का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 130.130.130.130.————राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए, और रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ4ासन महानिदेशालय समूह 'ख' अराजपत्रित (अनुसचिवीय पद) भर्ती नियम 2014 को उन बातों के सिवाय अधि?ांत करते )ए जिन्हें अधि?मण से पहले किया गया है या करने से लोप किया गया है, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ4ासन महानिदेशालय में समूह 'ख' (अनुसचिवीय पद) पदों पर भर्ती की पBति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—

1.1.1.1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ4ासन महािनदेशालय,समूह 'ख' अराजपत्रित (अनुसचिवीय पद) भर्ती नियम, 2018 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2.2.2.2. पद की संख्या, वर्गीकरणपद की संख्या, वर्गीकरणपद की संख्या, वर्गीकरणपद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.और वेतन मैट्रिक्स में स्तर.और वेतन मैट्रिक्स में स्तर.और वेतन मैट्रिक्स में स्तर.———— पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबB अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिSदष्ट हैं।

3.3.3.3. भर्ती की प.ति, आयुभर्ती की प.ति, आयुभर्ती की प.ति, आयुभर्ती की प.ति, आयु————सीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदि....———— भर्ती की पBति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त/पूवVक्त अनुसूची के स्तंभ (5) से (13) में विनिSदष्ट हैं।

4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह Xक्ति —

परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....———— जहां के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबB करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6666.... 6ावृत्ति6ावृत्ति6ावृत्ति6ावृत्ति....———— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह_ डालेगी, जिनका के न्[ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगb, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Xक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 130.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'B'/Non-Gazetted (Ministerial Posts) Recruitment Rules, 2014, except as in respects of things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for Group 'B', Non-Gazetted (Ministerial Posts), in the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, namely:—

1. Short title and commencement.— (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group 'B', Non- Gazetted (Ministerial posts) Recruitment Rules, 2018.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.— The number of the said posts, their classification and thelevel in the pay matrix attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit,qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

5.5.5.5. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह Xक्ति —

(क) िजसने ऐसे Xक्ति से िजसका पित या जिसकी पZी जीिवत है, िववाह किया है; या िववाह की संिवदा की है; या (ख) िजसने अपने पित या अपनी पZी के जीिवत रहते )ए किसी Xक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पदों पर नियुक्ति का पात्र नही होगा:

S.R.O. 131.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of, (i) the Directorate of Technical Development and Production (Air) Organisation Class III Technical, Scientific and other Non-Ministerial posts Recruitment Rules, 1972, in so far as they relate to the post of Ferro Printer; (ii) the Ministry of Defence, Directorate of Technical Development and Production (Air) Senior Gestetner Operator Recruitment Rules, 1985; and (iii) the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance (Group 'C' posts) Recruitment Rules, 2013, in so far as they relate to the posts of Lower Division Clerk and Upper Division clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment of Group 'C' Non-Gazetted (Ministerial posts) in the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, namely:—

1. Short title and commencement.—(1)These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance,(Group 'C' Posts) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. These rules shall apply to the posts specified in column (i) of the Schedule annexed to these rules.

1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय के एकीकृ त मुख्यालय (सेना, नौसेना, वायु सेना), रक्षा कर्मचारिवृन्द मुख्यालय और अंतर सेवा संगठन उf gेणी लिपिक भंडार (रात्रि पारी) और भंडारी gेणी-2 (समूह "ग" पद) भर्ती (संशोधन) िनयम, 2018 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. रक्षा मंत्रालय के एकीकृ त मुख्यालय (सेना, नौसेना, वायु सेना), रक्षा कर्मचारिवृन्द मुख्यालय और अंतर सेवा संगठन उf gेणी लिपिक भंडार (रात्रि पारी) और भंडारी gेणी-2 (समूह "ग" पद) भर्ती िनयम, 2016 के ,—

(क) नियम 3 के स्थान पर निम्निलिखत िनयम रखा जाएगा, अर्थात:—

"3. पद3. पद3. पद3. पद----संख्यासंख्यासंख्यासंख्या,,,, वर्गीकरण और वेतन मैट्रिक्स में स्तर : वर्गीकरण और वेतन मैट्रिक्स में स्तर : वर्गीकरण और वेतन मैट्रिक्स में स्तर : वर्गीकरण और वेतन मैट्रिक्स में स्तर : पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबB अनुसूची के स्तंभ (2) से (4) में विनिSदष्ट है"।

(ख) अनुसूची के ,—

(I) स्तंभ (4) में, स्तंभ शीर्षक के स्थान पर निम्नलिखित स्तंभ शीर्षक रखा जाएगा, अर्थात:—

"वेतन मैट्रिक्स में स्तर";

(II) "उf gेणी लिपिक भंडार (रात्रि पारी) पद से संबंधित ?म संख्या 1 के सामने,—

(i) स्तंभ (4) में, प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात:—

"स्तर 4 (25500-81100 d.)";

(ii) स्तंभ 11 में,—

(क) "प्रोन्नति" उप-शीर्षक के अधीन "1900 d. के oेड वेतन" शब्दों, अक्षरों और अंकों के स्थान पर "वेतन मैट्रिक्स में स्तर 2" शब्द और अंक रखे जाएंगे ।

(ख) "प्रतिनियुक्ति" उप-शीर्षक के अधीन मद (क) की उप मद (ii) में "1900 d. या समतुल्य के oेड वेतन" शब्दों, अक्षरों और अंकों के स्थान पर "वेतन मैट्रिक्स में स्तर 2" शब्द और अंक रखे जाएंगे ।

(III) "भंडारी gेणी-2" पद से संबंधित ?म संख्या 2 के सामने,—

(i) स्तंभ संख्या (4) में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात:—

"स्तर 2 (19900-63200 d.)";

(ii) स्तंभ 11 में, "आमेलन" उप-शीर्षक के अधीन "वेतन बैंड 1, 5200-20200 d. oेड वेतन 1800 d." शब्दों, अक्षरों और अंकों के स्थान पर "वेतन मैट्रिक्स में स्तर 1" शब्द और अंक रखे जाएंगे ।

S.R.O.132.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Integrated Headquarters of Ministry of Defence (Army, Navy, Air) Defence Staff Headquarters and Inter Service Organisations Upper Division Clerk Stores (Night Shift) and Store Keeper Grade II (Group 'C' posts) Recruitment Rules, 2016, namely :—

1. (1) These rules may be called the Integrated Headquarters of Ministry of Defence (Army, Navy, Air) Defence Staff Headquarters and Inter Service Organisations Upper Division Clerk Stores (Night Shift) and Store Keeper Grade II (Group 'C' posts) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Integrated Headquarters of Ministry of Defence (Army, Navy, Air) Defence Staff Headquarters and Inter Service Organisations Upper Division Clerk Stores (Night Shift) and Store Keeper Grade II (Group 'C' posts) Recruitment Rules, 2016,—

(A) for rule 3, the following rule shall be substituted, namely :—

"3. Number of posts, classification and level in the pay matrix.— The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the said Schedule".

(B) in the Schedule,—

(I) in column (4), for the column heading, the following column heading shall be substituted, namely :—

"Level in the pay matrix";

(II) against serial number 1, relating to the post of "Upper Division Clerk Stores (Night Shift)",—

(i) in column (4), for the entry, the following entry shall be substituted, namely :—

"Level 4 (Rs. 25500-81100)";

(ii) in column (11),—

(a) under the sub-heading "Promotion", for the words, letters and figures "the Grade Pay of Rs. 1900", the words and figures "level 2 in the pay matrix" shall be substituted;

(b) under the sub-heading "Deputation", in item (a), in sub-item (ii), for the words, letters and figures "the Grade Pay of Rs. 1900", the words and figures "level 2 in the pay matrix" shall be substituted;

(III) against serial number 2, relating to the post of "Store Keeper Grade-II",—

(i) in column (4), for the entry, the following entry shall be substituted, namely :—

काकाकाका....िनिनिनिन....आआआआ.133..133..133..133.————ऱाष्ट्रपति, संिवधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए, रक्षा मंत्रालय, जन संपर्क निदेशालय (उत्पादन अधिकारी) भर्ती नियम, 2002 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात :—

1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, जन संपर्क निदेशालय (उत्पादन अधिकारी) भर्ती (संशोधन) िनयम, 2018 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. रक्षा मंत्रालय, जन संपर्क निदेशालय (उत्पादन अधिकारी) भर्ती नियम, 2002 में—

((((अ)))) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात :—

"2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबB अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिSदष्ट हैं।"

((((आ)))) अनुसूची में,498 THE GAZETTE OF INDIA : DECEMBER 29, 2018/PAUSHA 8, 1940 [PART II—SEC. 4] (I) स्तंभ (4) में, स्तंभ शीर्षक और प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्षक और प्रविष्टियां रखी जाएंगी, अर्थात:—

(II) स्तंभ (12) में,—

(क) "प्रतिनियुक्ति" उप-शीर्षक के अधीन, —

S.R.O. 133 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Directorate of Public Relations (Production Officer) Recruitment Rules, 2002, namely :—

1. (1) These rules may be called the Ministry of Defence, Directorate of Public Relations (Production Officer) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Defence, Directorate of Public Relations (Production Officer) Recruitment Rules, 2002,—

(C) for rule 2, the following rule shall be substituted, namely :—

"2. Number of post, classification and level in the pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."

(D) in the Schedule,—

I. in column (4), for the column heading and entries relating thereto, the following column heading and entries shall be substituted, namely :—

(a) under the sub-heading "Deputation",—

परंतु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. िशिथलिशिथलिशिथलिशिथल करने की शक्तिकरने की शक्तिकरने की शक्तिकरने की शक्ति....———— जहां कें [ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके लिए जो कारण हैं, उन्हें लेखबB करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. 6ावृत्ति6ावृत्ति6ावृत्ति6ावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नह_ डालेगी, जिनका कें [ीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Xक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 134.— In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Navy Group 'B' Gazetted Posts (Assistant Armament Supply Officer) Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Armament Supply Officer in the Ministry of Defence (Navy), namely:—

1. Short title and commencement.— (1) These rules may be called the Ministry of Defence (Navy) Assistant Armament Supply Officer (Group 'B' Gazetted) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix or pay scale.— The number of said post, its classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment to the said post, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. – The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

1. Short title and commencement. —(1)These rules may be called the National Cadet Corps Directorates and Training Establishments Senior Secretariat Assistant and Junior Secretariat Assistant Rules, 2018.

परंतु यदि कें [ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

1. Short Title and Commencement.- (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Group 'C' Industrial Posts Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Group 'C' Industrial Posts Recruitment Rules, 2012,-

(1) for rule 3, the following rule shall be substituted, namely :-

"3. Number of posts, classification and level in pay matrix. – The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule";

(2) in the Schedule,-

(a) against serial number 1, relating to the post of Master Craftsman, —

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:—

                   (ii)     in  column  (11),  for  the  words,  figures  and  letter  "the  Pay  Band-1,  Rs.  5200-20200

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, (cid:144)ालिटी आ4ासन महानिदेशालय, (समूह 'ख') रेखाचित्र भर्ती नियम, 2011 के िनयम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा अर्थात् :-

रेखाचित्र भर्ती नियम, 2011 की अनुसूची में.-

(क) कनिष्ठ तकनीकी अधिकारी( रेखाचित्र) के पद से संबंधित ?म संख्या 1 के सामने,-

(i) स्तंभ (4) में, स्तंभ शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्ष और उससे संबंधित प्रविष्टि रखी जाएंगी, अर्थात् :-

1. (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, (Group 'B' posts) Drawing Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. For rule 2 of the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, (Group 'B' posts) Drawing Recruitment Rules, 2011, the following rule shall be substituted, namely :-

"2. Number of posts, classification and Level in Pay Matrix. – The number of said posts, their classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules" .

3. In the Schedule to the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, (Group 'B' posts) Drawing Recruitment Rules, 2011, —

(a) against serial number 1, relating to the post of Junior Technical Officer (Drawing), —

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:—

(ख) जिसने अपने पति या अपनी पZी के जीवित रहते )ए किसी Xक्ति से विवाह किया है, या विवाह की संविदा की है,

उक्त पदों में से किसी पर नियुक्ति का पात्र नह_ होगा :

परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. िशिथल किशिथल किशिथल किशिथल करने की शक्तिरने की शक्तिरने की शक्तिरने की शक्ति.— जहाँ के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबB करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

S.R.O.143.— In exercise of the powers conferred by the proviso to article 309 of the constitution and in supersession of the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Group `C' posts (Gauge Checker, Glass Blower and Laboratory Assistant) Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment of Group 'C' posts of Gauge Checker, Glass Blower and Laboratory Assistant in the Department of Defence Production, Directorate General of Quality Assurance, namely :-

1. Short title and commencement.- (1)These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Group 'C' posts (Gauge

Checker, Glass Blower and Laboratory Assistant) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the Pay Matrix .—The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the afore said Schedule.

4. Disqualification.-No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. -Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता.— वह Xक्ति-

परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

का.िन.आका.िन.आका.िन.आका.िन.आ .146146146146-------- राष्ट्रपति संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए और रक्षा मंत्रालय, रक्षा अनुसंधान और विकास विभाग, उन्नत प्रौद्योगिकी जलयान कार्य?म (फायर इंजन चालक) समूह 'ग' पद भर्ती नियम, 2002, को उन बातों के सिवाय अधि?ांत करते )ए जिन्हें ऐसे अधि?मण से पूर्व किया गया है, या करने का लोप किया गया है, उन्नत प्रौद्योगिकी जलयान कार्य?म, रक्षा अनुसंधान और विकास विभाग, रक्षा मंत्रालय, में फायर इंजन चालक पद की भर्ती की पBति का विनियमन करने के लिए एतदद्वारा निम्नलिखित नियम बनाते हैं, अर्थात्:--

1. संक्षिप्त नाम और प्रांरभसंक्षिप्त नाम और प्रांरभसंक्षिप्त नाम और प्रांरभसंक्षिप्त नाम और प्रांरभ....--------(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान और िवकास विभाग, उन्नत प्रौद्योगिकी जलयान कार्य?म, फायर इंजन चालक (समूह 'ग' पद) भर्ती नियम, 2018 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.लागू होना.लागू होना.लागू होना.-------- ये नियम, इन नियमों में उपाबB अनुसूची के स्तंभ (1) में विनिSदष्ट पदों पर लागू होंगे ।

3. पदपदपदपद संख्यासंख्यासंख्यासंख्या, , , , वर्गीकरण और वेतन वर्गीकरण और वेतन वर्गीकरण और वेतन वर्गीकरण और वेतन मैट्रिक्स में स्तर.मैट्रिक्स में स्तर.मैट्रिक्स में स्तर.मैट्रिक्स में स्तर.-------- पद की संख्या, उनका वर्गीकरण, वेतन मैट्रिक्स में स्तर इन नियमों में उपाबB अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिSदष्ट है ।

4. भर्ती की प.तिभर्ती की प.तिभर्ती की प.तिभर्ती की प.ति,,,, आयुआयुआयुआयु----सीमासीमासीमासीमा,,,, अर्हताएंअर्हताएंअर्हताएंअर्हताएं आदि.आदि.आदि.आदि.-------- भर्ती की पBति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिSदष्ट हैं ।

5. निरर्हता निरर्हता निरर्हता निरर्हता ::::-- वह Xक्ति

(क) जिसने ऐसे Xक्ति से जिसका पति या जिसकी पZी जीवित है, विवाह किया है, या विवाह की संविदा की है या

(ख) जिसने अपने पति या अपनी पZी के जीवित रहते )ए किसी Xक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नह_ होगा:

परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति ::::-- जहां के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखाबB करके किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, व आदेश द्वारा शिथिल कर सके गी ।

7. 6ावृत्ति 6ावृत्ति 6ावृत्ति 6ावृत्ति ::::-- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह_ डालेगी, जिनका के न्[ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Xक्तियों के लिए उपबंध करना अपेक्षित है ।

S.R.O. 146 .-- In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Ministry of Defence, Department of Defence Research and Development, Advanced Technology Vessels Programme (Fire Engine Driver) Group 'C' post Recruitment Rules , 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Fire Engine Driver in the Advanced Technology Vessels Programme, Department of Defence Research and Development, Ministry of Defence, namely:-

1. Short title and commencement . -- (1) These rules may be called the Ministry of Defence, Department of Defence Research and Development, Advanced Technology Vessels Programme, Fire Engine Driver (Group'C' post) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.-- These rules shall apply to the post specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification, level in pay matrix.-- The number of post, their classification, level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule.

4. Method of recruitment, age-limit qualification, etc. -- The method of recruitment, age -limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. -- No person, -

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.-- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving. -- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
