G.S.R. 331.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Constable (Bugler) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, under the Ministry of Home Affairs, namely :-

1. Short title and commencement. - (1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy Constable (Bugler) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. -The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the above said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen,1748 THE GAZETTE OF INDIA : OCTOBER 20, 2018/ASVINA 28, 1940 [PART II—SEC. 3(i)] Other Backward classes and the other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 332.—In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Sashastra Seema Bal Secretarial Service Group 'B' Cadre Recruitment Rules, 2006 in so far as they relate to the post of Section Officer except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules for regulating the method of recruitment to the post of Section Officer in Sashastra Seema Bal, Secretarial Service (Ministerial) Cadre in the Ministry of Home Affairs, namely :—

1. Short title and commencement.— (1) These rules may be called the Sashastra Seema Bal, Group 'B' (Non-Combatised) Secretarial Service (Ministerial) Cadre Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment of the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

7. Liability of service.— Any person appointed to the said post under these rules shall be liable to serve anywhere in India or abroad.

8. 1. Short title and commencement.—(1) These rules may be called the Indian Audit and Accounts Department (Divisional Accounts Officer Grade-II) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Comptroller and Auditor General of India may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Comptroller and Auditor General of India is of the opinion that it is necessary or expedient so to do, he may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government of India from time to time in this regard.

Note 1 : The departmental officers in the feeder category who are in direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.

Note 3 : The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of applications.

3. उक्त नियमों में, अनुसूची में स्तंभ (4) में, शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रतिस्थािपत किया जायेगा अर्थात्:—

(क) उप-शीर्ष ''प्रोन्नित'' के अधीन,—

(i) शब्दों, अंको और अक्षरों ''वेतन बैंड-1: 5200-20200/- Uपये + (cid:129)ेड वेतन 2400/- Uपये'' के स्थान पर वेतन मैट्रिक्स में ''स्तर-4 (25500-81100/- Uपये)'' शब्द, अंक और अक्षर प्रतिस्थापित किए जाएंगे;

(ii) टिप्पणी 2 का लोप किया जाएगा।

(ख) उप-शीर्ष ''प्रतिनियुक्ति/आमेलन'' के अधीन,—

In the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Directorate of Plant Protection, Quarantine and Storage, Faridabad, Stenographer Grade I, Group 'B' Post, Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:—

1. (1) इन नियमों का संक्षिप्त नाम कृ षि मंत्रालय, कृ षि एवं सहकारिता विभाग, वनस्पति संरक्षण, संगरोध एवं सं3ह निदेशालय, फरीदाबाद में आशुलिपिक 8ेणी- II, भर्ती (संशोधन) िनयम, 2018 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. कृ षि मंत्रालय, कृ षि एवं सहकारिता विभाग, वनस्पति संरक्षण, संगरोध एवं सं3ह निदेशालय, फरीदाबाद, आशुिलिपक 8ेणी- II, भर्ती नियम, 2014 (इसमें इसके पGात उक्त िनयम कहा गया है) में और नियम 2 के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्

1. (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Stenographer Grade II, Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Stenographer Grade II, Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:—

"2. Number of posts, classification and level in the pay matrix.—The number of the post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

3. In the said rules, in the Schedule, for the heading and entries relating thereto, the following shall be substituted, namely:—

2. वनस्पति संरक्षण, संगरोध एवं सं3ह निदेशालय, फरीदाबाद, खरपतवार विVान विषय भर्ती नियम 2012 (जिन्हें इसके पGात् उक्त िनयम कहा गया है) में, िनयम 4 के लिए निम्निलिखत नियम प्रतिस्थापित किए जाएंगे, अर्थात्—

G.S.R. 346.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate of Plant Protection, Quarantine and Storage, Faridabad Entomology Discipline, Recruitment Rules, 2012, namely :—

1. (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Entomology Discipline Recruitment (Amendment) Rules, 2018.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of Plant Protection, Quarantine and Storage, Faridabad Entomology Discipline, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 4, the following rule shall be substituted, namely:—

"2. Number of post, classification and level in the pay matrix.—The number of the posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

3. In the said rules, in the Schedule,—

(A) against serial number 1 relating to the post of Joint Director (Entomology),—

(I) in column (4), for the column heading and entries relating thereto, the following shall be substituted, namely:—

(a) under sub-heading "Promotion",—

(2) ये शासकीय राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. वनस्पति संरक्षण, संगरोध एवं सं3ह निदेशालय, फरीदाबाद, रसायन विषय भर्ती नियम 2012 (जिन्हें इसके बाद उक्त िनयम कहा गया है) में, िनयम 2 के लिए निम्निलिखत िनयम रखे जाएंगे, अर्थात्—

G.S.R. 347.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate of Plant Protection, Quarantine and Storage, Faridabad Chemistry Discipline, Recruitment Rules, 2012, namely :—

1. (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Chemistry Discipline, Recruitment (Amendment) Rules, 2018.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of of Plant Protection, Quarantine and Storage, Faridabad Chemistry Discipline, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:—

"2. Number of posts, classification and level in the pay matrix.— The number of the posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

3. In the said rules, in the Schedule,—

(A) against serial number 1 relating to the post of Assistant Plant Protection Officer (Chemistry),—

(I) in column (4), for the column heading and entries relating thereto, the following shall be substituted, namely:—

(II) in column (10), under sub-heading "By direct recruitment", in item (A), in sub-item (ii), for the words, figures and letters "Pay Band-1 of Rs. 5200-20200/- with grade pay of Rs.2800", the words, figures and letters "level-5 in the pay matrix (Rs. 29200-92300/-)" shall be substituted;

(B) against serial number 2 relating to the post of Plant Protection Officer (Chemistry),—

(I) for the entries under column (4), the following entries shall be substituted, namely:—

"Level-7 (Rs.44900 – 142400)";

(II) in column (11),—

(a) under the sub-heading "Promotion",—

(i) for the words, figures and letters, "Pay Band-2, (Rs.9300-34800/-) with grade pay of Rs.4200", the words, figures and letters "level-6 in the pay matrix (Rs.35400 –112400/-)" shall be substituted;

(ii) Note.-2 shall be omitted;

(b) under the sub-heading "Deputation (Including Short Term Contract)",—

(i) in item (a), in sub-item (ii), for the words, figures and letters "pay band-2, (Rs.9300-34800/-) with grade pay of Rs.4200", for the words, figures and letters "level-6 in the pay matrix (Rs. 35400 – 112400/-)" shall be substituted;

(ii) Note shall be omitted;

(c) against serial number 3 relating to the post of Assistant Director(Chemistry),—

(I) for the entries under column (4), the following entries shall be substituted, namely:—

"Level-10 (Rs.56100 – 177500/-)";

(II) in column (11),—

(a) under the sub-heading "Promotion",—

(i) for the words, figures and letters, "Pay Band-2, (Rs.9300-34800/-) with grade pay of Rs.4600", the words, figures and letters "level-7 in the pay matrix (Rs.44900–142400/-)" shall be substituted;

(ii) Note- 2 shall be omitted;

(b) under the sub-heading "Deputation (Including Short Term Contract)", —

(i) in item (A), in sub-item (ii), for the words, figures and letters "Pay Band-2, (Rs. 9300-34800/-) with grade pay of Rs.4600", the words, figures and letters "Level-7 in the pay matrix (Rs.44900– 142400/-)" shall be substituted;

(ii) Note shall be omitted;

(d) against serial number 4 relating to the post of Deputy Director (Chemistry),—

(I) for the entries under column (4), the following entries shall be substituted, namely:—

"Level-11 (Rs.67700 – 208700/-)";

(II) in column (11),—

(a) under the sub-heading "Promotion", for the words, figures and letters "Pay Band-3, (Rs.15600-39100/-) with grade pay of Rs.5400", the words, figures and letters "level-10 in the pay matrix (Rs.56100 –177500/-)" shall be substituted;

(b) under the sub-heading "Deputation (Including Short Term Contract)", in item (A), in sub-item (ii), for the words, figures and letters "Pay Band-3, (Rs.15600-39100/-) with grade pay of Rs.5400", the words, figures and letters "level-10 in the pay matrix (Rs.56100 –177500/-)" shall be substituted;

(e) against serial number 5 relating to the post of Joint Director (Chemistry),—

(I) for the entries in column (4), the following entries shall be substituted, namely:—

"Level-12 (Rs.78800 – 209200/-)";

(II) in column (11),-

(a) under the sub-heading "Promotion", for the words, figures and letters "Pay Band-3, (Rs.15600-39100/-) with grade pay of Rs.6600", the words, figures and letters "level- 11 in the pay matrix (Rs.67700 – 208700/-)" shall be substituted;

(b) under the sub-heading "Deputation (Including Short Term Contract)",—

(i) in item (A), in sub-item (ii), for the words, figures and letters "Pay Band-3, (Rs.15600-39100/-) with grade pay of Rs.6600", the words, figures and letters "Level-11 in the pay matrix (Rs.67700–208700/-)" shall be substituted;

(ii) Note shall be omitted;

1. (1) इन नियमों को आवासन एवं शहरी कार्य मंत्रालय, सहायक (वास्तुकीय विभाग) समूह 'ख' पद, भर्ती (संशोधन) िनयमावली 2018 कहा जाएगा।

(2) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रdृत्त होंगे ।

2. शहरी विकास मंत्रालय, कें bीय लोक निर्माण विभाग, सहायक (वास्तुकीय विभाग) समूह 'ख' पद, भर्ती िनयमावली 2013,—

(।) उक्त नियम 2 के स्थान पर निम्नलिखित नियम प्रतिस्थापित होंगें अर्थात्:—

G.S.R. 348.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President thereby makes the following rules to amend the Ministry of Urban Development, Central Public Works Department, Assistant (Architectural Department) Group 'B' post, Recruitment Rules, 2013, namely:—

1. (1) These rules may be called the Ministry of Housing and Urban Affairs, Central Public Works Department, Assistant (Architectural Department) Group 'B' post, Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Urban Development, Central Public Works Department, Assistant (Architectural Department) Group 'B' post, Recruitment Rules, 2013,—

(I) for rule 2, the following rule shall be substituted, namely :—

"2. Number of post, classification and level in the pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in the columns (2) to (4) of the Schedule annexed to these rules.";

(II) in the Schedule, —

(a) for the heading to column (4), the following heading shall be substituted, namely:—

"Level in the pay matrix";

(b) for the entries under column (4), the following entry shall be substituted, namely:—

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, Additional Director, Group 'A' Post, Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, Additional Director (Group 'A' Post), Recruitment Rules, 2017, in column (11) for the brackets, letters and figure "(Rs. 118500-214100)", the brackets, letters and figures "(Rs. 123100-215900)" shall be substituted.
