सासासासा....काकाकाका....िनिनिनिन.... 312312312312....————राष्ट्रपति, संविधान के अनु(cid:19)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते ए और गृह मंत्रालय, राजभाषा विभाग, तकनीकी सहायक, भर्ती नियम, 1986 का, उन बातों के सिवाय, अधि0ांत करते ए जिन्हें ऐसे अधि0मण से पहले किया गया है या करने का लोप किया गया है, राजभाषा विभाग गृह मंत्रालय में तकनीकी सहायक के पद पर भर्ती की प6ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—

1.1.1.1. संक्षिसंक्षिसंक्षिसंक्षिप्तप्तप्तप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ....––––

(1) इन नियमों का नाम गृह मंत्रालय, राजभाषा विभाग, तकनीकी सहायक, भर्ती (संशोधन) नियम, 2018 है।

(2) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता....————ऐसा कोई Lयक्ति.–

(क) जिसने ऐसे Lयक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते ए किसी Lयक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्र नहN होगा:

परन्तु यदि के न्Oीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Lयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुQेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Lयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्Oीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब6 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Lयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. .या.या.या.यावृत्तिवृत्तिवृत्तिवृत्ति....————जहां कें Oीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब6 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Lयक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।

G.S.R. 312.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Official Language, Ministry of Home Affairs, Technical Assistant Recruitment Rules, 1986, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Assistant in the Department of Official Language, Ministry of Home Affairs, namely:—

1. Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Department of Official Language, Technical Assistant, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these Rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this Rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of Persons.

6. Saving.—Nothing in these Rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

Note 2. The maximum age-limit for appointment by deputation (including Short Term Contract) or absorption shall be 'Not exceeding fifty six years' as on the closing date of receipt of applications.

सा. का. िन. सा. का. िन. सा. का. िन. सा. का. िन. 313313313313....————राष्ट्रपति, संविधान के अनु(cid:19)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते ए और राष्ट्रीय अfिशमन सेवा महाविद्यालय वर्ग 3 और वर्ग 4 (भर्ती) िनयम, 1957 को, जहां तक उनका संबंध कलाकार-सह- नक्शानवीस के पद से है, उन बातों के सिवाय अधि0ांत करते ए, जिन्हें ऐसे अधि0मण से पहले किया गया है या करने का लोप किया गया है, राष्ट्रीय अfिशमन सेवा महाविद्यालय, नागपुर में कलाकार-सह-नक्शानवीस के पद पर भर्ती की प6ति का िविनयमन करने के लिए निम्नलिखित नियम बनाते हैं अर्थात्:—

(क) जिसने ऐसे Lयक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते ए किसी Lयक्ति से विवाह किया है; या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्र नहN होगा:

परन्तु, यदि के न्Oीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Lयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुQेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Lयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. .या.या.या.यावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहN डालेगी, जिनका के न्Oीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगo, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Lयक्तियों के लिए उपबंध करना अपेक्षित है।

विश्वविद्यालयों या मान्यताप्राप्त अनुसंधान संस्थानों या सूचीब6 प्राइवेट संगठन से सुसंगत क्षेत्र में दो वर्ष का अनुभव

टिप्पटिप्पटिप्पटिप्पण:ण:ण:ण: प्रतिनियुक्ति की अवधि (अल्पकालिक संविदा सहित) जिसके अंतर्गत के न्Oीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य कॉडर या बाd पद पर प्रतिनियुक्ति की अवधि (जिसके अंतर्गत अल्पकािलक संिवदा भी है) साधारणतया तीन वर्ष से अधिक की नहN होगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहN होगी

Class III and IV (Recruitment) Rules, 1957 in so far as it relate to the post of Artist – cum- Draughtsman except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Artist – Cum-Draughtsman in National Fire Service College, Nagpur under the Ministry of Home Affairs namely:-

1. Short title and commencement.—(1) These rules may be called the National Fire Service College, Nagpur, Artist – cum-Draughtsman, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification and level in the pay matrix. —The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

(2) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2.2.2.2. लागू होनालागू होनालागू होनालागू होना....————ये नियम इन नियमों के साथ संलf अनुसूची के स्तंभ (1) में विनिHदष्ट पदों पर लागू होंगे।

5555.... निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह ~क्ति –

(क) जिसने ऐसे ~क्ति से जिसका पति या जिसकी प(cid:127)ी जीवित है विवाह किया है या विवाह की संविदा की है, या

(ख) जिसने अपने पति या अपनी प(cid:127)ी के जीवित रहते ए किसी ~क्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहN होगा :

परन्तु यदि के न्O सरकार इस बात से संतुष्ट हो कि ऐसा विवाह, ऐसे ~क्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुQेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी ~क्ति को इस नियम के प्रचालन से छू ट दे सके गी।

6.6.6.6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्O सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है उन्हें लेखब6 करके और संघ लोक सेवा आयोग के परामर्श से, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ~क्तियों के संबंध में, आदेश द्वारा शिथिल कर सके गी।

7.7.7.7. ?ावृत्ति?ावृत्ति?ावृत्ति?ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहN डालेगी, जिनका के न्Oीय सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के ~क्तियों के लिए उपबंध करना अपेक्षित है।

(क) (i) जो मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किए ए हैं; या

(ii) जिन्होंने मूल संवर्ग या विभाग में वेतन मैट्रिक्स में स्तर 10 या समतुल्य पदों पर िनयिमत आधार पर नियुक्ति के प(cid:132)ात्, उस aेणी में पांच वर्ष की सेवा की है; और

(ख) िजनके पास उपाबंध-I में उल्लिखित शैक्षिक अर्हताएं और अनुभव हैं।

टिप्पण 1टिप्पण 1टिप्पण 1टिप्पण 1: : : : इन पदों को, आवेदकों की पात्रता के आधार पर, ज्येष्ठ अनुसंधान अिधकारी अथवा अनुसंधान अिधकारी अथवा आUथक अधिकारी द्वारा भरने की छू ट होगी। तथापि, वरिष्ठ अनुसंधान अधिकारी और अनुसंधान अधिकारी के \ेड में भरी जाने वाली रिक्तियों की संख्या, संघ लोक सेवा आयोग को प्रस्ताव भेजने के समय निHदष्ट की जाएंगी।

टिप्पणटिप्पणटिप्पणटिप्पण 2222: बाd ~क्तियों के साथ-साथ, वेतन मैट्रिक्स के स्तर-10 में कार्यरत नीित आयोग के ऐसे िवभागीय अनुसंधान अधिकारी जिन्होंने नियमित आधार पर इस पद पर नियुक्ति के प(cid:132)ात उस aेणी में पांच वर्ष सेवा की है और जिनके पास इन नियमों के उपाबंध-I में यथाविहित शैक्षिक अर्हताएं और अनुभव हैं और जिन्होंने नीति आयोग द्वारा यथाविनिHदष्ट क्षेत्र में 2-4 सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा कर लिया है, पर भी विचार किया जाएगा और यदि इस पद पर नियुक्ति के लिए किसी विभागीय अनुसंधान अधिकारी का चयन किया जाता है तो इस पद को प्रोन्नति द्वारा भरा गया माना जाएगा।

टिप्पण 3टिप्पण 3टिप्पण 3टिप्पण 3: प्रतिनियुक्ति की अवधि (अल्पकालिक संविदा सहित), जिसके अंतर्गत के न्O सरकार के उसी या किसी अन्य संगठन अथवा विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग-बाd पद पर प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि भी है, साधारणतया चार वर्ष से अधिक नहN होगी।

G.S.R. 314.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Planning Commission (Senior Research Officer) Recruitment Rules, 1985, Planning Commission (Research Officer) Recruitment Rules 1991, and Planning Commission Economic Officer Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Research Officer, Research Officer and Economic Officer in the NITI Aayog, namely:—

1. Short title and commencement.—(1) These rules may be called the NITI Aayog, Senior Research Officer, Research Officer and Economic Officer, Group 'A' and Group 'B' posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column(1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and level in the pay matrix shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person-

(a) who has entered into or contracted a marriage with a person having a spouse living or;

(b) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.

7. Saving. —Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2: The Departmental Research Officer of the NITI Aayog in level-10 in the pay matrix with five years' service in the grade rendered after appointment thereto on a regular basis and possessing the educational qualifications and experience as prescribed in the Annexure-I to these rules and having successfully completed 2-4 weeks of training in the field as specified by NITI Aayog, will also be considered alongwith the outsiders and if a departmental Research Officer is selected for appointment to the post, it will be treated as having been filled by promotion.

Note 3: Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organizations or department of the Central Government shall ordinarily not exceed four years.

Note 4. The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years as on the closing date for receipt of applications.

Research Officer:

Officers of the Central Government or State Governments or Union territories or Universities or Recognised Research Institutions or Public Sector Undertakings or Autonomous Organizations,-

(a) (i) holding analogous posts on a regular basis in the parent cadre or department; or

(ii) with three years' service in the grade rendered after appointment thereto on regular basis in posts in level-7 in the pay matrix or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience as prescribed in Annexure-I

Note 1: There shall be flexibility to fill up the posts either by Senior Research Officer or Research Officer or Economic Officer depending upon the eligibility of the applicants, however, number of vacancies to be filled up in the grade of Senior Research Officer and Research Officer shall be indicated at the time of submission of proposal to the Union Public Service Commission.

Note 3: Mandatory training for a period of 2-4 weeks in the field as specified by NITI Aayog from recognised institutions will be given on promotion.

Note 4: Mode of promotion shall be operated in respect of incumbents existing in the feeder grade of Research Assistant on the date of commencement of these rules and after notification all the existing incumbents have got promoted, promotion as a method of recruitment will cease to exist and the post will filled by deputation (including short-term contract).

S.R. 315.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Planning Commission (Joint Adviser) Recruitment Rules, 2012 and Planning Commission (Deputy Adviser) Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the posts of Joint Adviser and Deputy Adviser in the NITI Aayog, namely:—

1. Short title and commencement.—(1) These rules may be called the NITI Aayog, Joint Adviser and Deputy Adviser, Group 'A' Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person,.—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of the age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with other orders issued by the Central Government from time to time in this regard.

SCHEDULE

Note 2: The Departmental Deputy Adviser of the NITI Aayog in level-12 in the pay matrix with five years' service in the grade rendered after appointment thereto on a regular basis and possessing the educational qualifications and experience as prescribed in the Annexure-I and having successfully completed 2-4 weeks of training in relevant fields or area as specified by NITI Aayog will also be considered along with outsiders and if a Departmental Deputy Adviser is selected for appointment to the post, it will be treated as having been filled by promotion.

Note 3: Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisations or Department of the Central Government shall ordinarily not exceed five years.

Note 4: The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

Deputy Adviser:

Officers of the Central Government or State Governments or Union territories or recognised Universities or Research Institutions or Public Sector Undertakings or Autonomous organisations or Statutory organisations:—

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years' service in the grade rendered after appointment thereto on regular basis in posts in level-11 in the pay matrix or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience as prescribed in Annexure-I.

Note 1: There shall be flexibility to fill up the posts either by Joint Adviser or Deputy Adviser depending upon the eligibility of the applicants, however, number of vacancies to be filled up in the grade of Joint Adviser and Deputy Adviser shall be indicated at the time of submission of proposal to Union Public Service Commission.

(1) for rule 2, the following rule shall be substituted, namely:—

G.S.R. 317.—In exercise of the powers conferred by the proviso to the article 309 of the Constitution and in supersession of the Ministry of Food & Civil Supplies (Department of Food) Attendants (Library, Animal-House and Laboratory) Recruitment Rules, 1987, in so far as it relates to the post of Library Attendant (Senior Library Attendant as redesignated), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Library Attendant in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, Senior Library Attendant, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.—The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प तिप तिप तिप ति, आयुआयुआयुआयु-सीमासीमासीमासीमा, अर्हताएंअर्हताएंअर्हताएंअर्हताएं, आदिआदिआदिआदि.—उक्त पद पर भर्ती की प6ति, आयु-सीमा, शैक्षिक अर्हताएं और उससे संबंिधत अन्य बातें वे होंगी जो पूवlक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिHदष्ट हैं ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता.—वह ~क्ति.—

(क) िजसने ऐसे ~क्ति से िजसका पित या जिसकी प(cid:127)ी जीिवत हैं, िववाह किया है या िववाह की संिवदा की है, या

(ख) िजसने अपने पित या अपनी प(cid:127)ी के जीिवत रहते ए किसी ~क्ति से िववाह किया है, या िववाह की संिवदा की है,

उक्त पद पर नियुक्ति का पात्र नहN होगा :

परन्तु यदि के न्Oीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे ~क्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुQेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी ~क्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति.—जहां के न्Oीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब6 करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ~क्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।

6. ?ावृत्ति?ावृत्ति?ावृत्ति?ावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहN डालेगी, िजनका के न्Oीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के ~क्तियों के िलए उपबंध करना अपेक्षित है ।

New Delhi, the 24th September, 2018

G.S.R. 321.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Law and Justice, Legislative Department, Official Languages Wing, Personal Assistant (Regional Languages), Group 'B' post Recruitment Rules, 2015, the President hereby makes the following rules regulating the method of recruitment to the post of Personal Assistant (Regional Languages), in the Ministry of Law and Justice, Legislative Department, Official Languages Wing, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing, Personal Assistant (Regional Languages), Group 'B' Post Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex- servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.
