का.िन.आ. का.िन.आ. का.िन.आ. का.िन.आ. 93.93.93.93.———— राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ1ासन निदेशालय (नौ सेना), (ज्येष्ठ भंडारी), समूह 'ग', अराजपत्रित पद, भर्ती िनयम, 2011 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :—

1. संक्षिप्त नाम और संक्षिप्त नाम और संक्षिप्त नाम और संक्षिप्त नाम और प्रारम्भप्रारम्भप्रारम्भप्रारम्भ.—(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आश्वासन िनदेशालय (नौसेना), (ज्येष्ठ भंडारी) समूह 'ग', अराजपत्रित पद, भर्ती (संशोधन) िनयम, 2018 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आश्वासन निदेशालय (नौ सेना), (ज्येष्ठ भंडारी), समूह 'ग', अराजपत्रित पद भर्ती नियम, 2011, में :—

(क) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात् :—

S.R.O. 93.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), (Senior Store Keeper) Group 'C' Non-gazetted posts, Recruitment Rules, 2011, namely:---

1. (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), (Senior Store Keeper) Group 'C' Non-gazetted posts, Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), (Senior Store Keeper) Group 'C' Non-gazetted posts, Recruitment Rules, 2011,—

(a) for rule 2, the following rule shall be substituted, namely:—

"2. Number of posts, classification and level in pay matrix.—The number of said posts, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

(b) In the Schedule, in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:—

2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ1ासन निदेशालय (नौ सेना), समूह "ग" अराजपत्रित पद (सिविलियन मोटर aाइवर) भर्ती नियम, 2011 में

(1) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्:—

पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर "2 पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर

वह होगा जो इन नियमों से उपाबR अनुसूची के स्तंभ (2) से (4) में विनिUर्दष्ट हैं।"

2. अनुसूची में,—

(क) सिविलियन मोटर aाइवर (विशेष bेणी) के पद से संबंधित cम संख्या 1 के सामने,—

(i) स्तंभ (4) में, स्तंभ शीर्षक और इससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्षक और प्रविष्टियाँ रखी जाएंगी, अर्थात्:—

(ii) स्तंभ (12) में,—

(अ) "वेतन बैंड 5200-20200 Y. + eेड वेतन 2800 Y." प्रविष्टियों के स्थान पर, प्रविष्टियाँ "वेतन मैट्रिक्स में स्तर 5 (29200 – 92300 Y.)" रखी जाएँगी;

(आ) "प्रोन्नति" उपशीर्षक के अधीन टिप्पण 1 और टिप्पण 2 का लोप किया जाएगा और टिप्पण 3 को "टिप्पण" के रूप में पढ़ा जाएगा;

(ख) सिविलिय़न मोटर aाइवर bेणी-1 के पद से संबंधित cम संख्य़ा 2 के सामने —

(i) स्तंभ (4) में प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियाँ रखी जाएँगी, अर्थात्:—

"स्तर 5

(29200 – 92300 Y.)";

(ii) स्तंभ (12) में,—

(अ) "वेतन बैंड 5200-20200 + eेड वेतन 2400 Y." प्रविष्टियों के स्थान पर, प्रविष्टियाँ "वेतन मैट्रिक्स में स्तर 4 (25500 – 81100 Y.)" रखी जाएँगी;

(आ) उप-शीर्षक "प्रोन्नति" के अधीन, टिप्पण 1 और टिप्पण 2 का लोप किया जाएगा और टिप्पण 3 को "टिप्पण" के रूप में पढ़ा जाएगा;

S.R.O. 94.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'C' non-gazetted posts (Civilian Motor Drivers) Recruitment Rules, 2011, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'C' Non-gazetted post (Civilian Motor Drivers) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Group 'C' Non-gazetted posts (Civilian Motor Drivers) Recruitment Rules, 2011,-

(1) for rule 2, the following rule shall be substituted, namely:—

"2. Number of post, classification and level in pay matrix.—The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता————वह nक्ति,—

(क) जिसने ऐसे nक्ति से जिसका पति या जिसकी पpी जीवित है, विवाह किया है; या

(ख) जिसने अपने पति या अपनी पpी के जीवित रहते (ए किसी nक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहq होगा :

परन्तु यदि के न्rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस nक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी nक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहाँ के न्rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबR करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के nक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

6. 0ावृति0ावृति0ावृति0ावृति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहq डालेगी, जिनका के न्rीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगt, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के nक्तियों के िलए उपबंध करना अपेक्षित है।

S.R.O. 95.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Stores Officer, in the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), namely:–

1. Short title and commencement.–(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Stores Officer post, Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.िन.आ. का.िन.आ. का.िन.आ. का.िन.आ. 96969696———— राष्ट्रपति, संविधान के अनु?छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते Dए, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आIासन महानिदेशालय, समूह 'ख' वैKानिक पद भर्ती नियम, 2014 में संशोधन करने के िलए निम्नलिखित संशोधन करते हैं, अर्थात्:—

1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आIासन महानिदेशालय, समूह 'ख' वैKानिक पद भर्ती (संशोधन) नियम, 2018 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आIासन महािनदेशालय, समूह 'ख' वैKानिक पद भर्ती नियम 2014, में निम्नलिखित रखा जाएगा, अर्थात्:-

""""2222. . . . पदों की संख्यापदों की संख्यापदों की संख्यापदों की संख्या,,,, वर्गीवर्गीवर्गीवर्गीकरण और वेतन मैट्रिक्स में स्तरकरण और वेतन मैट्रिक्स में स्तरकरण और वेतन मैट्रिक्स में स्तरकरण और वेतन मैट्रिक्स में स्तर————उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबZ अनुसूची के स्तंभ (2) से स्तंभ (4) में विनि[र्दष्ट हैं।"

उक्त नियमों में, अनुसूची में :-

(क) स्तम्भ (4) में,

(i) शीर्षक और प्रविष्टियां इससे संबंधित स्तम्भ के स्थान पर, निम्नलिखित स्तम्भ शीर्षक और प्रविष्टियां रखी जा_गी, अर्थात्:-

S.R.O. 96.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'B', Scientific Post Recruitment Rules, 2014, namely:—

1. (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'B', Scientific Post Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'B', Scientific Post Recruitment Rules, 2014, the following rule shall be substituted, namely:-

"2. Number of posts, classification and Level in the Pay Matrix.—The number of said post, its classification and the level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."

3. In the said rules, in the schedule,—

(a) in column (4), for column heading and entries relating thereto, the following column heading and entries shall be substituted, namely :—

काकाकाका.िन.आ..िन.आ..िन.आ..िन.आ. 97.97.97.97.————राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए और 'आयुध निर्माणियां समूह "ख" एवं "ग" आशुलिपिक, अनौद्योगिक तथा राजपत्रित कै डर ( भर्ती एवं सेवा की शत| ) िनयम 2007, जहां तक कि वे वरिष्ठ निजी सचिव के पद से संबंधित हैं, उन बातों के सिवाय अधिcांत करते (ए जिन्हें ऐसे अधिcमण से पूर्व किया गया है या करने का लोप किया गया है , आयुध निर्माणी संगठन के अधीन आयुध निर्माणी बोर्ड मुख्यालय स्थापना को छोड़कर, आयुध और आयुध उपस्कर निर्माणी तथा अन्य कार्यालयों तथा स्थापनों में वरिष्ठ निजी सचिव के पद पर भर्ती की पRति का िवनियमन करने के लिए निम्नलिखित नियम बनाते हैं अर्थात् :—

1. संक्षिप्त नाम और प्रारंभ1. संक्षिप्त नाम और प्रारंभ1. संक्षिप्त नाम और प्रारंभ1. संक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम आयुध निर्माणियां वरिष्ठ निजी सचिव (समूह 'ख' पद) भर्ती िनयम, 2018 है ।

(2) यह राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पद की संख्यापद की संख्यापद की संख्यापद की संख्या, वर्गीकरण, वेतन, वर्गीकरण, वेतन, वर्गीकरण, वेतन, वर्गीकरण, वेतन मैट्रिक्स या वेतनमान में स्तरमैट्रिक्स या वेतनमान में स्तरमैट्रिक्स या वेतनमान में स्तरमैट्रिक्स या वेतनमान में स्तर....————उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स या वेतनमान में स्तर वे होंगे, जो इन नियमों से उपाबR अनुसूची के स्तम्भ (1) से (4) में विनिUर्दष्ट हैं।

3. भर्ती की प%ति, आयुभर्ती की प%ति, आयुभर्ती की प%ति, आयुभर्ती की प%ति, आयु----सीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदि....————उक्त पदों पर भर्ती की पRति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूवmक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में विनिUर्दष्ट हैं।

4. अनर्हताअनर्हताअनर्हताअनर्हता....————वह nक्ति,–

(क) जिसने ऐसे nक्ति से जिसका पति या जिसकी पpी जीवित है, विवाह किया है; या

(ख) िजसने अपने पति या अपनी पpी के जीवित रहते (ए किसी अन्य nक्ति से विवाह कर लिया है या विवाह की संविदा की है ,

उक्त में से किसी भी पद पर नियुक्ति का पात्र नहq होगा :

परन्तु यदि के न्rीय सरकार का समाधान हो जाता है कि ऐसे विवाह ऐसे nक्ति और विवाह के अन्य पक्षकार को स्वीय विधि के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी भी nक्ति को इन नियमों के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्rीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है तो वह उसके लिए जो कारण हैं उन्हें लेखबR करके तथा संघ लोक आयोग से परामर्श करके इन नियमों के किसी भी प्रावधान को किसी वर्ग या प्रवर्ग के nक्तियों के िलए आदेश द्वारा शिथिल कर सके गी।

6. 0ावृत्ति0ावृत्ति0ावृत्ति0ावृत्ति....————इन नियमों की कोई बात आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहq डालेगी जिनका के न्rीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेश के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य िपछड़े वगt, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के nक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 97.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ordnance Factories Group 'B' and Group 'C' Stenographers, Non-Industrial employee and Gazetted Cadre (recruitment and conditions of service) rules, 2007, in so far as they relate to the post of Senior Private Secretary, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Private Secretary in Ordnance and Ordnance Equipment Factories and other Offices and establishments under the Ordnance Factories Organisation, except the Ordnance Factory Board Head Quarter Establishment, namely :-

1. Short title and commencement.—(1) These rules may be called the Ordnance Factories Senior Private Secretary (Group 'B' Post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in pay matrix or pay scale.– The number of the said posts, its classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (1) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.– No person,–

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that the marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of these rules.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- Servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
