G.S.R.73.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Sardar Vallabhbhai Patel National Police Academy, Hyderabad (Veterinary Dresser) Recruitment Rules, 2012 except as respects things done or omitted to be done before such supersession the President hereby makes the following rules regulating the method of recruitment to the post of Veterinary Dresser in the Sardar Vallabhbhai Patel National Police Academy, Hyderabad under the Ministry of Home Affairs, namely :-
1. Short title and commencement.— (1) These rules may be called the Sardar Vallabhbhai Patel National Police Academy (Veterinary Dresser) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. —The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the above said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-Servicemen, Other Backward class and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.74 .—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the following rules to amend the Sashastra Seema Bal, Combatised Communication Service (Group 'B' and 'C' posts) Recruitment Rules, 2018, namely: -
1. (1) These rules may be called the Sashastra Seema Bal, Combatised Communication Service (Group 'B' and 'C' posts) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Sashastra Seema Bal, Combatised Communication Service (Group 'B' and 'C' posts) Recruitment Rules, 2018, in the Schedule,-
(A) against serial number 1 relating to the post of Sub Inspector (Communication), in column (11), for the words "have successfully qualified basic or promotional courses", the words "who have successfully completed pre- promotional course or courses" shall be substituted;
(B) against serial number 2 relating to the post of Assistant Sub-Inspector (Communication), in column (11), for the words "have successfully qualified basic or promotional courses", the words "who have successfully completed pre- promotional course or courses" shall be substituted;
(C) against serial number 3 relating to the post of Head Constable (Communication),-

G.S.R.75.—In exercise of the powers conferred by section 18 of the Central Reserve Police Force Act, 1949(66 of 1949), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Sub- Inspector(Veterinary Compounder), Head Constable(Veterinary), Head Constable (Lab Technician), Head Constable (Radiographer), Group 'B' and Group 'C' posts in the Ministry of Home Affairs , Central Reserve Police Force, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Central Reserve Police Force, Veterinary Cadre Group 'B' and Group 'C', (Combatised), Posts Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the Pay Matrix.— The number of the said posts, their classification, level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age- limit, qualifications, etc,- The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person.-
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

5. (I) Medical fitness for appointment.—Notwithstanding any thing contained in these rules, only those persons who are in medical category SHAPE- I shall be eligible for appointment under these rules.
Explanation,- For the purpose of this rule medical category "SHAPE-1" shall have the following meaning, namely:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters 'SHAPE, which represent the following function, namely:-
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity
E - Eyesight .
(ii) Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals shall be written next to the code letter, except where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1, H1, A1, P1, E1. General evaluation of these numerals are as under-
(1) Fit for all duties anywhere in India.
(2) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.
(3) Excepting "S" factor, fit for routine or sedentary duties but may have Limitations of employability at high altitude (2,700 meters) extreme cold areas or hilly terrain and for long assignments.
(4) Temporarily unfit for duties on account of hospitalisation or sick leave.
(5) Permanently unfit for duties.
(II) Medical fitness for promotion.— For Combatised staff promotion from one post to another in any grade or rank or post included in the Schedule, individual shall be required to confirm to medical category SHAPE-I as prescribed by the Government.
6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of person.
7. Saving.-Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

By Deputation.- Officers in the Central Government or State Government or Union territories- (a)(i) holding analogous post on regular basis in the parent cadre or department; or (ii) with ten years regular service rendered after appointment in level-4 (Rs. 25500-81100/-) of the pay matrix; and (b) Possessing the following educational qualification and experience,- (i) pass in Veterinary Stock Assistant course from a recognised institute, and (ii) three years field experience in the treatment of various species of animals particularly equine and canine from any Central or State veterinary hospital and able to manage or run veterinary hospital or dispensary. Note 1 : The period of deputation including the period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation or department or the Central Government shall ordinarily not exceed three years. Note 2 : The maximum age limit for appointment by deputation shall not be exceeding fifty-two years as on the closing date of receipt of application. Note 3 : The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, deputationist shall not be eligible for consideration for appointment by promotion. |

(क) जिसने ऐसे Uक्ति से जिसका पति या जिसकी पVी जीवित हैं, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पVी के जीवित रहते "ए किसी Uक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहW होगा ।

G.S.R.76 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjung Hospital, New Delhi Hindi Officer (Group 'B' Gazetted) Recruitment Rules, 1988 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (O.L.)in Safdarjung hospital, New Delhi, namely: —
1. Short title and commencement.—
(a) These rules may be called the Assistant Director (O.L) in Safdarjung hospital, New Delhi, Recruitment Rules, 2018.
(b) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the post specified in Column 1 of the schedule annexed to these rules.
3. Number of post, classification, level in the pay matrix. — The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.77.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the Safdarjung Hospital, New Delhi (Hindi Translator and Junior Hindi Translator) Recruitment Rules, 1985 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Translator and Senior Translator in Safdarjung hospital, New Delhi, namely:-
1. Short title and commencement.—
(a) These rules may be called the Junior Translator and Senior Translator in Safdarjung hospital, New Delhi, Recruitment Rules, 2018.
(b) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the post specified in Column 1 of the schedule annexed to these rules.
3. Number of post, classification, level in the pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि के न्Xीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे }यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुZेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Uक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R.78.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board, (Private Secretary) Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the rules regulating the method of recruitment to the post of Private Secretary in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-
1. Short title and commencement. — (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board Private Secretary Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. — The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age- limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The Departmental Officers in the feeder grade who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. परन्तु यदि के Xीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उसे Uक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुZेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Uक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

G.S.R.79.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Law and Justice, Legislative Department, Vidhi Sahitya Prakashan, Group 'C' Posts, Recruitment Rules, 2005, in so far as they relate to the posts of Upper Division Clerk, Proof Reader and Copy Holder, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Upper Division Clerk, Proof Reader and Copy Holder in the Legislative Department, Ministry of Law and Justice, Vidhi Sahitya Prakashan, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Vidhi Sahitya Prakashan, Upper Division Clerk, Proof Reader and Copy Holder, Group 'C' Posts Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall be applicable to the posts specified in column (1) of the schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.— The number of posts, their classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualification, etc. .— The method of recruitment to the said posts, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen or any other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.
