सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 163163163163....—राष्ट्रपित, संविधान के अनु(cid:22)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते $ए तथा संघ लोक सेवा आयोग पुस्तकालय और सूचना अिधकारी समूह 'क' पद पर भर्ती नियम, 2000 तथा संघ लोक सेवा आयोग पुस्तकालय और सूचना सहायक भर्ती नियम, 1993 को उन बातों के सिवाय अधि0ांत करते $ए, जिन्हें ऐसे अधि0मण से पूर्व किया गया है या करने का लोप किया गया है संघ लोक सेवा आयोग के पुस्तकालय में समूह 'क', समूह 'ख' एवं समूह 'ग' पदों पर भर्ती की प:ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ ....—

(1) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग, पुस्तकालय समूह 'क', समूह 'ख' एवं समूह 'ग' पद भर्ती िनयम, 2019 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. अनुप्रयोगअनुप्रयोगअनुप्रयोगअनुप्रयोग....— ये िनयम, इन नियमों से उपाब: अनुसूची के स्तंभ (1) में विनिHदष्ट पदों पर लागू होंगे ।

3. पदपदपदपद----संख्यासंख्यासंख्यासंख्या,,,, वर्गीकरणवर्गीकरणवर्गीकरणवर्गीकरण और वेतन मैट्रिक्सऔर वेतन मैट्रिक्सऔर वेतन मैट्रिक्सऔर वेतन मैट्रिक्स में स्त में स्त में स्त में स्तरररर....— पद की संख्या, उसका वर्गीकरण, वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों में उपाब: अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिHदष्ट हैं ।

4. भर्ती की प'तिभर्ती की प'तिभर्ती की प'तिभर्ती की प'ति,,,, आयुआयुआयुआयु----सीमासीमासीमासीमा,,,, अर्हताएं आदिअर्हताएं आदिअर्हताएं आदिअर्हताएं आदि ....— भर्ती की प:ति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिHदष्ट हैं ।

5. निरर्हतानिरर्हतानिरर्हतानिरर्हता....— वह Lयक्ति ....—

1. जिसने ऐसे Lयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है; या

2. जिसने अपने पति या अपनी पत्नी के जीवित रहते $ए किसी Lयक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नहM होगा :

परन्तु यदि के न्Nीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Lयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुOेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Lयक्ति को इस नियम के प्रवर्तन में छू ट दे सके गी ।

6. आरम्भिआरम्भिआरम्भिआरम्भिक गठन क गठन क गठन क गठन ....— इन नियमों से उपाब: अनुसूची के 0म संख्या 2 में स्तंभ (1) में दRशत पद के ऐसे पदधारी, जो इन नियमों के प्रवर्तन की तारीख से पूर्व नियमित आधार पर पद पर नियुक्त किए गए थे, इन नियमों के अधीन नियुक्त किए गए समझे जाएंगे और उनके द्वारा उक्त प्रवर्तन की तारीख से पूर्व उक्त पद पर की गई सेवा को ज्येष्ठता, प्रोन्नित और पेंशन के प्रयोजनो के लिये गणना में लिया जाएगा ।

7. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....— जहां के न्Nीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण है, उन्हें लेखब: करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Lयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

8. /या/या/या/यावृितवृितवृितवृित ....— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहM डालेगी, जिनका के न्Nीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Lयक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 163.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Union Public Service Commission Library and Information Officer Group 'A' Post Recruitment Rules, 2000 and the Union Public Service Commission Library and Information Assistant Recruitment Rules, 1993, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to certain Group 'A', Group 'B' and Group 'C' posts in the Library of the Union Public Service Commission, namely:-

1. Short title and commencement.—(1) These rules may be called the Union Public Service Commission, Library Group 'A', Group 'B' and Group 'C' Posts Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification and level in the pay matrix.— The number of the post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,-

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Initial Constitution.—The incumbents of the post specified at serial number 2 in column (1) of the aforesaid Schedule who were appointed on regular basis to the said post before the date of commencement of these rules shall be deemed to have been appointed under these rules and their regular and continuous service in the said posts before the said commencement shall be taken into account for the purpose of seniority, promotion and pension.

7. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.

8. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

Explanatory Memorandum.- It is certified that there shall be no adverse effect on any person while giving retrospective effect to the recruitment rules in terms of rule 6 of this rule.

िसवाए उन बातों के अधि0ांत करते $ए, जिन्हें ऐसे अधि0मण से पहले किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, लेडी हाzडग मेडिकल कॉलेज और [ीमती सुचेता कृ पलानी अस्पताल, नई दिल्ली में चिकित्सा प्रयोगशाला प्रौद्योगिकीविद्, तकनीकी अधिकारी (चिकित्सा प्रयोगशाला प्रौद्योगिकीविद्), वरिष्ठ तकनीकी अिधकारी (चिकित्सा प्रयोगशाला प्रौद्योगिकीविद्) और मुख्य तकनीकी अधिकारी (चिकित्सा प्रयोगशाला प्रौद्योगिकीविद्) के पदों पर भर्ती की प:ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात्:-

Dावृत्तिDावृत्तिDावृत्तिDावृत्ति....———— इन नियमों की कोई बात आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहM डालेगी, िजनका के न्Nीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वगw और अन्य िवशेष प्रवर्ग के kक्तियों के िलए उपबंध करना अपेक्षित है ।

(i) the Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi (Group 'C' posts) Recruitment Rules, 1981, in so far as they relate to the post of Laboratory Technician, Laboratory Technician (Blood Bank) and Senior Blood Bank Technician;

(ii) the Lady Hardinge Medical College and Sucheta Kriplani Hospital, New Delhi Group 'C' posts Recruitment Rules, 1987, in so far as they relate to the post of Technical Assistant ; and

(iii) the Lady Hardinge Medical College and Sucheta Kripalani Hospital, New Delhi Senior Technical Assistant for Clinical Laboratories Recruitment Rules ,1996,

except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Medical Laboratory Technologist, , Technical Officer (Medical Laboratory Technologist) ,Senior Technical Officer (Medical Laboratory Technologist), Chief Technical Officer ( Medical Laboratory Technologist) and in Ministry of Health and Family Welfare, Lady Hardinge Medical College and Smt. Kriplani Hospital, New Delhi, namely:-

1. Short title and commencement. – (1) These rules may be called the Medical Laboratory Technologist, Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

SCHEDULE

Bachelors degree in medical laboratory science from a recognised University or institute.

Experience:

Three years experience as medical laboratory technologist or laboratory technologist in any recognised hospital or institution.

Note 1:- The departmental officers in the feeder category who are in direct line of promotion will not be eligible for consideration for appointment on deputation (including short term contract) similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2:- Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.

Note 3 :-The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

5. Disqualification.– No person,-

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen, Other Backward Class and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परंतु यदि के न्Nीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह, ऐसे kक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुOेय है और ऐसा करने के िलए अन्य आधार हैं, तो वह किसी kक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 171.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the All India Institute of Hygiene and Public Health, Calcutta (Group 'D' Posts ) Recruitment Rules, 1982, in so far as they relate to the post of Animal Attendant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Animal Attendant in the Ministry of Health and Family Welfare, All India Institute of Hygiene and Public Health, Kolkata, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, All India Institute of Hygiene and Public Health, Kolkata, Animal Attendant (Group 'C' post) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the post specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.— The number of the said post, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.— No person,-812 THE GAZETTE OF INDIA : JUNE 8, 2019/ JYAISTHA 18, 1941 [PART II—SEC. 3(i)] (a) who has entered into or contracted a marriage with any person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen, Other Backward Class and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) इन नियमों का संक्षिप्त नाम उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग, मुख्य डिज़ाइन इंजीनियर, राष्ट्रीय शर्क रा संस्थान, कानपुर, भर्ती (संशोधन) नियम, 2019 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2. उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग, मुख्य डिज़ाइन इंजीिनयर, राष्ट्रीय शर्क रा संस्थान, 2012 (जिसे इसके प(cid:144)ात उक्त नियम कहा गया है) में नियम 2 के स्थान पर, निम्नलिखित नियम को रखा जाएगा अर्थात्:-

''2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर– पदों की संख्या, उनका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाब: अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिHदष्ट है।''

(3) उक्त नियम की, अनुसूची में,

(क) स्तम्भ (4) में, शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित को रखा जाएगा अर्थात्:-

(ख) स्तम्भ (11) में, प्रतिनियुक्ति उप शीर्षक के अधीन (जिसके अंतर्गत अल्पकालिक संविदा भी है)/आमेलन में,-

(i) "वेतन बैंड – 3, 15,600-39,100 Zपए और dेड वेतन 7600 Zपए" शब्दों, अंकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स में स्तर-12 (78800-209200 Zपए)" शब्द, अंक और कोष्ठक रखे जाएंगे;

1. (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur, Chief Design Engineer, Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted namely , -

"2. Number of posts, classification and level in Pay Matrix.- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."

G.S.R. 174—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Despatch Rider in the Ministry of Power, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Power, Despatch Rider, ( Group 'C' Post,) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Initial Constitution.- All the incumbents appointed on regular basis on or before the commencement of these rules shall be deemed to have been appointed under these rules and the service rendered by them in the post of Despatch Rider before such commencement shall be taken into accounts for deciding their eligibility for seniority, confirmation and promotion in the service.

5. Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other Special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Explanatory Memorandum The retrospective effect of rule 4 is provided in the Initial Constitution with a view to regularise the services of the incumbents referred to in the said rules and it is certified that by giving retrospective effect to rule 4, it is not likely to adversely affect the interest of the incumbents.

5.5.5.5. निरर्हता : निरर्हता : निरर्हता : निरर्हता : वह kक्ति : –

(क) िजसने ऐसे kक्ति, िजसका पित या जिसकी प(cid:130)ी जीिवत हैं, से िववाह किया है, या िववाह की संिवदा की है, या

(ख) िजसने अपने पित या अपनी प(cid:130)ी के जीिवत रहते $ए किसी kक्ति से िववाह किया है, या िववाह की संिवदा की है।

उक्त पद पर नियुक्ति का पात्र नहM होगा;

परंतु यदि के न्Nीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे kक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुOेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी kक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।

6.6.6.6. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति –––– जहां के न्Nीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब: करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के kक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।

7.7.7.7. Dावृत्तिDावृत्तिDावृत्तिDावृत्ति ––––इन नियमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहM डालेगी, िजनका के न्Nीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगw, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के kक्तियों के िलए उपबंध करना अपेक्षित है।

G.S.R. 175.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Power, Staff Car Driver (Group 'C' posts) Recruitment Rules, 2015, except as things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Driver(Ordinary Grade),Staff Car Driver(Grade II) and Staff Car Driver(Grade I) in the Ministry of Power, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Power, Staff Car Driver(Ordinary Grade),Staff Car Driver(Grade II) and Staff Car Driver(Grade I), (Group 'C' Posts) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.-These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
