4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता.— वह Sयक्ति-
(क) जिसने ऐसे Sयक्ति, जिसका पति या जिसकी पत्नी जीवित है, से विवाह किया है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते $ए किसी Sयक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नहT होगा:
परन्तु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Sयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुWेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Sयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.— जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब9 करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Sयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. 0या0या0या0यावृत्तिवृत्तिवृत्तिवृत्ति.— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहT डालेगी, िजनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग[, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Sयक्तियों के लिए उपबंध करना अपेक्षित है।

MINISTRY OF HOME AFFAIRS
New Delhi, the 4th June, 2019
G.S.R.186.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Laboratory Assistant, National Fire Service College, Nagpur, Recruitment Rules, 1976, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Assistant in the National Fire Service College, Nagpur under the Ministry of Home Affairs, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, National Fire Service College, Nagpur (Laboratory Assistant Grade-I) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. —The number of the post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of Recruitment, age-limit, qualifications etc. —The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications. —No person,-
(a) who has entered into or contracted, a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from operation of this rule.
5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 187.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of National Fire Service College, Junior Demonstrator (Group 'C' posts) Recruitment Rules, 2018, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Junior Demonstrator in the National Fire Service College, Nagpur under the Ministry of Home Affairs, namely:-
897 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जून 29, 2019/आषाढ़ 8, 19411. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, National Fire Service College, Junior Demonstrator (Group 'C' post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person,-
(a) who has entered into or contracted a marriage with a person having spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस ~क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुWेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी ~क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति .—जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब9 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ~क्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी|
6.6.6.6. G.S.R.188.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Rural Health Training Centre, Najafgarh, New Delhi(Group 'C' and 'D' posts), Recruitment Rules, 1989, in so far as they relate to the post of Lady Health Visitor/Health Supervisor (Female) in the Rural Health Training Centre, Najafgarh, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lady Health Visitor- cum-Health Supervisor (Female) in the Rural Health Training Centre, Najafgarh, New Delhi, namely:—.
1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Rural Health Training Centre, Najafgarh, New Delhi, Lady Health Visitor-cum-Health Supervisor (Female), Group 'C' Post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix or pay scale.— The number of the said post, its classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age- limit, qualification, etc. – The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and904 THE GAZETTE OF INDIA : JUNE 29, 2019/ASADHA 8, 1941 [PART II—SEC. 3(i)] other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, बी.सी.जी.

(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता .— वह ~क्ति-907 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जून 29, 2019/आषाढ़ 8, 1941 (क) जिसने ऐसे ~क्ति से जिसका पति या जिसकी प(cid:127)ी जीवित है, विवाह किया है या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी प(cid:127)ी के जीवित रहते $ए किसी ~क्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहT होगा :
परंतु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस ~क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुWेय है और ऐसा करने का अन्य आधार है तो वह किसी ~क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.— जहां के न्Vीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब9 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ~क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. Dावृत्तिDावृत्तिDावृत्तिDावृत्ति.—इन नियमों की ऐसी कोई बात आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहT डालेगी, जिनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग[, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के ~क्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 189.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the BCG Vaccine Laboratory, Guindy, Madras, (Group 'C' Posts) Recruitment Rules,1981, in so far as they relate to the post of Technician, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technician in BCG Vaccine Laboratory, Guindy, Chennai, in the Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.— (1)These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, Technician (Group 'C' Post) Recruitment Rules, 2019.
(2) They shall come into the force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix or pay scale.—The number of said post, its classification and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. —No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.190.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Animal Supervisor in the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, namely: -
1. Short title and commencement .—(1)These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, Animal Supervisor (Group 'C' Post), Recruitment Rules, 2019.

2. Number of post, classification, level in pay matrix. — The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. — No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rules.
5. Power to relax . — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) one year experience in maintenance Committee for the Purpose of Control and Supervision on Experiments on Animals (CPCSEA) approved laboratory of animal facility. Offices of the Ministry of Environment, Forest and Climate Change published in the Gazette of India dated 02nd February, 2019 vide G.S.R. 41 dated 22nd January, 2019 the following amendment has been carried out with the approval of the competent authority.
In the Schedule for the post of Upper Division Clerk in Column 11 under the title 'Deputation:' FOR "Officers of the Central Government" READ as "Officers of the Central Government or State Government or Union Territories or Autonomous or Statutory organisation or Public Sector Undertakings or University or Recognised Research Institution".
