4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता : : : : वह Hक्ति--
(क) िजसने ऐसे Hक्ति से िजसका पित या जिसकी पIी जीिवत हैं, िववाह किया है, या िववाह की संिवदा की है; या
(ख) िजसने अपने पित या अपनी पIी के जीिवत रहते (cid:29)ए किसी Hक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पदों में से किसी पर िनयुक्ति का पात्र नहJ होगा :
परन्तु यदि के न्Kीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Hक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुLेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Hक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति :::: जहां कें Kीय सरकार की यह राय हैं कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब: करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Hक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6666.... +ा+ा+ा+ावृत्तिवृत्तिवृत्तिवृत्ति :::: इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहJ डालेगी, िजनका के न्Kीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों, और अन्य िवशेष प्रवर्ग के Hक्तियों के िलए उपबंध करना अपेक्षित है ।

NATIONAL INSTITUTION FOR TRANSFORMING INDIA (NITI AAYOG)
New Delhi, the 17th July, 2018
G.S.R. 226.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Planning Commission (Photostat-cum-Equipment Supervisor, Photostat-cum-Equipment Operator and Assistant Photostat-cum-Equipment Operator) Recruitment Rules, 1988, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Photostat-cum-Equipment Operator in the National Institution for Transforming India (NITI Aayog), namely:-
1. Short title and commencement. -
(1) These rules may be called the National Institution for Transforming India (NITI Aayog), Assistant Photostat- cum-Equipment Operator, Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the Pay matrix. - The number of the post, its classification, level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc. - The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि कें Kीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Hक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुLेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Hक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 227.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Coastal Engineering for Fishery [(Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade)] Recruitment Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Driver (Ordinary Grade), Staff Car Driver (Grade-II) and Staff Car Driver (Grade-I) in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Institute of Coastal Engineering for Fishery Bangalore, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Institute of Coastal Engineering for Fishery, Staff Car Driver (Ordinary Grade), Staff Car Driver (Grade-II) and Staff Car Driver (Grade-I) (Group 'C' Posts) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of said post, their classifications and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc..- The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing is these rules shall affect reservation, relaxation of age - limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

(क) जिसने ऐसे wयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है: या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:29)ए किसी wयक्ति से विवाह किया है या विवाह की संविदा की है।
उक्त पद पर नियुक्ति का पात्र नहJ होगा:
परन्तु यदि के न्Kीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस wयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुLेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी wयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 228.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Coastal Engineering for Fishery Bangalore, Foreman (Drilling), Driller and Field Assistant Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Foreman (Drilling), Driller and Field Assistant in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Institute of Coastal Engineering for Fishery, Bangalore namely:-
1. Short title and commencement - (1) These rules may be called the Central Institute of Coastal Engineering for Fishery, Banaglore Foreman (Drilling), Driller and Field Assistant (Grade-I) (Group 'C' posts) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of posts, classification and level in pay matrix;- The number of said post, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.- No person, -
(i) who has entered into or contracted a marriage with a person having a spouse living or
(ii) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:29)ए किसी wयक्ति से विवाह किया है या िववाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहJ होगा:
परन्तु यदि के न्Kीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस wयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुLेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी wयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. FयाFयाFयाFयावृत्तिवृत्तिवृत्तिवृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहJ डालेगी, जिनका के न्Kीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य िपछडे ं वग(cid:127), भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Hक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 229.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Union Territory of Lakshadweep(Director of Fisheries) Recruitment Rules, 1991, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Director of Fisheries and Deputy Director of Fisheries in the Union Territory of Lakshadweep, namely:-
1. Short title and commencement.-(1) These rules may be called the Union Territory of Lakshadweep Director (Fisheries) and Deputy Director (Fisheries) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, and the level in pay matrix.-The number of posts, their classification and the level in pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc. – The method of recruitment, age-limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable:- Doctorate in Fisheries Science from a recognized university. (The departmental Deputy Director (Fisheries) in Level 11 (Rs.67700-208700) of Pay Matrix with five years service in the grade rendered after appointment thereto on regular basis will also be considered along with outsiders and in case he or she is selected for appointment to the post, the same shall be deemed to have been filled by promotion). Note:- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. |

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. स्वास्थ्य और परिवार कल्याण मंत्रालय, विभागीय कैं टीन 'समूह-ग पद' भर्ती नियम, 2014-
(क) नियम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात्

G.S.R. 230.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Health and Family Welfare, Departmental Canteen (Group 'C' posts) Recruitment Rules, 2014 , namely:-
1. (1) These rules may be called the Ministry of Health and Family Welfare, Departmental Canteen (Group 'C' posts) Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare, Departmental Canteen (Group 'C' posts) Recruitment Rules, 2014, - (a) for rule 3, the following rule shall be substituted, namely :-
"3. Number of posts, classification and Level in the Pay Matrix.- The number of the said posts, their classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns( 2) to (4) of the Schedule annexed to these rules" ;
(b) for the existing Schedule, the following Schedule shall be substituted, namely :-
