का. िन. आ. का. िन. आ. का. िन. आ. का. िन. आ. 115115115115....————राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए, और रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ5ासन महानिदेशालय, अनुवादक काडर (समूह 'क' और समूह 'ख' पद) भर्ती नियम, 2015 को, उन बातों के सिवाय अधि;ान्त करते )ए, जिन्हें ऐसे अधि;मण से पूर्व किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ5ासन महानिदेशालय में राजभाषा काडर के िलए भर्ती की पAति का विनियमन करने के लिए िनम्नलिखित नियम बनाते हैं, अर्थात्:-

1.1.1.1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ5ासन महािनदेशालय, राजभाषा काडर भर्ती नियम, 2018 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2.2.2.2. पदों की संख्या, वर्गीकरण, वेतन पदों की संख्या, वर्गीकरण, वेतन पदों की संख्या, वर्गीकरण, वेतन पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स मेंमैट्रिक्स मेंमैट्रिक्स मेंमैट्रिक्स में स्तरस्तरस्तरस्तर....————उक्त पदों की संख्या, उनका वर्गीकरण, और वेतन मैट्रिक्स मे स्तर वह होगा, जो इन नियमों से उपाबA अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिUदष्ट हैं।

3.3.3.3. भर्ती की प-ति, आयुभर्ती की प-ति, आयुभर्ती की प-ति, आयुभर्ती की प-ति, आयु----सीमा, अन्य अर्हताएंसीमा, अन्य अर्हताएंसीमा, अन्य अर्हताएंसीमा, अन्य अर्हताएं आदिआदिआदिआदि....————भर्ती की पAति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिUदष्ट हैं।

4.4.4.4. निरर्हता निरर्हता निरर्हता निरर्हता वह Xक्ति....————

(क) जिसने ऐसे Xक्ति से जिसका पति या जिसकी पYी जीवित है, विवाह किया है, या विवाह की संविदा की है; या

उक्त किसी पदों पर नियुक्ति का पात्र नहZ होगा :

परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबA करके , और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6.6.6.6. 6ावृत्ति6ावृत्ति6ावृत्ति6ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका के न्[ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे वग', भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Xक्तियों के लिए उपबंध करना अपेक्षित है।

प्रोन्नति: वेतन मैट्रिक्स (44900-142400/-3) स्तर-7 मे ऐसे ज्येष्ठ अनुवादक जिन्होंने उस @ेणी में तीन वर्ष की नियमित सेवा की है और प्रशासनिक प्रोन्नति प्रोन्नति प्रोन्नति मंत्रालय या विभाग द्वारा विहित संस्थान से अनुवाद संबंधित कार्य में दो सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया है। टिप्पण :::: जहां ऐसे कनिष्ठ !क्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके टिप्पण ज्येष्ठ !क्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ !क्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले पूरी कर ली है, अगली उOतर @ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलातापूर्वक पूरी कर ली हो। प्रतिनियुक्तिः प्रतिनियु प्रतिनियु क्तिः---- क्तिः क्तिः क े न्,ीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों से ऐसे अिधकारीः- (i) जिन्होने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया Sआ है; या (क) (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स (44900-142400/-3) में स्तर-7 पदों पर या समतुल्य पदों पर िनयिमत आधार पर उस पद पर नियुक्ति के पUात उस @ेणी मे तीन वर्ष की सेवा की हो; और (ख) जो निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हो:- (i) किसी मान्यताप्राप्त विXविद्यालय से हिदी में मास्टर डि\ी जिसमे डि\ी स्तर पर अं\ेजी अनिवार्य या वैकल्पिक विषय के रूप में रहा हो, या परीक्षा के माध्यम के रूप में रहा हो; या किसी मान्यताप्राप्त विXविद्यालय से अं\ेजी में मास्टर डि\ी जिसमें डि\ी स्तर पर हिदी अनिवार्य या वैकल्पिक विषय के रूप में रहा हो, या

प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे @ेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा

प्रोन्नति: वेतन मैट्रिक्स (44900-142400/-3) स्तर-7 मे ऐसे ज्येष्ठ अनुवादक जिन्होंने उस @ेणी में तीन वर्ष की नियमित सेवा की है और प्रशासनिक प्रोन्नति प्रोन्नति प्रोन्नति मंत्रालय या विभाग द्वारा विहित संस्थान से अनुवाद संबंधित कार्य में दो सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया है। टिप्पण :::: जहां ऐसे कनिष्ठ !क्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके टिप्पण ज्येष्ठ !क्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ !क्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले पूरी कर ली है, अगली उOतर @ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलातापूर्वक पूरी कर ली हो। प्रतिनियुक्तिः प्रतिनियु प्रतिनियु क्तिः---- क्तिः क्तिः क े न्,ीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों से ऐसे अिधकारीः- (i) जिन्होने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया Sआ है; या (क) (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स (44900-142400/-3) में स्तर-7 पदों पर या समतुल्य पदों पर िनयिमत आधार पर उस पद पर नियुक्ति के पUात उस @ेणी मे तीन वर्ष की सेवा की हो; और (ख) जो निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हो:- (i) किसी मान्यताप्राप्त विXविद्यालय से हिदी में मास्टर डि\ी जिसमे डि\ी स्तर पर अं\ेजी अनिवार्य या वैकल्पिक विषय के रूप में रहा हो, या परीक्षा के माध्यम के रूप में रहा हो; या किसी मान्यताप्राप्त विXविद्यालय से अं\ेजी में मास्टर डि\ी जिसमें डि\ी स्तर पर हिदी अनिवार्य या वैकल्पिक विषय के रूप में रहा हो, या

परीक्षा के माध्यम के रूप में रहा हो; या

किसी मान्यताप्राप्त विXविद्यालय से हिदी माध्यम से हिन्दी या अं\ेजी से भिन्न किसी भी विषय में मास्टर डि\ी और डि\ी स्तर पर अं\ेजी अनिवार्य या वैकल्पिक विषय रहा हो या परीक्षा का माध्यम के रूप में रहा हो, या

किसी मान्यताप्राप्त विXविद्यालय से अं\ेजी माध्यम से हिन्दी या अं\ेजी से भिन्न किसी भी विषय में मास्टर डि\ी और डि\ी स्तर पर हिदी अनिवार्य या वैकल्पिक विषय रहा हो या परीक्षा का माध्यम के रूप मे रहा हो; या

किसी मान्यताप्राप्त विXविद्यालय से हिदी या अं\ेजी से भिन्न किसी भी विषय में मास्टर डि\ी जिसमें डि\ी स्तर पर अं\ेजी और हिन्दी अनिवार्य या वैकल्पिक विषय रहा हो या इन दोनो में से एक परीक्षा का माध्यम के 3प में रहा हो, और दूसरा अनिवार्य या वैकल्पिक विषय के रूप मे रहा हो;

(ii) के न्,ीय सरकार या राज्य सरकार या स्वशासी निकाय या कानूनी संगठनो या पब्लिक सेक्टर उपaमों या विXवि>ालयो या मान्यता प्राप्त अनुसंधान या शैक्षणिक संस्थानो के अधीन हिदी में परिभाषिक शब्दावली (शब्दावली संबंधी कार्य) उपयोग या प्रयोग और अं\ेजी से हिन्दी में या हिन्दी से अं\ेजी में अनुवाद कार्य का तीन वर्ष का अनुभव अधिमानतः तकनीकी या वैcानिक साहित्य संबंधी, या

के न्,ीय सरकार या राज्य सरकार या स्वशासी निकाय या कानूनी संगठनो या पब्लिक सेक्टर उपaमों या विXवि>ालयो या मान्यता प्राप्त अनुसंधानो या शैक्षणिक संस्थानो के अधीन हिदी और अं\ेजी में अध्यापन का तीन वर्ष का अनुभव हो या हिन्दी या अं\ेजी में शोध किया हो ।

टिप्पण 1टिप्पण 1टिप्पण 1टिप्पण 1:::: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नह6 होंगे।

इसी प्रकार प्रतिनियुक्त !क्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नह6 होंगे ।

टिप्पण 2टिप्पण 2टिप्पण 2टिप्पण 2:::: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्,ीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाe पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नह6 होगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयुसीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नह6 होगी ।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना	भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा।

प्रोन्नति प्रोन्नति:::: वेतन मैट्रिक्स (35400-1124003) में स्तर-6, में ऐसे कनिष्ठ अनुवादक जिन्होंने उस @ेणी में पांच वर्ष की नियमित सेवा की है और प्रशासनिक प्रोन्नति प्रोन्नति मंत्रालय या विभाग द्वारा विहित संस्थान से अनुवाद संबंधित कार्य में दो सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया हो। टिप्पण टिप्पण :::: जहां ऐसे कनिष्ठ !क्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके टिप्पण ज्येष्ठ !क्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ !क्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उOतर @ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलातापूर्वक पूरी कर ली हो। प्रतिनियुक्ति क े न्,ीय सरकारों या राज्य सरकारों या संघ राज्य क्षेत्रों के ऐसे अिधकारीः- (क) (i) जिन्होने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया Sआ है; या (ii) जिन्होने मूल काडर या विभाग में वेतन मैट्रिक्स (35400-112400 3.) में स्तर-6 पदों पर या समतुल्य पदों पर िनयिमत आधार पर उस पद पर नियुक्ति के पUात उस @ेणी मे पkच वर्ष की सेवा की हो; और (ख) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हो:- (i) किसी मान्यताप्राप्त विXविद्यालय से हिदी में मास्टर डि\ी जिसमे डि\ी स्तर पर अं\ेजी अनिवार्य या वैकल्पिक विषय के रूप में रहा हो, या परीक्षा के माध्यम के रूप में रहा हो; या किसी मान्यताप्राप्त विXविद्यालय से अं\ेजी में मास्टर डि\ी जिसमे डि\ी स्तर पर हिदी अनिवार्य या वैकल्पिक विषय के रूप में रहा हो, या परीक्षा के माध्यम के रूप में रहा हो; या किसी मान्यताप्राप्त विXविद्यालय से हिदी माध्यम से हिन्दी या अं\ेजी से भिन्न किसी भी विषय में मास्टर डि\ी और डि\ी स्तर पर अं\ेजी अनिवार्य या वैकल्पिक विषय रहा हो या परीक्षा के माध्यम के रूप में रहा हो, या किसी मान्यताप्राप्त विXविद्यालय से अं\ेजी माध्यम से हिन्दी या अं\ेजी से भिन्न किसी भी विषय में मास्टर डि\ी जिसमे डि\ी स्तर पर हिदी अनिवार्य या वैकल्पिक विषय रहा हो या परीक्षा का माध्यम के रूप में रहा हो; या किसी मान्यताप्राप्त विXविद्यालय से हिदी या अं\ेजी से भिन्न किसी भी विषय में मास्टर डि\ी जिसमें डि\ी स्तर पर हिन्दी और अं\ेजी अनिवार्य या वैकल्पिक विषय रहा हो या इन दोनो में से एक परीक्षा का माध्यम के रूप में रहा हो, और दूसरा अनिवार्य या वैकल्पिक विषय के रूप में रहा हो; और हिन्दी से अं\ेजी और अं\ेजी से हिन्दी में अनुवाद का मान्यता प्राप्त डिप्लोमा या प्रमाण पत्र पाmaम, के न्,ीय सरकार या राज्य सरकार के विभागो, कार्यालयों में, जिनके अंतर्गत भारत सरकार के उपaम भी है, अं\ेजी से हिन्दी या हिन्दी से अं\ेजी में अनुवाद कार्य का तीन साल का अनुभव हो। टिप्पण 1 टिप्पण 1:::: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नह6 होंगे। टिप्पण 1 टिप्पण 1 इसी प्रकार प्रतिनियुक्त पर िनयुक्त !क्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नह6 होंगे । टिप्पण 2 प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्,ीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी टिप्पण 2 टिप्पण 2 अन्य काडर वाe पद पर प्रतिनियुक्ति की अवधि है साधारणतयः तीन वर्ष से अधिक नही होगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नही होगी।

S.R.O.115.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Translation Cadre (Group A and B posts) Recruitment Rules, 2015, except as respects of things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for Official Language Cadre in the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Official Language Cadre, Recruitment Rules, 2018.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—The number of the said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, the other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Master's degree from a recognised university in english with hindi as a compulsory or elective subject or as the medium of examination at the degree level;

Master's degree from a recognised university in any subject other than hindi or english, with hindi medium and english as a compulsory or elective subject or as the medium of examination at the degree level;

Master's degree from a recognised university in any subject other than hindi or english, with english medium and hindi as a compulsory or elective subject or as a medium of examination at the degree level;

Master's degree from a recognised university in any subject other than hindi or english, with hindi and english as compulsory or elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level;

(ii) Three years' experience of using or applying terminology (terminological work) in hindi and translation work from english to hindi or vice-versa, preferably of technical or scientific literature under Central or State Governments or Autonomous Body or Statutory Organisations or Public Sector Undertakings or Universities or recognised research or educational institutions.

S.R.O. 116—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Defence Research and Development Service Rules, 1979, namely:-

1. Short title and commencement.- (1) These rules may be called the Defence Research and Development Service (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Defence Research and Development Service Rules, 1979, for Schedule 1D, the following shall be substituted, namely:-
