का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 36363636....————राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते *ए, भारतीय वायुसेना के अस्पताल में ज्येष्ठ आहारविद्, आहारविद् और नैदानिक मनोवै5ानिक पदों पर भर्ती की प9ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् : –
1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ ....————(1) इन नियमों का संक्षिप्त नाम भारतीय वायुसेना (ज्येष्ठ आहारविद्, आहारविद् और नैदानिक मनोवै5ानिक) सिविलियन्स (समूह 'क' और 'ख' पद) भर्ती नियम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना लागू होना लागू होना लागू होना ....———— ये नियम इन नियमों से उपाब9 अनुसूची के स्तम्भ (1) में विनिNदष्ट पदों पर लागू होंगे ।
3. पदपदपदपद----संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरसंख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर....————पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होंगे, जो इन नियमों से उपाब9 अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिNदष्ट हैं ।
4. भर्ती की भर्ती की भर्ती की भर्ती की प#ति, आयुप#ति, आयुप#ति, आयुप#ति, आयु सीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदि ....———— भर्ती की प9ति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त/पूवWक्त अनुसूची के स्तंभ (5) से (13) में विनिNदष्ट हैं ।
5. आरंिभक गठन आरंिभक गठन आरंिभक गठन आरंिभक गठन ....———— ऐसे पदधारी जो इन नियमों के प्रवर्तन की तारीख से पूर्व नियमित आधार पर पद पर नियुक्त किए गए थे, इन नियमों के अधीन नियुक्त किए गए समझे जाएंगे और उनके द्वारा उक्त प्रवर्तन की तारीख से पूर्व उक्त पद पर की गई सेवा को परिवीक्षा, पेंशन के प्रयोजनों के लिए और अगले उ[ \ेड में प्रोन्नति के लिए गणना में लिया जाएगा ।

(क) जिसने ऐसे _क्ति से, जिसका पति या जिसकी प'ी जीवित हैं, विवाह किया है या विवाह करने की संविदा की है ; या
(ख) िजसने अपने पित या अपनी प'ी के जीवित रहते *ए किसी _क्ति से विवाह किया है, या विवाह करने की संविदा की है , उक्त पद पर नियुक्ति का पात्र नहa होगा :
परन्तु यदि के न्bीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस _क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु5ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी _क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
7. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति .– जहां के न्bीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब9 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के _क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
8. 0ावृत्ति0ावृत्ति0ावृत्ति0ावृत्ति .– इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहa डालेगी, जिनका के न्bीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगg, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के _क्तियों के लिए उपबंध करना अपेक्षित है ।

| ी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता स ेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे स े अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ _क्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उ[तर kेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो । प्रतिनियुक्ति प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक प्रतिनियुक्ति प्रतिनियुक्ति स स ंिवदा भी है ।) : ंिवदा भी है ।) स स ंिवदा भी है ।) ंिवदा भी है ।) क ें bीय सरकार या राज्य सरकार या संघ राज्य क्ष ेत्र या सार्वजनिक क्षेत्रक उपpम या स्वायत्त या कानूनी संगठन या मान्यताप्राप्त अनुसंधान स ंस्थान या विqविद्यालय से ऐसे अिधकारी :- (क) (i) जिन्होंने मूल काडर या विभाग में िनयिमत आधार पर सादृश्य पद धारण किया *आ है; या (ii) जिन्होंने मूल काडर या विभाग में व ेतन मैट्रिक्स में स्तर-8 (47600-151100 j.) में नियुक्ति के पsात् उस kेणी में दो वर्ष की नियमित सेवा की हो; या (iii) जिन्होंने मूल काडर या विभाग में व ेतन मैट्रिक्स में स्तर-7 (44900-142400 j.) में नियुक्ति के पsात् उस kेणी में तीन वर्ष की नियमित सेवा की हो; या (iv) जिन्होंने मूल काडर या विभाग में व ेतन मैट्रिक्स में स्तर-6 (35400-112400 j.) में नियुक्ति के पsात् उस kेणी में आठ वर्ष की नियमित सेवा की हो, और (ख) जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों :- (i) खाद्य और पोषण या गृह वि5ान या ग ृह अर्थशाt या नैदानिक पोषण और आहार- विद्या या खाद्य वि5ान और पोषण या खाद्य और पोषण आहार-विद्या या आहार-विद्या और खाद्य सेवा प्रबंधन में मास्टर डि\ी; या (ii) (क) खाद्य और पोषण या गृह वि5ान या गृह अर्थशाt या नैदानिक पोषण और आहार-विद्या या खाद्य वि5ान और पोषण या खाद्य और पोषण आहार-विद्या या आहार-विद्या और खाद्य सेवा प्रबंधन में, वि5ान में uातक; (ख) मान्यताप्राप्त विqविद्यालय या स ंस्थान स े आहार-विद्या म ें uातकोत्तर डिप्लोमा । (iii) क े न्bीय सरकार या राज्य सरकार या स्वायत्त या कानूनी संगठन या सार्वजनिक क्षेत्रक उपpम या विqविद्यालय या ान्यताप्राप्त अनुसंधान संस्थान के सौ बिस्तरों वाले अस्पताल में आहार-विद्या में तीन वर्ष का _ावहारिक अनुभव रखता हो । टिप्पण पोषक प्रवर्ग के ऐसे विभागीय टिप्पण 1111: टिप्पण टिप्पण अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहa होंगे । इसी प्रकार प्रतिनियुक्त _क्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहa होंगे । टिप्पण प्रतिनियुक्ति (जिसके अंतर्गत टिप्पण 2222: टिप्पण अल्पकालिक संविदा भी है) की अवधि, जिसके अ ंतर्गत के न्bीय सरकार के उसी या किसी अन्य स ंगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाx पद पर प्रतिनियुक्ति (जिसके अ ंतर्गत अल्पकालिक स ंिवदा भी है) की अवधि है, साधारणतया तीन वर्ष से अधिक नहa होगी । टिप्पण प्रतिनियुक्ति (जिसके अंतर्गत टिप्पण 3333: टिप्पण टिप्पण अल्पकालिक संविदा भी है) द्वारा नियुक्ति के िलए अिधकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहa होगी । | विचार करने के लिए) जिसमें निम्नलिखित होंगे :- विचार करने के लिए) जिसमें निम्नलिखित होंगे विचार करने के लिए) जिसमें निम्नलिखित होंगे 1. सहायक प्रमुख वायु स्टाफ (चिकि.), चिकित्सा सेवा (वायु) महानिदेशालय, वायु सेना मुख्यालय - अध्यक्ष 2. िनदेशक या उपसिचव वायु-1, रक्षा मंत्रालय - सदस्य 3. निदेशक चिकित्सा स ेवा, चिकित्सा सेवा (वायु) महानिदेशालय, वायु सेना मुख्यालय - सदस्य |

S.R.O. 36.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Dietician, Dietician and Clinical Psychologist in the hospitals of Indian Air Force, namely : –
1. Short title and commencement: (1) These rules may be called the Indian Air Force (Senior Dietician, Dietician and Clinical Psychologist) Civilians (Group 'A' and Group 'B' Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix or pay scale. – The number of the said posts, their classification and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc . – The method of recruitment to the said posts, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Initial constitution . – The incumbents holding the said posts on regular basis on the date of commencement of these rules, shall be deemed to have been appointed under these rules and the services rendered by them in the said post on regular basis before the said commencement shall be taken into account for deciding their probation period, pensionery benefits and eligibility for promotion to the next higher grade.
6. Disqualification . – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:

Power to relax . – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving . – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Schedule Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का. िन. आ.का. िन. आ.का. िन. आ.का. िन. आ. 40404040.—राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते *ए, रिमाउं ट और पशु चिकित्सा कोर (समूह 'ग' औद्योगिक पद) भर्ती नियम, 2015 को संशोधित करने के लिए एतद्वारा निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ – (1) इन नियमों का संक्षिप्त नाम रिमाउं ट पशु चिकित्सा कोर, समूह 'ग' औद्योगिक पद भर्ती (संशोधन) िनयम 2019 है।
(2) ये राजपत्र में प्रकशन की तारीख को प्रवृत्त होंगे।
2. रिमाउं ट और पशु चिकित्सा कोर (समूह 'ग' औद्योगिक पद) भर्ती नियम, 2015 में-
(क) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात :-

(ख) अनुसूची में, -
(1) लुहार के पद के संबंध में, pम संख्या 1 के सामने-
(i) स्तम्भ (4) में स्तम्भ शीर्ष एवं उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तम्भ शीर्ष एवं प्रविष्टियां रखी जाएंगी, अर्थात् :-

(i) स्तम्भ (4) में, उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-

(4) हेड मिtी के पद के संबंध में, pम सं. 4 के सामने-
(i) स्तम्भ (4) में, उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-

(ii) स्तम्भ (11) में, "टिप्पण 2" का लोप किया जाएगा
(5) पेन्टर के पद के संबंध में, pम सं. 5 के सामने-
(i) स्तम्भ (5) में, उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-

(6) दर्जी के पद के संबंध में, pम सं. 6 के सामने-

S.R.O. 40.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby making the following rules to amend the Remount and Veterinary Corps (Group 'C' Industrial posts) Recruitment Rules, 2015, namely :-
1. Short title and commencement. - (1) These rules may be called the Remount Veterinary Corps, Group 'C' Industrial posts Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Remount and Veterinary Corps (Group 'C' Industrial posts) Recruitment Rules, 2015,
(A) for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification and level in the pay matrix. The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".-
(B). in the Schedule,
(1) against serial number 1, relating to the post of Blacksmith,
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely :-
