lklklklk----dkdkdkdk----fufufufu---- 43434343.—राष्ट्रपति, संविधान के अनु(cid:19)छेद ³⁰⁹ के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:31)ए, और गृह मंत्रालय, अ'िशमन सलाहकार भर्ती नियम, 2016 को उन बातों के सिवाय अधि0ांत करते (cid:31)ए, जिन्हें ऐसे अधि0मण से पूर्व किया गया है या करने से लोप किया गया है, गृह मंत्रालय, महानिदेशालय, अ'िशमन सेवा, नागरिक सुरक्षा और होमगार्ड में अ'िशमन सलाहकार के पद पर भर्ती की प>ति का विनियमन करने के िलए निम्निलिखत नियम बनाते हैं, अर्थात्:-

1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, महानिदेशक, अ'िशमन सेवा- नागरिक सुरक्षा और होमगार्ड (अ'िशमन सलाहकार) भर्ती नियम, 2019 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता- वह Tयक्ति.—

(क) जिसने ऐसे Tयक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:31)ए किसी Tयक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहV होगा:

परन्तु यदि के न्Wीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Tयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Tयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहां के न्Wीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब> करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Tयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. -या-या-या-यावृत्तिवृत्तिवृत्तिवृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहV डालेगी, जिनका के न्Wीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग], भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Tयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 43.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Home Affairs, Fire Advisor Recruitment Rules, 2016 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Fire Advisor in the Ministry of Home Affairs, Directorate General of Fire Services, Civil Defence and Home Guards namely.—

1. Short title and commencement....————(1) These rules may be called the Ministry of Home Affairs, Directorate General of Fire Services, Civil Defence and Home Guards (Fire Advisor) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix....————The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of Recruitment, age-limit, qualifications, etc....————The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.—No person.—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

5. Power to relax....————Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving....————Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Class, Ex- servicemen and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

सा.का.िनसा.का.िनसा.का.िनसा.का.िन. . . . 44444444....————संविधान के अनु(cid:19)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:31)ए तथा शासकीय अफीम एवं क्षारोद कारखाने ग्वालियर एवं शासकीय अफीम एवं क्षारोद कारखाने नीमच (समूह 'क' एवं समूह 'ख'पद) भर्ती नियमावली, 1985 के अधि0मण में इस प्रकार के अधि0मण से पूर्व किए गए कार्य अथवा विलोपित किए जाने वाले कार्य को छोड़कर, जहां तक उसका संबंध वरिष्ठ वैXानिक सहायक के पद से संबंधित है, राष्ट्रपति एतदद्वारा शासकीय अफीम एवं क्षारोद कारखाने नीमच में वरिष्ठ वैXानिक सहायक के पद पर भर्ती की प>ति को विनियमित करते (cid:31)ए निम्नलिखित नियम बनाते हैं, अर्थात्.—

1. संक्षिप्त नाम तथा लागू होने की तिथिसंक्षिप्त नाम तथा लागू होने की तिथिसंक्षिप्त नाम तथा लागू होने की तिथिसंक्षिप्त नाम तथा लागू होने की तिथि.—(1) इन नियमों को शासकीय अफीम एवं क्षारोद कारखाने नीमच वरिष्ठ वैXानिक सहायक lुप 'बी' पद भर्ती नियमावली 2019 कहा जाएगा।

(2) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।

(क) जो किसी ऐसे yक्ति से विवाह अथवा उसका करार करता है जिसका पति अथवा पzी जीवित हो, अथवा

(ख) जो जीवित पति अथवा पzी के होते (cid:31)ए, किसी अन्य yक्ति से विवाह अथवा उसका करार करता है।

इसके अतिरिक्त यह प्रावधान है कि यदि के न्W सरकार ऐसे yक्ति पर लागू होने वाले नियमों के अंतर्गत ऐसे विवाह तथा विवाह के दूसरे पक्ष से तथा ऐसे कृ त्य हेतु अन्य कारणों से संतुष्ट हो, तो वह इस नियम के लागू होने से किसी yक्ति को छू ट प्रदान कर सकती है।

5. शिथिलता प्रदान करने का अधिकारशिथिलता प्रदान करने का अधिकारशिथिलता प्रदान करने का अधिकारशिथिलता प्रदान करने का अधिकार.—यदि के न्W सरकार की राय में ऐसा करना अपेक्षित अथवा आवश्यक हो, तो वह किसी वर्ग अथवा kेणी के yक्ति को आदेश द्वारा लिखित में रिकार्ड किए गए कारणों के लिए संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी प्रावधान से शिथिलता प्रदान कर सकती है।

6. इसके अतिरिक्तइसके अतिरिक्तइसके अतिरिक्तइसके अतिरिक्त.—इन नियमों में इन नियमों में इन नियमों में इन नियमों में के न्W सरकार द्वारा समय-समय पर जारी किए गए आदेशों के अनुसरण में अनुसूिचत जाित अथवा अनुसूिचत जनजाति अथवा भूतपूर्व सैनिक तथा अन्य पिछड़े वर्ग तथा अन्य विशिष्ट kेणियों अथवा yक्ति को दी जाने वाली आयु-सीमा तथा अन्य छू ट आरक्षण को प्रभावित नहV करेगा।

G.S.R. 44.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Office of the Chief Controller, Government Opium and Alkaloid Factories, Gwalior and Government Opium and Alkaloid Works, Neemuch (Group 'A' and Group 'B' posts) Recruitment Rules, 1985 in so far as they relate to the post of Senior Scientific Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Senior Scientific Assistant, Government Opium and Alkaloid Works, Neemuch, namely.—

1. Short title and commencement.—(1) These rules may be called the Government Opium and Alkaloid Works, Neemuch, Senior Scientific Assistant, Group 'B' post Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

परन्तु यदि के न्Oीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Kयक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुPेय है और ऐसा करने के िलए अन्य आधार है तो वह किसी Kयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

(ii) इन नियमों के प्रारंभ से पूर्व उप नियम (i) में निGदष्ट अधिकारियों की नियमित सतत सेवा, सेवा में प्रोन्नित और पेंशन के लिए ज्येष्ठता अर्हक सेवा के प्रयोजन के लिए गिनी जाएगी,

(iii) तत्कालीन आंकड़ा प्रविष्टि आपरेटर /ेड 'बी' जो नियमित सेवा के 6 वर्ष के पूरा होने पर आंकडा प्रविष्टि आपरेटर /ेड 'डी' की Wेणी के साथ विलय किए गए है, की प्रोन्नति या प्रतिनियुक्ति के िलए, अर्हक सेवा विलय की तारीख से िगनी जाएगी ।

टिप्पटिप्पटिप्पटिप्पण ण ण ण : ये िनयम राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होगें तथापि नियम 5 विद्यमान पदधारियों की सेवा को विनियमित करने की दृष्टि के साथ भूतलक्षी प्रभाव में प्रवृत्त होंगे और यह प्रमाणित किया जाता है कि नियम 5 को भूतलक्षी प्रभाव दिये जाने से किसी पर प्रतिकू ल प्रभाव पड़ने की संभावना नहV है ।

1. Short title and commencement.—(1) These rules may be called the Union Public Service Commission, Data Entry Operator Grade 'D' (Data Processing Branch) Information System Wing Recruitment Rules, 2019.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of the post, its classification, the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

5. Initial Constitution.— (i) All existing officers holding regular posts in Data Processing Branch, on the commencement of these rules shall be the member of the Service in the respective grades.

(ii) The regular continuous service of officers referred in sub-rule (i) before the commencement of these rules shall count for the purpose of seniority, qualifying service for promotion and pension in service.

(iii) The qualifying service for promotion or deputation of erstwhile Data Entry Operator Grade 'B', who on completion of 06 years of regular service have been merged with the grade of Data Entry Operator Grade 'D' shall be counted from the date of merger.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्र नहM होगा :

परन्तु यदि के न्Oीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Kयक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुPेय है और ऐसा करने के िलए अन्य आधार है तो वह किसी Kयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

(ii) पीएचपी या जावा या एएसपी.नेट का प्रयोग करने वाले वास्तविक सॉफटवेयर विकास में 2 वर्ष की पश्च अर्हता अनुभव रखते हो तथा सरकारी कार्यालय/पी एस यू / स्वायत्त निकाय / कानूनी निकाय / किसी मान्यताप्राप्त संस्थान में डेटाबेस जैसे एम वाय एस क्यू एल या एसकयूएल अथवा ऑक} ल अथवा पोस्ट/ेस डेटाबेस में डेटाबेस का अनुभव रखते हो ।

G.S.R. 46.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of Union Public Service Commission (Ex-Cadre posts) Recruitment Rules, 1959, in so far as they relate to the posts of Assistant Controller (Data Processing) and Superintendent (Data Processing), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Data Entry Operator Grade 'G' and Data Entry Operator Grade 'E' in the Data Processing Branch of the Information System Wing in the Office of the Union Public Service Commission, namely:-

1. Short title and commencement.—(1) These rules may be called the Union Public Service Commission, Data Entry Operator Grade 'G' and Data Entry Operator Grade 'E' (Data Processing Branch of Information System Wing) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.— The number of posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person -

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with 3 years' or 2 years' service in the grade rendered after appointment thereto on a regular basis in posts in Level-7 in the pay matrix (Rs.44900-142400) or Level-8 in the pay matrix (Rs.47600-151100) respectively or equivalent in the parent cadre/department; and

(b) Possessing following educational qualifications and experience :

(i) Master's Degree in Computer Applications or M.Sc (Computer Science or Information Technology) from a recognized University/Institute; or

B.E./B.Tech in Computer Engineering or Computer Science or Computer Technology or Computer Science & Engineering or Information Technology from a recognized University or Institute, and

(ii) Three years post qualification experience in actual software development using PHP or JAVA or ASP.Net and having experience in database such as MYSQL or SQL or ORACLE or POSTGRES Data Base in a Government Office/PSU/Autonomous Body/Statutory Body or in any recognized institution.

Note 1: Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years.

Note 2: The departmental officer in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment on promotion.

Note 3: The maximum age limit for appointment by deputation (Including short term contract) shall not be exceeding fifty six years as on the closing date of the receipt of applications.

3. मूल नियमों की, अनुसूची में:

(क) हलवाई-सह-रसोइया के पद से संबंधित ?म सं. 1 के सामने

(i) स्तंभ (4) में, शीर्षक तथा उनसे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखे जाएंगेः

(ii) उप शीर्षक "प्रोन्नति" के अधीन स्तंभ (11) में:

(क) "वेतन बैंड-1, 5200-20200 dपए और sेड वेतन 1900 dपए" शब्दों के स्थान पर शब्द, अंक, कोष्ठक और अक्षर "वेतन मैट्रिक्स(19900-63200 dपए)में स्तर 2"रखे जाएंगे;

G.S.R. 48.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Power, Central Electricity Authority, Departmental Canteen Employees, Group 'C' Post Recruitment Rules, 2016, namely:-

1. Short title and commencement.—(1)These rules may be called the Ministry of Power, Central Electricity Authority,Departmental Canteen Employees, Group 'C' Post Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Power, Central Electricity Authority, Departmental Canteen Employees, Group 'C' Post Recruitment Rules, 2016 (hereinafter referred to as Principal rules), for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in pay matrix or pay scale.—The number of said posts, their classification and the level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.";

3. In thePrincipal rules, in the Schedule,-

(a) against serial number 1, relating to the post of Halwai– cum – Cook, -

(i) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

(ii) in column (11), under the sub-heading 'Promotion',-

(A) for the words, figures and letters "pay band-1, Rs.5200-20,200/- with grade pay of Rs.1900/-" the words, figures, brackets and letters "level 2 in the pay matrix (Rs.19900-63200)" shall be substituted;

(B) Note 1 shall be omitted;

(C) "Note 2" shall be renumbered as "Note";

(iii) in column (11), under the sub-heading 'Deputation',-

(A) for the words, figures and letters "pay band-1, Rs.5200-20,200/- with grade pay of Rs.1900/-" the words, figures, brackets and letters "level 2 in the pay matrix (Rs.19900-63200)" shall be substituted;

4. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प$तिप$तिप$तिप$ति, , , , आयुआयुआयुआयु----सीसीसीसीमामामामा, , , , अर्हताएंअर्हताएंअर्हताएंअर्हताएं आदिआदिआदिआदि.—भर्ती की पDति, आयु-सीमा, अर्हताएं और उनसे संबंिधत अन्य बातें वे होंगी, जो पूवXक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिTदष्ट हैं ।

5. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह Yक्ति –

(क) िजसने ऐसे Yक्ति से िजसका पित या जिसकी पZी जीिवत है, िववाह किया है, या िववाह की संिवदा की है, या

(ख) िजसने अपने पित या अपनी पZी के जीिवत रहते +ए किसी Yक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पद पर नियुक्ति का पात्र नह[ होगा ।

परन्तु यदि के न्\ीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Yक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनु]ेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Yक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

6. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति.—जहां के न्\ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखबD करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Yक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।

7. 0ावृत्ति0ावृत्ति0ावृत्ति0ावृत्ति ::::---- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह[ डालेगी, िजनका के न्\ीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Yक्तियों के िलए उपबंध करना अपेक्षित है ।

G.S.R. 49.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Water Resources, Central Water and Power Research Station, Pune, (Administrative and Accounts Services), Store Keeper Grade-II and Store Keeper Grade-III, Group 'C' Post Recruitment Rules 2012, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Store Keeper Grade-I and Store Keeper Grade-II, in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water and Power Research Station, Pune, (Administrative and Accounts Services), Store Keeper Grade-I and Store Keeper Grade-II, Group 'C' Posts Recruitment Rules, 2019.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification, level in the pay matrix.—The number of posts, their classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Casts, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
