सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन.10101010....————राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते %ए और गृह मंत्रालय (स्टाफ कार चालक 1ेणी I, 1ेणी II और सामान्य 1ेणी) भर्ती नियम, 2007 को, जहां तक उनका संबंध स्टाफ कार चालक विशेष 1ेणी से है, उन बातों के सिवाय अधि:ांत करते %ए, जिन्हें ऐसे अधि:मण से पहले किया गया है या करने से लोप किया गया है, गृह मंत्रालय में स्टाफ कार चालक (विशेष 1ेणी) के पदों पर भर्ती की प?ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ.—(1)इन नियमों का संक्षिप्त नाम गृह मंत्रालय स्टाफ कार चालक (विशेष 1ेणी) समूह 'ख' पद भर्ती िनयम, 2019 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

(क) जिसने ऐसे Qयक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते %ए किसी Qयक्ति से विवाह किया है या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहS होगा :
परन्तु यदि के न्Tीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Qयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Qयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्Tीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब? करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Qयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. .या.या.या.यावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहS डालेगी, जिनका के न्Tीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगZ, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Qयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 10....————In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs (Staff Car Drivers, Special Grade, Grade I, Grade II and Ordinary Grade) Recruitment Rules, 2007, in so far as they relate to the post of Staff Car Driver Special Grade, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special Grade) in the Ministry of Home Affairs, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs Staff Car Driver (Special Grade) Group 'B' post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in the columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| सम्मि1ित िविध द्वारा (प्रतिनियुक्ति के साथ प्रोन् नित) प्रतिनियुक्तिः क े न्Tीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के ऐसे अधिकारीः (क) (i) जो मूल काडर या विभाग में सदृश पद धारण किए %ए है; या (ii) मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-5 या समतुल्य पद पर नियमित आधार पर नियुक्ति के पhात उस 1ेणी में छः वर्ष सेवा की हो; या (iii) मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-4 या समतुल्य पद पर नियमित आधार पर नियुक्ति के पhात उस 1ेणी में दस वर्ष सेवा की हो; और (ख) निम्नलिखित शैक्षिक अर्हता और अनुभव रखते हों: (i) किसी मान्यता प्राप्त विkविद्यालय या संस्थान से वाणिज्य/कारबार की पढ़ाई या अर्थशाn या लोक प्रबंधन में oातक डिpी (ii) किसा सरकारी कार्यालय या पब्लिक सेक्टर उप:म या स्वशासी या कानूनी संगठन में लेखा कार्य में दो वर्ष का अनुभव टिप् प टिप् पणणणण 1111:::: वेतन मैट्रिक्स में स्तर - 4 के ऐसे विभागीय सहायक प्रबंधक – सह भrडारी जिन्होंने उस 1ेणी में दस वर्ष नियमित सेवा की हो टिप् प टिप् प और प्रतिनियुक्ति द्वारा नियुक्ति के लिए विनिNदष्ट शैक्षिक अर्हता और अनुभव रखते हों उन पर बाt अuयvथयों के साथ विचार किया जाएगा, यदि विभागीय अuयर्थी का पद पर नियुक्ति के लिए चयन होता है तो, उसे प्रोनत्ती द्वारा भरा गया माना जाएगा। टिप् पण 2: टिप् प ण 2: प्रतिनि युक्ति की अवधि, जिसके अंतर्गत के न् Tीय सरकार के उसी या किसी अन् य संगठन या विभाग में इस नियुक्ति से ठीक पहले टिप् प टिप् प ण 2: ण 2: धारित किसी अन् य काडर बाt पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहS होगी। प्रतिनियुक्ति द्वारा नियुक्ति क े िलए अिधकतम आयु-सीमा आवेदन प्राप् त करने की अंतिम तारीख को 56 वर्ष से अधिक नहS होगी। |

G.S.R. 11.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to Group 'B' posts in the Non-Statutory Departmental Canteen of the Ministry of Home Affairs, namely:—
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Non-Statutory Departmental Canteen (Group 'B' Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix.—The number of posts, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing contained in these rules shall affect reservation, relaxations of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 13.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating and the method of recruitment to the post of Assistant Engineer (Instrumentation) in the Central Research Institute, Kasauli, namely:—
1. Short Title and Commencement.—(1) These rules may be called the Central Research Institute, Kasauli, Assistant Engineer (Instrumentation) Group 'B' Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.
3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

परन्तु यदि के न्Tीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे {क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी {क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 15.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Research Institute, Kasauli, (Hindi Officer) Recruitment Rules,1984, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Rajbhasha), in the Ministry of Health and Family Welfare, the Central Research Institute, Kasauli, namely:—
1. Short title and commencement.—(1) These rules may be called the Central Research Institute, Kasauli, Assistant Director(Rajbhasha) Group 'A' Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix or pay scale.—The number of said post, its classification level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. —No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion : Junior Translators in Level 6 (Rs. 35400 to 112400) in the pay matrix with eight years regular service in the grade and who have successfully completed the training of 2 to 4 weeks as prescribed by the Department. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. Deputation: Officers from the Central Government or State Governments or Union territory Administrations: (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with three years service in the grade rendered after appointment thereto on a regular basis in posts in Level 7 in the pay matrix (Rs. 44900 to 142400); or (iii) with eight years service in the grade rendered after appointment thereto on a regular basis in posts in Level 6 in the pay matrix (Rs. 35400 to 112400); and (b) possessing the following educational qualifications and experience: Essential : Masters degree of a recognised University in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level; OR Masters degree of a recognised University in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level; OR Masters degree of a recognised University in any subject other than Hindi or English, with Hindi medium and English as a compulsory or elective subject or as the medium of examination at the degree level; OR |

Desirable: Studied one of the languages other than Hindi included in the Eighth Schedule of the Constitution in 10th standard from a recognised Board.

New Delhi, the 9th January, 2019
G.S.R. 16.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Science and Technology (Staff Officer) Recruitment Rules, 1980, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the post of Staff Officer in the Department of Science and Technology, Recruitment Rules, 1980, namely:—
1. Short title and commencement.—(1) These rules may be called the Department of Science and Technology (Staff Officer) Recruitment Rules, 2018.
(2) They shall come into the force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix or pay scale.—The number of the said post, its classification and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age - limit, qualifications, etc.—The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. —Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Schedule Tribes, the other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: Knowledge of shorthand. Note 1: The period of deputation (including short-term contract) including the period of deputation (including short- term contract) in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed four years. Note 2: The maximum age-limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications. |
