G.S.R. 391.—In exercise of the powers conferred by the provisio to article 309 of the Constitution, and in supersession of the North Eastern Police Academy, Barapani, Group 'A' and 'B' posts Recruitment Rules, 2014, in so far as they relate to the post of Deputy Assistant Director (Police Science), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Assistant Director (Police Science) in the North Eastern Police Academy, Barapani, under the Ministry of Home Affairs, namely:—
1. Short title and commencement.—(1) These rules may be called the North Eastern Police Academy, Barapani, Deputy Assistant Director (Police Science) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, and level in the pay matrix.— The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification, etc.— The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or2070 THE GAZETTE OF INDIA : DECEMBER 15, 2018/AGRAHAYANA 24, 1940 [PART II—SEC. 3(i)] (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, the Ex-serviceman, the other backward classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 392.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Sub-Inspector (Works) in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, the Ministry of Home Affairs, namely :-
1. Short title and commencement.— (1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy, Sub-Inspector (Works) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the above said posts:

परन्तु यदि के न्Wीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Sयक्ति और विवाह के अन्य पक्षकार को लागू विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Sयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

नागर िवमानन मंत्रालय, नागर िवमानन महािनदेशालय में िविनयम और सूचना के समूह 'क' पदों की भर्ती की पJति का
िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात्:-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

4. 4. 4. 4. निरर्हतानिरर्हतानिरर्हतानिरर्हता-— वह Tक्ति,-
(क) िजसने ऐसे Tक्ति से िजसका पित या पUी जीिवत है, िववाह किया है; या िववाह की संिवदा की है, या
(ख) िजसने अपने पित या पUी के जीिवत रहते %ए किसी Tक्ति से िववाह किया है; या िववाह की संिवदा की है, उक्त पद पर नियुक्ति के िलए पात्र नहV होगा।
परन्तु यदि कें Wीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Tक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध अधीन अनुXेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Tक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति-— जहां तक के न्Wीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखबJ करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Tक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
6. 8ावृत्ति8ावृत्ति8ावृत्ति8ावृत्ति-— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहV डालेगा, िजनका कें Wीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनूसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वग], भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Tक्तियों के िलए उपबंध करना अपेक्षित है।

| प्रोन्नतिः व ेतन मैट्रिक्स में स्तर-12 (78800-209200 `पये) के ऐसे उप िनदेशक (िविनयम और सूचना) जिन्होंने उस iेड में नियुक्ति क े पwात पाँच वष] की नियमित सेवा की है और समय-समय पर यथाविहित दो से चार सप्ताह का प्रशिक्षण सफलतापूर्वक प ूरा किया है। टिप्पण टिप्पण. . . . ---- जहां ऐसे कनिष्ठ Tक्तियों के संबंध में जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार टिप्पण टिप्पण किया जा रहा हो, वहां उनसे ज्येष्ठ Tक्तियों के संबंध में विचार किया जाएगा परंतु यह तब जबकि उसके द्वारा की गई अर्हक या पात्रता सेवा अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Tक्तियों सहित जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उ0तर 1ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति (इसके अन्तर्गत अल्पकालिक संविदा भी है): क ें Wीय सरकार या राज्य सरकार या संघ राज्य प्रशासन या कानूनी या स्वशासी संगठन या मान्यता प्राप्त विyविद्यालय या स ंस्था या अनुसंधान संस्था या पब्लिक सेक्टर उप3मों के ऐसे अधिकारी,- (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए %ए हैं; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर- 12 (78800-209200 `पये) या समतुल्य में नियुक्ति के पwात उस 1ेणी में पांच वष] की नियमित सेवा की है; और (ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएँ और अनुभव हैं- (i) किसी मान्यता प्राप्त विyविद्यालय से विधि में डिiी; (ii) निम्नलिखित सभी विषयों में एक साथ कु ल बारह वर्ष का सम्मिलित अनुभवः- (क) विधिक दस्तावेजों का प्रारूपण; (ख) द्विपक्षीय वायु सेवा करार; (ग) नागर विमानन से संबJ अन्तरराष्ट्रीय अभिसमयों सहित विमानन विधि; और (घ) विधिक या तकनीकी या आ~थक क्षेत्र में अन्तरराष्ट्रीय नागर विमानन संगठन से संबJ कार्य। टिप्पण टिप्पण 1111:::: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी; जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए टिप्पण टिप्पण विचार किए जाने के पात्र नहV होंगे। इसी प्रकार, प्रतिनियुक्त Tक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहV होंगे। टिप्पण टिप्पण 2222:::: प्रतिनियुक्ति (इसके अन्तर्गत अल्पकालिक संविदा भी है) की अवधि जिसके अंतर्गत कें Wीय सरकार के उसी या टिप्पण टिप्पण किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाm पद पर प्रतिनियुक्ति (इसके अन्तर्गत अल्पकालिक संविदा भी है) की अवधि है, साधारणतया पांच वर्ष से अधिक नहV होगी। प्रतिनियुक्ति (इसके अन्तर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष स े अधिक नहV होगी। |

G.S.R. 394 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Civil Aviation, Director General of Civil Aviation, Regulation and Information, Group 'A' posts, Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the Group 'A' posts of Regulation and Information in the Directorate General of Civil Aviation under the Ministry of Civil Aviation, namely:-
1. Short title and commencement. — (1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Regulation and Information (Group 'A' posts) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.— The number of the posts, their classification and the level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or[भाग II—खण्ड 3(i)] भारत का राजपत्रा : दिसम्बर 15, 2018/अग्रहायण 24, 1940 2087 (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. — Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: Deputy Director (Regulations and Information) in level-12 (Rs. 78800-209200) in the pay matrix with five years of regular service rendered after appointment in the grade and having successfully completed two to four weeks training as prescribed from time to time. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. (b) possessing the following educational qualifications and experience:-
(i) degree in Law from a recognised university;
(ii) total combined twelve years' experience in all the following fields taken together:-
(a) drafting legal documents;
(b) bilateral air services agreements;
(c) aviation law including the international conventions relating to civil aviation; and
(d) work relating to International Civil Aviation Organisation in the legal or technical or economic field.
Note 1.The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 2. period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed five years. The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years' as on the closing date of receipt of applications.
