सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 176176176176....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए अधीक्षक, सीमाशुल्क (निवारक) भर्ती नियम, 1983 में और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. (1) इन नियमों का संक्षिप्त नाम अधीक्षक, सीमाशुल्क (निवारक) भर्ती (संशोधन) नियम, 2019 है।
(2) ये नियम राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. अधीक्षक, सीमाशुल्क (निवारक) भर्ती नियम, 1983 की अनुसूची में, स्तम्भ 11 में शीर्षक "पदोन्नति" के अधीन निम्नलिखित टिप्पण को अन्तःस्थापित किया जाएगा, अर्थात्:-
"टिप्पणःटिप्पणःटिप्पणःटिप्पणः जहाँ ऐसे कनिष्ठ Sक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहाँ उनके ज्येष्ठ Sक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी 2743 GI/2019

G.S.R. 176.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Superintendent of Customs(Preventive) Recruitment Rules, 1983, namely:-
1. (1) These rules may be called the Superintendent of Customs (Preventive) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Superintendent of Customs(Preventive) Recruitment Rules, 1983, in the Schedule, in column 11, under the heading "Promotion" and the entry relating thereto, the following Note shall be inserted, namely:-
"Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service."

4. निरर्हता निरर्हता निरर्हता निरर्हता .— वह Sक्ति -
(क) जिसने ऐसे Sक्ति से जिसका पति या जिसकी पhी जीवित है, विवाह किया है, या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पhी के जीवित रहते &ए भी किसी अन्य Sक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहi होगा ।
परन्तु यदि के न्^ सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Sक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय- विधि के अधीन अनुjेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी Sक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति ....———— जहां के न्^ सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण है, अन्हें लेखब' करके इन नियमों के किसी उपबंध को, किसी वर्ग या प्रवर्ग के Sक्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी ।
6. 8ावृत्ति8ावृत्ति8ावृत्ति8ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहi डालेगी, िजनका के न्^ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगn, भूतपूर्व सैनिकों और अन्य पिछड़ा वगn के Sक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 177.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Fertilizer Quality Control and Training Institutes, Faridabad (Group 'C' post of Fertilizer Inspector) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the837 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जून 15, 2019/ज्येष्ठ 25, 1941 President hereby makes the following rules, regulating the method of recruitment to the post of Fertilizer Inspector in the Central Fertilizer Quality Control and Training Institute, Faridabad under the Department of Agriculture and Cooperation, Ministry of Agriculture, namely :-
1. Short title and commencement .— (1) These rules may be called the Central Fertilizer Quality Control and Training Institute, Faridabad (Fertilizer Inspector) Recruitment Rules, 2019.
(2) They shall come into force on date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix .—Number of the post, its classification, level in the pay matrix attached thereto shall be as specified in column (2) to column (4) of Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc..—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be specified in columns (5) to (13) of aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any person from operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Classes and other special categories of persons in accordance with orders issued by Central Government from time to time in this regard.

G.S.R. 178.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi (Library Clerk), Recruitment Rules, 2017, namely:-
1. (1) These rules may be called the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi (Library Clerk) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi (Library Clerk), Recruitment Rules, 2017, in the Schedule, in column (7) relating to educational and other qualifications required for direct recruits, for the entries the following entries shall be substituted, namely:-

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह Sक्ति-
(क) जिसने ऐसे Sक्ति से विवाह किया है या विवाह की संविदा की है जिसका पति या जिसकी पhी जीवित है; या
(ख) जिसने अपने पति या अपनी पhी के जीवित रहते &ए किसी Sक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पदों पर नियुक्ति का पात्र नहi होगा :
परंतु यदि के न्^ीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह, ऐसे Sक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुjेय है और ऐसा करने के िलए अन्य आधार है, तो वह किसी Sक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्^ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है,वहां वह उसके िलए कारणों को लेखब' करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Sक्तियों के िलए आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 179.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Lady Hardinge Medical College and Shrimati Sucheta Kripalani Hospital, New Delhi, (Group 'C' posts) Recruitment Rules, 1981,in so far they relate to the post of Artist, in the Lady Hardinge Medical College and Shrimati Sucheta Kripalani Hospital, New Delhi, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Artist, namely:—
1. Short title and commencement.— (1) These rules may be called the Lady Hardinge Medical College and Shrimati Sucheta Kripalani Hospital, New Delhi (Artist),Group-C post, Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे (cid:127)यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी (cid:127)यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहi होगा :
परन्तु यदि कें ^ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस (cid:127)यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुjेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी (cid:127)यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 181.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Leprosy Training and Research Institute, Raipur (Lower Division Clerk and Hindi Typist) Post Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the849 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जून 15, 2019/ज्येष्ठ 25, 1941 President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk and Hindi Typist in the Regional Leprosy Training and Research Institute, Raipur, namely:—
1. Short title and commencement.—(1) These rules may be called the Regional Leprosy Training and Research Institute, Raipur Lower Division Clerk and Hindi Typist, (Group 'C' Post) Recruitment Rules, 2019.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay metrix or scale of pay.—The number of the said post, its classification and Pay level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualifications.—No person.-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other backward Classes, the Ex-Servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पदों में से किसी पर नियुक्ति का पात्र नहi होगा :

G.S.R. 182.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Development of North Eastern Region (Group 'D' posts) Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry of Development of North Eastern Region, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Development of North Eastern Region (Multi-Tasking Staff) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of post, its classification and level in the pay matrix relating thereto shall be as specified in the columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications,etc. .— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.
