का.िन.आका.िन.आका.िन.आका.िन.आ. 33334444.—राष्ट्रपति, संिवधान के अनु(cid:17)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:29)ए, आयुध निर्माणी बोर्ड मुख्यालय आशुिलिपक भर्ती िनयम, 2005 को, जहां तक उनका संबंध मुख्य िनजी सिचव के पद से है, उन बातों के िसवाय अधि)ान्त करते (cid:29)ए, जिन्हें ऐसे अधि)मण से पहले किया है या करने से लोप किया गया है, आयुध उपस्कर निर्माणी समूह मुख्यालय, कानपुर आर्मड यान मुख्यालय, आवडी और आयुध निर्माणी बोर्ड, नई दिल्ली कार्यालय, नई दिल्ली सिहत आयुध निर्माणी महािनदेशालय/ आयुध निर्माणी बोर्ड मुख्यालय में मुख्य िनजी सिचव के पदों पर भर्ती की प3ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं: अर्थात् :-
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभप्रारंभप्रारंभप्रारंभ.—(1) इन नियमों का संक्षिप्त नाम, आयुध निर्माणी बोर्ड मुख्यालय, आशुिलिपक कै डर, मुख्य िनजी सिचव समूह 'क' पद भर्ती िनयम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदपदपदपद संख्यासंख्यासंख्यासंख्या, , , , वर्गीकरणवर्गीकरणवर्गीकरणवर्गीकरण औरऔरऔरऔर वेतनवेतनवेतनवेतन मैट्रिक्समैट्रिक्समैट्रिक्समैट्रिक्स मेंमेंमेंमें स्तरस्तरस्तरस्तर.—उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर या वेतनमान वे होंगे जो इन नियमों से उपाब3 अनुसूची के स्तंभ (2) से (4) में विनिCर्दष्ट हैं ।
3. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प(cid:30)तिप(cid:30)तिप(cid:30)तिप(cid:30)ति, , , , आयुआयुआयुआयु सीमासीमासीमासीमा औरऔरऔरऔर अर्हअर्हअर्हअर्हताएंताएंताएंताएं आदिआदिआदिआदि.—उक्त पद पर भर्ती की प3ति, आयु-सीमा, अर्हताएं और उससे संबंिधत अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिCर्दष्ट हैं ।

(क) िजसने ऐसे Eक्ति से िजसका पित या जिसकी पFी जीिवत है, िववाह किया है, या िववाह की संिवदा की है; या (ख) िजसने, अपने पित या अपनी पFी के जीिवत रहते (cid:29)ए किसी Eक्ति से िववाह किया है, या िववाह की संिवदा की है, उक्त पद पर नियुक्ति का पात्र नहG होगा :
परंतु यदि कें Hीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Eक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुIेय है और ऐसा करने के िलए अन्य आधार है तो वह किसी Eक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति.—जहां कें Hीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके िलए जो कारण हैं, उन्हें लेखब3 करके , तथा संघसंघसंघसंघ लोकलोकलोकलोक सेवासेवासेवासेवा आयोगआयोगआयोगआयोग सेसेसेसे परामर्शपरामर्शपरामर्शपरामर्श करकेकरकेकरकेकरके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Eक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
6. (ावृति(ावृति(ावृति(ावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहG डालेगी, िजनका कें Hीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगK भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Eक्तियों के िलए उपबंध करना अपेक्षित है ।

| प्रोन्नतिः व ेतन मैट्रिक्स (44900-142400 M.) में स्तर-7 में के ऐसे िनजी सिचव, जिन्होंने उस Rेड में नियुक्ति के पSात 7 वर्ष की िनयिमत सेवा की हो । टिप्पणः जहां ऐसे कनिष्ठ Eक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरा कर ली है, प्रोन्नति के िलए िवचार किया जा रहा हो, वहां उनसे ज्येष्ठ Eक्तियों के संबंध में भी िवचार किया जाएगा परंतु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अिधक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Eक्तियों सिहत जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी करली है, अगली उWतर Qेणी में प्रोन्नति के िलए अपनी परिवीक्षा की अविध सफलता पूर्वक पूरी करली हो । |

S.R.O. 34.—In exercise of powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ordnance Factory Board Headquarters Stenographer's Recruitment Rules, 2005, in so far as they relate to the post of Principal Private Secretary, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Principal Private Secretary in the Director General Ordnance Factories/Ordnance Factory Board Headquarters including Ordnance Equipment Factories Group Headquarters, Kanpur, Armoured Vehicles Headquarters, Avadi and Ordnance Factory Board, New Delhi Office, New Delhi, namely :-
1. Short title and commencement.—(1) These rules may be called the Ordnance Factory Board Headquarters Stenographers' Cadre, Principal Private Secretary Group ' A' Post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in pay matrix or pay scale.– The number of the said post, its classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
3. Method of recruitment, age-limit, qualification, etc.– The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that the marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of these rules.

Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
