सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 372 372 372 372 ....———— राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, और वर्ग-III पद [समन्वय िनदेशालय (पुिलस बेतार)] भर्ती नियम 1962 जहाँ तक उनका संबंध बेतार ऑपरेटर, रेिडयो टेकनीिशयन, बेतार पर्यवेक्षक एवं तकनीकी सहायक (अनुरक्षण) के पद से है का, उन बातों के सिवाय अधि<ांत करते 'ए, जिन्हें ऐसे अधि<मण से पूर्व किया गया है या किए जाने का लोप किया गया है, गृह मंत्रालय के अधीन, समन्वय निदेशालय पुलिस बेतार में सहायक संचार अधिकारी के पद में भर्ती की पCति के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1.1.1.1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, समन्वय िनदेशालय पुिलस बेतार, सहायक संचार अिधकारी, समूह 'ख' पद, भर्ती नियम 2018 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

4444.... िनरिनरिनरिनरर्हतार्हतार्हतार्हता....———— वह Xक्ति-
(क) िजसने ऐसे Xक्ति से जिसका पति या जिसकी पYी जीवित है, विवाह किया है या िववाह की संविदा की है; या (ख) जिसने अपने पति या पYी के जीवित रहते 'ए किसी Xक्ति से विवाह किया है, या िववाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहZ होगा:
परन्तु यदि कें [ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार का लागू स्वीय िविध के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 372.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Class III posts [Directorate of Co-ordination (Police Wireless)] Recruitment Rules, 1962 in so far as they relate to the post of Wireless Operator, Radio Technician, Wireless Supervisor and Technical Assistant (Maintenance), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules relating to the method of recruitment to posts of Assistant Communication Officer in the Directorate of Co-ordination Police Wireless, under the Ministry of Home Affairs, namely:Ñ[भाग II—खण्ड 3(i)] भारत का राजपत्रा : दिसम्बर 1, 2018/अग्रहायण 10, 1940 1943 1. Short title and commencement .__ (1) These rules may be called the Ministry of Home Affairs, Directorate of Co-ordination Police Wireless,Assistant Communication Officer, Group 'B' post, Recruitment Rules 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the afore said Schedule.
4. Disqualifications – No person.—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may , by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Essential Qualification:- Bachelor of Technology or Bachelor of Engineering or Bachelor of Science (Engineering) degree in Electronics or Electronics and Communication or Information Technology or Computer Science or Information and Communication Technology from a recognised University or Institute. OR Bachelor's Degree in science with Electronics or Electronics and Communication or Computer Science or Information Technology or Physics as one of the subjects from a recognised University or Institute with one year experience in Radio Communication or Computer Communication or Satellite Communication or Cyber Security of any Central Government or State Government or Union Territories or Public Sector Undertaking organisation. Desirable Qualification :- Knowledge of Computer Applications. Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent Authority, for the reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is/are relaxable at the discretion of the Staff Selection Commission or Competent Authority, for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Staff Selection Commission or Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. | Not applicable | Two years for direct recruit or re- employed. | Deputation /Absorption: From amongst Central Police Organisations or Central Armed Police Forces or Defence Organisations or State or UTs Police Organisations (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with 06 years service rendered after appointment to the post on a regular basis in Level 5 (Rs. 29,200- 92,300) in the pay matrix or equivalent in the parent cadre or department; AND (b) possessing the qualifications and experience as prescribed for direct recruits under Column (7). For Ex-Servicemen: Deputation/ re-employment: - The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed shall also be considered. Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment. Note: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/Department of the Central Government shall ordinarily not exceed three years. सासासासा....काकाकाका....िनिनिनिन....373373373373....————राष्ट्रपति, संिवधान के अनु(cid:25)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, और समन्वय िनदेशालय (पुिलस बेतार) समूह 'क' और समूह 'ख' पद भर्ती नियम,1966 जहाँ तक उनका संबंध वरिष्ठ पर्यवेक्षक अधिकारी और वरिष्ठ1946 THE GAZETTE OF INDIA : DECEMBER 1, 2018/AGRAHAYANA 10, 1940 [PART II—SEC. 3(i)] तकनीकी सहायक और अतिरिक्त सहायक निदेशक के पद से है का, उन बातों के सिवाय अधि<ांत करते 'ए, जिन्हें ऐसे अधि<मण से पूर्व किया गया है या किए जाने का लोप किया गया है, गृह मंत्रालय के अधीन, समन्वय िनदेशालय पुिलस बेतार में संचार अधिकारी और संयुक्त सहायक निदेशक के पद में भर्ती की पCति के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

4444....िनरिनरिनरिनरर्हतार्हतार्हतार्हता....————ऐसा कोई Xक्ति-
(क) िजसने ऐसे Xक्ति से िजसका पित या जिसकी पYी जीिवत है, विवाह किया है या विवाह की संविदा की है; या (ख) िजसने अपने पित या पYी के जीिवत रहते 'ए किसी Xक्ति से िववाह किया है, या िववाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहZ होगा:
परन्तु यदि कें [ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और िववाह के अन्य पक्षकार का लागू स्वीय िविध के अधीन स्वीकार्य है और यह कि ऐसा करने के लिए अन्य आधार हैं, तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5.5.5.5. िशिथल करनेिशिथल करनेिशिथल करनेिशिथल करने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....———— जहाँ के न्[ीय सरकार की यह राय हो कि ऐसा करना आवश्यक एंव समीचीन है, तो वे उसके लिए जो कारण हैं, उन्हे लेखबC करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबन्ध को किसी वर्ग या प्रवर्ग के Xक्तियों के संबंध में आदेश द्वारा शिथिल कर सके गी ।
6666.... /ावृत्ति/ावृत्ति/ावृत्ति/ावृत्ति....———— इन नियमों की कोई बात ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, िजनका कें [ीय सरकार द्वारा इस संबंध में समय समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों और अन्य िपछड़े वगc, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Xक्तियों के िलए उपबंध करना अपेक्षित है ।

G.S.R. 373.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Co-ordination (Police Wireless) Recruitment to Group 'A' and Group 'B' posts Rules, 1966 in so far as they relate to the post of Senior Supervisor Officer and Senior Technical Assistant and Extra Assistant Director, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules relating to the method of recruitment to posts of Communication Officer and Joint Assistant Director in the Directorate of Co-ordination Police Wireless, under the Ministry of Home Affairs, namely:-
1. Short title and commencement .— (1) These rules may be called the Ministry of Home Affairs, Directorate of Co-ordination Police Wireless (Joint Assistant Director, Communication Officer) Recruitment Rules 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person.—
(c) who has entered into or contracted a marriage with a person having a spouse living; or
(d) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may , by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.374.—In exercise of the powers conferred by the proviso to the article 309 of the Constitution and in supersession of the Ministry of Consumer Affairs and Public Distribution, Department of Public Distribution, (Assistant Librarian) Recruitment Rules, 1999, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, Library and Information Assistant, Group 'B' (Non- Gazetted) Post, Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 375375375375....———— राष्ट्रपित, संिवधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, कृ िष एवं किसान कल्याण मंत्रालय, वनस्पति संरक्षण, संगरोध एवं संpह निदेशालय, फरीदाबाद में सहायक, उ(cid:25)च wेणी लिपिक और अवर wेणी िलिपक(समूह 'ग' पद) भर्ती नियम, 2012 का संशोधन करने के लिए निम्निलखित नियम बनाते हैं, अर्थात:-
1.1.1.1. (1) इन नियमों को कृ षि एवं किसान कल्याण मंत्रालय, वनस्पति संरक्षण, संगरोध एवं संpह निदेशालय, फरीदाबाद, सहायक, उ(cid:25)च wेणी लिपिक और अवर wेणी लिपिक (समूह 'ग' पदों) भर्ती नियम, 2018 (संशोिधत) कहा जाएगा ।
(2) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. कृ षि एवं किसान कल्याण मंत्रालय, वनस्पति संरक्षण, संगरोध एवं संpह निदेशालय, फरीदाबाद में, सहायक, उ(cid:25)च wेणी लिपिक और अवर wेणी लिपिक (समूह 'ग' पद) भर्ती नियम, 2012 (जिन्हें इसके बाद उक्त िनयम कहा गया है) में नियम 2 के िलए निम्नलिखित नियम प्रतिस्थापित किए जाएंगे, अर्थात:-
"2. पद संख्यापद संख्यापद संख्यापद संख्या,,,, वर्गीकरण तथा वेतन मैट्रिक्सवर्गीकरण तथा वेतन मैट्रिक्सवर्गीकरण तथा वेतन मैट्रिक्सवर्गीकरण तथा वेतन मैट्रिक्स में स्त में स्त में स्त में स्तरररर---- उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबC अनुसूची के स्तंभ-2 से स्तंभ-4 में विनिxर्दष्ट हैं।"
3. उक्त नियमों में, अनुसूची में,-
(क) सहायक के पद से संबंधित Mम संख्या 1 के विN( 1 के विN( 1 के विN( 1 के विN(,,,,---- (क) सहायक के पद से संबंधित Mम संख्या (क) सहायक के पद से संबंधित Mम संख्या (क) सहायक के पद से संबंधित Mम संख्या

G.S.R.375.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Assistant, Upper Division Clerk and Lower Division Clerk (Group 'C' Posts), Recruitment Rules, 2012, namely :-
1. (1) These rules may be called the Ministry of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Assistant, Upper Division Clerk and Lower Division Clerk (Group 'C' Posts), Recruitment (Amendment) Rules, 2018.
(2)They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Agriculture and Cooperation, Directorate of Directorate of Plant Protection, Quarantine and Storage, Faridabad, Assistant, Upper Division Clerk and Lower Division Clerk (Group 'C' Posts), Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of posts, classification and level in the pay matrix.—The number of the posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";
3. In the said rules, in the Schedule,—
(a) against serial number 1 relating to the post of Assistant,—
(I) in column (4), for the column heading and entries relating thereto, the following shall be substituted, namely:-

(II) in column (11), for the words, figures and letters, "Pay Band-1, Rs 5200-20200/- with Grade Pay of Rs. 2400", the words, figures and letters "level-4 in the pay matrix (Rs. 2550-81100)" shall be substituted.
(b) against serial number 2 relating to the post of Upper Division Clerk,-
(I) for the entries under column (4), the following entries shall be substituted, namely:-
"Level-4 (Rs.25500 – 81100)";
(II) in column (11), for the words, figures and letters, "Pay Band-1, Rs 5200-20200/- with Grade Pay of Rs. 1900", the words, figures and letters "level-2 in the pay matrix (Rs. 19900-63200)" shall be substituted.
(c) against serial number 3 relating to the post of Lower Division Clerk,-
(I) for the entries under column (4), the following entries shall be substituted, namely:-
"Level-2 (Rs.19900 – 63200)";
(II) in column (11), for the words, figures and letters, "Pay Band-1, Rs 5200-20200/- with Grade Pay of Rs. 1800", the words, figures and letters "level-1 in the pay matrix (Rs. 18000-56900)" shall be substituted.
