सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 59595959....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए और नागर विमानन मंत्रालय, नागर विमानन महानिदेशालय (प्रचालन) भर्ती नियम, 2012 को उन बातों के सिवाय अधि6ांत करते 'ए, जिन्हें ऐसे अधि6मण से पहले किया गया है या करने का लोप किया गया है, नागर विमानन मंत्रालय, नागर विमानन महानिदेशालय में निदेशक प्रचालन, उप निदेशक प्रचालन, सहायक निदेशक प्रचालन और प्रचालन अधिकारी के समूह 'क' पदों की भर्ती की प=ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं:-
1. 1. 1. 1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम नागर विमानन मंत्रालय, नागर विमानन महानिदेशालय (प्रचालन) समूह 'क' पद भर्ती नियम, 2018 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

(क) जिसने ऐसे Sक्ति से जिसका पति या पTी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या पTी के जीवित रहते 'ए किसी Sक्ति से विवाह किया है या विवाह की संविदा की है।
उक्त पदों पर नियुक्ति के लिए पात्र नहU होगा।
परन्तु यदि कें Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Sक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुWेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Sक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति5. शिथिल करने की शक्ति5. शिथिल करने की शक्ति5. शिथिल करने की शक्ति....————जहां कें दीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां उसके लिए जो कारण हैं, उन्हें लेखब= करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Sक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. 3ावृत्ति6. 3ावृत्ति6. 3ावृत्ति6. 3ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका कें Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग\, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Sक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रोप्रोप्रोप्रोन्नतिः न्नतिः उ पिनदेशक, प्रचालन जिसने वेतन मैट्रिक्स, स्तर-12 की `ेणी में पाँच वष\ की नियमित सेवा की है। टिप्पण :::: जहां ऐसे कनिष्ठ Sक्तियों के संबंध में जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार टिप्पण किया जा रहा हो, वहां उनसे ज्येष्ठ Sक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Sक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उeतर ` ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति (अल्पकालिक संविदा सहित): क ें Vीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों या विgविद्यालयों या मान्यता प्राप्त अनुसंधान संस्थाओं या पब्लिक स ेक्टर के उप6मों या अर्ध-सरकारी या कानूनी या स्वशासी संगठनों के ऐसे अधिकारी,- (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए 'ए हैं; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर- 12 के पद पर नियुक्ति के पmात उस `ेणी में पांच वष\ की नियमित सेवा की है; और (ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएँ और अनुभव हैं:- किसी मान्यता प्राप्त विgविद्यालय से सिविल या मैके निकल या कं प्यूटर विWान या सूचना तकनीकी या वैमानिकी या इलैक्ट्रिकल या इलेक्ट्रॉनिक्स विधाओं में इंजीनियरी डिqी और निम्नलिखित में तेरह वष\ का अनुभव; अथवा इलेक्ट्रॉनिक्स या भौतिक शाs विषय लेकर विWान में tातकोत्तर डिqी और निम्नलिखित में बारह वष\ का अनुभव; अथवा किसी मान्यता प्राप्त विgविद्यालय या समतुल्य से इलेक्ट्रॉनिक्स या भौतिक शाs विषय के साथ बी.एस.सी. डिqी और निम्नलिखित में पंVह वष\ का अनुभव,- (क) विमान क्षेत्र नियंत्रण या प'ँच नियंत्रण या क्षेत्र नियंत्रण रेvटग सहित हवाई यातायात नियंत्रण; या (ख) विमान क्षेत्रों या उड़ानकर्मी दल अथवा विमान परिवहन का अनुWापन; या प्रमुख या अंतर्राष्ट्रीय सिविल हवाई अwे के एयरसाइड प्रचालन का प्रबंधन; या (ग) (घ) वाणिज्यिक पायलेट अनुWप्ति के साथ वायुयान उड़ान; या (ङ) रक्षा सेवाओं में वायुयान उड़ान; या (च) अनुसूचित एयरलाइन का उड़ान प्रचालन विभाग; या विमान क्षेत्र डिज़ाइन और योजना। (छ) टिप्पण 1 टिप्पण 1:::: (i) ऊपर सूचीबद्द एक से अधिक क्षेत्रों में अनुभव के संयोजन से अपेक्षित अनुभव की अवधि पर विचार किया जा टिप्पण 1 टिप्पण 1 सकता है। इसके अलावा किसी विशेष वर्ष में कई क्षेत्रों से प्राप्त अनुभव कु ल अनुभव की गणना करते समय एक ही अवधि के रूप में माना जायेगा। (ii) किसी भी विशिष्ट क्षेत्र (जैसा की ऊपर अपेक्षित अर्हता में निNदष्ट है) में वास्तविक प्रशिक्षण की अवधि को अनुभव की गणना करते 'ए विचार किया जायेगा परन्तु ऐसे लाभ एक वर्ष की अधिकतम अवधि तक सीमित होंगे। टिप्पण 2 टिप्पण 2:::: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति/आमेलन पर नियुक्ति के लिए टिप्पण 2 |
विचार किए जाने के पात्र नहU होंगे। इसी प्रकार, प्रतिनियुक्त Sक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहU होंगे।
टिप्पण 3टिप्पण 3टिप्पण 3टिप्पण 3:::: प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि जिसके अंतर्गत कें Vीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बा| पद पर प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि है, साधारणतया पांच वर्ष से अधिक नहU होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) द्वारा नियुक्ति के लिए अिधकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहU होगी।

(क) विमान क्षेत्र नियंत्रण या प'ँच नियंत्रण या क्षेत्र नियंत्रण रेvटग सहित हवाई यातायात नियंत्रण; या
(ख) विमान क्षेत्रों या उड़ानकर्मी दल अथवा विमान परिवहन का अनुWापन; या
(ग) प्रमुख या अंतर्राष्ट्रीय सिविल हवाई अwे के एयरसाइड प्रचालन का प्रबंधन; या
(घ) वाणिज्यिक पायलेट अनुWप्ति के साथ वायुयान उड़ान; या
(ङ) रक्षा सेवाओं में वायुयान उड़ान; या
(च) अनुसूचित एयरलाइन का उड़ान प्रचालन विभाग; या
(छ) विमान क्षेत्र डिज़ाइन और योजना।
टिप्पण 1टिप्पण 1टिप्पण 1टिप्पण 1:::: (i) ऊपर सूचीबद्द एक से अधिक क्षेत्रों में अनुभव के संयोजन से अपेक्षित अनुभव की अवधि पर विचार किया जा सकता है। इसके अलावा किसी विशेष वर्ष में कई क्षेत्रों से प्राप्त अनुभव कु ल अनुभव की गणना करते समय एक ही अवधि के रूप में माना जायेगा।
(ii) किसी भी विशिष्ट क्षेत्र (जैसा की ऊपर अपेक्षित अर्हता में निNदष्ट है) में वास्तविक प्रशिक्षण की अवधि को अनुभव की गणना करते 'ए विचार किया जायेगा परन्तु ऐसे लाभ एक वर्ष की अधिकतम अवधि तक सीमित होंगे।

G.S.R. 59.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Ministry of Civil Aviation, Directorate General of Civil Aviation (Operations) Recruitment Rules, 2012 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to Group 'A' posts of Director of Operations, Deputy Director of Operations, Assistant Director of Operations and Operations Officer in Directorate General of Civil Aviation, Ministry of Civil Aviation, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation (Operations), Group 'A' posts Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. —The number of said posts, their classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,[भाग II—खण्ड 3(i)] भारत का राजपत्रा : पफरवरी 17, 2018/माघ 28, 1939 469 shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Degree in Engineering in Civil or Mechanical or Computer Science or Information Technology or Aeronautical or Electrical or Electronics disciplines from a recognised University with thirteen years' experience in;
or
Masters Degree in Science in the subjects of Electronics or Physics with twelve years' experience in;
or
B. Sc. Degree from a recognised University or equivalent with Electronics or Physics as subjects with Fifteen years' experience in, -
(a) Air Traffic Control with Aerodrome Control or Approach Control or Area Control rating; or
(b) Licensing of Aerodromes or Flight Crew or Air Transport; or
(c) Management of Airside operations of major or International civil Airport; or
(d) Aircraft flying with Commercial Pilot Licence; or (e) Aircraft flying in Defence Services; or (f) Flight operations department of a Schedules Airlines; or
(g) Aerodrome Design and Planning.
Note 1: (i) The period of required experience may also be considered by combining experience in more than one field listed above. Further, experience obtained in multiple fields in a particular year will be treated as a single period towards total experience.
(ii) The period of actual training in any of the specialised area (as specified in essential qualification above) may be counted towards experience provided that such benefits will be restricted to a maximum period of one year.
Note 2:::: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 3:::: Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation/department of the Central Government shall ordinarily not to exceed five years. The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding 56 years, as on the closing date of receipts of applications.

(क) जिसने ऐसे (cid:139)यक्ति से, जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है अथवा विवाह की संविदा की है;
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते 'ए किसी (cid:139)यक्ति से विवाह किया है, अथवा विवाह की संविदा की है, उक् त पद पर नियुक्ति का पात्र नहU होगा :
परन्तु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे (cid:139)यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुWेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी (cid:139)यक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब= करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के (cid:139)यक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6. GयाGयाGयाGयावृत्तवृत्तवृत्तवृत्त....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य, रियायतों पर प्रभाव नहU डालेगी िजनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के (cid:139)यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 60.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Gas Supervisor (Group 'C') Recruitment Rules, 1989 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Gas Supervisor in Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Gas Supervisor (Group 'C' Post), Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : पफरवरी 17, 2018/माघ 28, 1939 4792. Number of post, classification, level in the pay matrix. —The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
