सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 469469469469....————राष्ट्रपित,संिवधान के अनु(cid:20)छेद 309 के परन्तुक द्वारा, प्रदत्त शक्तियों का प्रयोग करते #ए, स्वास्थ्य और परिवार कल्याण मंत्रालय, स्टाफ कार 0ाइवर (साधारण 5ेणी, 5ेणी-II, और 5ेणी – I) भर्ती िनयम, 2016 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, स्टाफ कार 0ावइर (साधारण 5ेणी, 5ेणी-II और 5ेणी- I ) भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. स्वास्थ्य और परिवार कल्याण मंत्रालय, स्टाफ कार 0ाइवर (साधारण 5ेणी, 5ेणी-II और 5ेणी-I) भर्ती नियम, 2016 में (जिसे इसमें इसके पश्चात् उक्त िनयम कहा गया), िनयम 1 और िनयम 2 के स्थान पर निम्निलिखत िनयम रखे जाएंगे; अर्थात् :-

3. उक्त नियमों की अनुसूची में, स्टाफ कार 0ाइवर (साधारण 5ेणी) पद से संबंधित Pम संख्या 1 के सामने, स्तंभ (II) में, ''प्रतिनियुक्ति/आमेलन'' शीर्षक के अधीन प्रविष्टि के स्थान पर, िनम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्:-

''स्वास्थ्य और परिवार कल्याण मंत्रालय में नियमित आधार पर वेतन मैट्रिक्स में स्तर-1 (18000-56900 +.) में पद धारण करने वाले सवार हरकारा और अन्य समूह 'ग' कर्मचारियों में से जिनके पास मोटर कार के लिए वैध चालन अनु6प्ति है जिसके न हो सकने पर के न्8ीय सरकार के अन्य मंत्रालयों में नियमित आधार पर वेतन मैट्रिक्स में स्तर-1 (18000-56900 +.) में पद धारण करने वाले सवार हरकारा और अन्य समूह 'ग' कर्मचारियों में से जिनके पास स्तंभ (7) के अधीन उल्लिखित अर्हताएं हैं।''

MINISTRY OF HEALTH AND FAMILY WELFARE

New Delhi, the 13th November, 2017

G.S.R. 469.— In exercise of the powers conferred by the proviso to article 309 of the constitution, the President hereby makes the following rules to amend the Ministry of Health and Family Welfare, Staff Car Drivers (Ordinary Grade, Grade-II & Grade-I) Recruitment Rules, 2016, namely :—

1. (1) These rules may be called the Ministry of Health and Family Welfare, Staff Car Drivers (Ordinary Grade, Grade-II & Grade-I) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Health and Family Welfare, Staff Care Drivers (Ordinary Grade, Grade-II & Grade-I), Recruitment Rules, 2016 (hereinafter referred to as the said rules), for rule 1 and 2, the following rules shall be substituted, namely :—

''1. Short title and Commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, Staff Car Drivers (Ordinary Grade, Grade-II and Grade-I), Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

''2. Number of posts, classification and level in Pay Matrix.—The number of the said posts, their classification and Level in the Pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.''

3. In the said rules, in the Schedule, against serial number 1 relating to the post of Staff Car Driver (Ordinary Grade), in column (11), for the entry under heading ''Deputation/Absorption'', the following entry shall be substituted, namely:—

''From amongst Dispatch Rider and other Group 'C' employees in Level-1 (Rs. 18000 – 56900/-) in the Pay Matrix holding the posts on regular basis in the Ministry of Health and Family Welfare and possessing valid driving licence for motor cars failing which Dispatch Riders and other Group 'C' employees in Level -1 (Rs. 18000 – 56900/-) in the Pay Matrix holding the posts on regular basis in other Ministries of the Central Government who possess the qualifications mentioned under column (7).''

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 470470470470....————राष्ट्रपति, संविधान के अनु(cid:20)छेद 309 के परंतुक द्वारा प्रदत शक्तियों का प्रयोग करते #ए, जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, फरZा बैराज परियोजना, उ[तर माध्यमिक विद्यालय (समूह 'क' और 'ख') भर्ती िनयम, 2016 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. (1) इन नियमों का संक्षिप्त नाम जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, फरZा बैराज परियोजना, उ[तर माध्यमिक िवधालय (समूह 'क' और 'ख') भर्ती (संशोधन) िनयम, 2017 है

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. जल संसाधन मंत्रालय, फरZा बैराज परियोजना, उ[तर माध्यमिक विद्यालय (समूह 'क' और 'ख') भर्ती िनयम, 2016 (जिसे इसमें इसके प'ात् उक्त नियम कहा गया है) में, नियम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-

3. उक्त नियमों की अनुसूची में,-

(क) स्तम्भ (4) में, स्तम्भ शीर्षक के स्थान पर निम्नलिखित स्तम्भ शीर्षक स्तम्भ रखें जाएंगे, अर्थात्:-

"वेतन मैट्रिक्स में स्तर"

(ख) प्रधानाचार्य के पद से सम्बंधित Pम संख्या 1 के सामने,-

(i) स्तम्भ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स (78800 - 209200 eपए) में स्तर-12.";

(ii) स्तम्भ (11) में,-

(अ) शब्द, अंक और अक्षर "वेतन बैंड-3, 15,600 - 39,100 eपए के वेतनमान और 6600 eपए के hेड वेतन", के स्थान पर शब्द, अंक, कोष्ठक और अक्षर "वेतन मैट्रिक्स में स्तर-11 (67000-208700 eपए)" रखे जाएंगे;

(आ) शब्द, अंक और अक्षर "वेतन बैंड-3, 15,600 - 39,100 eपए के वेतनमान और 5400 eपए के hेड वेतन", के स्थान पर शब्द, अंक, कोष्ठक और अक्षर "वेतन मैट्रिक्स में स्तर-10 (56100-177500 eपए)" रखे जाएंगे;

(इ) शब्द, अंक और अक्षर "वेतन बैंड-3, 15,600 - 39,100 eपए के वेतनमान और 5400 eपए के hेड वेतन", के स्थान पर शब्द, अंक, कोष्ठक और अक्षर "वेतन मैट्रिक्स में स्तर-10 (56100-177500 eपए)" रखे जाएंगे;

(ई) शब्द, अंक और अक्षर "वेतन बैंड-2, 93,00-34,800 eपए के वेतनमान और 4,800 eपए के hेड वेतन", के स्थान पर शब्द, अंक, कोष्ठक और अक्षर "वेतन मैट्रिक्स में स्तर-8 (47600- 151100 eपए)" रखे जाएंगे;

(उ) टिप्पण 5 का लोप किया जाएगा ।

(ग) उप - प्रधानाचार्य के पद से सम्बंधित Pम संख्या 2 के सामने,-

(i) स्तम्भ (4) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

"वेतन मैट्रिक्स (56100 - 177500 eपए) में स्तर 10"

(ii) स्तम्भ (11) में,-

(अ) शब्द, अंक और अक्षर "वेतन बैंड-2, 93,00-34,800 eपए के वेतनमान और 4,800 eपए के hेड वेतन", के स्थान पर शब्द, अंक, कोष्ठक और अक्षर "वेतन मैट्रिक्स में स्तर-8 (47600-151100 eपए)" रखे जाएंगे;

(आ) टिप्पण 3 का लोप किया जाएगा ।

(घ) स्न्नाकोतर शिक्षक के पद से सम्बंधित Pम संख्या 3 के सामने, स्तम्भ (4) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-

"वेतन मैट्रिक्स (47600 - 151100 eपए) में स्तर 8"

(ङ) प्रशिक्षित mातक शिक्षक के पद से सम्बंधित Pम संख्या 4 के सामने, स्तम्भ (4) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-

"वेतन मैट्रिक्स (44900 - 142400 eपए) में स्तर 7"

(च) प्राथमिक शिक्षक के पद से सम्बंधित Pम संख्या 5 के सामने स्तम्भ (4) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-

"वेतन मैट्रिक्स (35400 - 112400 eपए) में स्तर 6"

G.S.R. 470.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, River Development and Ganga Rejuvenation, Farakka Barrage Project Higher Secondary School (Group 'A' and 'B' posts) Recruitment Rules, 2016 namely:-

1. (1) These rules may be called Ministry of Water Resources, River Development and Ganga Rejuvenation, Farakka Barrage Project Higher Secondary School (Group 'A' and 'B' posts) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, River Development and Ganga Rejuvenation, Farakka Barrage Project Higher Secondary School (Group 'A' and 'B' posts) Recruitment Rules, 2016 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and level in pay matrix.— The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the Schedule to the said rules,-

(a) in column (4), for the column heading, the following column heading shall be substituted, namely:-

"Level in pay matrix.".

(b) against serial number 1, relating to the post of Principal,-

(i) in column (4), for the entries the following entries shall be substituted, namely:—

"Level – 12 (Rs. 78800-209200) in the pay matrix.";

(ii) in column (11),

(A) for the words, figures and letters "the pay band-3, Rs. 15,600-39,100 with grade pay of Rs. 6,600", the words, figures, brackets and letters " level-11 (Rs. 67000-208700) in the pay matrix" shall be substituted;

(B) for the words, figures and letters "the pay band-3, Rs. 15,600-39,100 with grade pay of Rs. 5,400", the words, figures, brackets and letters "level-10 (Rs. 56100-177500) in the pay matrix" shall be substituted;

(C) for the words, figures and letters "pay band-3, Rs. 15,600-39,100 plus grade pay Rs. 5,400", at both places where they occur, the words, figures, brackets and letters "level-10 (Rs. 56100-177500) in the pay matrix" shall be substituted;

(D) for the brackets, words, figures and letters "(pay band-2, Rs. 9,300-34,800 plus grade pay Rs. 4,800", the words, figures, brackets and letters "level 8 (Rs. 47600-151100) in the pay matrix" shall be substituted;

(E) Note 5 shall be omitted;

(c) against serial number 2, relating to the post of Vice - Principle,-

(i) in column (4), for the entries, the following entries shall be substituted, namely:—

"Level – 10 (Rs. 56100-177500) in the pay matrix.";

(ii) in column (11),

(A) for the words, figures and letters "the pay band-2, Rs. 9,300-34,800 with grade pay of Rs. 4,800", the words figures, brackets and letters "level-8 (Rs. 47600-151100) in the pay matrix" shall be substituted;

(B) Note 3 shall be omitted;

(d) against serial number 3, relating to the post of Post Graduate Teacher, in column (4), for the entries, the following entries shall be substituted, namely:-

"Level – 8 (Rs. 47600-151100) in the pay matrix.";

(e) against serial number 4, relating to the post of Trained Graduate Teacher, in column (4), for the entries, the following entries shall be substituted, namely:-

"Level – 7 (Rs. 44900-142400) in the pay matrix.";

(f) against serial number 5, relating to the post of Primary teacher, in column (4), for the entries, the following entries shall be substituted, namely:-

2.2.2.2. जल संसाधन मंत्रालय, फरZा बैराज परियोजना, उ[तर माध्यमिक विद्यालय पुस्तकालायाध्क्ष (समूह 'ख' पद) भर्ती िनयम, 2013 (जिसे इसमें इसके प'ात् उक्त नियम कहा गया है) में, उप-नियम (1) के नियम 1 के उपनियम (1) में, "जल संसाधन मंत्रालय" शब्द के प'ात् "नदी विकास और गंगा संरक्षण" अंतःस्थापित किए जाएंगे ।

3. उक्त नियमों में, नियम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-

G.S.R. 471.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, Farakka Barrage Project, Higher Secondary School, Librarian (Group 'B' Post) Recruitment Rules, 2013 namely:-

1. (1) These rules may be called Ministry of Water Resources, Farakka Barrage Project, Higher Secondary School, Librarian (Group 'B' Post) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Farakka Barrage Project, Higher Secondary School, Librarian (Group 'B' Post) Recruitment Rules, 2013 (hereinafter referred to as the said rules), in sub-rule (1) of rule 1, after the words "Ministry of Water Resources", the words "River Development and Ganga Rejuvenation," shall be inserted.

3. In the said rules, for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in pay matrix.— The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

4. In the Schedule to the said rules, in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:—

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. फरZा बैराज परियोजना, कार्यपालक इंजीनियर (सिविल), कार्यपालक इंजीनियर (यांत्रिक) और कार्यपालक इंजीिनयर (िवद्युत) समूह 'क' पद भर्ती नियम, 2011 (जिसे इसमें इसके प'ात् उक्त नियम कहा गया है) में, नियम 1 के , उप – नियम (1) में, शब्द "संक्षिप्त नाम" के प'ात् "जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय" अंतःस्थापित किया जायेगा।

3. उक्त नियम में, नियम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थातः-

वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबM अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिOदष्ट है।

4. अनुसूची में,-

(क) स्तम्भ (4) में, स्तम्भ शीर्षक के स्थान पर निम्नलिखित स्तम्भ शीर्षक रखा जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर.";

(ख) कार्यपालक इंजीनियर (सिविल) के पद से सम्बंधित Pम संख्या 1 के सामने,-

(i) स्तंभ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी अर्थात् :-

"वेतन मैट्रिक्स (67700 - 208700 eपए) में स्तर-11.";

(ii) स्तंभ(11) में,-

(अ) प्रोन्नति शीर्षक के अधीन,-2076 THE GAZETTE OF INDIA : DECEMBER 30, 2017/PAUSHA 9, 1939 [PART II—SEC. 3(i)] (i) शब्द, अक्षर और अंक "वेतन बैंड-2, में वेतनमान 9300 - 34800 e. + hेड

में स्तर-7 (44900-142400 eपए)" रखे जाएंगे;

(ii) टिप्पण 2 का लोप किया जाएगा;

G.S.R. 472 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Farakka Barrage Project, Executive Engineer (Civil), Executive Engineer (Mechanical) and Executive Engineer (Electrical), Group 'A' Posts, Recruitment Rules, 2011 namely:-

1. (1) These rules may be called the Farakka Barrage Project, Executive Engineer (Civil), Executive Engineer (Mechanical) and Executive Engineer (Electrical), Group 'A' Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Farakka Barrage Project, Executive Engineer (Civil), Executive Engineer (Mechanical) and Executive Engineer (Electrical), Group 'A' Posts Recruitment Rules, 2011 (hereinafter referred to as the said rules), in rule 1, in sub – rule (1), after the words "may be called the" the words "Ministry of Water Resources, River Development and Ganga Rejuvenation" shall be inserted.

3. In the said rules, for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in pay matrix.— The number of said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.".

4. In the Schedule,-

(a) in column (4), for the column heading, the following column heading shall be substituted, namely:-

"Level in pay matrix.";

(b) against serial number 1, relating to the post of Executive Engineer (Civil),-

(i) in column (4), for the entries, the following entries shall be substituted, namely:—

G.S.R. 474.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, Farakka Barrage Project, Senior Administrative Officer, (Group 'A' Gazetted Post) Recruitment Rules, 2013, namely:-

1. (1) These rules may be called the Ministry of Water Resources, Farakka Barrage Project, Senior Administrative Officer, (Group 'A' Gazetted Post) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Farakka Barrage Project, Senior Administrative Officer, (Group 'A' Gazetted Post) Recruitment Rules, 2013 (hereinafter referred to as the said rules), for the words "Ministry of Water Resources" wherever they occur, the words "Ministry of Water Resources, River Development and Ganga Rejuvenation" shall be substituted.

3. In the said rules, for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in pay matrix.— The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

4. In the Schedule to the said rules,-

2. जल संसाधन मंत्रालय, फरZा बैराज परियोजना, समूह 'ग' पद भर्ती नियम, 2010 में, शब्द "जल संसाधन मंत्रालय" जंहा भी आये हों के स्थान पर शब्द "जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय" रखे जाएंगे।

3. उक्त िनयमों में, नियम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात्:-

(क) स्तंभ (4) में, स्तंभ शीर्षक के स्थान पर, निम्नलिखित 'स्तंभ शीर्षक' रखा जाएगा, अर्थात् –

" वेतन मैट्रिक्स में स्तर"

(ख) उ[ 5ेणी लिपिक के पद से संबंधित Pम संख्या 1 के सामने, स्तंभ (4) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात:-

In the Ministry of Water Resources, Farakka Barrage Project, Group 'C' Posts, Recruitment Rules, 2010 (hereinafter referred to as the said rules), for the words "Ministry of Water Resources" wherever they occur, the words "Ministry of Water Resources, River Development and Ganga Rejuvenation" shall be substituted.

3. In the said rules, for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in pay matrix.— The number of said posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.";

4. In the Schedule to the said rules,-

1. (1) इन नियमों का संक्षिप्त नाम कृ िष और किसान कल्याण मंत्रालय, कृ िष, सहकारिता और किसान कल्याण िवभाग, आंकड़ा प्रसंस्करण प्रबंधक और प्रणाली विश्लेषक (समूह क पद) भर्ती (संशोधन) िनयम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare (Agriculture Commissioner, General Central Service, Group 'A') Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment , age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 483.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension, Projector Operator, Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Projector Operator in the Directorate of Extension, Pusa, New Delhi under the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called "The Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Co-operation and Farmers Welfare, Directorate of Extension, Projector Operator, Recruitment Rules, 2017".

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment , age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे {क्ति से, िजसका पित या िजसकी प|ी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी प|ी के जीवित रहते #ए किसी {क्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहs होगाः

परन्तु यदि के न्xीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस {क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु}ेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी {क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. 6. 6. 6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्xीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबM करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को, किसी वर्ग या प्रवर्ग के {क्तियों के बाबत, आदेश द्वारा शिथिल कर सके गी ।

7. 7. 7. 7. 9ावृत्ति9ावृत्ति9ावृत्ति9ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहs डालेगी, जिनका कें xीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के (cid:127)यक्तियों के लिए उपबंध करना अपेक्षित है।

द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हों, कम न हों और उन्होंने अपने ऐसे कनिष्ठ (cid:127)यक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उ(cid:20)चतर 5ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

(क) (i) मूल संवर्ग या विभाग में सदृश पद धारण करते हों; या

(ii) स्तर – 5, (29,200-92,300 e.) या मूल संवर्ग या विभाग में समतुल्य में उस पद पर छ: वर्ष की िनयिमत सेवा की है; और

(ख) निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों:-

टिप्पटिप्पटिप्पटिप्पणणणण :::: पोषक प्रवर्ग के ऐसे िवभागीय अिधकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के िलए विचार किए जाने के पात्र नहs होंगे। इसी प्रकार प्रतिनियुक्त (cid:127)यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहs होंगे।

(ii) with six years' service in the grade rendered after appointment thereto on regular basis in Level-5, (Rs.29,200-92,300) in the pay matrix or equivalent in the parent cadre or department; and

(b) Possessing the following educational qualifications and experience, namely:-

Essential:

(i) (a) Senior secondary School Examination pass from a recognised Board;

(b) Diploma in Photography awarded by a recognised university or institute; and

(c) two years professional experience in various fields of photography.

OR

(ii) (a) Senior secondary School Examination pass from a recognised Board;

(b) Certificate Course in Photography from a recognised university or institute; and

(c) three years professional experience in various fields of photography.

Note: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation (including short-term contract). Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

[Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department in the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation(including short-term contract) shall be not exceeding fifty six years as on the closing date of receipt of applications].

1 (1) These rules may be called the Ministry of Housing & Urban Affairs, Directorate of Printing (Multi-Tasking Staff) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2 In the Ministry of Urban Development, Directorate of Printing (Multi Tasking Staff) Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules."
