(क) िजसने ऐसे Fक्ति से िजसका पित या जिसकी पGी जीिवत है, िववाह किया है, या िववाह की संिवदा की है; या (ख) िजसने अपने पित या अपनी पGी के जीिवत रहते (cid:30)ए किसी Fक्ति से िववाह किया है,या िववाह की संिवदा की है;
उक्त पद पर नियुक्ति का पात्र नहH होगा :
परन्तु यदि के न्Iीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Fक्ति औेर िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनु1ेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Fक्ति को इस िनयम के प्रवर्तन में छू ट दे सके गी ।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....————जहां के न्Iीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण है, उन्हें लेखब3 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Fक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6. +ावृति+ावृति+ावृति+ावृति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहH डालेगी, िजनका के न्Iीय सरकार द्वारा इस संबंध में समय समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Fक्तियों के िलए उपबंध करना अपेक्षित है ।

G.S.R.184.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Bureau of Police Research and Development (Class III posts) Recruitment Rules, 1975 in so far as it relate to the post of Lower Division Clerk, except as respects things done or omitted to have been done before such supersession, the President hereby makes the following rules regulation the method of recruitment to the post of Lower Division Clerk in the Directorate of Forensic Science Services, Ministry of Home Affairs, namely:-
1. Short title and commencement.—(1) These rules may be called the Directorate of Forensic Science Services, Lower Division Clerk (Group 'C' post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay matrix.—The number of posts, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc. .—The method of recruitment to the said post, age limit, qualifications and other matter connected therewith shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
who has entered into or contracted a marriage with a person having a spouse living, or
who having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

5. Power to relax.—Where the Central Government is of opinion that it is necessary to expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| (i) 10% of the vacancies shall be filled from amongst the Group C Staff in the Level 1 of Pay Matrix and who possess 12th Class pass or equivalent qualification and have rendered three years' regular service in the grade/Level, on the basis of departmental qualifying examination. The maximum age-limit for eligibility for examination is 45 years. (50 years of age for the Scheduled Castes and Scheduled Tribes). Note 1: If more of such employees than the number of vacancies available under clause (i) qualified at the examination, such excess number of employees shall be considered for filling the vacancies arising in the subsequent years so that the employees qualifying at an earlier examination are considered before those who qualify at a later examination. (ii) 5% of the vacancies shall be filled on seniority-cum-fitness basis from Group C employees who have rendered three years regular service in posts with the Level 1 in the pay Matrix. G.S.R.185.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub- section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules to amend the Assam Rifles Havildar (Clerk) Recruitment Rules, 2013, namely:-
1. Short title and commencement.–(1)These rules may be called the Assam Rifles Havildar (Clerk) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. For rule 2 of the Assam Rifles Havildar (Clerk) Recruitment Rules, 2013, the following rule shall be substituted, namely:-
" 2. Number of posts, classification and level in the pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule be amended to these rules".
3. In the Schedule to the Assam Rifles Havildar (Clerk) Recruitment Rules, 2013,-
(a) in column (3) for the entries, the following entries shall be substituted, namely:-
"Group 'C' Non-Gazetted, Ministerial (Combatised)";
(b) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

| Level-4 (Rs 25500-81100)"; |
(c) in column (7), for the sub-heading, " (i) Skill test norms on computer:" and the entries relating thereto, the following shall be substituted, namely:-
886 THE GAZETTE OF INDIA : JUNE 22, 2019/ASADHA 1, 1941 [PART II—SEC. 3(i)](ii) "Skill test norms on computer: English Typing with minimum speed of 35 words per minute on computer or Hindi Typing with minimum speed of 30 words per minute on computer (Time allowed-10 minutes)".
