सासासासा....काकाकाका....िनिनिनिन.... 349349349349....————राष्ट्रपति, संिवधान के अनु(cid:22)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते "ए, और सशस्त्र सीमा बल (आर्डनेंस सेवा) समूह 'ग' पद भर्ती नियम 2011 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—

1. (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल (आर्डनेंस सेवा) समूह 'ग' पद भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. सशस्त्र सीमा बल (आर्डनेंस सेवा) समूह 'ग' पद भर्ती नियम, 2011 (जिसे इसमें इसके पश्चात् उक्त िनयम कहा गया है) में, िनयम 3 के स्थान पर निम्निलिखत िनयम रखा जाएगा, अर्थात्:—

(अ) सहायक क्षेत्र अधिकारी (आर्मरर) पद से संबंधित Pम संख्या 1 के सामने,—

(क) स्तंभ (4) के अधीन शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित शीर्षक और प्रविष्टियां रखी जाएंगी, अर्थात्.—

(ख) स्तंभ (6) और उससे संबंधित प्रविष्टियों का लोप किया जाएगा और स्तंभ (7) से स्तंभ (14) को Pमश: स्तंभ (6) से स्तंभ (13) के रूप में संख्यांकित किया जाएग;

(ii) ''प्रतिनियुक्ति'' शीर्षक के अधीन टिप्पण 3 का लोप किया जाएगा;

(आ) ज्येष्ठ क्षेत्र सहायक (आर्मरर)पद से संबंधित Pम संख्या 2 के सामने, स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:—

G.S.R. 349.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal (Ordnance Service) Group 'C' posts, Recruitment Rules, 2011, namely:-

(1) (1) These rules may be called the Sashastra Seema Bal (Ordnance Service) Group 'C' posts, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In Sashastra Seema Bal (Ordnance Service) Group 'C' posts, Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:-

"3. Number of post, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(a) against serial number 1 relating to the post of Assistant Field Officer (Armourer),-

(A) in column (4), for the column heading and entries relating thereto, the following shall be substituted, namely :-

(B) column 6 and the entries relating thereto, shall be omitted and columns 7 to 14 shall be renumbered as columns 6 to 13 respectively;

(C) in column (11) as so renumbered,-

(i) under sub- heading " Promotion", Note 2 shall be omitted; (ii) under sub-heading "Deputation ", Note 3 shall be omitted;

(b) against serial number 2 relating to the post of Senior Filed Assistant (Armourer), for the entries under column (4), the following entries shall be substituted, namely :—

"Level-3 (Rs.21700-69100/-)".

1. (1) इन नियमों का संक्षिप्त नाम वित्त मंत्रालय, राजस्व विभाग, कें 'ीय उत्पाद शुल्क एवं सीमा शुल्क बोर्ड, आयुक्तालय एवं िनदेशालय, िनजी सिचव, (समूह 'ख' पद) भर्ती (संशोधन) नियम, 2017 है।

(2) ये नियम राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. वित्त मंत्रालय, राजस्व विभाग, कें 'ीय उत्पाद शुल्क एवं सीमा शुल्क बोर्ड, आयुक्तालय एवं िनदेशालय, िनजी सिचव, (समूह 'ख' पद) भर्ती नियम, 2015 (जिसे इसमें इसके पeात, उक्त नियम कहा गया है) में, नियम 2 के स्थान पर िनम्नलिखित नियम रखा जाएगा, अर्थात्—

(3) उक्त नियम की अनुसूची में,

(क) स्तंभ (4) में,—

(i) स्तंभ शीर्ष के स्थान पर निम्नलिखित स्तंभ शीर्ष रखा जाएगा, अर्थात्—

"वेतन मैट्रिक्स में स्तर"

(ii) प्रवृष्टियों के स्थान पर निम्नलिखित प्रविष्टियों को रखा जाएगा, अर्थात्—

G.S.R. 350.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Finance, Department of Revenue, Central Board of Excise and Customs, Commissionerates and Directorates, Private Secretary (Group 'B' Post) Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Ministry of Finance, Department of Revenue, Central Board of Excise and Customs, Commissionerates and Directorates, Private Secretary (Group 'B' Post) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Finance, Department of Revenue, Central Board of Excise and Customs, Commissionerates and Directorates, Private Secretary (Group 'B' Post) Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification, level in the pay matrix.—The number of the said post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the Schedule to the said rules, -

(a) in column (4), -

(i) for the column heading, the following column heading shall be substituted, namely:-

"Level in pay matrix.";

(ii) for the entries, the following entries shall be substituted, namely:-

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Senior Technical Assistant (Minor Irrigation), Group 'B' Post Recruitment Rules, 2011,--

(I) for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and Level in Pay Matrix .–The number of said post (s), its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules." ;

Rule 2 relates to "Number of posts, classification and Pay Band and Grade Pay or Pay Scale". In some rules where number of posts is more than one, this rule could be numbered as rule 3.

(II) the Schedule,--

(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(i) for the words and figures "Pay Band-1, Rs. 5200-20200 with Grade Pay of Rs. 2800", the words, figures and brackets "Level 5 (Rs. 29200-92300) in the Pay Matrix" shall be substituted;

1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय, के न्'ीय जल और विद्युत अनुसंधान के न्', पुणे, आशुिलिपक hेड -1 समूह 'ख' पद, भर्ती (संशोधन) िनयम, 2017 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. जल संसाधन मंत्रालय, के न्'ीय जल और विद्युत अनुसंधान के न्', पुणे, आशुिलिपक hेड -1 समूह 'ख' पद, भर्ती नियम, 2012 (जिसे इसमें इसके पeात् उक्त नियम कहा गया है) के नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्:—

3. उक्त नियमों की अनुसूची के स्तंभ (4) में, -

(क) स्तंभ (4) के , स्तंभ शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित स्तंभ शीर्षक और प्रविष्टि रखk जाएंगी, अर्थात्:—

(ख) स्तंभ (11) के ,-

(i) "प्रोन्नति" शीर्षक के अधीन "टिप्पण 3" का लोप किया जाएगा;

(ii) "प्रतिनियक्ति/ आमेलन" शीर्षक के अधीन,-

(क) मद के "वेतन बैंड - 1 (Uपये 5200-20200)+hेड वेतन 2400/- Uपये" शब्दों, अंकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर – 4 (25500-81100 Uपये)" शब्द, अंक और कोष्ठक रखे जाएँगे;

(ख) "टिप्पण 4" का लोप किया जाएगा।

(ग) स्तंभ (12) में, Pम संख्या 2 के सामने, "संयुक्त िनदेशक" शब्द के स्थान पर वैoानिक "ई" शब्द रखा जायगा।

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, Central Water and Power Research Station, Pune, Stenographer Grade- I, Group 'B' Post, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Central Water and Power Research Station, Pune, Stenographer Grade- I, Group 'B' Post, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:—

"2. Number of post, classification and level in pay matrix.—The number of said post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the Schedule to the said rules,-

(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely: -

(i) under the heading "Promotion", "Note 3" shall be omitted;

(ii) Under the heading "Deputation/absorption",-

5.5.5.5. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह sक्ति,

(क) जिसने ऐसे sक्ति से जिसका पति या पtी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या पtी के जीवित रहते "ए किसी sक्ति से विवाह किया है या विवाह की संविदा की है।

उक्त पद पद नियुक्ति के लिए पात्र नहk होगा :

परन्तु यदि कें 'ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे sक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि अधीन अनुoेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी sक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6.6.6.6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां तक कें दीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है, उन्हें लेखबL करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के sक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

7.7.7.7. 5ावृत्ति5ावृत्ति5ावृत्ति5ावृत्ति....———— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहk डालेगा, जिनका कें 'ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनूसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगw भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के sक्तियों के लिए उपबंध करना अपेक्षित है।

वर्ष, जो भी कम हो, की कमी न हो और उन्होंने अपने उन कनिष्ठों जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, के साथ अगले उyतर hेड में प्रोन्नति हेतु उनकी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हो।

प्रतिनियुक्ति ((((इसके अंतर्गत अल्पकालिक संविदा भी है):

कें 'ीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या वि}विद्यालयों या मान्यताप्राप्त अनुसंधान संस्थाओं या पब्लिक सेक्टर के उपPमों या अर्धसरकारी या कानूनी या स्वायत्तशासी संगठनों के ऐसे अधिकारी,-

(क) (i) मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए "ए हैं; या

(ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर- 12 या समतुल्य के पदों के वेतनमान में नियमित आधार पर उस पर नियुक्ति के पeात उस zेणी में पांच वर्ष की सेवा की हो; और

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हों :-

(i) किसी मान्यता प्राप्त वि}विद्यालय से वैमानिक या वैद्युत या इलेक्ट्रॉनिकी या यांत्रिकी/धातु इंजीनियरी में डिhी;

(ii) वैमानिक अनुसंधान और विकास में 12 वर्ष का अनुभव।

टिप्पणटिप्पणटिप्पणटिप्पण 1111:::: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहk होंगे। इसी प्रकार, प्रतिनियुक्त sक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहk होंगे।

G.S.R. 355.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Civil Aviation Department (Class I and Class II posts) Recruitment Rules, 1969 (as amended from time to time) in so far as they relate to the posts of Director (Research and Development), Senior Scientific Officer and Scientific Officer , Civil Aviation Department ( Group 'A' and Group 'B' posts) recruitment and the Civil Aviation Department Deputy Director Aircraft Engineering Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to Group 'A' posts in the Aircraft Engineering Directorate, Directorate General of Civil Aviation, Ministry of Civil Aviation, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Aircraft Engineering Directorate, Group 'A' Posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

(b) possessing the following educational qualifications and experience:-

(i) Degree in Aeronautical or Electricals or Electronics or Mechanical or Metallurgical Engineering from a recognised university;

(ii) Twelve years' experience in aeronautical research and development.

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed five years.

Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years, as on the closing date of receipt of applications.

(ii) ten years' experience in aeronautical research and development or design or laboratory investigation of failed aircraft parts or Flight recorders involved in accident or incident or Airworthiness Engineering.

Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed four years.

G.S.R. 356.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade I in the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), namely: -

1. Short title and commencement.—(1) These rules may be called the Ministry of Textiles, Office of Development Commissioner (Handicrafts), Stenographer Grade-I, (Group 'B' Post) Recruitment Rules, 2017.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. (1) Initial constitution clause.—The personnel holding the post of Stenographer Grade -I immediately before the commencement of these rules on regular basis shall be deemed to have been appointed in accordance with the provisions of these rules.

(2) The regular continuous service of personnel referred above in the respective grades immediately before the commencement of these rules shall count for the purpose of period of probation, seniority, qualifying service of promotion, confirmation and pensions in the service.

3. Number of post, classification and Level in the pay matrix.—The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living;

or

(b) who, having a spouse living has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect the reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारम्भ.संक्षिप्त नाम और प्रारम्भ.संक्षिप्त नाम और प्रारम्भ.संक्षिप्त नाम और प्रारम्भ.————(1) इन नियमों का संक्षिप्त नाम उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, राष्ट्रीय शर्क रा संस्थान, कानपुर, वरिष्ठ प्रशासनिक अधिकारी, लेखा-सह-भंडार अिधकारी, प्रशासनिक–सह-Pय और विPय अधिकारी तथा कार्यालय अधीक्षक (समूह 'क' और समूह 'ख' पद) भर्ती नियम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

(क) जिसने ऐसे sक्ति से जिसका पति या जिसकी पtी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पtी के जीवित रहते "ए किसी sक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहk होगा:

बशत(cid:141) कि यदि के न्'ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे sक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुमेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी sक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.—जहां के न्'ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखबL करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के sक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

7. 5ावृत्ति.5ावृत्ति.5ावृत्ति.5ावृत्ति.---- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहk डालेगी, जिनका के न्'ीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के sक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 358.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute, Kanpur (Class I and Class II posts), Recruitment Rules, 1964, in so far as they relate to the posts of Senior Administrative Officer, Accounts-cum-Store Officer and Administrative-cum-Purchase and Sales Officer and in supersession of the National Sugar Institute (Office Superintendent) Recruitment Rules, 1981, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Administrative Officer, Accounts-cum-Store Officer, Administrative-cum-Purchase and Sales Officer and Office Superintendent, in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur, namely :-

1. Short title and commencement.—(1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, National Sugar Institute, Kanpur, Senior Administrative Officer, Accounts-cum-Store Officer, Administrative-cum-Purchase and Sales Officer and Office Superintendent (Group 'A' and Group 'B' Posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said posts, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person,-

(i) who has entered into or contracted a marriage with a person having a spouse living; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
