सा.का.नि. 141.————राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए शहरी विकास मंत्राालय, केन्द्रीय लोक निर्माण विभाग, उप महानिदेशक ;उद्यानद्ध समूह नियम 2014 में संशोध्न करने के लिए निम्नलिखित नियम बनाते हैं अर्थात्‌————

1. ;1द्ध इन नियमों का संक्षिप्त नाम आवासन और शहरी कार्य मंत्राालय, केन्द्रीय लोक निर्माण विभाग, उप महानिदेशक ;उद्यानद्ध भर्ती संशोध्न नियम 2018 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. शहरी विकास मंत्राालय, केन्द्रीय लोक निर्माण विभाग, उप महानिदेशक ;उद्यानद्ध भर्ती नियम 2014, मेंः————

;कद्ध नियम 2 में, ''वेतन बैंड तथा ग्रेड वेतन अथवा वेतनमान'' शब्द के लिए दोनों स्थानों पर ''वेतन मैट्रिक्स में स्तर'' शब्दों का प्रयोग किया जाएगा।

G.S.R. 141.—In the exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Urban Development Central Public Works Department, Deputy Director General (Horticulture) Recruitment Rules, 2014 namely:—

1. (1) These rules may be called the Ministry of Housing and Urban Affairs, Central Public Works Department, Deputy Director General (Horticulture) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Urban Development, Central Public Works Department, Deputy Director General (Horticulture) Recruitment Rules, 2014.

(a) in rule 2, for the words "pay band and grade pay or pay scale" at both the places, the words "level in the pay matrix" shall be substituted.

(b) In the Schedule,-

(A) For column (4) and the entries relating thereto the following shall be substituted, namely:-

(B) in column (11),-

(I) under heading "Promotion",-

2. स्वास्थ्य और परिवार कल्याण मंत्रालय, के न्.ीय अनुसंधान संस्थान, कसौली, कर्मशाला परिचर (समूह 'ग' पद) भर्ती नियम, 2015 में –

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Workshop Attendant (Group 'C' post) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Workshop Attendant (Group 'C' post) Recruitment Rules, 2015,-

(a) for rule 2, the following rule shall be substituted, namely :-

"2. Number of posts, classification and Level in Pay Matrix.—The number of said post, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .";

सासासासा.का.िन.का.िन.का.िन.का.िन. 145145145145.—राष्ट्रपित, संविधान के अनु(cid:23)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए भारतीय मृदा और भू-उपयोग सव^क्षण, (कनिष्ठ काट'aाफिक सहायक) भर्ती नियम, 2013 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. (1) इन नियमों का संक्षिप्त नाम भारतीय मृदा और भू-उपयोग सव^क्षण, (कनिष्ठ काट'aाफिक सहायक) भर्ती (संशोधन) िनयम, 2017 हैं।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारतीय मृदा और भू-उपयोग सव^क्षण, (कनिष्ठ काट'aाफिक सहायक) भर्ती िनयम, 2013 में -

क नियम 2 में, "वेतन बैंड और aेड वेतन अथवा वेतनमान" शब्दों के स्थान पर "वेतन मैट्रिक्स में स्तर" शब्द रखे जाएगे ।

ख अनुसूची में –

i. स्तंभ (4) में, विद्यमान शीर्षक में स्थान पर "वेतन मैट्रिक्स में स्तर" शीर्षक रखा जाएगा;

ii. स्तंभ (4) के अधीन विद्यमान प्रविष्टि के स्थान पर वेतन मैट्रिक्स में स्तर 5 (29200-92300 T.) प्रविष्टि रखी जाएगी।

iii. स्तंभ (11) के अधीन विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएंगी, अर्थात्:-

प्रोन्नप्रोन्नप्रोन्नप्रोन्नित ित ित ित ––––

स्तर 4 (25500-81100 T.) में ऐसा hाijसमैन जिसने kेणी में कम से कम 5 (पांच) वर्ष नियमित सेवा की हो ।

1. (1) These rules may be called the Soil and Land Use Survey of India, (Junior Cartographic Assistant) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Soil and Land Use Survey of India (Junior Cartographic Assistant) Recruitment Rules, 2013.

1. (i) इस िनयम का संक्षिप्त नाम कृ षि और किसान कल्याण मंत्रालय (कृ षि, सहकारिता और किसान कल्याण विभाग), भारतीय मृदा एवं भू-उपयोग सव^क्षण, सहायक मृदा रसानm, समूह 'क' पद भर्ती (संशोधन) िनयम, 2018 है।

(क) िनयम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा अर्थात:-

1. (1) These rules may be called the Ministry of Agriculture and Farmers Welfare (Department of Agriculture Co-operation and Farmers Welfare), Soil and Land Use Survey of India, Assistant Soil Chemist, Group 'A' Post Recruitment (Amendment) Rules, 2018. (2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture and Farmers Welfare (Department of Agriculture Co-operation, and Farmers Welfare), Soil and Land Use Survey of India, Assistant Soil Chemist, Group 'A' Post Recruitment Rules, 2013,- for rule 2, the following rule shall be substituted, namely:-

(ख) जिसने अपने पति या अपनी प(cid:128)ी के जीवित रहते &ए किसी rक्ति से विवाह किया है ,

उक्त पद पर नियुक्ति का पात्र नहp होगा |

परंतु यदि के न्.ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस rक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुmेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी rक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....—जहां के न्.ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके िलए जो कारण है, उन्हें लेखबN करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के rक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6.6.6.6. ?ावृत्ति?ावृत्ति?ावृत्ति?ावृत्ति....—इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहp डालेगी, िजनका के न्.ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जाितयों, अनुसूिचत जनजाितयों, अन्य पिछड़े वग(cid:130), भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के rक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 149.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Central Ground Water Board, Lower Division Clerk, Recruitment Rules, 2008, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in Central Ground Water Board, Ministry of Water Resources, River Development and Ganga Rejuvenation, namely: —

1. Short title and commencement. — (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Lower Division Clerk, Group 'C' Post, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification and Level in Pay Matrix. — The number of the said post, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. — The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.- No person,—

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. — Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(प्रलेखीकरण अधिकारी) भर्ती नियम, 1983 और के न्.ीय मृदा और सामaी अनुसंधान के न्., नई दिल्ली (पुस्तकालय कर्मचारिवृ ंद) भर्ती नियम, 1985 को, जहां तक उसका संबंध पुस्तकालय सहायक के पद से है, उन बातों के सिवाय अधि(cid:127)ांत करते &ए जिन्हें ऐसे अधि(cid:127)मण से पहले किया गया है या करने का लोप किया गया है, जल संसाधन, नदी िवकास और गंगा संरक्षण मंत्रालय के के न्.ीय मृदा और सामaी अनुसंधान के न्., नई दिल्ली में सहायक पुस्तकालय और सूचना अिधकारी तथा पुस्तकालय और सूचना सहायक के पद पर भर्ती की पNति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :—

1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, के न्.ीय मृदा और सामaी अनुसंधान के न्. (सहायक पुस्तकालय और सूचना अिधकारी तथा पुस्तकालय और सूचना सहायक) समूह 'ख' पद भर्ती नियम, 2018 है।

(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत होंगे।

2. लागू होनालागू होनालागू होनालागू होना....———— ये नियम इससे उपाबN अनुसूची के स्तम्भ 1 में वि(cid:134)र्नदिष्ट पद को लागू होंगे ।

4444. . . . भर्ती की प:तिभर्ती की प:तिभर्ती की प:तिभर्ती की प:ति, , , , आयुआयुआयुआयु----सीमासीमासीमासीमा, , , , अर्हताएंअर्हताएंअर्हताएंअर्हताएं,,,, आदिआदिआदिआदि....— उक्त पदों पर भर्ती की पNति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूव'क्त अनुसूची के स्तंभ 5 से स्तंभ 13 में विनिPर्दष्ट हैं ।

5. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह rक्ति—

(क) जिसने ऐसे rक्ति से जिसका पति या जिसकी प(cid:128)ी जीवित है, विवाह किया है या विवाह की संविदा की है, या

(ख) जिसने अपने पति या अपनी प(cid:128)ी के जीवित रहते &ए किसी rक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहp होगा ।

परन्तु यदि के न्.ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे rक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुmेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी rक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6666. . . . िशिथल करिशिथल करिशिथल करिशिथल करने की शक्तिने की शक्तिने की शक्तिने की शक्ति....———— जहां के न्.ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखबN करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के rक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

7777. . . . ?ावृत्ति?ावृत्ति?ावृत्ति?ावृत्ति....———— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहp डालेगी, जिनका के न्.ीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के rक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 150.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Soil and Materials Research Station (Documentation Officer) Recruitment Rules, 1983, and the Central Soil and Materials Research Station, New Delhi (Library Staff) Recruitment Rules, 1985 in so far as they relate to the post of Library Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Assistant Library and Information Officer and Library and Information Assistant in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Soil and Materials Research Station, New Delhi, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Soil and Materials Research Station (Assistant Library and Information Officer and Library and Information Assistant) Group 'B' Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.-These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix. - The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.- The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the aforesaid Schedule.
