सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 193193193193....————राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते %ए, भारत के महारजिस्ट्रार का कार्यालय तथा राज्यों और संघ राज्य क्षेत्रों में स्थित जनगणना कार्य निदेशालय कार्यालय, स्टाफ कार 7ाइवर 9ेड-I, स्टाफ कार 7ाइवर 9ेड-II और स्टाफ कार 7ाइवर (साधारण 9ेड) समूह 'ग' पद भर्ती नियमावली, 2015 में संशोधन के लिए एत?ारा निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. (1) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय तथा राज्यों और संघ राज्य क्षेत्रों में स्थित जनगणना कार्य निदेशालय कार्यालय, स्टाफ कार 7ाइवर 9ेड-I, स्टाफ कार 7ाइवर 9ेड-II और स्टाफ कार 7ाइवर (साधारण 9ेड) समूह 'ग' पद भर्ती (संशोधन) िनयमावली, 2018 होगा ।
(2) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख को प्रवृत्त होंगे ।

"2. पद की संख्या, वर्गीकरण और पे मैट्रिक्स में लेवल- पदों की संख्या, उनका वर्गीकरण और पे मैट्रिक्स में उनसे जुड़ा लेवल इन नियमों के साथ संलS अनुसूची के कॉलम (2) से (4) तक में यथा विनिXर्दष्ट होगा। "
3. उक्त नियमावली में, अनुसूची में, -
(क) स्टाफ कार 7ाइवर (साधारण 9ेड) के पद से संबंधित Zम सं. 1 के संबंध में,-
(अ) कॉलम (4) में, शीर्षक तथा उससे संबंधित प्रविष्टियों के लिए निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात्:-
| "पे मैट्रिक्स में लेवल |
| (4) |
| ल ेवल-2 (19900-63200/- ^पए)"; |
(ब) कॉलम (11) में, उप-शीर्षक "प्रतिनियुक्ति/आमेलन" के अंतर्गत, -
(i) शब्द, अंक और वर्ण "पे बैbड-1, 5200-20200/- ^पए और 9ेड पे 1800 ^पए", के िलए दोनों स्थानों पर शब्द, अंक और वर्ण " पे मैट्रिक्स में लेवल-1 (18000-56900/- रूपए)" प्रतिस्थापित किया जाएगा;
(ii) टिप्पणी 2 को हटा दिया जाएगा;
(ख) स्टाफ कार 7ाइवर (9ेड-II) के पद से संबंधित Zम सं. 2 के संबंध में ,-
(अ) कालम (4) के अन्तर्गत प्रविष्टियों के लिए निम्नलिखित प्रविष्टियों को प्रतिस्थापित किया जायेगा, अर्थात्:-
" लेवल-4 (25500-81100/- ^पए)";
(ब) कॉलम (11) में, उप-शीर्षक "प्रोन्नति" के अंतर्गत, -
(i) शब्द, अंक और वर्ण "पे बैbड-1, 5200-20200/- ^पए और 9ेड पे 1900 ^पए", के लिए शब्द, अंक और वर्ण " पे मैट्रिक्स में लेवल-2 (19900-63200/- ^पए)" प्रतिस्थापित किया जाएगा;
(i) टिप्पणी 2 को हटा दिया जाएगा;
(ग) स्टाफ कार 7ाइवर (9ेड-I) के पद से संबंधित Zम सं. 3 के संबंध में ,-
(अ) कालम (4) के अन्तर्गत प्रविष्टियों के लिए निम्नलिखित प्रविष्टियों को प्रतिस्थापित किया जायेगा, अर्थात्:-

G.S.R. 193.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Offices of the Registrar General, India and the Offices of the Director of Census Operations in States and Union territories, Staff Car Driver Grade I, Staff Car Driver Grade II and Staff Car Driver (Ordinary Grade) Group 'C' Post Recruitment Rules, 2015, namely:-
1. (1) These rules may be called the Office of the Registrar General, India and the Offices of the Director of Census Operations in the States and the Union territories, Staff Car Driver Grade I, Staff Car Driver Grade II and Staff Car Driver (Ordinary Grade) Group 'C' Post, Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Offices of the Registrar General, India and the Office of the Director of Census Operations in States and Union Territories, Staff Car Driver Grade I, Staff Car Driver Grade II and Staff Car Driver (Ordinary Grade) Group 'C' Post Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of post, classification and level in the pay matrix.- The number of the posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."
3. In the said rules, in the Schedule,-
(a) against serial number 1 relating to the post of Staff Car Driver (Ordinary Grade),-
(A) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:-
| "Level in the pay matrix |

| Level - 2 (Rs.19900-63200/-) "; |
(B) in column (11), under sub-heading "Deputation /absorption",-
(i) for the words, figures and letters "pay band-1, Rs.5200-20200/-, Grade Pay Rs.1800" at both the places, the words, figures and letters "Level-1 in the pay matrix (Rs.18000- 56900/-)" shall be substituted;
(ii) Note 2 shall be omitted;
(b) against serial number 2 relating to the post of Staff Car Driver (Grade-II),-
(A) for the entries under column (4), the following entries shall be substituted, namely:-
"Level - 4 (Rs.25500-81100/-) ";
(B) in column (11), under sub-heading "Promotion",-
(i) for the words, figures and letters "Pay Band-1, Rs.5200-20200/- Grade Pay Rs.1900", the words, figures and letters "Level-2 in the pay matrix (Rs.19900-63200/-)" shall be substituted;

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Office of the Registrar General, India, Geographer/Cartographer and the Offices of the Directors of Census Operations in the States and the Union Territories, Geographer/Cartographer Group 'B' Post Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of post, classification and level in the pay matrix.-The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".
3. In the said rules, in the Schedule,-
(A) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

G.S.R. 196.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Office of the Registrar General, India and Offices of the Directors of Census Operations in States and Union Territories (Senior Geographer) Recruitment Rules, 2011, namely:-
1. (1) These rules may be called the Office of the Registrar General, India and Offices of the Directorate of Census Operations in the States and the Union Territories (Senior Geographer) (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Office of the Registrar General, India and Offices of the Directors of Census Operations in States and Union Territories (Senior Geographer) Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
1104 THE GAZETTE OF INDIA : JUNE 30, 2018/ASADHA 9, 1940 [PART II—SEC. 3(i)]"2. Number of post, classification and level in the pay matrix.- The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".
3. In the said rules, in the Schedule,-
(A) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

(क) जिसने ऐसे wयक्ति से, जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है, या विवाह की संविदा की है,[भाग II—खण्ड 3(i)] भारत का राजपत्रा : जून 30, 2018/आषाढ़ 9, 1940 1105 (ख) िजसने अपने पति या अपनी पत्नी के जीवित रहते %ए किसी wयक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहx होगा :
परन्तु यदि के न्oीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे wयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुyेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी wयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति . . . .---- जहां के न्oीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखबv करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के wयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 197.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Government Health Scheme Staff Nurse Grade-I Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Central Government Health Scheme Organisation (Nursing Officer) Recruitment Rules, 2018.
(2) They shall come into force on the date of publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. - The number of the post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc. . - The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम तथा प्रारम्भसंक्षिप्त नाम तथा प्रारम्भसंक्षिप्त नाम तथा प्रारम्भसंक्षिप्त नाम तथा प्रारम्भ- (i) इन नियमों का संक्षिप्त नाम भारतीय रेल सहायक काLर्मक अधिकारी (समूह 'ख' राजपत्रित ) भर्ती िनयम, 2018 है।
(ii) वे राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।
पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.---- पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो 2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.

4. निरर्हता .निरर्हता .निरर्हता .निरर्हता .---- कोई भी (cid:139)क्ति ,-
(क) जिसने किसी ऐसे (cid:139)क्ति से जिसका पति या प(cid:140)ी जीवित हो, विवाह किया हो या विवाह की संविदा की हो; या
(ख) जिसने अपने पति या अपनी प(cid:140)ी के जीवित रहते %ए किसी (cid:139)क्ति से विवाह किया हो या विवाह की संविदा की हो, उक्त पदों पर नियुक्ति के लिए पात्र नहx होगा.
परंतु यदि कें oीय सरकार इस बात से संतुष्ट है कि ऐसे विवाह उस (cid:139)क्ति और विवाह के अन्य पक्षकार को लागू होने वाली स्वीय विधि के अधीन अनुyेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी (cid:139)क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.---- जहाँ कें oीय सरकार की राय में ऐसा करना आवश्यक या समीचीन है तो वहां वह उसके लिए जो कारण है, उन्हें लेखबv करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के (cid:139)क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. Aावृत्ति.Aावृत्ति.Aावृत्ति.Aावृत्ति.---- इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहx डालेगी जिनका के न्oीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य प्रवर्ग के (cid:139)क्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 198.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the Indian Railways Personnel Department, Group 'B' Posts Recruitment Rules, 1981, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'B' post of Assistant Personnel Officer in the Personnel Department of Indian Railways, namely:–
1. Short title and commencement. – (1) These rules may be called Indian Railways Assistant Personnel Officer (Group 'B', Gazetted) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of posts, its classification and the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : जून 30, 2018/आषाढ़ 9, 1940 11153. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Where juniors who have completed their qualifying or eligibility service and are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2: After the written examination held as part of 70% selection for Group 'B' post of Assistant Personnel Officer, candidates to the extent of six times the number of vacancies are to be called for the viva-voce, in the order of merit. Thereafter, successful candidates are to be empanelled on the basis of seniority. (B) 30% of the vacancies shall be filled through a Limited Departmental Competitive Examination from amongst Group 'C' staff of Departments referred to in sub-paragraph (i), (ii) and (iii) of paragraph (A) above, holding posts on a regular basis in level-6 in the pay matrix with five years of regular service in level-6 (including regular service rendered in the corresponding pre-revised grades). New Delhi, the 20th June, 2018
G.S.R. 199.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board, Senior Technical Assistant (Mechanical) Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Technical Assistant (Mechanical) Group 'B' post in the Central Ground Water Board, Ministry of Water Resources, River Development and Ganga Rejuvenation, namely:-
1. Short title and commencement.-(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Senior Technical Assistant(Mechanical), Group 'B' post Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of post, classification and Level in the Pay Matrix. - The number of the said post, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
