सासासासा....काकाकाका....निनिनिनि.... 428428428428....----राष्ट्रपित, संविधान के अनु(cid:16)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:31)ए संघ लोक सेवा आयोग में भाषायी प्रशासक के पद पर भर्ती की प+ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1. संक्षिप् तसंक्षिप् तसंक्षिप् तसंक्षिप् त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ....———— (क) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग, भाषायी प्रशासक, समूह 'क' पद भर्ती नियम, 2017 है ।
(ख) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

4. 4. 4. 4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....–––– वह Hयक्ति.—
(क) जिसने ऐसे Hयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है, या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:31)ए किसी Hयक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहK होगा ।
परन्तु यदि के न्Lीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Hयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुMेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Hयक्ति को इस नियम के प्रवर्तन में छू ट दे सके गी ।
5. 5. 5. 5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्Lीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब+ करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Hयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी I
6.6.6.6. +या+या+या+यावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहK डालेगी, जिनका के न्Lीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Hयक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 428.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Linguistic Administrator in the Union Public Service Commission, namely:—
1. Short title and commencement.—(1) These rules may be called the Union Public Service Commission, Linguistic Administrator, Group 'A' Post, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Ten years experience of using or applying terminology (terminological work) in Hindi and translation work from English to Hindi or vice-versa, of the texts of academic and technical content, in different disciplines of humanities, social sciences, science and technology including experience of handling examination work under Central Government or State Government or Union territories or Autonomous Bodies or Statutory Organisations or Public Sector Undertakings or Universities or recognised Research or Educational Institutions. Desirable: (i) Three years experience in organising or associating in national or international conference or seminars of academicians or experts. | |||
| (ii) A Doctor of Philosophy awarded in Hindi or published work in linguistic research. (iii) Studied one of the languages other than Hindi included in the Eighth Schedule to the Constitution of India at 10th level from a recognised Board. Note 1: The Departmental Senior Research Officer (Language Medium) in level 11 (Rs. 67700-208700/) in the pay matrix with ten years of regular service in the grade and having same essential and desirable qualification as prescribed for deputationists shall also be considered along with outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion. N ote 2: Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed five years. N ote 3: The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications. |

G.S.R. 429.—In exercise of powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Fire and Rescue Operator in the National Fire Service College, Nagpur, Ministry of Home Affairs, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, National Fire Service College, Fire and Rescue Operator (Group 'C' post) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of post, classification and level in the pay matrix .—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. के न्Lीय भूमिगत जल बोर्ड, उप-िनदेशक )राजभाषा( भर्ती नियम, 2005 (इसे इसमें इसके प(cid:127)ात उक्त नियम कहा गया है) में, िनयम 1 के उप-िनयम (1) में शब्दों "के न्Lीय भूमिगत जल बोर्ड" के स्थान पर "जल संसाधन, नदी िवकास और गंगा संरक्षण मंत्रालय, के न्Lीय भूमिगत जल बोर्ड" रखा जाएगा ।
3. उक्त नियमों में, नियम 2 के स्थान पर निम्नलिखित िनयम रखा जाएगा, अर्थात्:—

4. उक्त नियमों की अनुसूची में –

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Deputy Director (Official Language), Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Ground Water Board, Deputy Director (Official Language) Recruitment Rules, 2005 (hereinafter referred to as the said rules), in rule 1, in sub-rule (1), for the words "Central Ground Water Board", the words ''Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board" shall be substituted.
3. In the said rules, for rule 2, the following rule shall be substituted, namely:-
"2. Number of post, classification and level in pay matrix.—The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Scheduled annexed to these rules."
4. In the Schedule to the said rules,-
(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(ii) "प्रतिनियुक्ति" शीर्षक के अधीन मद (क) में, उपमद (ii) और उपमद (iii) के स्थान पर, निम्नलिखित उपमद रखा जाएगा , अर्थात्:-
"(ii) जिन्होंने वेतन मैट्रिक्स में स्तर-6 (35400 Y.) के पदों में छह वर्ष नियमित सेवा की है;" ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. स्वास्थ्य और परिवार कल्याण मंत्रालय, डिस्पैच राइडर (समूह 'ग' पद) भर्ती नियम, 2014 (इसमें इसके पश्चात् मूल िनयम के रूप में निFदष्ट किया गया है) में,—
(i) िनयम 2 के स्थान पर निम्निलिखत रखा जायेगा, अर्थात् : -

(ii) मूल नियम की अनुसूची में, -
(अ) स्तंभ 4 में, शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्निलिखत रखी जायेगी, अर्थात् :-

G.S.R. 432.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to further amend the Ministry of Health and Faimkily Welfare, Despatch Rider (Group 'C' post) Recruitment Rules, 2014, namely :—
1. (1) These rules may be called the Ministry of Health and Family Welfare, Despatch Rider (Group 'C' post) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.

उक्त पद पर नियुक्ति का पात्र नहK होगा:
परन्तु यदि के न्Lीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस (cid:133)क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुMेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी (cid:133)क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. िशिथल करनेिशिथल करनेिशिथल करनेिशिथल करने की शक्ति.की शक्ति.की शक्ति.की शक्ति.————जहां के न्Lीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब+ करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के (cid:133)क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. Dावृत्ति.Dावृत्ति.Dावृत्ति.Dावृत्ति.————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहK डालेगी, जिनका के न्Lीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के (cid:133)क्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 433.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Sugar Institute, Kanpur (Group 'A' and Group 'B' Posts) Recruitment Rules, 1964 in so far as they relate to the post of Senior Personal Assistant and in supersession of the Ministry of Food, National Sugar Institute, Kanpur, Stenographer Grade-II Group 'C' Post Recruitment Rules, 1994, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Private Secretary and Stenographer Grade-I in the National Sugar Institute, Kanpur, in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur (Private Secretary and Stenographer Grade-I) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Powers to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
