(क) िजसने ऐसे Gक्ति से िजसका पित या जिसकी पHी जीिवत हैं, िववाह किया है, या िववाह की संिवदा की है; या

उक्त पदों में से किसी पर नियुक्ति का पात्र नहI होगा :
परन्तु यदि कें Jीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Gक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुKेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Gक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

(iii) कें (cid:31)ीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या नगर निगम या औद्योगिक या विमानन या पत्तन के मान्यताप्राप्त अग्निशमन सेवा संगठन में ज्येष्ठ अनुदेशक की पंक्ति से अन्यून पंक्ति में आग बुझाने में शिक्षण या प्रशिक्षण का पांच वर्ष का अनुभव ।
(iv) निम्नलिखित न्यूनतम शारीरिक मानक होना चाहिए ;
ऊं चाई : 165 से.मी. से कम न हो (पहाड़ी क्षेत्रों के अ'यaर्थयों के लिए 5 से.मी. तक शिथिल की जा सके गी), सीना : 81 से.मी. सामान्य, न्यूनतम फु लाव 5 से.मी., वजन : 50 कि.Sा. से कम न हो

G.S.R. 90.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Chief Instructor in the National Fire Service College, Nagpur, under the Ministry of Home Affairs, namely:
1. Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur, Chief Instructor (Group 'B' post) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any person from operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

Weight: Not less than 50 Kilograms. Hearing: Normal, Speech: Normal. Desirable: 1. Medical First Aid Responder or Urban Search and Rescue course from a recognised Institute. 2. Valid Heavy Vehicle Driving License. B. The departmental Senior Instructor in level 6 (Rs.35400-112400) with five years' regular service in the grade shall also be considered along with outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note 1. The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation (including short-term contract) Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2. The Period of deputation (including short-term contract) including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. उक्त पद पर नियुक्ति का पात्र नहI होगा:
परन्तु यदि के न्Jीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस bयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुKेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी bयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 91.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Group 'C' posts, National Fire Service College, Nagpur Recruitment Rules, 1981, in so far as they relate to the post of Junior Demonstrator, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior demonstrator in the National Fire Service College, Nagpur, namely:- 1. Short title and commencement.—(1) These rules may be called the National Fire Service College, Junior Demonstrator (Group 'C' posts) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification.—No person,-
(a) Who has entered into or contracted a marriage with a person having spouse living, or (b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(1) (1) इन नियमों का संक्षिप्त नाम सांख्यिकी और आसूचना निदेशालय (कें Jीय उत्पाद शुल्क और सीमाशुल्क) समूह 'क' पद भर्ती (संशोधन) नियम, 2018 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

1 (1) These rules may be called the Directorate of Statistics and Intelligence (Central Excise and Customs) Group 'A' Posts, Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Directorate of Statistics and Intelligence (Central Excise and Customs) Group 'A' Posts, Recruitment Rules, 1999, -
(a) for rule 2, the following shall be substituted, namely: -
"2. Number of posts, classification and level in the pay matrix. – The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.";
(b) in the Schedule, -
(i) against the post at serial number 1 relating to System Analyst, -

परन्तु यदि के न्Jीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे Gक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुKेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Gक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 93—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Planning Commission (Group 'D' Staff) Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in the National Institution for Transforming India (NITI Aayog), namely:-
1. Short title and commencement.—(1) These rules may be called the National Institution for Transforming India (NITI Aayog) (Multi Tasking Staff) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of the post, its classification, level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc..—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) इन नियमों का संक्षिप्त नाम िविध और न्याय मंत्रालय, िवधायी िवभाग, राजभाषा खंड (समूह 'क' पद हिंदी शाखा) भर्ती (द्वितीय संशोधन) िनयम 2018 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. िविध और न्याय मंत्रालय, िवधायी िवभाग, राजभाषा खंड, (समूह 'क' पद हिंदी शाखा) भर्ती िनयम, 2013 (िजसे इसमें इसके पvात् मूल िनयम कहा गया है) के , िनयम 2 के स्थान पर, निम्नलिखित िनयम रखा जाएगा, अर्थात् :-

(i) Xम संख्या 1 में, 'संयुक्त सिचव और िवधायी परामर्शी (हिंदी शाखा)' के पद के सामने,-
(ग) स्तंभ (4) में,
अ. शीर्ष के स्थान पर निम्नलिखित शीर्ष रखा जाएगा, अर्थात् :-
"वेतन मैट्रिक्स में स्तर ।";
आ. विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएगी, अर्थात् :-
"वेतन मैट्रिक्स में स्तर 14, 144200-218200 r.।";
(घ) स्तंभ (11) में, -
अ. उपशीर्ष 'प्रोन्नति' के अधीन,-[भाग II—खण्ड 3(i)] भारत का राजपत्रा : मार्च 31, 2018/चैत्रा 10, 1940 627 I. राजभाषा खंड, िवधायी िवभाग में "से आरंभ होने वाले शब्दों और िनयिमत सेवा कर चुकें हों" से समाप्त होने वाले शब्दों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् :-
"वेतन मैट्रिक्स में स्तर 13,118500-214100 r. में राजभाषा खंड में अपर िवधायी परामर्शी (हिंदी शाखा) जिन्होंने उस wेणी में 3 वर्ष िनयिमत सेवा की हो ।";
II. टिप्पण 2 के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-
"टिप्पण 2: प्रोन्नति के िलए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के िलए, किसी अिधकारी द्वारा 1 जनवरी, 2016 से पहले या उस तारीख से, िजससे सातवें के न्Jीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, िनयिमत आधार पर की गई सेवा को उक्त वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी वेतन मैट्रिक्स के स्तर पर या वेतनमान में की गई सेवा समझी जाएगी ";
आ. उपशीर्ष 'प्रतिनियुक्ति' के अधीन,-
I. मद (क) में उपमद (ii)और (iii) के स्थान पर निम्नलिखित मदें रखी जाएंगी, अर्थात् :-
"(ii) जिन्होंने मूल काडर या िवभाग में वेतन मैट्रिक्स में स्तर 13क, 131100-216600 r. या समतुल्य में िनयिमत आधार पर नियुक्ति के पvात् उस wेणी में दो वर्ष सेवा की हो ;
"(iii) मूल काडर या िवभाग में वेतन मैट्रिक्स में स्तर 13, 118500-214100 r. या समतुल्य में िनयिमत आधार पर नियुक्ति के पvात् उस wेणी में तीन वर्ष सेवा की हो ;
II टिप्पण 2 के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-

(क) स्तंभ (4) में, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखI जांएगी, अर्थात् :-
"वेतन मैट्रिक्स में स्तर 13, 118500-214100 r.";
(ख) स्तंभ (11) में,
(अ) उपशीर्ष 'प्रोन्नति' के अधीन,-
I. राजभाषा खंड, िवधायी िवभाग में "से आरंभ होने वाले शब्दों और िनयिमत सेवा कर चुकें हों" से समाप्त होने वाले शब्दों के स्थान पर निम्नलिखित रखा जाएगा अर्थात् :-

II टिप्पणटिप्पणटिप्पणटिप्पण 2222 के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-
""""टिप्पणटिप्पणटिप्पणटिप्पण 2:2:2:2: प्रोन्नति के िलए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के िलए, किसी अिधकारी द्वारा 1 जनवरी, 2016 से पहले या उस तारीख से, िजससे सातवें के न्Jीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, िनयिमत आधार पर की गई सेवा को, उक्त वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी वेतन मैट्रिक्स के स्तर पर या वेतनमान में की गई सेवा समझी जाएगी ";

II टिप्पणटिप्पणटिप्पणटिप्पण 2222 के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-

(क) स्तंभ (4) में, विद्यमान प्रविष्टियों के सामने निम्नलिखित प्रविष्टियां रखI जांएगी, अर्थात् :-

"(iii) जिन्होंने मूल काडर या िवभाग में वेतन मैट्रिक्स में स्तर 7, 44900-142400 r. में िनयिमत आधार पर युक्ति के पvात् उस wेणी में 3 वर्ष की सेवा की हो ;
II टिप्पण (2) के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-
"टिप्पण : प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के िलए, किसी अिधकारी द्वारा 1 जनवरी, 2016 से पहले या उस तारीख से, िजस सातवें के न्Jीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, िनयिमत आधार पर की गई सेवा को िसवाय उस दशा के , जहां एक से अिधक पूर्व-पुनरीक्षित वेतनमान का साधारण वेतन मैट्रिक्स में स्तर पर या वेतनमान में िवलय हो गया है, और वहां यह लाभ के वल उस पद (उन पदों) के िलए विस्तारित होगा, िजसके (िजनके ) िलए वेतन मैट्रिक्स में स्तर पर या वेतनमान में िबना किसी उन्नयन का साधारण प्रतिस्थापन yेड है उक्त वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी वेतन मैट्रिक्स में स्तर पर या वेतनमान में की गई सेवा समझी जाएगी ।

G.S.R. 94.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Law and Justice, Legislative Department, Official Languages Wing (Group 'A' posts Hindi Branch) Recruitment Rules, 2013, namely:-
1. (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing (Group 'A' posts Hindi Branch) Recruitment (Second Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Law and Justice, Legislative Department, Official Languages Wing (Group 'A' posts Hindi Branch) Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".
3. In the said rules, in the Schedule, –
(i) in serial number 1, against the post of 'Joint Secretary and Legislative Counsel (Hindi Branch)', –
(a) in column (4),–
A. for the heading, the following heading shall be substituted, namely:–
"Level in the pay matrix.";
B. for the existing entries, the following entries shall be substituted, namely:–
"Level 14 in the pay matrix Rs. 144200 - 218200.";
(b) in column (11), –
A. under the sub-heading 'Promotion'–
I. for the words starting with "Additional Legislative Counsel (Hindi Branch) in the" and ending with the words, "service in the grade", the following shall be substituted, namely:–
"Additional Legislative Counsel (Hindi Branch) in the Official Languages Wing in level 13 in the pay matrix Rs. 118500 - 214100 with three years' regular service in the grade.";
II. for Note (2), the following Note shall be substituted, namely:–
"Note (2): For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix or pay scale extended based on the recommendations of the said Pay Commission.";

सा.का.िन. सा.का.िन. सा.का.िन. सा.का.िन. 95959595....————राष्ट्रपति, संविधान के अनु(cid:18)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते ए, विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' पद प्रादेशिक भाषा), भर्ती नियम, 2013 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. (1) इन नियमों का संक्षिप्त नाम विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' पद प्रादेशिक भाषा) भर्ती (द्वितीय संशोधन) िनयम 2018 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. विधि और न्याय मंत्रालय, विधायी विभाग, राजभाषा खंड, (समूह 'क' पद प्रादेशिक भाषा) भर्ती नियम, 2013 (जिसे इसमें इसके पvात् मूल नियम कहा गया है) के , नियम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-
""""2. पद संख्या, वर्गीकरण, वेतन मैट्रिक्स में 2. पद संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर या वेतनमान पद संख्यास्तर या वेतनमान पद संख्यास्तर या वेतनमान पद संख्यास्तर या वेतनमान पद संख्या, उनका वर्गीकरण, वेतन मैट्रिक्स में 2. पद संख्या, वर्गीकरण, वेतन मैट्रिक्स में 2. पद संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर या इसमें संबंधित वेतनमान वे होंगे जो इन नियमों से उपाब/ अनसूची के स्तंभ (2) से स्तंभ (4) में विनिEर्दष्ट हैं ।"
3. उक्त नियम की अनुसूची में,-
(i) Xम संख्या 1 में, 'उप विधायी परामर्शी (प्रादेशिक भाषा शाखा)' के पद के सामने,-
(क) स्तंभ (4) में,
अ. शीर्ष के स्थान पर निम्नलिखित शीर्ष रखा जाएगा, अर्थात् :-
"वेतन मैट्रिक्स में स्तर ।";
आ. विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-
"वेतन मैट्रिक्स में स्तर 12, 78800-209200 r.।";
(ख) स्तंभ (11) में, -
अ. उपशीर्ष 'प्रोन्नति' के अधीन,-
I. "राजभाषा खंड, विधायी विभाग में से आरंभ होने वाले शब्दों और "सेवा कर चुके हो" से समाप्त होने वाले शब्दों के स्थान पर निम्नलिखित रखा जाएगा अर्थात् :-
"वेतन मैट्रिक्स में स्तर 11, 67700-208700 r. में ऐसे सहायक विधायी परामर्शी (प्रादेशिक भाषा शाखा) जिन्होंने उस wेणी में पांच वर्ष नियमित सेवा की हो ।";
II. टिप्पण 2 के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-

II टिप्पण 2 के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-

(क) स्तंभ (4) में, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी अर्थात् :-
"वेतन मैट्रिक्स में स्तर 11, 67700-208700 r.";
(ख) स्तंभ (11) में, प्रतिनियुक्ति या आमेलन उपशीर्ष के अधीन,-
(आ.) मद (क) में, उपमद (ii) (iii) और (iv) के स्थान पर निम्नलिखित उपमद रखे जाएंगे, अर्थात् :-
(ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर 9, 53100-167800 r. में या समतुल्य में नियमित आधार पर नियुक्ति के पvात् उस wेणी में पांच वर्ष सेवा की है ; या
(iii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर 8, 47600-151100 r. में या समतुल्य में नियमित आधार पर नियुक्ति के पvात् उस wेणी में आठ वर्ष सेवा की है ; अथवा
(iv) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर 7, 44900-142400 r. में या समतुल्य में नियमित आधार पर नियुक्ति के पvात् उस wेणी में आठ वर्ष सेवा की है ; ;
आ. टिप्पण 2 के स्थान पर निम्नलिखित टिप्पण रखा जाएगा, अर्थात् :-
"टिप्पण : प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के िलए, किसी अिधकारी द्वारा 1 जनवरी, 2016 से पहले या उस तारीख से, िजस सातवें के न्Jीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, िनयिमत आधार पर की गई सेवा को िसवाय उस दशा के , जहां एक से अिधक पूर्व-पुनरीक्षित वेतनमान का साधारण वेतन मैट्रिक्स में स्तर पर या वेतनमान में िवलय हो गया है, और वहां यह लाभ के वल उस पद (उन पदों) के िलए विस्तारित होगा, िजसके (िजनके ) िलए वेतन मैट्रिक्स में स्तर पर या वेतनमान में िबना किसी उन्नयन का साधारण प्रतिस्थापन yेड है ।" उक्त वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी वेतन मैट्रिक्स में स्तर पर या वेतनमान में की गई सेवा समझी जाएगी।

G.S.R. 95.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' posts Regional Languages) Recruitment Rules, 2013, namely:-
1. (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' posts Regional Languages) Recruitment (Second Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' posts Regional Languages) Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".
3. In the said rules, in the Schedule, –
(i) in serial number 1, against the post of 'Deputy Legislative Counsel (Regional Languages)', –
(a) in column (4),–
A. for the heading, the following heading shall be substituted, namely:–
"Level in the pay matrix.";
B. for the existing entries, the following entries shall be substituted, namely:–
"Level 12 in the pay matrix Rs. 78800 - 209200.";
(b) in column (11), -
A. under the sub-heading 'Promotion', –
I. for the words starting with "Assistant Legislative Counsel (Regional Languages) in the" and ending with words "service in the grade.", the following shall be substituted, namely:–
"Assistant Legislative Counsel (Regional Languages Branch) in level 11 in the pay matrix Rs. 67700 – 208700 with five years' regular service in the grade.";
II. for Note (2), the following Note shall be substituted, namely:–
"Note 2: For the purposes of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix or pay scale extended based on the recommendations of the said Pay Commission.";
B. under the sub-heading 'Deputation',-
I. in item (a), for sub-tem (ii), the following sub-item shall be substituted, namely:-
"(ii) with five years' service in the grade rendered after appointment thereto on regular basis in level 11 in the pay matrix Rs. 67700 - 208700 or equivalent in the parent cadre or department;";
II. for Note (2), the following Note shall be substituted, namely:–
"Note (2): For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the[भाग II—खण्ड 3(i)] भारत का राजपत्रा : मार्च 31, 2018/चैत्रा 10, 1940 637 date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common level in the pay matrix or pay scale, and where this benefit will extend only for the post (s) for which that level in the pay matrix or pay scale is the normal replacement of the grade without any upgradation.".
(ii) in serial number 2, against the post of 'Assistant Legislative Counsel (Regional Languages)',–
(a) in column (4), for the existing entry, the following entry shall be substituted, namely:–
"Level 11 in the pay matrix Rs. 67700 – 208700.";
(b) in column (11), under the sub-heading 'Deputation/absorption', –
A. in item (a), for sub-items (ii) (iii) and (iv), the following sub-items shall be substituted, namely:–
"(ii) with five years' service in the grade rendered after appointment thereto on a regular basis in level 9 in the pay matrix Rs. 53100 - 167800 or equivalent in the parent cadre or department; or
(iii) with six years' service in the grade rendered after appointment thereto on a regular basis in level 8 in the pay matrix Rs. 47600 - 151100 or equivalent in the parent cadre or department; or
(iv) with seven years' service in the grade rendered after appointment thereto on a regular basis in level 7 in the pay matrix Rs. 44900 - 142400 or equivalent in the parent cadre or department;";
B. for the Note, the following Note shall be substituted, namely:–
"Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common level in the pay matrix or pay scale, and where this benefit will extend only for the post (s) for which that level in the pay matrix or pay scale is the normal replacement of the grade without any upgradation.".
