G.S.R. 373.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal (Non-Combatised) Women Instructor, Group 'B' post Recruitment Rules, 2014, namely:—

1. (1) These rules may be called the Sashastra Seema Bal (Non-Combatised) Women Instructor, Group 'B' post Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal (Non-Combatised) Women Instructor, Group 'B' post Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the schedule,-

(A) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely :-

(B) in column (11), under sub- heading "Promotion",- (i) for the words, figures and letters "Pay Band-1,(5200-20200/-)" plus Grade Pay of Rs. 2400/-", the words, figures and letters "Level-4 in the pay matrix (Rs. 25500-81100/-)" shall be substituted;

(ii) Note relating to computing minimum qualifying service for promotion, shall be omitted.

1. (1) These rules may be called the Sashastra Seema Bal, Non-Combatised, Draughtsman Cadre, Group 'B' Non-Gazetted post Recruitment (Amendment) Rules 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal, Non-Combatised, Draughtsman Cadre, Group 'B' Non-Gazetted post Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 3, the following rules shall be substituted, namely :—

''3. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".

(3) In the said rules, in the schedule,-

(A) in column (4), for the column heading and the entries relating thereto, the following shall be substituted namely :—

(B) in column (11), under sub-heading "Composite Method [Deputation/Promotion]",- (i) in item (a), in sub-item (ii), for the words, figures and letters "Pay Band-1, Rs. 5200- 20200 plus grade pay of Rs. 2400/-", the words, figures and letters "Level-4 in the pay matrix (Rs. 25500-81100/-)" shall be substituted;

(ii) in Note 1, for the words, figures and letters ''Pay Band-1, Rs. 5200-20200 plus grade pay of Rs. 2400/-", the words, figures and letters "Level-4 in the pay matrix (Rs. 25500- 81100/-)" shall be substituted;

उक्त पद पर नियुक्ति का पात्र नह[ होगाः

परन्तु यदि के न्]ीय सरकार का यह समाधान हो जाता है कि ऐसे विवाह उस Yक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी Yक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 375.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension, Stenographer Grade –I, Group 'B' Post Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade –I, Group 'B' in the Directorate of Extension, Pusa, New Delhi under the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension Stenographer Grade –I, Group 'B' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.—No person, –1634 THE GAZETTE OF INDIA : NOVEMBER 11, 2017/KARTIKA 20, 1939 [PART II—SEC. 3(i)] (a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(Period of deputation (including short-term contract) including period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.)

2. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment to the said posts, age- limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reason to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. Short title and commencement.—(1)These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Graphotype Operator, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and the level in the pay matrix.—The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्र नह[ होगाः

परन्तु यदि के न्]ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Yक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी Yक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

2. In the Central Ground Water Board, Staff Car Driver (Special Grade), Recruitment Rules, 2016,- (i) for rule 2, the following shall be substituted, namely:-

(iii) जो निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हैं:

(क) किसी मान्यता प्राप्त वि(cid:139)विद्यालय या संस्थान से सिविल या यांत्रिक या कृ षि या खनन या इलैक्ट्रिकल या (िcid:133)ल्लिग इंजीनिय(cid:140)रग में डिrी अथवा पैट्रोलियम प्रौद्योगिकी में डिrी (ख) यांत्रिक (िcid:133)ल्लिग रिग्स के उपयोग करने में पाँच वर्ष का अनुभव

G.S.R. 382.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Central Ground Water Board, Despatch Rider, Group 'C' post Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Despatch Rider in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Despatch Rider, Group 'C' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Level in Pay Matrix.—The number of said post, its classification, and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
