G.S.R. 417.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Staff Selection Commission (Group 'D' posts) Recruitment Rules, 1978, Staff Selection Commission (Examination Work Attendant) Recruitment Rules, 1989 and Staff Selection Commission (Senior Gestetner Operator and Senior Peon) Recruitment Rules, 1996, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in the Staff Selection Commission, namely :-

1. Short title and commencement.- (1) These rules may be called the Staff Selection Commission, "Multi Tasking Staff", Group 'C' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay level in pay matrix.—The number of post, its classification and the pay level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other Qualifications, etc.—The method of recruitment to the said post, age limit, qualification and other matters relating to thereto shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxations of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen or any other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1111. (. (. (. (1111) संक्षिप्त) संक्षिप्त) संक्षिप्त) संक्षिप्त नाम और प्रारंभ.नाम और प्रारंभ.नाम और प्रारंभ.नाम और प्रारंभ.———— इन नियमों का संक्षिप्त नाम भारतीय मृदा एवं भू-उपयोग सव*क्षण (सहायक तकनीकी अधिकारी) भर्ती (संशोधन) नियम 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रदत्त होंगे।

2. भारतीय मृदा एवं भू-उपयोग सव*क्षण (सहायक तकनीकी अधिकारी) भर्ती िनयम, 2015 में :-

(क) नियम 2 में, शब्दों के स्थान पर, ''वेतन बैंड'' और (cid:4)ेड वेतन या वेतनमान'', दोनों स्थानों पर आते हैं, जहां वे आते हैं, ''वेतन मैट्रिक्स में स्तर'' रखे जाएंगे;

(ख) अनुसूची में,-

i. स्तंभ (4) में, शीर्षक के स्थान पर, शीर्षक ''वेतन मैट्रिक्स में स्तर'' रखा जाएगा;

ii. विद्यमान प्रविष्टि के स्थान पर, प्रविष्टि ''वेतन मैट्रिक्स में स्तर 6 (35400-112400 N.)'' रखी जाएगी ;

iii. स्तंभ (10) के क (II) में, प्रविष्टि ''वेतन बैंड- I (5200;20200 $.) + (cid:4)ेड वेतन 2800 $.'', के स्थान पर प्रविष्टि ''वेतन मैट्रिक्स में स्तर – 5 (29200-92300 $.) रखी जाएगी।

G.S.R. 418.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, they President hereby makes the following rules to amend the Soil and Land Use Survey of India (Assistant Technical Officer) Recruitment Rules, 2015, namely :-

1. (1) Short title and amendment.—These rules may be called the Soil and Land Use Survey of India (Assistant (Technical Officer) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Soil and Land Use Survey of India (Assistant Technical Officer) Recruitment Rules, 2015:—

(a) in rule 2, for the words ''Pay band and grade pay or pay scale'' at both the places where they occur, the words ''Level in the Pay Matrix'' shall be substituted;

(b) in the Schedule :-

(i) in column (4), for the heading, the heading 'Level in the Pay matrix' shall be substituted;

(ii) for the existing entry, the entry shall be substituted ''Level 6 (Rs. 35400-112400) in the Pay matrix''.

(iii) in column (10) in A (II) for the entry ''Pay Band-1 (Rs. 5200-20200) with Grade Pay of Rs. 2800'', the entry ''Level 5 (Rs. 29200-92300) in the pay matrix'' shall be substituted.

(ख) जिसने अपने पति या अपनी प^ी के जीवित रहते &ए किसी ]क्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पदों पर नियुक्ति का पात्र नह_ होगाः

परन्तु यदि के न्aीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे ]क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुbेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी ]क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. 5. 5. 5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्aीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबX करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ]क्तियों के बाबत् आदेश द्वारा िशिथल कर सके गी ।

6. 6. 6. 6. 3ावृति3ावृति3ावृति3ावृति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह_ डालेगी, िजनका के न्aीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, अन्य पिछडे वगf, भूतपूर्व सैनिकों और अन्य विशेष वर्ग के ]क्तियों के लिए उपबंध अपेक्षित है ।

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Assistant Accounts Officer, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

(2) सेवा पर उनकी नियुक्ति से पूर्व संबंधित तत्स्थानी |ेड में अधिकारियों की नियमित निरंतर सेवा की वरिष्ठता, पुष्टि, प्रोन्नति और पेंशन के लिए अर्हक सेवा के प्रयोजन के लिए गणना की जाएगी।

G.S.R. 420.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment of Group 'C' posts of Halwai-cum-Cook, Clerk and Canteen Attendant in the Directorate of Extension, Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement .—(1)These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Halwai-cum-Cook, Clerk and Canteen Attendant (Group 'C' posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of posts, their classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Initial Constitution.—(1)The service shall, on the date of commencement of these rules, consist of officials who have already been appointed on a regular basis to the posts of Halwai-cum-Cook, Clerk and Canteen Attendant and such officials so appointed shall be deemed to have been appointed to the respective grade at the initial constitution.

(2)The regular continuous service of officials in the respective corresponding grade prior to their appointment to the service shall count for the purpose of qualifying service for seniority, confirmation, promotion and pension.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

Deputation:

Officers of the Central Government.-

(a) (i) holding analogous post on regular basis; or

(ii) Assistant Halwai-cum-Cook with atleast three years regular service in the level-2 (Rs.19,900-63,200) in the pay matrix, and

(b) possessing the following qualification and experience, namely:-

(i) 10th Class Pass with a certificate or diploma in catering.

(ii) Experience: Two years in a government Department or undertaking preferred.

Note 1 : The period of deputation including the period of deputation in another ex-cadre post held immediately preceding the appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. Note 2: The maximum age-limit for deputation is 56 years as on the closing date of receipt of applications.

Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, deputationists shall not be eligible for consideration for appointment by promotion.

G.S.R. 424.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Museum of Natural History, Department of Environment, Forests and Wildlife (Group C Posts) Recruitment Rules, 1975, in so far as they relate to the post of Artist, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Artist in the National Museum of Natural History, Ministry of Environment, Forest and Climate Change, namely:-

1. Short title and commencement.—(i) These rules may be called the Ministry of Environment, Forest and Climate Change, National Museum of Natural History, Artist (Group 'C' Post) Recruitment Rules, 2017.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in Pay Matrix.—The number of post, its classification and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

4. Disqualification.- No Person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.-Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 426.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Museum of Natural History, Department of Environment, Forests and Wildlife (Group C Posts) Recruitment Rules, 1975, in so far as they relate to the post of Photographer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Photographer in the National Museum of Natural History, Ministry of Environment, Forest and Climate Change, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Environment, Forest and Climate Change, National Museum of Natural History, Photographer, Group 'C' Post Recruitment Rules, 2017.

(2)They shall come into force on the date of their publication in the Official Gazette.

परन्तु, यदि के न्aीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे ]क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुbेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी ]क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्aीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबX करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ]क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

7. 3ावृत्ति3ावृत्ति3ावृत्ति3ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह_ डालेगी, जिनका के न्aीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वगf और अन्य विशेष प्रवर्ग के ]क्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 427.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Gallery of Modern Art (Class III and Class IV posts) Recruitment Rules, 1966 in so far as it relates to the posts of Upper Division Clerk (including Accountant), Lower Division Clerk, Carpenter- Cum-Artist, Carpenter, Polishman, Library Attendant, Peons, Gallery Attendant, Caretaker, Painter, Dark Room Assistant, Laboratory Attendant, Projectionist-cum-Photographer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to certain Group 'C' posts in the National Gallery of Modern Art, Ministry of Culture, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Culture, National Gallery of Modern Art (Group 'C' posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in the pay matrix.—The number of the said post their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Initial Constitution.—The incumbents of the posts mentioned at serial number 1, 2 and 7 in the Schedule, who were appointed to the said posts before the commencement of these rules shall be deemed to have been appointed under these rules and the services rendered by them in the said posts before the said commencement shall be taken into account for deciding their seniority and eligibility for promotion to the next higher grade.

5. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rules.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

Explanatory Note: These rules shall come into force from the date of their publication in the Official Gazette. However, rule 4 shall come into force with retrospective effect with a view to regularize the services of the existing incumbents mentioned in rule 4 and it is certified that by giving retrospective effect to rule 4, no one is likely to be adversely affected.
