G.S.R. 447.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Lal Bahadur Shastri National Academy of Administration (Canteen Posts) Recruitment Rules, 2001, in so far as they relate to the post of Manager Grade II, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Manager Grade II in the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Manager Grade II, Group 'B' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,1980 THE GAZETTE OF INDIA : DECEMBER 23, 2017/PAUSA 2, 1939 [PART II—SEC. 3(i)] shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable:

Two years' experience of running a Canteen or Mess in any Government Office or Public Sector Undertaking or Autonomous or Statutory Organisation.

Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department in the Central Government shall not exceed three years.

Note 2: The maximum age-limit for appointment on deputation shall not exceed fifty-six years as on the closing date of receipt of application.

G.S.R. 450 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal, (Mountaineering ) Non-Combatised Service Group 'A' and 'B' Posts Recruitment Rules, 2014, namely:-

1. (1) These rules may be called the Sashastra Seema Bal (Mountaineering ) Non-Combatised Service Group 'A' and 'B' Posts Recruitment (Amendment) Rules 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal (Mountaineering ) Non-Combatised Service Group 'A' and 'B' posts Recruitment Rules, 2014(hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

G.S.R. 453.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in suppression of the Sardar Vallabhbhai Patel National Police Academy Constable (Band) Recruitment Rules, 1985, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Constable (Band) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely :-

1. Short title and commencement. —(1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy, Constable (Band), Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—he number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

G.S.R. 458.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Veterinary Compounder in the Central Academy for Police Training, Bhopal under the Bureau of Police Research and Development, Ministry of Home Affairs, namely :-

G.S.R. 461.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal Non-Combatised (Telecommunication) Service, Group 'A' posts Recruitment Rules, 2012, namely :-

1. (1) These rules may be called the Sashastra Seema Bal Non-Combatised (Telecommunication) Service, Group 'A' posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette,

2. In the Sashastra Seema Bal Non-Combatised (Telecommunication) Service, Group 'A' posts Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. In the said rules, in the Schedule,-

(a) against serial number 1 relating to the post of Deputy Director (Telecommunication),-

(A) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely :-

(B) in column (11),-

(I) under sub-heading "Promotion",-

(क) िजसने ऐसे Lक्ति से िजसका पित या जिसकी पNी जीिवत है, िववाह किया है, या या िववाह की संिवदा की है; या

(ख) िजसने अपने पित या अपनी पNी के जीिवत रहते (cid:30)ए किसी Lक्ति से िववाह किया है या िववाह की संिवदा की है,

उक्त पदों में से किसी पर नियुक्ति का पात्र नहP होगा :

परन्तु यदि के Rीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Lक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुTेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Lक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

6. 6. 6. 6. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति.—जहां कें Rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब+ करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Lक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।

7777.... -ावृत्ति-ावृत्ति-ावृत्ति-ावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहP डालेगी, िजनका के Rीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों, अन्य िपछड़े वगu और अन्य िवशेष प्रवर्ग के Lक्तियों के िलए उपबंध करना अपेक्षित है ।

जा रहा हो, वहां उनके ज्येष्ठ Lक्तियों के संबंध में भी िवचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्रता सेवा, अपेक्षित अर्हक/पात्रता सेवा के आधे से अिधक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Lक्तियों सिहत, जिन्होंने ऐसी अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उzतर rेणी में प्रोन्नति के िलए अपनी परिवीक्षा की अविध सफलतापूर्वक पूरी कर ली हो ।

प्रतिनियुक्तिप्रतिनियुक्तिप्रतिनियुक्तिप्रतिनियुक्ति : : : :

कें Rीय सरकार के अधिकारीय;

(i) जिन्होंने िनयिमत आधार पर सदृश पद धारण किया (cid:30)आ है ; या

(ii) जिन्होंने अवर rेणी लिपिक या समतुल्य rेणी में आठ वर्ष की नियमित सेवा की है।

टिप्पणटिप्पणटिप्पणटिप्पण 1111 : : : : पोषक प्रवर्ग के ऐसे िवभागीय अिधकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के िलए िवचार किए जाने के पात्र नहP होंगे । इसी प्रकार, प्रतिनियुक्त Lक्ति प्रोन्नति द्वारा नियुक्ति के िलए िवचार किए जाने के पात्र नहP होंगे।

Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि के Rीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Lक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुTेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Lक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 464.– In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Planning Commission (Library Clerk) Recruitment Rules, 2009, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library Clerk in the National Institution for Transforming India, namely:-

1. Short title and commencement. —

(1) These rules may be called the National Institution for Transforming India, Library Clerk, (Group 'C' Post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, Level in the Pay matrix.—The number of the post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे Sयक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है अथवा विवाह की संविदा की है;

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:30)ए किसी Sयक्ति से विवाह किया है, अथवा विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहP होगा :

परन्तु जहां के न्Rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Sयक्ति के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुTेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Sयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति .— जहां के न्Rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब+ करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Sयक्तियों की बाबत, आदेश् द्वारा शिथिल कर सके गी ।

7. GयाGयाGयाGयावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहP डालेगी, जिनका के न्Rीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Sयक्तियों के लिए उपबंध करना अपेक्षित है ।

कर्मचारियों अथवा नियमित आधार पर सवार हरकारा का पद धारण करने वाले कर्मचारियों में से जो स्तंभ (7) में यथा उल्लिखित आवश्यक अर्हताओं को पूरी करते हों ।

बल के काNमकों के लिए प्रतिनियुक्ति/ पुनNनयोजन: सशस्त्रसशस्त्रसशस्त्रसशस्त्र बल के काNमकों के लिए प्रतिनियुक्ति/ पुनNनयोजन: बल के काNमकों के लिए प्रतिनियुक्ति/ पुनNनयोजन: बल के काNमकों के लिए प्रतिनियुक्ति/ पुनNनयोजन:

सशस्त्र बल के ऐसे काeमकों में से जो एक वर्ष की अवधि के भीतर सेवानिवृत्ति होने वाले हैं या रिजर्व में स्थानानंतरित किए जाने वाले है और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हों, पर भी विचार किया जाएगा । ऐसे Sयक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख को उन्हें सशस्त्र बल से निमु र्क्त किया जाना है तत्पश्चात् उन्हें पुनeनयोजन पर बने रहने दिया जा सकता है ।

2.         स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्Rीय सरकार स्वास्थ्य योजना संगठन, परा-चिकित्सा एवं साधारण rेणी
(समूह 'ग' पद) भर्ती नियम, 2015 (जिसे इसमें इसके  पश्चात् मूल नियम कहा गया है) में –

3.         मूल  नियम में, अनुसूची में, -
           (क)        फार्मासिस्ट-सह-लिपिक (यूनानी) से संबंधित पद के  hम सं. 1 में-
                      (i)      स्तंभ (4) और इससे संबंधित प्रविष्टियों के  स्थान पर निम्नलिखित रखा जाएगा, अर्थात्:-

शब्द एवं अंक रखे जाएगे ;

(iii) स्तंभ (7) और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् :-

(ख) hम सं. 2 में, भंडारी (यूनानी) के पद के संबंध में, -

New Delhi, the 20th December, 2017

G.S.R. 467.—In exercise of the powers conferred by sub-section (6) of section 6 of the Coal Mines (Special Provisions) Act, 2015 (11 of 2015), the President hereby makes the following rules regulating the method of recruitment to the post of Director (Technical) in the Office of the Nominated Authority, Ministry of Coal, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Coal Nominated Authority – Director (Technical) Group 'A' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and the level in the pay matrix.—The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualification etc. —The method of recruitment to the said post, age - limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.– No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect the reservations, relaxation of age limits and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) जिसने अपने पति या पत्नी के जीवित होते (cid:30)ए किसी Sयक्ति से विवाह या विवाह का अनुबंध किया है, उक्त पद पर नियुक्ति का पात्र नहP होगा :

बशत(cid:144) कि कें Rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Sयक्ति और विवाह के अन्य पक्षकार को लागू विधि के अधीन अनुTेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Sयक्ति को इन नियम के परिवर्तन से छू ट दे सके गी।

5. 5. 5. 5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां कें Rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उनके लिए जो कारण हैं उन्हें लिखित रूप से तथा संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध को किसी वर्ग या Sयक्तियों के वर्ग के बाबत आदेश द्वारा शिथिल कर सके गी।

GयाGयाGयाGयावृत्तिवृत्तिवृत्तिवृत्ति . . . .————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहP डालेगी, जिनका कें Rीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष rेणी के Sयक्तियों के लिए उपबंध करना अपेक्षित है।

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and the level in the pay matrix.—The number of the said post, its classification and the level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualification etc. —The method of recruitment to the said posts, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

(b) Who have undergone training in Cash and Accounts work in the ISTM or equivalent and possessing two years' experience of cash, accounts and budget work.

Note: Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.
