(क) िजसने ऐसे Aयक्ति से, िजसका पित या जिसकी पत्नी जीिवत है, िववाह किया है या िववाह की संिवदा की है; या
(ख) िजसने अपने पित या अपनी पत्नी के जीिवत रहते "ए किसी Aयक्ति से िववाह किया है या िववाह की संिवदा की है।
उक्त पद पर नियुक्ति का पात्र नहB होगा ।
परन्तु यदि के न्Cीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Aयक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुEेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Aयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
6. 6. 6. 6. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....————जहां के न्Cीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब/ करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Aयक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
7. 7. 7. 7. .या.या.या.यावृत्तिवृत्तिवृत्तिवृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहB डालेगी, िजनका के न्Cीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों,
अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Aयक्तियों के िलए उपबंध करना अपेक्षित है।

G.S.R. 288.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to Group 'A' Executive posts in the Goods and Services Tax Council Secretariat, Department of Revenue, Ministry of Finance, namely:-
1. Short title and commencement.—(1) These rules may be called the Goods and Services Tax Council Secretariat, Group 'A' Executive Posts Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.—No person,—
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Vacancies remaining unfilled from the quota allocated to the State Governments above shall be filled up from the officers of the Central Government subject to the eligibility as below:- (a) (i) holding analogous post on regular basis in the parent cadre or Department; or (ii) with five years regular service in the grade rendered after appointment thereto in level-12(Rs.78800-209200) in the pay matrix; and (b) having twelve years' experience in a Group 'A' post, including three years' experience in matters relating to indirect taxation. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed five years. Note 3: The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the last date of the receipt of application. |

G.S.R.289.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Animal Husbandry, Dairying and Fisheries, Animal Husbandry officers Group 'A' posts Recruitment Rules, 2007 in so far as it relate to the post of Joint Commissioner (Animal Husbandry), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Joint Commissioner (Animal Husbandry) in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, namely: -
1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Joint Commissioner (Animal Husbandry) Group 'A' post Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, its classification and level in the pay matrix.— The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of these provisions of these rules with respect to any class or category of persons.
6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Registration in the Veterinary Council of India or Veterinary Council of States. (iii) Ten years' experience in cattle and livestock development or poultry or animal health or meat and meat products from Central or State Government or Union Territory Administration Departments or Statutory or Autonomous Institutes or related organisations recognised by the Government. Desirable:- Post Graduate Degree in any branch of Veterinary Science and Animal Husbandry from recognised University or Institution or equivalent. Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for |
consideration for appointment by promotion.
Note 2 : Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed five years. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty six years as on the closing date of receipt of application.

G.S.R. 290.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Animal Husbandry, Dairying and Fisheries, Animal Husbandry officers Group 'A' posts Recruitment Rules, 2007 in so far as it relate to the post of Livestock Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Livestock Officer in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, namely: -
1. Short title and commencement .—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Livestock Officer (Group 'A') post Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, its classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of these provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing in case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates belonging to Schedules Castes or Schedules Tribes. If at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience is not likely to be available to fill up the posts reserved for them. |

उक्त पद पर नियुक्ति का पात्र नहB होगा:

(ख) जो निम्नलिखित अर्हता(cid:133) और अनुभव रखते हो आवश्यक
(i) भारतीय पशुचिकित्सा परिषद अधिनियम, 1984 की प्रथम और द्वितीय अनुसूची मे सूचिबद पशुचिकित्सा विEान और पशुपालन में xातक डिnी।
(ii) कें Cीय या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन विभागों या कानूनी या स्वशासी संस्थानों या सरकार द्वारा मान्यता प्राप्त संबंधित संगठनों से गोपशु और पशुधन विकास या कु क्कु ट या पशु स्वास्थ्य या मांस उत्पादों में आठ वष@ का अनुभव हो।

G.S.R. 291.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Animal Husbandry, Dairying and Fisheries, Animal Husbandry officers Group 'A' posts Recruitment Rules, 2007 in so far as it relate to the post of Deputy Commissioner (Animal Husbandry), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Commissioner (Animal Husbandry) in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, namely: -
1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Weflare Department of Animal Husbandry, Dairying and Fisheries, Deputy Commissioner (Animal Husbandry) Group 'A' post Recruitment Rules, 2018.

2. Number of posts, its classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of these provisions of these rules with respect to any class or category of persons.
6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract): Officers under the Central Government or State Governments or Union territory Administration or Public Sector Undertakings or Universities or Recognised Research Institutions or Semi Government or Autonomous Bodies or Statutory Organisations: (a)(i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years' regular service in grade rendered after appointment thereto on a regular basis in post in the Level-11 (Rs 67,700-2,08,700) in pay matrix or equivalent in the parent cadre or Department; and (b) possessing the following educational qualifications and experience: Essential: (i) Bachelor's Degree in Veterinary Science and Animal Husbandry as listed in the First and Second Schedule of the Indian Veterinary Council Act, 1984; (ii) Eight years' experience in the cattle and livestock development or poultry or animal health or meat and meat products from Central or State Government or Union territory Administration Departments or Statutory or Autonomous Institutes or related organisations recognised by the Government. Desirable:- Post Graduate Degree in any branch of Veterinary Science and Animal Husbandry from recognised University or Institution or equivalent. Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2 : Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed four years. G.S.R. 293.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board, Stenographer Grade-I, Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade-I and Stenographer Grade-II in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Ministry of Water Resources, namely:—
1. Short title and commencement.—(1) These rules may be called the Central Ground Water Board, Stenographer, Grade-I, Group 'B' Post, Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the post, its classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualification and matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person;

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. In the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion, Library and Information Assistant, Group 'B' Post Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of post, classification, level in the pay matrix or pay scale.— The number of post, its classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."
3. In the said rules, in the Schedule, in column (4), -
(a) for the heading, the following heading shall be substituted, namely:-
"Level in the pay matrix or pay scale." ;
(b) for the existing entry, the following entry shall be substituted, namely:-
"Level 6 in the pay matrix ` 35400-112400.".
