सा.का.सा.का.सा.का.सा.का.िनिनिनिन.... 96969696....————राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, भारत के महारजिस्ट्रार का कार्यालय, वरिष्ठ अनुसंधान अधिकारी (सामाजिक अध्ययन) समूह 'क' भर्ती नियमावली, 2011 में संशोधन के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1. (1) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय, वरिष्ठ अनुसंधान अधिकारी (सामाजिक अध्ययन) समूह 'क' पद भर्ती (संशोधन) िनयमावली, 2018 होगा ।

(2) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारत के महारजिस्ट्रार का कार्यालय, वरिष्ठ अनुसंधान अधिकारी (सामाजिक अध्ययन) समूह 'क' भर्ती नियमावली, 2011 (इसके प@ात् पूवBक्त नियमावली के रूप में संदEभत), में नियम 2 के िलए, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात:-

1813 GI/2018 (639)640 THE GAZETTE OF INDIA : APRIL 7, 2018/CHAITRA 17, 1940 [PART II—SEC. 3(i)] "2. पदों की संख्या, वर्गीकरण और पे मैट्रिक्स में लेवल- पदों की संख्या, उनका वर्गीकरण और पे मैट्रिक्स में उनसे जुड़ा लेवल इन नियमों के साथ संलM अनुसूची के कॉलम (2) से (4) तक में यथा िवनिQदष्ट होगा" ।

3. उक्त नियमावली में, अनुसूची में, -

(क) कॉलम (4) में, शीर्षक तथा उससे संबंधित प्रविष्टियों के लिए निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात:-

(ख) कॉलम (11) में, -

(I) उप-शीर्षक "प्रोन्नति" के अंतर्गत, -

(i) शब्द, अंक और वर्ण "पे बैXड-3 (15600-39100 Tपए) और Zेड पे 5400 Tपए", के लिए शब्द, वर्ण और अंक "लेवल-10 (56100-177500/- Tपए)" प्रतिस्थापित किया जाएगा;

(ii) टिप्पणी 2 को हटा दिया जाएगा-

(II) उप-शीर्षक 'प्रतिनियुक्ति (अल्पकालिक संविदा सहित)" के अंतर्गत, -

(i) मद (क) उप-मद (ii) में शब्द, अंक और वर्ण "पे बैXड-3, (15600-39100 Tपए) और Zेड पे 5400 Tपए" के लिए शब्द, अंक और वर्ण "लेवल-10 (56100-177500/- Tपए)" प्रतिस्थापित किया जाएगा;

(ii) टिप्पणी 4 को हटा दिया जाएगा;

New Delhi, the 28th March, 2018

G.S.R. 96 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Office of the Registrar General, India , Senior Research Officer (Social Studies) Group 'A' Post Recruitment Rules, 2011, namely:-

1. (1) These rules may be called the Office of the Registrar General, India, Senior Research Officer (Social Studies) Group 'A' Post Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Office of the Registrar General, India, Senior Research Officer (Social Studies) Group 'A' Post Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.- The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(A) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

(B) in column (11),-

(I) under sub-heading "Promotion" ,-

(i) for the word, figures and letters " Pay Band-3 (Rs. 15600-39100) and Grade Pay of Rs. 5400", the words, letter and figures "level-10(Rs. 56100-177500) shall be substituted ;

(ii) Note 2 shall be omitted.

(II) under sub- heading "Deputation (including short term contract)",-

(i) in item (a), sub-item (ii), for the words, figures and letters "Pay Band-3(Rs. 15600-39100) and Grade Pay of Rs. 5400", the words, figures and letters "Level-10 (Rs. 56100-177500/-)" shall be substituted;

(ii) Note 4 shall be omitted;

2. भारत के महारजिस्ट्रार का कार्यालय, अनुसंधान अधिकारी (सामाजिक अध्ययन) भर्ती नियमावली, 2011,-

(क) में,- िनयम 2 के िलए, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात:-

"2. पदों की संख्या, वर्गीकरण और पे मैट्रिक्स में लेवल - पदों की संख्या, उनका वर्गीकरण और पे मैट्रिक्स में उनसे जुड़ा लेवल इन नियमों के साथ संलM अनुसूची के कॉलम (2) से (4) तक में यथा विनिQदष्ट होगा" ।

(ख) अनुसूची में, -

(I) कॉलम (4) में, -

(i) शीर्षक के लिए निम्नलिखित शीर्षक प्रतिस्थापित किया जाएगा, अर्थात:-

"पे मैट्रिक्स में लेवल ।";

(ii) उक्त शीर्षक के अंतर्गत प्रविष्टि के लिए, निम्नलिखित प्रविष्टि प्रतिस्थापित की जाएगी, अर्थात:-

"लेवल-10 (56100-177500/- Tपए) ।";

(II) कालम 10 में, उप-शीर्षक " टिप्पणी" के अन्तर्गत, मद (क) के अन्र्तगत प्रविष्टियों में,-

(i) उप-मद (ii) के समक्ष. शब्द, वर्ण और अंक " पे बैXड-2; 9300-34800/- Tपए तथा Zेड पे 4800/- Tपए" के लिए शब्द, वर्ण, कोष्ठक और अंक " लेवल-8 (47600-151100/- Tपए)" को प्रतिस्थापित किया जाएगा;

2. In the Office of the Registrar General, India, Research Officer (Social Studies) Recruitment Rules, 2011,- (a) for rule 2, the following rule shall be substituted, namely:-

(b) in the Schedule,-

(I) in column (4),-

(ii) for the entry under the said heading, the following entry shall be substituted, namely:-

"Level -10 (Rs. 56100-177500).";

(II) in column 10, under sub-heading "Note", in the entries under item (a),-

(i) against sub-item (ii), for the words, letters and figures "Pay Band-2 Rs. 9300-34800 and Grade Pay of Rs. 4800", the words, letters, brackets and figures "Level-8(Rs. 47600-151100)" shall be substituted;

(ii) against sub-item (iii), for the words, letters and figures "Pay Band-2 Rs. 9300-34800 and Grade Pay of Rs. 4600", the words, letters, brackets and figures "Level-7(Rs. 44900-142400)" shall be substituted;

सा.का.सा.का.सा.का.सा.का.िनिनिनिन.... 98989898....————राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए भारत के महारजिस्ट्रार के कार्यालय और राज्यों एवं संघ राज्यक्षेत्रों में जनगणना कार्य निदेशालयों के कार्यालयों में मल्टी टास्किग स्टॉफ (समूह 'ग') भर्ती नियम, 2011 का अधिjमण करते 'ए, ऐसे अधिjमण से पहले इस संबंध में की गई या लोप की जाने वाली कार्यवाही को छोड़कर, भारत के महारजिस्ट्रार का कार्यालय तथा राज्यों और संघ राज्यक्षेत्र प्रशासनों में स्थित सभी जनगणना कार्य निदेशालयों में मल्टी टास्किग स्टाफ के पद पर भर्ती की पmति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1111 संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारम्भ नाम और प्रारम्भ नाम और प्रारम्भ नाम और प्रारम्भ:::: (1) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय एवं राज्यों और संघ राज्यक्षेत्र प्रशासनों में स्थित जनगणना कार्य निदेशालयों के कार्यालय, मल्टी टास्किग स्टाफ (समूह 'ग') भर्ती नियम, 2018 होगा ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3.3.3.3. भर्ती की प+ति, आयु सीमा, शैक्षिक अर्हताएं आदि: भर्ती की प+ति, आयु सीमा, शैक्षिक अर्हताएं आदि: भर्ती की प+ति, आयु सीमा, शैक्षिक अर्हताएं आदि: भर्ती की प+ति, आयु सीमा, शैक्षिक अर्हताएं आदि: भर्ती की पmति, आयु सीमा, शैक्षिक अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम (5) से (13) में विनिQदष्ट हैं ।

4.4.4.4. निरर्हताएं: निरर्हताएं: निरर्हताएं: निरर्हताएं: वह oयक्ति,—

(i) जिसने ऐसे oयक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है; या

(ii) जिसने अपने पति या अपनी पत्नी के जीवित होते 'ए किसी अन्य oयक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहq होगा ।

परन्तु यदि के न्rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे oयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी oयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति : : : : जहां के न्rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके िलए जो कारण हैं उन्हें लेखबm करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के oयक्तियों के बारे में, आदेश द्वारा शिथिल कर सके गी ।

6.6.6.6. व् व् व् व् यावृत्तियावृत्तियावृत्तियावृत्ति : : : : इन नियमों की कोई भी बात ऐसे आरक्षणों, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहq डालेगी, जिनका के न्rीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनूसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य िपछड़े वगu और अन्य विशेष प्रवगu के oयक्तियों के लिए उपबन्ध करना अपेक्षित है ।

G.S.R. 98.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Office of the Registrar General, India, and offices of Directorate of Census Operations in States and the Union territories, Multi Tasking Staff (Group 'C') Post, Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in the office of the Registrar General, India, and offices of the Directorate of Census Operations in States and the Union territories Administrations namely:-

1. Short title and commencement.- (1) These rules may be called the Office of the Registrar General, India, and offices of Directorate of Census Operations in States and the Union Territories Administrations, Multi Tasking Staff (Group 'C') Post, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in the pay matrix.- The number of the posts, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc.- The method of recruitment, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person, having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय तथा राज्यों और संघ राज्य क्षेत्रों में स्थित जनगणना कार्य निदेशक के कार्यालयों में हलवाई-सह-रसोईया, सहायक हलवाई-सह-रसोईया और िलिपक (गैर-सांविधिक विभागीय कै Xटीन) भर्ती (संशोधन) िनयमावली, 2018 होगा ।

(2) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारत के महारजिस्ट्रार के कार्यालय तथा राज्यों और संघ राज्यक्षेत्रों में स्थित जनगणना कार्य निदेशक के कार्यालयों में हलवाई-सह- रसोईया, सहायक हलवाई-सह-रसोईया और िलिपक (गैर-सांविधिक विभागीय कै Xटीन) भर्ती नियमावली, 2013 (इसके प@ात उक्त नियमावली के रूप में संदEभत), के िनयम 3 के िलए, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात:-

"3. पदों की संख्या, वर्गीकरण और पे मैट्रिक्स में स्तर- जोड़ी गई उल्लिखित पदों की संख्या, उनका वर्गीकरण और पे मैट्रिक्स में स्तर इन नियमों के साथ संलM अनुसूची के कॉलम (2) से (4) में यथा निर्धारित होगा" ।

3. उक्त नियमावली में, अनुसूची में, -

(क) हलवाई-सह-रसोईया के पद के संबंध में jम संख्या 1 के सामने, -

(i) कॉलम (4) में, -

i. शीर्षक के लिए निम्नलिखित शीर्षक प्रतिस्थापित किया जाएगा, अर्थात:-

"पे मैट्रिक्स में लेवल । ";

ii. मौजूदा प्रविष्टि के लिए, निम्नलिखित प्रविष्टि प्रतिस्थापित की जाएगी, अर्थात:-

"लेवल-3 (21700-69100/- रूपए) । ";

(ii) उप-शीर्षक "पदोन्नति" के अंतर्गत, कॉलम 11 में, -

i. मद (i) में, शब्द और अंक "पे बैXड-1 (5200-20200 Tपए) और Zेड पे 1900 Tपए", के लिए शब्द और अंक "लेवल-2 (19900-63200/- Tपए) "; प्रतिस्थापित किए जाएंगे;

ii. टिप्पणी 1 को हटा दिया जाएगा;

(ख) सहायक हलवाई-सह-रसोईया के पद के संबंध में jम संख्या 2 के सामने, -

(I) कॉलम 4 के अंतर्गत प्रविष्टियों के संबध में निम्निलिखित प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात:-

"लेवल-2 (19900-63200/- Tपए)";

(II) उप-शीर्षक "पदोन्नति" के अंतर्गत, कॉलम 11 में, -

i. शब्द और अंक "पे बैXड-1 (5200-20200 Tपए) और Zेड पे 1800' Tपए", के लिए शब्द और अंक "लेवल-1 (18000-56900/- Tपए)'; प्रतिस्थापित किए जाएंगे;

ii. टिप्पणी 1 को हटा दिया जाएगा;

(ग) लिपिक के पद के संबंध में jम संख्या 3 के सामने, -

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Office of the Registrar General, India and the Offices of the Director of Census Operations in the States and the Union Territories, Halwai-cum-cook, Assistant Halwai-cum-Cook and Clerk (Non Statutory Departmental Canteen) Recruitment Rules, 2013, (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in the pay matrix.- The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Powers to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving .- Nothing in these rules shall affect reservations, relaxation of age- limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे (cid:131)क्ति से जिसका पति या जिसकी प(cid:132)ी जीवित हैं, से विवाह किया हैं, या विवाह की संविदा की है;

(ख) िजसने अपने पित या अपनी प(cid:132)ी के जीवित रहते 'ए किसी (cid:131)क्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहq होगा :

परन्तु यदि के न्rीय सरकार का यह समाधान हो जाता हैं कि ऐसा विवाह उस (cid:131)क्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी (cid:131)क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 103.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Office of the Textile Commissioner (Group 'C' and 'D' Non-Gazetted) Posts, Recruitment Rules, 1989, insofar as they relate to the post of Economic Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Economic Officer in the Office of the Textile Commissioner, Ministry of Textiles, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Textiles, Office of the Textile Commissioner, Economic Officer (Group 'B' Non-Gazetted post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. - The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

क नियम 2 में, "वेतन बैंड और Zेड वेतन अथवा वेतनमान" शब्दों के स्थान पर "वेतन मैट्रिक्स में स्तर" शब्द रखे जाएंगे ।

ख अनुसूची में –

i. स्तंभ (4) में, विद्यमान शीर्षक के स्थान पर "वेतन मैट्रिक्सवेतन मैट्रिक्सवेतन मैट्रिक्सवेतन मैट्रिक्स में स्त में स्त में स्त में स्तरररर" " " " शीर्षक रखा जाएगा ;

ii. स्तंभ (4) के अधीन विद्यमान प्रविष्टि के स्थान पर "वेतन मैट्रिक्स में स्तर 6 (35400-112400 T.) प्रविष्टि रखी जाएंगी;

iii. स्तंभ (11) के अधीन विद्यमान प्रविष्टि के बदले निम्नांकित प्रविष्टियों को अंत:स्थापित किया जाएगा।

टिप्पटिप्पटिप्पटिप्पणणणण 1111 :::: जहां ऐसे कनिष्ठ oयक्तियों ने, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, की प्रोन्नित के िलए विचार किया जा रहा हो, वहां उनके ज्येष्ठ oयक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ oयक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उ(cid:27)चतर }ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

G.S.R. 104.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Soil and Land Use Survey of India (Senior Cartographic Assistant) Recruitment Rules, 2013, namely:-

1. (1) These rules may be called the Soil and Land Use Survey of India (Senior Cartographic Assistant) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Soil and Land Use Survey of India (Senior Cartographic Assistant) Recruitment Rules, 2013:-

(a) in rule 2, for the words " pay band and grade pay or pay scale" and "pay band, grade pay or pay scale", the words "Level in the Pay Matrix" shall be substituted;

(b) in the Schedule:-

(i) in column (4), for the existing heading the heading 'Level in the Pay Matrix' shall be substituted;

(ii) under column(4) for the existing entry, the entry Level 6 (Rs.35400-112400) in the Pay Matrix shall be substituted;

(iii) under column (11) for the existing entries, the following entries shall be substituted, namely :-

"Promotion:

Junior Cartographic Assistant in level 5 (Rs. 29200-92300) with 6 (six) years regular service in the grade.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
