सासासासा....काकाकाका....िनिनिनिन.... 323323323323....———— राष्ट्रपति, संिवधान के अनु(cid:7)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:27)ए गृह मंत्रालय के अधीन पूव(त्तर पुलिस अकादमी, बारापानी, िशलांग में तैराकी शिक्षक के पद पर भर्ती की प0ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् : -
1.1.1.1. संसंसंसंक्षिप्तक्षिप्तक्षिप्तक्षिप्त नामनामनामनाम और प्रारंभ.और प्रारंभ.और प्रारंभ.और प्रारंभ.————(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, पूव(त्तर पुिलस अकादमी िशलांग, (तैराकी शिक्षक) भर्ती नियम, 2017 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे I

(क) जिसने ऐसे Nक्ति से जिसका पति या जिसकी पPी जीवित हैं, विवाह किया है या विवाह की संविदा की है या
(ख) िजसने अपने पित या अपनी पPी के जीवित रहते (cid:27)ये किसी Nक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहR होगा :
परंतु यदि कें Sीय सरकार का यह समाधान हो जाता है की ऐसा िववाह उस Tयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Nक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी I
5. 5. 5. 5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....———— जहां कें Sीय सरकार की यह राय है की ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब0 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Nक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी I
6.6.6.6. /ावृति/ावृति/ावृति/ावृति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु -सीमा में छू ट और अन्य रियायतों पर प्रभाव नहR डालेगी, िजनका कें Sीय सरकार द्वारा इस संबंध में समय –समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों,अन्य पिछड़े वग\, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Nक्तियों के लिए उपबंध करना अपेक्षित है I

G.S.R. 323.—In In exercise of the powers conferred by the provision to article 309 of the Constitution, the President hereby makes the following rules for regulating the method of recruitment to the post of Swimming Coach in the North Eastern Police Academy, Barapani, Shillong, under the Ministry of Home Affairs, namely:-
1. Short title and commencement: – (1) These rules may be called the Ministry of Home Affairs, North Eastern Police Academy, Shillong (Swimming Coach), Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and level in the pay matrix.—The number of post, its classifications and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living, or1434 THE GAZETTE OF INDIA : OCTOBER 14, 2017/ASVINA 22, 1939 [PART II—SEC. 3(i)] (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and in consultation with the Union Public Service Commission, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other Backward Classes, Ex-serviceman and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

Desirable: Bachelor's degree in physical education from a recognised university or institute. G.S.R. 324.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Sardar Vallabhbhai Patel National Police Academy, Hyderabad X-ray Technician Rules, 1986, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of X-Ray Technician in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely :-
1. Short title and commencement.—(1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy, Hyderabad (X-ray Technician) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment of the post, age-limit, qualifications and other matters connected there with shall be as specified in columns (5) to (13) of the Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the above said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are grounds for so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen, the Other Backward class and the other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. वायुयान िनयम, 1937 में, नियम 39 ग में, उप नियम (5) को खंड (क) के रूप मे संख्यांकित किया जाए और खंड (क) को इस प्रकार पुनरसंख्यांकित करने के पeात, निम्नलिखित खंड को प्रतिस्थापित किया जाए, अर्थात्:—
"(ख) उप-नियम (1) के अधीन तालिका की मद संख्या (iv) के सामने विनिGदष्ट अनुUप्तियों के संबंध में चिकित्सा योग्यता निर्धारण की विधिमान्यता की अवधि अनुUप्ति के धारक की आयु पचास वर्ष होने के पeात आधी रह जाएगी।

G.S.R. 325.—Whereas the draft of certain rules further to amend the Aircraft Rules, 1937, was published, as required by section 14 of the Aircraft Act, 1934 (XXII of 1934), vide notification of the Government of India in the Ministry of Civil Aviation, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R. 831(E), dated the 30th June, 2017, for inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the Gazette of India in which the said notification was published, were made available to public;
And whereas copies of the Gazette in which the said notification was published were made available to the public on the 5th July, 2017;
And whereas no objections or suggestions have been received from any person in respect of the draft rules within the period specified in the said notification;
Now, therefore, in exercise of the powers conferred by section 5 of the said Aircraft Act, the Central Government hereby makes the following rules further to amend the Aircraft Rules, 1937, namely: ─
1. (1) These rules may be called the Aircraft (Tenth Amendment) Rules, 2017.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Aircraft Rules, 1937, in rule 39C, the sub-rule (5) shall be numbered as clause (a) thereof and after clause (a) as so re-numbered, the following clause shall be inserted, namely:-
"(b) The period of validity of medical fitness assessment in respect of the licences specified against items (iv) of the table under sub-rule (1) shall be reduced to half after the holder of the licence has attained the age of fifty years."

(ख) जिसने अपने पति या अपनी पPी के जीवित रहते (cid:27)ए किसी Nक्ति से विवाह किया है, या विवाह की संविदा की है
उक्त पदों पर नियुक्ति का पात्र नहR होगा:
परंतु यदि के न्Sीय सरकार को यह समाधान हो जाता है कि ऐसा विवाह ऐसे Nक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Nक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 327.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Press Operator and Assistant Press Operator, Group 'C' Posts Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Press Operator and Assistant Press Operator in the Directorate of Extension, Pusa, New Delhi under the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:—
1. Short title and commencement.—(1)These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Press Operator and Assistant Press Operator, Group 'C' Posts, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of post, classification and level in the pay matrix.—The number of posts, their classification, and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the aforesaid Schedule.
4. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 328.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension, Multi-Tasking Staff (Group 'C' post), Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, namely:-
1. Short title and commencement.—(1)These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Multi-Tasking Staff (Group 'C' post), Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अक्तूबर 14, 2017/आश्विन 22, 1939 14554. Disqualification.—No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 329.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the erstwhile Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension, Stenographer (Grade-II) Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer (Grade-II) in the Directorate of Extension, Pusa, New Delhi under the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Directorate of Extension, Stenographer (Grade- II) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment to the said post, age- limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पदों पर नियुक्ति का पात्र नहR होगाः
परन्तु यदि के न्Sीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Nक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Nक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

(क) जिसने ऐसे Nक्ति से जिसका पति या जिसकी पPी जीवित है, विवाह किया है या िववाह की संिवदा की है, या
(ख) जिसने अपने पति या अपनी पPी के जीवित रहते (cid:27)ए किसी Nक्ति से विवाह किया है, या िववाह की संिवदा की है, उक्त पदों पर नियुक्ति का पात्र नहR होगा:
परंतु यदि के न्Sीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Nक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Nक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.----—जहां के न्Sीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब0 करके , इन नियमों के किन्ही उपबंधों को किसी वर्ग या प्रवर्ग के Nक्तियों की बाबत् आदेश द्वारा शिथिल कर सके गी।
6. /ावृत्ति./ावृत्ति./ावृत्ति./ावृत्ति.————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहR डालेगी, जिनका के न्Sीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़ें वग\ और अन्य विशेष प्रवर्ग के Nक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 331—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Extension, Department of Agriculture and Co-operation, Ministry of Agriculture, Caretaker (Group 'C' post), Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Caretaker(Group 'C' post) in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Directorate of Extension, Pusa, New Delhi namely:- 2. Short title and commencement.—(1)These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Directorate of Extension, Caretaker(Group 'C' post), Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc.—The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 332.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute, Kanpur (Physical Chemistry Division) Recruitment Rules, 2002, in so far as they relate to the posts of Physical Chemist and Professor of Physical Chemistry, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of of Physical Chemistry Professor and Physical Chemist, in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur,namely :-
1. Short title and commencement.—(1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur, of Physical Chemistry Professor and Physical Chemist, (Group 'A', Gazetted Post) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
