का.िन.आका.िन.आका.िन.आका.िन.आ. . . . 82828282....———— राष्ट्रपति, संिवधान के अनु(cid:10)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:25)ए, रक्षा मंत्रालय, रक्षा लेखा िवभाग (ज्येष्ठ लेखापरीक्षक) भर्ती नियम, 2013 का संशोधन करने के लिए निम्नलिखित िनयम बनाते हैं, अर्थात्:—
1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा लेखा िवभाग (ज्येष्ठ लेखापरीक्षक) भर्ती (संशोधन) िनयम, 2017 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।
2. रक्षा मंत्रालय, रक्षा लेखा िवभाग (ज्येष्ठ लेखापरीक्षक) भर्ती िनयम, 2013 में, िनयम 2 के स्थान पर निम्नलिखित िनयम रखा जाएगा, अर्थात्:—
पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर ---------------- उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स "(2). पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर
में स्तर, वे होंगे जो, इन नियमों से उपाबF अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिLदष्ट हैं ।"

S.R.O. 82.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Defence Accounts Department (Senior Auditor) Recruitment Rules, 2013, namely :—
1. (1) These rules may be called the Ministry of Defence, Defence Accounts Department (Senior Auditor) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Defence Accounts Department (Senior Auditor) Recruitment Rules,2013, for rule 2, the following rule shall be substituted, namely :—
"(2). Number of post, classification and level in pay matrix.—The number of said post, its classification and the level in the pay matrix attached thereto, shall be specified in columns (2) to (4) of the said Schedule annexed to these rules".
3. In the Schedule,—
(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:—

(c) under sub-heading 'Promotion' Note 3 shall be omitted.

S.R.O. 83.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Army Civilian Motor Drivers Group 'C' Posts Recruitment Rules, 2005, insofar as they relate to the post of Civilian Motor Driver (Special Grade), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Army Civilian Motor Driver Group 'B' Posts Recruitment Rules, 2018.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Number of post, classification and Level in the Pay Matrix.—The number of the post, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule, annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc. .—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) िजसने अपने पित या अपनी पTी के जीवित रहते !ए किसी Sक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहU होगा :
परंतु यदि कें Wीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Sक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Sक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....———— जहां के न्Wीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखब@ करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Sक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ....———— (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ{ासन महानिदेशालय, समूह 'ग' औद्योगिक पद (अराजपत्रित) भर्ती (संशोधन) नियम, 2018 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ{ासन महानिदेशालय समूह 'ग' औद्योिगक पद (अराजपत्रित) भर्ती नियम, 2014, में,—
(अ) िनयम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात्:—

(आ) अनुसूची में.—
(क) ट्रेडसमैन अतिकु शल nेणी-I के पद से संबंधित *. सं. 1 के सामने,—
(i) स्तंभ (4) में, शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर,
निम्नलिखित रखा जाएगा, अर्थात्:—

S.R.O. 85.─In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'C' Industrial Posts (Non-Gazetted) Recruitment Rules, 2014, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'C' Industrial Posts (Non- Gazetted) Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'C' Industrial Posts (Non-Gazetted) Recruitment Rules, 2014,—
(A) for rule 2, the following rule shall be substituted, namely:—
"2. Number of posts, classification and Level in the Pay Matrix.—The number of said posts, their
classification and the level in the Pay Matrix attached thereto, shall be as specified in columns (3) to (5) of the
Schedule annexed to these rules."
(B) in the Schedule,—
(a) against serial number 1, relating to the post of Tradesman Highly Skilled Grade-I,—
(i) in column (4), for the heading and the entries relating thereto the following shall be substituted , namely :—

| "Level 5 in the pay matrix (Rs. 28200-92300)"; |
(ii) in column (11), for the entries, the following shall be substituted, namely:—
" Promotion: Tradesman Highly Skilled Grade-II {erstwhile Examiner Highly Skilled Grade-II or Technician Highly Skilled Grade-II (Mech) or Technician Highly Skilled Grade-II (Elect) in Level-4 in the pay matrix (Rs 25500-81100) } with five years regular service in the grade, failing which by Tradesman Highly Skilled Grade-II with a combined regular service of thirteen years in Tradesman Highly Skilled grade-II and Tradesman Skilled grade out of which at least one year regular service in the grade of Tradesman Highly Skilled Grade-II."
Note 1 : All eligible candidates are to qualify the Departmental Trade Test conducted by the Departmental Promotion Committee.
Note 2 : Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.
(b) against serial number 2 relating to the post of Tradesman Highly Skilled Grade-II,—
(i) in column (4), for the heading and the entries relating thereto, the following shall be substituted , namely :—
