काकाकाका....िनिनिनिन....आआआआ.... 44444444....————राष्ट्रपति, संिवधान के अनु(cid:17)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:31)ए भारतीय आयुध निर्माणी स्वास्थ्य सेवा समूह 'क' भर्ती िनयम, 2015 में संशोधन करते (cid:31)ए निम्नलिखित िनयम बनाते है, अर्थात् :--
1. (1) इन नियमों का संक्षिप्त नाम भारतीय आयुध निर्माणी स्वास्थ्य सेवा (समूह 'क') भर्ती (संशोधन) िनयम, 2018 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. भारतीय आयुध निर्माणी स्वास्थ्य सेवा समूह 'क' भर्ती िनयम, 2015 में,-
(1) िनयम 3 के स्थान पर निम्नलिखित िनयम रखा जाएगा अर्थात् :-
" 3 गठन वर्गीकरण, 7ेणियाँ और वेतन मेट्रिक्स में स्तर :-
(1) िनयम 4 भारतीय आयुध निर्माणी सेवा में िनयम 4 और 6 के अधीन नियुक्त किए गए <क्ति होंगे ।
परंतु सरकार आयोग से परामर्श करके इन नियमों से उपाब? अनुसूची 1 में सम्मिलित पदों से भिन्न ऐसे पदों को जिन्हें प्रास्थिति Bेड, वेतन मेट्रिक्स के स्तर और वृत्तिक अंतर्वस्तु या Bेड या समय वेतनमान में सेवा में सम्मिलित पदों

(2) सेवा में सम्मिलित सभी पदों को के न्Eीय िसिवल सेवा समूह क के जैसा वर्गीकृ त किया जाएगा और उससे संबंिधत Bेड, वेतन मेट्रिक्स में स्तर, प्रेक्टिसबंदी भत्ता और अन्य मामलें अनुसूची 1 में विनिGदष्ट किए जाएंगे ।
(2) अनुसूची 1 के स्थान पर निम्निलिखत अनुसूची रखा जाएंगी, अर्थात् :-

II. प्रेक्टिसबंदी भत्ते की दरें (एन.पी.ए)
मूल वेतन वेतन मेट्रिक्स में स्तर का 20% इस शर्त के अध्यधीन करते (cid:31)ए मूल वेतन और प्रेक्टिसबंदी भत्ता S. 2,37,500 से अिधक नहU होगा । प्रेक्टिसबंदी भत्ता सेवा के फायदों जिसमें मंहगाई भत्ता, यात्रा भत्ता, सिहत अन्य भत्ते, जिसमें सेवानिवृत्ति फायदों की संगणना भी है, के िलए वेतन माना जाएगा ।
[3] अनुसूची II में, -
(क) शीर्षक क के अधीन,
(i) " साधारण डयूटी उप काडर" उप-शीर्षक के अधीन -
(क) Wम संख्या 1 में, मुख्य चिकित्सा अिधकारी/अपर िनदेशक स्वास्थ्य सेवाओं के पद से संबंिधत, स्त्भ 4 में, "वेतन बैंड-4, वेतनमान S. 37400-67000 में Bेड वेतन 8700 S." शब्द, अक्षर और अंक के स्थान पर "वेतन मेट्रिक्स में स्तर 13" शब्द, अक्षर और अंक रखे जाएंगे ।

(ग) Wम संख्या 3 में, मुख्य चिकित्सा अिधकारी /उप िनदेशक स्वास्थ्य सेवा के पद से संबंिधत, स्तंभ 4 में, "Bेड वेतन S. 6600 के साथ वेतन बैंड-3 में वेतनमान S. 15600-639100" शब्द, अक्षर और अंक के स्थान पर "वेतन मेट्रिक्स में स्तर 11" शब्द, अक्षर और अंक रखे जाएंगे ।
(घ) Wम संख्या 4 में, ज्येष्ठ चिकित्सा अिधकारी /सहायक िनदेशक स्वास्थ्य सेवाओं के पद से संबंिधत, Wम सं. 4 के सामने "Bेड वेतनमान 5400 S. में वेतन बैंड-3 में S. 15600-639100" शब्द, अक्षर और अंक के स्थान पर "वेतन मेट्रिक्स में स्तर 10" शब्द, अक्षर और अंक रखे जाएंगे ।
(ii) "विशेषQ उप काडर" उप-शीर्षक के अधीन -
(क) स्तंभ (4) में, ज्येष्ठ विशेषQ के पद से संबंिधत, Wम संख्या 1 के सामने शब्दों, अक्षरों और अंकों के स्थान पर "वेतन बैंड-3 में वेतनमान 15600-39100 S. में Bेड वेतन 8700 S." शब्द, और अंक, "वेतन मेट्रिक्स में स्तर 13" रखे जाएंगे ।
(ख) स्तंभ (4) में, विशेषQ चिकित्सा अिधकारी Bेड 1 के पद से संबंिधत, Wम संख्या 2 के सामने शब्द, अक्षर और अंक "वेतनमान 15600-39100 S., वेतन बैंड-3 में Bेड वेतन 7600 S." के स्थान पर शब्द, और अंक, "वेतन मेट्रिक्स में स्तर 12" रखे जाएंगे ।

ख. शीर्षक ख के अधीन -
(i) उप-शीर्षक "सामान्य सेवा उप काडर" में -
(क) Wम संख्या 1 में, प्रधान चिकित्सा अिधकारी/उप िनदेशक स्वास्थ्य सेवा के पद से संबंिधत, स्तंभ (3) में,
"वेतन बैंड-3 में Bेड वेतन S. 6600 सिहत वेतनमान S. 15600-639100 या समतुल्य वेतनमान" शब्द, अक्षर और अंक के स्थान पर "वेतन मेट्रिक्स में स्तर 11 या समतुल्य" शब्द, अक्षर और अंक रखे जाएंगे ।
(ख) Wम संख्या 2 में, ज्येष्ठ चिकित्सा अिधकारी/सहायक िनदेशक स्वास्थ्य सेवा के पद से संबंिधत, स्तंभ (3) में,
"वेतन बैंड-3 में Bेड वेतन S. 5400 सिहत वेतनमान S. 15600-639100 या समतुल्य वेतनमान" शब्द, अक्षर और अंक के स्थान पर "वेतन मेट्रिक्स में स्तर 10 या समतुल्य" शब्द, अक्षर और अंक रखे जाएंगे ।
(ग) टिप्पण-3 का लोप किया जाएगा ।
(ध) टिप्पण-3 का लोप किया जाएगा ।

(क) शीर्षक I के अधीन,
(i) Wम सं. 2 में, Bेड वेतन S. 10000 के साथ वेतन बैंड-4 में S. 37400-67000, शब्द, अंक, कोष्ठक और अक्षर के स्थान पर "वेतन मेट्रिक्स में स्तर 14" शब्द, और अंक रखे जाएंगे ।
(ii) Wम सं. 3 में, बैंड-4 में S. 37400-67000 के साथ Bेड वेतन S. 8700, शब्द, अंक, कोष्ठक और अक्षर के स्थान पर "वेतन मेट्रिक्स में स्तर 13" शब्द, रखे जाएंगे ।

(ख) शीर्षक II के अधीन,-
(i) Wम सं. 6 में, वेतन बैंड-3 में S. 15600-39100 के वेतनमान के पद दोनों उप संवर्ग में शब्द, अक्षर और अंक, के स्थान पर "वेतन मेट्रिक्स में स्तर 10" में साधारण डयूटी उप काडर और वेतन मेट्रिक्स के स्तर 11 में विशेषQ उप काडर शब्द रखें जाएंगे ।
[5] अनुसूची IV में, -
(i) उप शीर्षक "सामान्य उप काडर" के अधीन :-
(क) स्तंभ 1 में, स्तंभ शीर्षक और उससे संबंिधत प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्षक और प्रविष्टियां रखी जाएंगी, अर्थात् :-

S.R.O. 44.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Ordnance Factories Health Service (Group 'A' Post) Recruitment Rules, 2015, namely: -
1. (1) These Rules may be called the Indian Ordnance Factories Health Service (Group 'A' Post) Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Ordnance Factories Health Service (Group 'A' Post) Recruitment Rules, 2015,-
(1) for rule 3, the following rule shall be substituted, namely: -
"3. Constitution, classification, grades and level in pay matrix: -
(1) The Indian Ordnance Factories Health Service will consist of persons appointed to the service under rules 4 and 6:
Provided that the Government may, in consultation with the Commission, include in the service such posts as may be deemed to be equivalent to the posts included in the service in status, grade, level in pay matrix and professional content or grade or time scale other than those included in Schedule-I, annexed to these rules, or exclude from the Service a post or grade or time scale included in the said Schedule.
(2) All posts, included in the Service, shall be classified as Central Civil Service Group "A" and the grades, level in the pay matrix, Non-Practicing Allowance and other matters connected therewith shall be as specified in Schedule-I.";
(2) for the Schedule-I, the following shall be substituted, namely:-

1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ ---- (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा मंत्रालय (सेना, नौसेना) के एकीकृ त मुख्यालय और अंतर सेवा संगठन (फोटोBाफर 7ेणी-I, फोटोBाफर 7ेणी-II, फोटो परिचर 7ेणी-I और फोटो परिचर 7ेणी-II) (समूह 'ग' पद) भर्ती नियम, 2018 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

4. भर्ती की प*ति, आयुभर्ती की प*ति, आयुभर्ती की प*ति, आयुभर्ती की प*ति, आयु----सीमासीमासीमासीमा औरऔरऔरऔर अअअअन्यन्यन्यन्य अर्हताएं आदिअर्हताएं आदिअर्हताएं आदिअर्हताएं आदि - उक्त पदों पर भर्ती की प?ति, आयु-सीमा, अन्य अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूवpक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिGदष्ट हैं ।
5. निरर्हतानिरर्हतानिरर्हतानिरर्हता : वह <क्ति,-
(क) जिसने ऐसे <क्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है, या विवाह की संविदा की है; या
(ख) िजसने अपने पित या अपनी पत्नी के जीवित रहते (cid:31)ए किसी <क्ति से विवाह किया है, या िववाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहU होगा :
परन्तु यदि के न्Eीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे <क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुQेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी <क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति – जहां के न्Eीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब? करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के <क्तियों की बावत, आदेश द्वारा शिथिल कर सके गी।
7. 5ावृत्ति5ावृत्ति5ावृत्ति5ावृत्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका के न्Eीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के <क्तियों के लिए उपबंध करना अपेक्षित है।

[भाग II—खण्ड 4] भारत का राजपत्रा : जुलाई 7, 2018/आषाढ़ 16, 1940 179(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएँ हों:

(ii) डिजीटल स्टिल फोटोBाफी, वीडियोBाफी और डिजीटल फोटो प्रि{टग में दो वर्ष का अनुभव ।
टिप्पटिप्पटिप्पटिप्पण ण ण ण 1:1:1:1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहU होंगे । इसी प्रकार प्रतिनियुक्त tयक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहU होंगे ।

S.R.O. 45.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Ministry of Defence, Armed Forces Headquarters and Inter Service Organisations (Photographers), (Group 'C' and 'D' Posts) Recruitment Rules, 2004 insofar as they relate to the Posts of Photographer Grade-I, Photographer Grade-II, Photo Attendant Grade-I and Photo Attendant Grade-II, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Posts of Photographer Grade-I, Photographer Grade-II, Photo Attendant Grade-I, Photo Attendant Grade-II (Group 'C' Posts) in Armed Forces Headquarters and Inter Service Organisations, Ministry of Defence, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Defence, Integrated Headquarters of Ministry of Defence (Army, Navy) and Inter Service Organisations (Photographer Grade-I, Photographer Grade-II, Photo Attendant Grade-I and Photo Attendant Grade-II) (Group 'C' Posts) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts specified in Column 1 of the Schedule annexed to these rules.
[भाग II—खण्ड 4] भारत का राजपत्रा : जुलाई 7, 2018/आषाढ़ 16, 1940 1813. Number of posts, classification and Level in the Pay Matrix.- The number of the said posts, their classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age limit and other qualifications, etc.- The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the above said Schedule.
5. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or,
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.- Nothing in these rules shall affect the reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Note-2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/ department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications.

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Ordnance and Ordnance Equipment Factories, Office Superintendent, Upper Division Clerk and Lower Division Clerk (Group 'B' and Group 'C' posts) Recruitment Rules, 2013, -
(1) for rule 3, the following rule shall be substituted, namely :-
"3. Number of posts, classification and level in the pay matrix. - The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.";
