का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ..... 88886666....———— राष्ट्रपति, संविधान के अनु(cid:13)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते ए, और सेना आर्डनेंस कोर (समूह 'ग' और समूह 'घ') औद्योगिक भर्ती नियम, 1980 और, जहां तक उनका संबंध 5वसायी मेट (सभी 5वसाय) और 8मिक / मजदूर के पद से है, को उन बातों के सिवाय अधि;ान्त करते ए, जिन्हें ऐसे अधि;मण से पूर्व किया गया है, या करने का लोप किया गया है, सेना आर्डनेंस कोर में 5वसायी मेट पद पर भर्ती की पAति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ .- (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रायल, सेना आर्डनेंस कोर 5वसायी मेट (समूह 'ग' पद) भर्ती नियम, 2018 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदपदपदपद----संख्या, वर्गीकरणसंख्या, वर्गीकरणसंख्या, वर्गीकरणसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरऔर वेतन मैट्रिक्स में स्तरऔर वेतन मैट्रिक्स में स्तरऔर वेतन मैट्रिक्स में स्तर.—पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबA अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिTदष्ट हैं।
3. भर्ती की प ति, आयुभर्ती की प ति, आयुभर्ती की प ति, आयुभर्ती की प ति, आयु----सीमा अन्य अर्हताएं आदिसीमा अन्य अर्हताएं आदिसीमा अन्य अर्हताएं आदिसीमा अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की पAति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिTदष्ट हैं।

(क) जिसने ऐसे 5क्ति से जिसका पति या जिसकी पXी जीवित हैं, विवाह किया है, या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पXी के जीवित रहते ए किसी 5क्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहY होगा :
परन्तु यदि के न्Zीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे 5क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु[ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी 5क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहां के न्Zीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबA करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के 5क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. /ावृत्ति/ावृत्ति/ावृत्ति/ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहY डालेगी, जिनका के न्Zीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़ें वग_ और अन्य विशेष प्रवर्ग के 5क्तियों के लिए उपबंध करना अपेक्षित है।

MINISTRY OF DEFENCE
New Delhi, the 28th August, 2018
S.R.O. 86.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Army Ordnance Corps (Group 'C' and Group 'D' Industrial ) Recruitment Rules 1980, in so far as they relate to the posts of Tradesmen Mates (All Trades), and Labourer/ Mazdoor, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the posts of Tradesman Mate in the Army Ordnance Corps, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Army Ordnance Corps, Tradesman Mate (Group 'C' Post) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.—The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, क्वािलटी आश्वासन िनदेशालय (नौसेना), समूह ''ख'' अराजपत्रित (कार्यालय अधीक्षक) भर्ती, (संशोधन) िनयम, 2018 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, क्वािलटी आश्वासन िनदेशालय (नौसेना), समूह ''ख'' अराजपत्रित (कार्यालय अधीक्षक) भर्ती नियम, 2011, में, :—
(क) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा अर्थात् :—
पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर .—पद की संख्या, उसका वर्गीकरण और उससे संल(cid:127) वेतन मैट्रिक्स में ''2. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर
स्तर वह होगा, जो इन नियमों से उपाबA अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिTदष्ट है ।
(ख) अनुसूची में,—
(i) स्तंभ (4) में, स्तम्भ शीर्ष और उससे सम्बन्धित प्रविष्टियो के स्थान पर निम्नलिखित स्तम्भ शीर्ष और उससे सम्बन्धित प्रविष्टि रखी जाएगी, अर्थात् :—

S.R.O. 89.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'B', Non Gazetted (Office Suprintendent) Recruitment Rules, 2011, namely:—
1. (1) These Rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'B', Non Gazetted (Office Suprintendent) Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'B', Non Gazetted (Office Suprintendent) Recruitment Rules, 2011,—
(A) for rule 2, the following rule shall be substituted, namely:—
"2. Number of post, classification and the level in pay matrix.—The number of the said post, its classification, the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".
(B) in the Schedule,-—
(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:—

(b) in column (12),—

(ii) under the sub-heading 'Promotion', "Note 2" shall be omitted.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, क्वािलटी आश्वासन निदेशालय (नौ सेना), पुस्तकालयाध्यक्ष (cid:129)ेड –iv समूह ''ग'' पद भर्ती नियम, 2015, (जिसे इसके प|ात उक्त नियम कहा गया है) में, नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा अर्थात्:—
पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर : पद की संख्या, उसका वर्गीकरण और उससे संल(cid:127) वेतन मैट्रिक्स ''2. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर

3. उक्त नियम की अनुसूची में ,—

(क) जिसने ऐसे 5क्ति से जिसका पति या जिसकी पXी जीवित है, विवाह किया है, या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पXी के जीवित रहते ए किसी 5क्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहY होगा :
परन्तु यदि कें Zीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे 5क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु[ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी 5क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. /ावृति/ावृति/ावृति/ावृति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहY डालेगी, जिनका कें Zीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वग_ और अन्य विशेष प्रवर्ग के 5क्तियों के िलए उपबंध करना अपेक्षित है।

S.R.O. 91.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Private Secretary, in the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance(Naval), namely:—
1. Short title and commencement.—(a) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance(Naval), Private Secretary post, Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns(5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 92.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'C' post (Carpenter) Recruitment Rules, 2011, namely:—
1. Short title and commencement.—These Rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'C' post (Carpenter) Recruitment (Amendment) Rules, 2018.

2. In the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'C' post (Carpenter) Recruitment Rules, 2011,—
(a) for rule 2, the following rule shall be substituted, namely:—
"2. Number of post, classification and Level in Pay Matrix.—The number of said post, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";
(b) in the Schedule,—
(i) in column (4), for the column heading and the entries thereto, the following column heading and entries shall be substituted, namely:—

(ii) under column (12), Note 1 shall be omitted.
