S.R.O. 79.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the president hereby makes the following rules to amend the Ministry of Defence, Army Ordnance Corps, Civilian Staff Officer (Ordnance (Administration) Group 'A; Post Recruitment, 2011 namely:-
1. (1) These rules may be called the Ministry of Defence, Army Ordnance Corps, Civilian Staff Officer (Ordnance) (Administration) Group 'A' Post Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. . In the Ministry of Defence, Army Ordnance Corps, Civilian Staff Officer (Ordnance) (Administration) Group 'A' Post Recruitment Rules, 2011,-
(1) for rule 2, the following rule shall be substituted, namely:-
"2. Number of posts, classification and level in the pay matrix attached thereto,-shall be specified in columns (2) to (4) of the schedule annexed to these rules.";
(2) in the Schedule,—
(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

काकाकाका....िनिनिनिन....आआआआ. 80.. 80.. 80.. 80.————राष्ट्रपति, संिवधान के अनु(cid:18)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:29)ए और आयुध निर्माणी बोर्ड (समूह 'ग' अनुसिचवीय पदों) भर्ती िनयम, 1991 को जहां तक उनका संबंध आशुिलिपक %ेणी 'ग' और आशुिलिपक %ेणी 'घ' डी के पद से हैं को उन बातों के िसवाय अधि*ांत करते (cid:29)ए, जिन्हें ऐसे अधि*मण से पूर्व किया गया हो या करने से लोप किया गया है आयुध निर्माणी बोर्ड मुख्यालय (जिनमें आयुध उपस्कर निर्माणियां समूह, कानपुर, कविचत वाहन मुख्यालय, अवाडी, आयुध निर्माणी बोर्ड मुख्यालय, नई दिल्ली कार्यालय, नई दिल्ली और सुरक्षा नियंत्रक, आयुध निर्माणी बोर्ड मुख्यालय, कोलकाता शािमल हैं) में आशुिलिपक और वैयक्तिक सहायक पदों की भर्ती का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं: अर्थात्—
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभप्रारंभप्रारंभप्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम, आयुध निर्माणी बोर्ड मुख्यालय वैयक्तिक सहायक समूह 'ख' (अराजपत्रित पद) और आशुिलिपक समूह 'ग' पद भर्ती िनयम, 2018 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदोंपदोंपदोंपदों कीकीकीकी संख्यासंख्यासंख्यासंख्या, , , , उनकाउनकाउनकाउनका वर्गीकरणवर्गीकरणवर्गीकरणवर्गीकरण औरऔरऔरऔर मैट्रिक्समैट्रिक्समैट्रिक्समैट्रिक्स मेंमेंमेंमें स्तरस्तरस्तरस्तर....———— पदों की संख्या उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वे होंगे जो इन नियमों के िलए अनुसूची के स्तंभ (2) से (4) में विनिAदष्ट हैं ।
3. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प(cid:29)प(cid:29)प(cid:29)प(cid:29)ितितितित, , , , आयुआयुआयुआयु सीमासीमासीमासीमा औरऔरऔरऔर अर्हताएंअर्हताएंअर्हताएंअर्हताएं आदिआदिआदिआदि....———— भर्ती की पCति, आयु-सीमा, अर्हताएं और उनसे संबंिधत अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिAदष्ट हैं ।
4. निर्हरता.निर्हरता.निर्हरता.निर्हरता.————वे Dक्तिः—
(क) िजसने, ऐसे Dक्ति से िजसका पित या जिसकी पFी जीिवत है, िववाह किया है, या िववाह की संिवदा की है; या
(ख) िजसने, अपने पित या अपनी पFी के जीिवत रहते (cid:29)ए किसी Dक्ति से िववाह किया हो, या िववाह की संिवदा की है उक्त पदों पर नियुक्ति के पात्र नहG होंगे ।
परंतु यदि कें Hीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Dक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुIेय है और ऐसा करने के िलए अन्य आधार है तो वह किसी Dक्ति को इस िनयम में प्रवर्तन से छू ट दे सके गी ।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्ति.शक्ति.शक्ति.शक्ति.———— जहां कें Hीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखबC करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Dक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6. (ावृति.(ावृति.(ावृति.(ावृति.————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहG डालेगी, िजनका कें Hीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए आदेशों के अनुसार अनुसूिचत296 THE GAZETTE OF INDIA : SEPTEMBER 29, 2018/ASVINA 7, 1940 [PART II—SEC. 4] जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगL और अन्य िवशेष प्रवर्ग के Dक्तियों के िलए उपबंध करना अपेक्षित है ।

| प्रोन्नतिः ऐसे आशुिलिपक जिन्होंने वेतन मैट्रिक्स (25500-81100 Nपए) के स्तर-4 की %ेणी में 10 वर्ष िनयिमत सेवा की हो। टिप्पण टिप्पण:::: जहां ऐसे कनिष्ठ Dक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरा कर ली है, प्रोन्नति के िलए टिप्पण टिप्पण िवचार किया जा रहा हो, वहां उनसे ज्येष्ठ Dक्तियों के संबंध में भी िवचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अिधक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Dक्तियों सिहत उनकी उ]तर %ेणी में प्रोन्नति के िलए अपनी परिवीक्षा की अविध सफलतापूर्वक पूरी कर ली है । जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है । प्रतिनियुक्ति (अल्पकालिक संिवदा सिहत): कें H सरकार अथवा राज्य सरकार अथवा संघशािसत प्रशासन अथवा स्वायत्त या सांिविधक संगठन अथवा सार्वजनिक क्षेत्र के उप*म अथवा मान्यता प्राप्त विRविद्यालय अथवा अनुसंधान संस्थान के स ंस्था के कर्मचारी,- (क) (I) मूल संवर्ग अथवा िवभाग में िनयिमत आधार पर समकक्ष पदधारण करते हों। (II) मूल संवर्ग अथवा िवभाग में वेतन मैट्रिक्स में स्तर-4 (25500-81100 Nपए ) अथवा समकक्ष में नियुक्ति के प_ात आशुिलिपक %ेणी के पद पर 10 वर्ष की सेवा की हो; और (ख) स्तंभ (7) के अंतर्गत सीधी भर्ती के िलए विनिर्धारित शैक्षणिक योग्यता धारण करते हों । टिप्पण टिप्पण:::: पोषक वर्ग में िवभागीय कर्मचारी जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति/आमेलन पर नियुक्त होने के प_ात टिप्पण टिप्पण प्रोन्नति के िलए िवचार करने हेतु पात्र नहG होंगे । | NaN |

S.R.O. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ordnance Factory Board (Group 'C' Ministerial posts) Recruitment Rules, 1991, insofar as they relate to the posts of Stenographer Grade 'C' and Stenographer Grade 'C', except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer and Personal Assistant in Ordnance Factory Board Headquarters (including Ordnance Equipment Factories Group Headquarters, Kanpur, Armoured Vehicles Headquarters, Avadi , Ordnance Factory Board New Delhi Office, New Delhi and Controller of Safety , Ordnance Factory Board Headquarters, Kolkata) namely :—
1. Short title and commencement. – (1) These rules may be called the Ordnance Factory Board Headquarters Personal Assistant Group "B' (Non Gazetted post) and Stenographers Group 'C' post Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, their classification and the level in the pay matrix .—The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.–The method of recruitment to the said post, age-limit, qualification and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.– No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 81.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Defence Accounts Department (Multi Tasking Staff) Recruitment Rules, 2010, namely :—
1. (1) These rules may be called the Defence Accounts Department (Multi Tasking Staff) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Defence Accounts Department (Multi Tasking Staff) Recruitment Rules, 2010, for rule 2, the following rule shall be substituted, namely :—
"2. Number of posts, classification and Level in Pay Matrix.—The number of said post, its classification and the Level in the Pay Matrix attached thereto, shall be specified in columns (2) to (4) of the Schedule annexed to these rule."
3. In the Schedule, in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-
