G.S.R. 359.—In exercise of the powers conferred by sub-section (1) read with clause (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the following rules to amend the Sashastra Seema Bal Combatised Inspector, Junior Hindi Translator, Ministerial (Non- Gazetted) Group 'B' post Recruitment Rules, 2011, namely:—
1. (1) These rules shall be called the Sashastra Seema Bal Combatised Inspector, Junior Hindi Translator, Ministerial (Non-Gazetted) Group 'B' post, Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Sashastra Seema Bal Combatised Inspector, Junior Hindi Translator, Ministerial (Non-Gazetted) Group 'B' post Recruitment Rules, 2011,-
(a) in rule 1, in sub-rule (1) for the figure "2011", the figure "2012" shall be substituted;
(b) for rule 3, the following rule shall be substituted, namely :-
"3. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".
(c) In the Schedule,-
(A) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely :-

G.S.R. 360.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal (Non-Combatised) Hindi Staff Group 'A' and 'B' Posts Recruitment Rules, 2012, namely:-
1. (1) These rules may be called the Sashastra Seema Bal (Non-Combatised) Hindi Staff Group 'A' and 'B' Posts Recruitment (Amendment) Rules 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Sashastra Seema Bal (Non-Combatised) Hindi Staff Group 'A' and 'B' Posts Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely :-
"3. Number of posts, classification and level in the pay matrix.- The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".

(2). They shall come into force on the date of their publication in the Official Gazette.
2. In the Sashastra Seema Bal Group 'A' Combatised Veterinary Officers, Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification and level in the pay matrix.- The number of posts, their classification and the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.";
3. In the said rules, in the Schedule,-
(a) against serial number 1 relating to the post of Deputy Inspector General (Veterinary),-
(A) in column (4), for the column heading and entries relating thereto, the following shall be substituted, namely :-

(ख) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

(क) जिसने ऐसे Oयक्ति, जिसका पति या जिसकी पत्नी जीवित है, से विवाह किया है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Oयक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहQ होगा:
परन्तु यदि के न्Rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Oयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुSेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Oयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति:---- जहां के न्Rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब2 करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Oयक्तियों की बाबत, आदेश द्वारा शििथल कर सके गी।
6. /या/या/या/यावृत्ति:वृत्ति:वृत्ति:वृत्ति:---- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहQ डालेगी, जिनका के न्Rीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य िपछड़े वगV, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Oयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R.362.—In exercise of powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Laboratory Assistant in the National Fire Service College, Nagpur under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (a) These rules may be called the National Fire Service College, Nagpur (Laboratory Assistant) Recruitment Rules, 2017.
(b) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix .- The number of the posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualification, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) Who has entered into or contracted a marriage with a person having spouse living, or[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 4, 2017/कार्तिक 13, 1939 1579 (b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing and relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2.2.2.2. वाणिज्य और उद्योग मंत्रालय, औद्योगिक नीति एवं संवर्धन विभाग (प्रधान पुस्तकालय एवं सूचना अिधकारी और िनदेशक और सहायक पुस्तकालय और सूचना अिधकारी) भर्ती नियम, 2012 के िनयम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्:-

G.S.R.363.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the president hereby makes the following rules to amend the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion (Principal Library and Information Officer and Director and Assistant Library and Information Officer) Recruitment Rules, 2012, namely:-
1. (1) These rules may be called the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion (Principal Library and Information Officer and Director and Assistant Library and Information Officer) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. For rule 2 of the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion (Principal Library and Information Officer and Director and Assistant Library and Information Officer) Recruitment Rules, 2012, the following rule shall be substituted, namely:-
" 2. Number of posts, classification and Level in Pay Matrix.— The number of the said posts, their classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".
3. In the Schedule to the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion (Principal Library and Information Officer and Director and Assistant Library and Information Officer) Recruitment Rules, 2012, —
(a) against serial number 1, relating to the post of Principal Library and Information Officer and Director, —

(ख) जिसने अपने पति या प(cid:129)ी के जीवित रहते &ए किसी (cid:128)क्ति से विवाह किया है; या विवाह की संविदा की है
उक्त पद पर नियुक्ति के लिए पात्र नहQ होगा ।
परन्तु यदि कें Rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे (cid:128)क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि अधीन अनुSेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी (cid:128)क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6. 6. 6. 6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहां तक कें दीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब2 करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के (cid:128)क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

Fावृत्तिFावृत्तिFावृत्तिFावृत्ति.— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहQ डालेगा, जिनका कें Rीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनूसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगV, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के (cid:128)क्तियों के लिए उपबंध करना अपेक्षित है ।

| ख) जिनके पास निम्नलिखित शैक्षिक अर्हता और अनुभव हैः— (i) किसी मान्यता प्राप्त विविद्यालय से वैमानिक इ ंजीनियरी में डिyी और (ii) किसी अनुमोदित पब्लिक सेक्टर के उपhम या सरकारी विनिर्माण या ओवरहालिग या अनुरक्षण स्थापन म ें एयरे म, विमान संरचना प्रणालियों या डिजाइन या शक्ति संयत्रों या वैद्युत या उपकरण या उयानिकी या विमानन घटना के अन्वेषण, सुरक्षा प्रबंधन प्रणाली के कार्यान्वयन और ऑडिट तथा निगरानी में ग्यारह वर्ष का अनुभव। उड़ान प्रचालक, विमान दिक्चालन, दूर संचार, विमान संरचना, एयरो इंजन, विमान प्रणाली, मौसम विSान और विमान यातायात नियंत्रण जैसे सभी विषयों म ें नागर विमानन का Sान। प्रतिनियुक्ति/पुनaनयुक्ति के लिए (सश बल के काaमकों क े िलए); व ेतन मैट्रिक्स के स्तर 12 में सदृश पदों या पद धारण करने वाले ऐसे सश बल काaमक जिन्होंने सेना, वायु स ेना और नौ सेना में पांच वर्ष की अर्हक सेवा की हो, जो एक वर्ष की अवधि के भीतर सेवा निवृत्त होने वाले हैं या रिजर्व में स्थानांतरण होने वाले हैं तथा जिनके पास अपेक्षित अर्हता और अनुभव हो पर भी विचार किया जायेगा, ऐसे क्तियों की प्रतिनियुक्ति निबधन उस तारीख तक दिया जायेगा जिसको उन्हें सश् बलों से निमु र्क्त किया जाता है तत्पशात वे पुaनयोजन पर बने रह सकें गे। (सिविल पदों के संबंध में अधिवaषता की आयु तक प ुनaनयोजन) टिप्पण 1 टिप्पण 1:::: पोषक प्रवर्ग के ऐसे विभागीय अिधकारी; जो टिप्पण 1 टिप्पण 1 प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहQ होंगे। इसी प्रकार, प्रतिनियुक्त क्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहQ होंगे। टिप्पण 2 भिन्न वे टिप्पण 2:::: संगठन में कार्यरत अधिकारी से टिप्पण 2 टिप्पण 2 अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, सदृश पद धारण किये हैं या जिन्होंने स्तर 12 में पद पर पांच वर्ष की सेवा की है वे भी प्रतिनियुक्ति के अधीन आवेदन कर सकें गे, जिसके लिये उन्हें बाp अ`यaथयों के साथ प्रतिस्पर्धा करने की आवश्यकता होगी। टिप्पण 3 (इसके अंतर्गत अल्पकालिक टिप्पण 3:::: प्रतिनियुक्ति टिप्पण 3 टिप्पण 3 स ंविदा भी है) की अवधि जिसके अंतर्गत कें Rीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाp पद पर प्रतिनियुक्ति (इसके अंतर्गत अल्पकालिक संविदा भी है) की अविध है, साधारणतया पांच वर्ष से अधिक नहQ होगी । ि टप्पण 4 (इसके अंतर्गत अल्पकालिक टिप्पण 4:::: प्रतिनियुक्ति टिप्पण 4 टिप्पण 4 स ंविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहQ होगी। |

G.S.R.364.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Civil Aviation Department, (Directorate of Air Safety, Group 'A' Posts) Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the posts of Director, Deputy Director, Assistant Director and Air Safety Officer in the Directorate of Air Safety, Directorate General of Civil Aviation, Ministry of Civil Aviation, namely:—
1. Short title and commencement. – (i) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Director, Deputy Director, Assistant Director and Air Safety Officer in Air Safety Directorate, Recruitment Rules 2017.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix etc., — The number of the posts, their classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit and other qualifications.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification. – No Person -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person.
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.
6. Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

F or Deputation/re-employment (For Armed Forces Personnel):- T he Armed Forces Personnel in analogous posts or post in Level 12 in the pay matrix and having qualifying service of five years in Army, Air Force and Navy due to retire or who are to be transferred to reserve within a period of one year and having the requisite qualification and experience shall also be considered, such persons would be given deputation terms upto the date of which they are due for release from the Armed Forces; thereafter, they may be continued on re- employment. (Reemployment upto the age of superannuation with reference to civil posts.) 1. (1) इन नियमों का संक्षिप्त नाम के न्Rीय भूमिगत जल बोर्ड सहायक भूभौतिकीविद, भर्ती (संशोधन) िनयम, 2017 है।
(2) ये भारत के राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. के न्Rीय भूमिगत जल बोर्ड सहायक भूभौतिकीविद, भर्ती नियम, 1995
(जिसे इसमे इसके प(cid:133)ात उक्त नियम कहा जाएगा) के नियम 2 के स्थान पर निम्नलिखित रखा जाएगा, अर्थात:-

(ii) "प्रतिनियुक्ति" शीर्ष के अधीन मद(क) में, उपमद(ii) के स्थान पर निम्नलिखित उपमद रखा जाएगा , अर्थात :-

1. (1) These rules may be called the Central Ground Water Board Assistant Geophysicist Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Ground Water Board Assistant Geophysicist Recruitment Rules, 1995 (herein after referred to as the said rules), for rules 2, the following rule shall be substituted, namely:-
"2. Number of post, classification and level in pay matrix.– The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".
3. In the said rules, in the Schedule,-
(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

G.S.R. 367.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, the Head Draughtsman, Ganga Flood Control Commission (Group 'B' Post) Recruitment Rules, 2012 namely:-
1. (1) These rules may be called the Ministry of Water Resources, the Head Draughtsman, Ganga Flood Control Commission (Group 'B' Post) Recruitment Amendment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Water Resources, the Head Draughtsman, Ganga Flood Control Commission (Group 'B' Post) Recruitment Rules, 2012,-
(I) for rule 3, the following rule shall be substituted, namely:-
"3. Number of posts, classification and Level in Pay Matrix.— The number of said posts, its classification and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";
(II) in the Schedule,-
(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:—

G.S.R. 371.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, the Central Water Engineering (Group 'A') Service Rules, 2013, namely:-
1. (1)These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Water Engineering (Group 'A') Service (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Water Resources, the Central Water Engineering (Group 'A') Service Rules, 2013 (hereinafter referred to as the said rules), after the words, "Ministry of Water Resources", wherever they occur, the words "River Development and Ganga Rejuvenation" shall be inserted.
3. In the said rules, in clause (a) of sub-rule (1) of rule 4, for the words, "pay band and grade pay or pay scale", the words "level in the pay matrix" shall be substituted.
4. Sub-rule (7) of rule 5 of the said rules shall be omitted.
5. In the said rules, in clause (a) of sub-rule (8) of rule 5, for the words and figures "a specific grade pay in pay band-3, pay band-4 or Higher Administrative Grade Scale", the words "level 12 to level 15 in the pay matrix" shall be substituted.
6. In the said rules, in sub-rule (3) of rule 8, the following proviso shall be inserted, namely:-
"provided that the probationer shall be given an opportunity of being heard by the Controlling Authority before the final decision is taken by it.".
7. In Schedule-I to the said rules,-
(a) for the words, "pay band and grade pay or pay scale", the words "level in the pay matrix" shall be substituted;
(b) for the heading of column (5), the heading, "level in pay matrix" shall be substituted;
(c) against serial number 1, relating to the post of Chairman, for the entries in column (5), the entry "Level 17" shall be substituted;
(d) against serial number 2, relating to the post of Member, for the entries in column (5), the entry "Level 15" shall be substituted;
(e) against serial number 3, relating to the grade of Senior Administrative Grade, in column (5), for the entries, the entry "Level 14" shall be substituted;
(f) against serial number 4, relating to the grade of Junior Administrative Grade,-
(i) for the words "Joint Commissioner", the words "Senior Joint Commissioner" shall be substituted;
(ii) for the entries in column (5), the entry "Level 13" shall be substituted;
(g) against serial number 5 (a), relating to the grade of Non-functional Second Grade, for the entries in column (5), the entry "Level 12" shall be substituted;
(h) against serial number 5 (b), relating to the grade of Senior Time Scale, for the entries in column (5), the entry "Level 11" shall be substituted;
(i) against serial number 6, relating to the grade of Junior Time Scale, for the entries in column (5), the entry "Level 10" shall be substituted;
(j) in the footnote, for the words and figures, "the pay band-3, Rs.15600-39100 with grade pay of Rs.7600" and " the pay band-3, Rs.15600-39100 with grade pay of Rs.6600", the words and figures, "level 12 in the pay matrix" and "level 11 in the pay matrix" shall respectively be substituted.
8. In the said rules, in Schedule-III,—
(a) against serial number 1, relating to the post of Chairman, in column (4),—
(i) for the words and figures, "pay band of Rs. 67,000-79,000", at both the places where they occur, the words and figures, "level 15 of pay matrix" shall be substituted;
(ii) Note 3 shall be omitted;

सासासासा.का.िन..का.िन..का.िन..का.िन. 372372372372....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 309 309 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए और रसायन और पेट्रो-रसायन (समूह 'क' पद) भर्ती नियम, 2002200220022002 को, उन बातों के िसवाय, जिन्हें ऐसे अधिhमण से पहले किया गया हो या करने से लोप किया गया है, रसायन और उर्वरक मंत्रालय के रसायन और पेट्रो-रसायन विभाग में तकनीकी पदों पर भर्ती की प2ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त नाम और प्रारंसंक्षिप्त नाम और प्रारंसंक्षिप्त नाम और प्रारंसंक्षिप्त नाम और प्रारंभभभभ – (1) इन नियमों का संक्षिप्त नाम रसायन और पेट्रो रसायन (समूह 'क' तकनीकी अिधकारी) भर्ती िनयम, 2017 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या वर्गीकरण औरपद संख्या वर्गीकरण औरपद संख्या वर्गीकरण औरपद संख्या वर्गीकरण और वेतन मैट्रिक्सवेतन मैट्रिक्सवेतन मैट्रिक्सवेतन मैट्रिक्स में स्त में स्त में स्त में स्तरररर : पदों की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाब2 अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिLदष्ट हैं ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता : वह (cid:128)क्ति -1614 THE GAZETTE OF INDIA : NOVEMBER 4, 2017/KARTIKA 13, 1939 [PART II—SEC. 3(i)] (क) िजसने ऐसे (cid:128)क्ति से िजसका पित या जिसकी प(cid:129)ी जीिवत है िववाह किया है या विवाह की संविदा की है ; या (ख) िजसने अपने पित या अपनी प(cid:129)ी के जीिवत रहते &ए किसी (cid:128)क्ति से िववाह किया है या विवाह की संविदा की है उक्त पदों में से किसी पद पर नियुक्ति का पात्र नहQ होगा :
परंतु यदि कें Rीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे (cid:128)क्ति और िववाह के अन्य पक्षकार को लागू िविध के अधीन अनुSेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी (cid:128)क्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति : जहां कें Rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है वहां वह उसके िलए जो कारण हैं उन्हें लेखब2 करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के (cid:128)क्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6. FावृतिFावृतिFावृतिFावृति : इन नियमों की कोई बात ऐसे आरक्षण, आयु सीमा से छू ट और अन्य आदेशों पर प्रभाव नहQ डालेगी, िजनका कें Rीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगV, भूतपूर्व सैिनक और अन्य िवशेष प्रवर्ग के (cid:128)क्तियों के िलए उपबंध करना अपेक्षित है ।

New Delhi, the 26th October, 2017
G.S.R. 372.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Chemicals and Petrochemicals (Group `A' Posts) Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the methods of recruitment to certain technical posts in the Department of Chemicals and Petrochemicals in the Ministry of Chemicals and Fertilizers, namely:-
1. Short title and commencement.— (1) — These rules may be called the Department of Chemicals and Petrochemicals (Group 'A' Technical Officers) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.— The number of the posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment to the said posts, age- limit, qualifications and other matters connected therewith shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules in respect of any class or category of person.
6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex- servicemen and other categories of person in accordance with the orders issued by the Central Government from time to time.

Note 1.- The departmental Deputy Industrial Advisers in level-11 (Rs.67,700-2,08,700) in the pay matrix with five years' regular service in the grade rendered after appointment thereto will also be considered along with outsiders and in case, his selection to the post, the post shall be deemed to have been filled by promotion.
