill and accounting practices shall be mandatory for the Canteen Attendants for promotion to the post of clerk from Insttitute of Secretariat Training and Management or any other recognized Institutes.";

II. Note 2 shall be omitted;

(B) under the sub-heading 'Deputation',-

I. in item (a), for sub-item (ii), the following sub-item shall be substituted, namely:-

" (ii) Canteen Attendant with three years' regular service in the grade rendered after appointment thereto on a regular basis in level 1 in the pay matrix ` 18000-56900 or equivalent in the parent cadre or department.";

II. Note 3 shall be omitted;

(iv) against serial number 4 relating to the post of 'Assistant Halwai-cum-Cook',-

(a) in column (4) for the entry, the following entry shall be substituted, namely:-

"Level 2 in the pay matrix ` 19900- 63200.";

(b) in column (11),-

(A) under the sub-heading 'Promotion',

I. for the entries, the following entries shall be substituted, namely:-

" Canteen Attendant with three years' regular service in level 1 in the pay matrix ` 18000-56900.

A trade skill test shall be conducted by the Departmental Promotion Committee for cooking including maintenance of hygiene, etc., to assess the suitability of the candidate for promotion.";

II. Note 2 shall be omitted;

(B) under the sub-heading 'Deputation',-

I. in item (a), for sub-item (ii), the following sub-item shall be substituted, namely:-

" (ii) Canteen Attendant with three years' regular service in the grade rendered after appointment thereto on a regular basis in level 1 in the pay matrix `18000-56900 having one year experience as helper to Halwai- cum-Cook;";

II. Note 3 shall be omitted;

(v) against serial number 5 relating to the post of 'Canteen Attendant', in column (4) for the entry, the following entry shall be substituted, namely:-

"Level 1 in the pay matrix ` 18000- 56900.".

1. स्ंक्षिप्त नाम और प्रांरभ-

i. इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्राालय, स्वास्थ्य और परिवार कल्याण विभाग ;बहु कार्य कर्मचारिवृंदद्ध भर्ती संशोध्न नियम, 2017 है।

ii ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. स्वास्थ्य और परिवार कल्याण मंत्राालय, स्वास्थ्य और परिवार कल्याण विभाग ;बहु कार्य कर्मचारिवृंदद्ध ;जिसे इसमें इसके पश्चात उक्त नियम कहा गया हैद्ध नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌ :-

''2 पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर-

उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्व अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिर्दिष् है।

1. Short title and commencement :-

(i) These rules may be called the Ministry of Health and Family Welfare, Department of Health and Family Welfare (Malty Tasking Staff) Recruitment Amendment Rules, 2017.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Health and Family Welfare, Departmental of Health and Family Welfare ( Malty Tasking Staff) Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and Level in the Pay Matrix.- The number of said post, its classification and the Level in the Pay Matrix attached thereto, Shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

4. निरर्हता:निरर्हता:निरर्हता:निरर्हता: वह Rयक्ति-

(क) जिसने ऐसे Rयक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, अथवा (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Rयक्ति से विवाह किया है या विवाह की संविदा की है उक्त पद पर नियुक्ति के लिए पात्र नहU होगा:

परन्तु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Rयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुWेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति::::---- जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां उनके िलए जो कारण हैं, उन्हें लेखब: करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. /या/या/या/यावृत्ति:वृत्ति:वृत्ति:वृत्ति: इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग\, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Rयक्तियों के लिए उपबंध करना अपेक्षित है।

(i) किसी मान्यताप्राप्त विश्वविद्यालय अथवा संस्थान से पुस्तकालय विKान या पुस्तकालय और सूचना विKान में मास्टर डिOी;

(ii) किसी मान्यताप्राप्त विश्वविद्यालय अथवा संस्थान से कम्प्यूटर एप्लीके शन में डिप्लोमा।

G.S.R. 315.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information Officer in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely: - 1. Short title and commencement. – (1) These rules may be called the Department of Consumer Affairs, Assistant Library and Information Officer Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Level in the pay matrix. – The number of posts, their classification and Level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.. – The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
