G.S.R. 247—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules to amend the Assam Rifles, Naib Subedar (General Duty), Group 'B' Combatised Post Recruitment Rules, 2013, namely:-

1. (1) These rules may be called the Assam Rifles, Naib Subedar (General Duty), Group 'B' Combatised Post Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Assam Rifles, Naib Subedar (General Duty), Group 'B' Combatised post Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely;-

"2. Number of post, classification and level in the pay matrix.— The number of post, its classification and level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".

3. In the said rules, in the Schedule,-

(A) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

(B) in column (11), Note 2 shall be omitted.

G.S.R. 248.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules to amend the Assam Rifles Civil Staff Group 'B' Posts Recruitment Rules, 2016, namely 1. Short title and commencement.—(1)These rules may be called the Assam Rifles Civil Staff Group 'B' Posts Recruitment (Amendment) Rules, 2018.

         (2)      They shall come into force on the date of their publication in the Official Gazette.
2.       In the Assam Rifles Civil Staff Group 'B' Posts Recruitment Rules, 2016,-
         (1)      for rule 2, the following rule shall be substituted, namely:-
         "2.      Number  of  posts,  classification  and  level  in  the  pay  matrix.—The  number  of  said  posts,  their
         classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
         annexed to these rules";
         (2)      in the Schedule,—
         (a)      against  serial  number  1  relating  to  the  post  of  Accounts  Officer,  Additional  Accounts  Officer,  Record
Officer and Civilian Gazetted Officer,-
                  (i)      in column (4), for the heading and the entries relating thereto, the following shall be substituted,
         namely:-

                  (ii)     in column (11),-
                  (I)      for the words, figures and letters " pay band-2 Rs 9300-34800 plus grade  pay of Rs. 4200", the
                           words,  figures,  brackets  and  letters  "level-6  in  the  pay  matrix  (Rs.  35400-112400)"  shall  be
                           substituted;
                  (II)     Notes 2 shall be omitted;
         (b)      against serial number 2 relating to the post of Superintendent/Assistant,-
                  (i)      under column (4), for the entries, the following shall be substituted,  namely:-
                                            "Level-6 (Rs 35400-112400)";
                  (ii)     in column (11),-
                  (I)      for the words, figures and letters " pay band-1 Rs 5200-20200 plus Grade pay of Rs. 2400", the
words, figures, brackets and letters "level-4 in the pay matrix (Rs 25500-81100)" shall be substituted;
                  (II)     Notes 2 shall be omitted;
                  (III)    under the sub-heading 'Deputation' ,-
                           (A)      for the words, figures and letters "PB-1, Rs 5200-20200 with grade Pay of Rs 2800", the
words, figures, brackets and letters "level-5 in the pay  matrix   (Rs 29200-92300)" shall be substituted;

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 249249249249....—राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए, नागर विमानन मंत्रालय, नागर विमानन महानिदेशालय, समूह 'क' प्रशासनिक अधिकारी पद भर्ती नियम, 2012 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. (1) इन नियमों का संक्षिप्त नाम नागर विमानन मंत्रालय, नागर विमानन महानिदेशालय, समूह 'क' प्रशासनिक अधिकारी पद भर्ती (संशोधन) नियम, 2018 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. नागर विमानन मंत्रालय, नागर विमानन महानिदेशालय, समूह 'क' प्रशासनिक अधिकारी पद भर्ती नियम, 2012 (इसमें इसके पCात उक्त नियम कहा जाएगा) में, नियम 2 के स्थान पर निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात्:-

"पद संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर: उक्त पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबL अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिPदष्ट हैं।"

3. उक्त नियम में अनुसूची में :-

(क) स्तंभ (4) में निम्नलिखित स्तंभ शीर्ष और उससे संबL प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्ष और प्रविष्टियों को रखा जाए, अर्थात्:-

(ख) स्तंभ (11) में "प्रतिनियुक्ति" शीर्ष के अंतर्गत,-

(i) मद (क) में उप-मद (ii) में "वेतन बैंड-2 (9300-34800 Sपये) और Uेड वेतन 4800 Sपये" अक्षरों, अंकों, कोष्ठकों और शब्दों के स्थान पर "वेतन मैट्रिक्स में स्तर-8 (47600-151100 Sपये)" शब्दों, अंकों, कोष्ठकों और अक्षरों को रखा जाए।

(ii) टिप्पण-2 का लोप किया जाए।

1. (1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Group 'A' post of Administrative Officer Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Civil Aviation, Directorate General of Civil Aviation, Group 'A' post of Administrative Officer, Recruitment Rules, 2012(hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely :—

"Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

G.S.R. 250.–In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Survey of India, Group 'C' Ministerial posts Recruitment Rules,2006, insofar as they relate to the posts of Upper Division Clerk and Lower Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Upper Division Clerk and Lower Division Clerk in the Survey of India, Department of Science and Technology,Ministry of Science and Technology, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Science and Technology, Department of Science and Technology,Survey of India,(Group 'C' Ministerial posts)Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.—The number of said posts, their classification, level in the pay matrix attached thereto shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the above said Schedule.

4. Disqualification.—No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. स्वास्थ्य और परिवार कल्याण मंत्रालय, बैसिलस कालमेटे गुएरिन वैक्सीन प्रयोगशाला, गिडी, चैन्नई उa bेणी लिपिक (समूह 'ग 'पद) 2015 में,-

1. Short title and commencement .—(1) These rules may be called the Ministry of Health and Family Welfare, Bacillus Calmette-Guerin Vaccine Laboratory, Guindy, Chennai, Upper Division Clerk (Group 'C' Post) Recruitment (Amendment) Rules, 2018.

(2) They shall come into the force on the date of their publication in the Official Gazette.

2. In the Ministry of Health and Family Welfare, Bacillus Calmette-Guerin Vaccine Laboratory, Guindy, Chennai Upper Division Clerk, (Group 'C' post), Recruitment Rules, 2015,-

(a) for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and level in the pay matrix.—The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

(b) in the Schedule-

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(ii) under column 11, for the existing entries, the following entries shall be substituted, namely:-

"Promotion: Promotion from Lower Division Clerk with not less than eight years' regular service in level-2 in the pay matrix (Rs. 19900-63200/-).

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Deputation:

Officers of Central Government-

(i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with eight years' regular service in the grade of Lower Division Clerk or equivalent in the parent cadre or department.

Note1: The departmental official in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years.

Note3: The maximum age limit for deputation shall be not exceeding fifty-six years as on the closing date of the receipt of applications.".

G.S.R. 253.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Family Planning Field Units/Regional Health Offices (Technical Assistants) Recruitment Rules, 1968, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Assistant in the Regional Offices of Health and Family Welfare, Ministry of Health and Family Welfare, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, the Regional Offices of Health and Family Welfare, (Technical Assistant) (Group 'C' Post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in the pay matrix or pay scale.—The number of the said post, its classification and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age - limit, qualification, etc.—The method of recruitment, age - limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Labour and Employment, Labour Bureau, Data Entry Operator Grade 'D', Group 'B' Post, Recruitment Rules, 2013,-

(a) for rule 2, the following rule shall be substituted, namely:-

G.S.R. 257.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Labour and Employment, Labour Bureau (Departmental Canteen Employees) Recruitment Rules, 2012, namely:-

1. (1) These rules may be called the Ministry of Labour and Employment, Labour Bureau (Departmental Canteen Employees) Recruitment (Amendment) Rules,2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Labour and Employment, Labour Bureau (Departmental Canteen Employees) Recruitment Rules, 2012,-

(a) for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in pay matrix.-The number of said posts, their classification and the level in pay matrix relating thereto, shall be as specified in columns (2) to (4) of the said Schedule.", (b) in the Schedule,-

(i) for the heading of column (4), the heading " Level in pay matrix" shall be substituted; (ii) against the post of Canteen Attendant, in column (4), for the entries, the following entries shall be substituted, namely:-

(i) स्तंभ- (4), के शीर्षक के लिए, "वेतन मैट्रिक्स में स्तर" शीर्षक प्रतिस्थापित किया जाएगा;

(ii) स्तंभ- (4) में, प्रविष्टियों के लिए, निम्नलिखित प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्:-

"स्तर 7 (44900-142400 Sपये)";

(ii) स्तंभ (11) में,-

(क) उपशीर्ष 'पदोन्नति' के अंतर्गत, -

(i) नोट 2 को हटाया जाएगा;

(ख) 'प्रतिनियुक्ति' उपशीर्ष के अंतर्गत,-

G.S.R. 262.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Labour Bureau (Data Processing Assistant, Grade 'E') Recruitment Rules, 2016, namely:-

1. (1) These rules may be called the Labour Bureau (Data Processing Assistant, Grade 'E') Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Labour Bureau (Data Processing Assistant, Grade 'E') Recruitment Rules, 2016,-

(a) for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and level in pay matrix.-The number of said post, its classification and level in the pay matrix relating thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

(b) in the Schedule,-

(i) for the heading of column (4), the heading "Level in Pay Matrix" shall be substituted;

(ii) in column (4), for the entries, the following entries shall be substituted, namely:-

"Level 7 (Rs. 44900-142400)"; (iii) in column (11),- (a) under the sub-heading 'Promotion',-

(A) for the letters, figures, brackets and words "PB 2 (Rs. 9300-34800) with grade pay of Rs. 4200", the words, figures and brackets " Level 6 (Rs. 35400-112400/-) in pay matrix" shall be substituted;

(B) Note 2 shall be omitted;

(b) under the sub-heading "Deputation',-

(A) for the words, and figures " in Pay Band 2 : Rs. 9300-34800 with Grade pay Rs. 4200", the words, figures and brackets "in Level 6 (Rs. 35400-112400/-) in pay matrix" shall be substituted;

(B) Note 4 shall be omitted.

1. (1) इन नियमों का नाम bम और रोजगार मंत्रालय, bम ब्यूरो, डाटा प्रविष्टि प्रचालक (bेणी 'ख') भर्ती (संशोधन) िनयम, 2018 है।

(2) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. bम और रोजगार मंत्रालय, bम ब्यूरो, डाटा प्रविष्टि प्रचालक (bेणी 'ख') भर्ती िनयम, 2011 में,—

(क) िनयम 2 के स्थान पर, निम्निलिखत िनयम प्रतिस्थािपत किया जाएगा, अर्थात:—

"2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल – उक्त पद की संख्या, उसका वर्गीकरण तथा वेतन मैट्रिक्स में उससे संबंिधत लेवल, इन नियमों के साथ संल(cid:143) अनुसूची के स्तम्भ (2) से (4) में यथाविनिPदष्ट होगा।"[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अगस्त 11, 2018/श्रावण 20, 1940 1413 (ख) अनुसूची में,—

(i) स्तम्भ (4) के शीर्षक के स्थान पर, "वेतन मैट्रिक्स में लेवल" शीर्षक प्रतिस्थािपत किया जाएगा;
