New Delhi, the 5th March, 2018

S.R.O. 18.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the National Defence Academy (Statistical Officer) Recruitment Rules, 1983, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the methods of recruitment to the post of Statistical Officer, in the Establishments under Headquarters Integrated Defence Staff, Ministry of Defence, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Establishments under Headquarters Integrated Defence Staff, Statistical Officer, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix. —The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc. .—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the Schedule aforesaid.

4. Disqualification. —No person, -

(a) Who has entered into or contracted a marriage with a person having a spouse living, or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

काकाकाका....िनिनिनिन....आआआआ. 19.. 19.. 19.. 19.————राष्ट्रपति, संिवधान के अनु(cid:22)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते #ए, रक्षा मंत्रालय, रक्षा लेखा िवभाग (िनजी सिचव) भर्ती नियम, 2013 का संशोधन करने के लिए निम्नलिखित िनयम बनाते हैं, अर्थात्:-

1. (1) इन नियमों का नाम रक्षा मंत्रालय, रक्षा लेखा िवभाग (िनजी सिचव) भर्ती (संशोधन) िनयम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे।

2. रक्षा मंत्रालय, रक्षा लेखा िवभाग (िनजी सिचव) भर्ती िनयम, 2013 में,-

(i) िनयम 2 के स्थान पर निम्नलिखित नियम अंतःस्थापित किया जाएगा, अर्थात्:-

. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर....————उक्त पद की संख्या, उसका वर्गीकरण और उसके साथ "2"2"2"2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर . पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर . पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर

संलD वेतन मैट्रिक्स में स्तर, को इन नियमों के साथ उपाबJ अनुसूची के स्तम्भों (2) से (4) में विनिOदष्ट किया जाएगा"

(ii) अनुसूची में,-

(क) स्तम्भ (4) में, स्तंभशीर्ष और उससे सम्बंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभशीर्ष और प्रविष्टियों को अंतःस्थापित किया जाएगा, अर्थात्:-

(ख) स्तम्भ (11) में, "Uेड वेतन 4200 S. सहित वेतन बैंड 9300-34800 S." के शब्दों और आंकड़ों के स्थान पर "वेतन मैट्रिक्स में स्तर 6 (35400-112400 S.)" शब्दों, आंकड़ों और कोष्ठक को दोनों स्थानों पर अंतःस्थापित किया जाएगा।

(ग) उप-शीर्ष 'प्रोन्नति' के अधीन टिप्पण-3 का लोप किया जाएगा।

(घ) उप-शीर्ष 'प्रतिनियुक्ति' के अधीन टिप्पण-4 का लोप किया जाएगा।

1. (1) These rules may be called the Ministry of Defenc, Defence Accounts Department (Private Secretary) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Defence, Defence Accounts Department (Private Secretary) Recruitment Rules, 2013,- (i) For rule 2, the following rule shall be substituted, namely :-

"2. Number of post, classification and level in pay matrix.—The number of said post, its classification and the level in the pay matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule annexed to these rule".

(ii) in the Schedule;-

(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(b) in column (11), for the words and figures "the pay band of Rs. 9300-34800 plus grade pay of Rs. 4200", the words, figures and brackets "level 6 (Rs. 35400-112400) in the pay matrix" shall be substituted at both places;

(c) under sub-heading 'Promotion' Note 3 shall be omitted;

(d) under sub-heading ' Deputation' Note 4 shall be omitted.

1. (1) इन नियमों का नाम रक्षा लेखा िवभाग (ज्येष्ठ निजी सचिव) भर्ती (संशोधन) िनयम, 2017 है।

(i) शीर्ष "प्रोन्नति" के अधीन, --

(क) "वेतन बैंड-2 में 4600 S. Uेड वेतन के साथ 9300-34800 S. वेतन मात्र" प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि को अंतःस्थापित किया जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर 7 (44900 S.)";

(ख) टिप्पण-2 का लोप किया जाएगा।

(ii) "प्रतिनियुक्ति" शीर्षक के अंतर्गत,--

(क) प्रविष्टि "वेतन बैंड-2 में dेणी वेतन 4600 S. सहित वेतनमान 9300-34800 S." के लिए निम्नलिखित प्रविष्टि को अंतःस्थापित किया जाएगा, अर्थात् :-

"वेतन मैट्रिक्स में स्तर 7 (44900 S.)";

(ख) टिप्पण-3 का लोप किया जाएगा।

1. (1) These rules may be called the Defence Accounts Department (Senior Private Secretary) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Defence Accounts Department (Senior Private Secretary) Recruitment Rules, 2007 (herein after may be called as principal rules), for rule 2, the following rule shall be substituted, namely :-

"2. Number of posts, classification and level in Pay Matrix.—The number of said post, its classification and the level in the Pay Matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule annexed to these rules".

3. In the principal rules, in the Schedule,—

(a) In column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(b) In column (11),

(i) under the heading "Promotion",---

(A) for the entry "in the Pay Scale of Rs. 9300-34800 with grade pay of Rs.4600 in Pay Band-2", the following entry shall be substituted, namely :-

का.िन.आ. का.िन.आ. का.िन.आ. का.िन.आ. 21.21.21.21.————राष्ट्रपति, संविधान के अनु(cid:22)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते #ए, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणवत्ता आhासन महािनदेशालय, गुणवत्ता आhासन निदेशालय (नौसेना) समूह 'ग' पद (डेवलपर प्रिटर, फोटोUाफर dेणी-I और dेणी-II, फै रो प्रिटर और कापी कै ट आपरेटर ) भर्ती नियम, 2011 को उन बातों के िसवाय अधिkान्त करते #ए जिन्हें ऐसे अधिkमण से पहले किया गया है या करने का लोप किया गया है, रक्षा उत्पादन िवभाग, गुणवत्ता आhासन महािनदेशालय, गुणवत्ता आhासन निदेशालय (नौसेना) में डेवलपर प्रिटर, फोटोUाफर dेणी II के पदों पर भर्ती की पJति का िविनयमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणवत्ता आhासन महानिदेशालय, गुणवत्ता आhासन निदेशालय (नौसेना), (डेवलपर प्रिटर और फोटोUाफर dेणी – II) पद 'ग' भर्ती नियम, 2018 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

(क) िजसने ऐसे qक्ति से जिसका पति या जिसकी पrी जीवित है, विवाह किया है; या

(ख) जिसने अपने पति या अपनी पrी के जीवित रहते #ए किसी qक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहs होगा :

परन्तु यदि के न्tीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस qक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुuेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी qक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहाँ के न्tीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबJ करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के qक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. 4ावृति4ावृति4ावृति4ावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहs डालेगी, जिनका के न्tीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के qक्तियों के िलए उपबंध करना अपेक्षित है।

S.R.O. 21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Directorate of Quality Assurance(Naval), Group-'C' posts (Developer Printer, Photographer Grade-I and II, Ferro Printer and Copy Cat Operator), Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Developer Printer, Photographer Grade-II in the Department of Defence Production, Directorate General of Quality Assurance, Directorate of Quality Assurance (Naval) namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Directorate of Quality Assurance (Naval) (Developer Printer and Photographer Grade-II) Group 'C' Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and the level in the pay matrix.--The number of said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the above said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect the reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other Special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
