का.िन.आ. का.िन.आ. का.िन.आ. का.िन.आ. 57575757....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ1ासन महानिदेशालय में निजी सचिव के पदों पर भर्ती की प8ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ1ासन महािनदेशालय, समूह 'ख' ( िनजी सिचव ) पद भर्ती नियम, 2019 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन पद संख्या, वर्गीकरण और वेतन पद संख्या, वर्गीकरण और वेतन पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरमैट्रिक्स में स्तरमैट्रिक्स में स्तरमैट्रिक्स में स्तर....————उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर वे होंगें जो इन नियमों से उपाब8 अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिQर्दष्ट हैं ।
3. भर्ती की प,ति, आयुभर्ती की प,ति, आयुभर्ती की प,ति, आयुभर्ती की प,ति, आयु----सीमा, अन्य अर्हताएं आदिसीमा, अन्य अर्हताएं आदिसीमा, अन्य अर्हताएं आदिसीमा, अन्य अर्हताएं आदि....————भर्ती की प8ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिQर्दष्ट हैं ।
4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह Tक्ति-
(क) जिसने ऐसे Tक्ति से जिसका पति या जिसकी पVी जीवित है, विवाह किया है ; या विवाह की संविदा की है या

उक्त पद पर नियुक्ति का पात्र नहW होगा :
परन्तु यदि के न्Xीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Tक्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुYेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Tक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....———— जहाँ के न्Xीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब8 करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Tक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. 5ावृत्ति5ावृत्ति5ावृत्ति5ावृत्ति....————इन नियमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहW डालेगी, िजनका के न्Xीय सरकार द्वारा इस संबंध में समय-समय पर जारी किये गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वग_, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Tक्तियों के लिए उपबंध करना अपेक्षित है ।

| प्रोन्नति : प्रोन्नति प्रोन्नति व ेतन मैट्रिक्स में स्तर- 6 (35400-112400 a.) में ऐसे वैयक्तिक सहायक जिन्होनें उस dेणी में पाँच वर्ष की सेवा की है। टिप्पण : जहाँ ऐसे कनिष्ठ Tक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा टिप्पण टिप्पण टिप्पण हो, वहाँ उनके ज्येष्ठ Tक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ट Tक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उgतर dेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अविध सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है):::: प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) क े न्Xीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन या स्वाशासी या कानूनी संगठन या पब्लिक सेक्टर उपkम या मान्यताप्राप्त वि1विद्यालय या संस्थान या अनुसंधान संस्था के अधीन आशुलिपिक का पद धारण करने वाले ऐसे अधिकारी : (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किये 'ए हैं, या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर-6 या समतुल्य में ऐसे आशुलिपिक जिन्होनें उस dेणी में पाँच वर्ष की नियमित सेवा की है। टिप्पण 1:- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने टिप्पण 1 टिप्पण 1 टिप्पण 1 क े पात्र नहW होंगे । इसी प्रकार प्रतिनियुक्त Tक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहW होंगे । टिप्पण 2:- प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि, जिसके अन्तर्गत के न्Xीय सरकार के उसी या किसी अन्य टिप्पण 2 टिप्पण 2 टिप्पण 2 |
संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य बाहय पद पर प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि है साधारणयता 3 वर्ष से अधिक नहW होगी । प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए अिधकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहW होगी।

S.R.O. 57.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Private Secretary in the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, namely:-
1. Short title and commencement.— (1)These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance , Group 'B' (Private Secretary) post, Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these Rules.
3. Method of recruitment, age-limit, other qualifications,etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted marriage with any person,
shall be eligible for appointment to the said post;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6 Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: Personal Assistant in Pay Level 6 in the pay matrix (Rs. 35400 – 112400) with five years regular service in the grade. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (Including Short-Term Contract) : Officer holding the post of Stenographer under the Central Government or State Government or Union Territory Administration or Autonomous or Statutory Organisation or Public Sector Undertaking or Recognised University or Institute or Research Institute. (a) (i) Holding analogous post on a regular basis on the parent cadre or Department , or (ii) With five years regular service in Stenographers grade in the level-6 in the pay matrix or equivalent in the parent cadre or Department. Note 1 - The Departmental officers in the feeder Category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2 - Period of Deputation (including Short-Term Contract) including period of deputation (including Short-Term Contract) in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation (including Short-Term Contract) shall not exceed 56 years as on the closing date of receipt of applications. |

2. रक्षा मंत्रालय, (रक्षा उत्पादन विभाग) , qालिटी आ1ासन महानिदेशालय समूह 'ग' अराजपत्रित अननुसचिवीय (अrिशमन कर्मचारीवृ ंद) भर्ती नियम, 2012 (जिन्हें बाद में उक्त नियम कहा जाएगा) में,:-
(1) नियम 3 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात् :-

(2) उक्त नियम की अनुसूची में, -
क. kम संख्या 1 के सामने स्टेशन आफिसर के पद से संबंधित,-
(i) स्तंभ (4) में, स्तंभ शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ शीर्षक और प्रविष्टियां रखी जाएगी, अर्थात् :-

(i) स्तंभ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएगी, अर्थात्:-

1. (1) These rules may be called the Ministry of Defence (Department of Defence Production), Directorate General of Quality Assurance, Group 'C' Non-Gazetted, Non-Ministerial Posts (Fire Fighting Staff) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence (Department of Defence Production), Directorate General of Quality Assurance, Group 'C' Non-Gazetted, Non-Ministerial Posts ( Fire Fighting Staff) Recruitment Rules, 2012 (herein after referred to as the said rules),:-
(1) for rule 3, the following rule shall be substituted, namely :-
"3. Number of posts, classification and level in pay matrix. –Number of posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule";
(2) in the said rules, in the Schedule,-
(a) against serial number 1, relating to the post of Station Officer, -
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ1ासन महािनदेशालय, समूह 'ख' (वैयक्तिक सहायक) पद भर्ती (संशोधन) नियम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, qालिटी आ1ासन महानिदेशालय, समूह 'ख' (वैयक्तिक सहायक) पद भर्ती नियम, 2012 (जिसे इसमें इसके पxात् उक्त नियम कहा गया है ) के नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात् :-

1. (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Group 'B' (Personal Assistant) Post Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Group 'B' (Personal Assistant) post Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification and level in pay matrix. –Number of post, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule."
3. In the said rules, in the Schedule :-
(a) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely, -

का.िन.आ. का.िन.आ. का.िन.आ. का.िन.आ. 63636363....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए और रक्षा मंत्रालय, रक्षा उत्पादन विभाग, क्वािलटी आ1ासन महानिदेशालय, कनिष्ठ तकनीकी अधिकारी (वैYानिक) और वैYानिक सहायक समूह 'ख' पद भर्ती िनयम, 2011 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. 1. 1. 1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ1ासन महानिदेशालय, कनिष्ठ तकनीकी अधिकारी (वैYानिक) और वैYानिक सहायक समूह 'ख' पद भर्ती (संशोधन) नियम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, क्वािलटी आ1ासन महानिदेशालय, कनिष्ठ तकनीकी अधिकारी (वैYानिक) और वैYानिक सहायक समूह 'ख' पद भर्ती नियम, 2011 में, -
(1) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्:-
"2. पदपदपदपद----संख्यासंख्यासंख्यासंख्या,,,, वर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तर.- पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाब8 अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिQर्दष्ट है।"
(2) अनुसूची में, -
(क) kम सं. 1 के सामने, कनिष्ठ तकनीकी अधिकारी (वैYानिक) [तत्कालीन ज्येष्ठ वैYानिक सहायक के पद] के संबंध में -
(i) स्तम्भ (4) में, स्तम्भ, शीर्ष और उससे सम्बन्धित प्रविष्टियों के स्थान पर निम्नलिखित स्तम्भ और प्रविष्टियों को रखा जाएगा, अर्थात् :-
| "वेतन मैट्रिक्स में स्तर या वेतनमान |
| (4) |
| व ेतन मैट्रिक्स (44900 से 142400 a)"; में स्तर 7"; |
(ii) स्तम्भ (11) में
(क) "प्रोन्नति" उपशीर्षक के अधीन,-
(I) "वेतन बैंड 2, 9,300-34,800 aपए + tेड वेतन 4200" शब्दों, अंकों और अक्षरों के स्थान पर "वेतन मैट्रिक्स (35,400- 1,12,400 a.) में स्तर 6" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे;
(II) टिप्पण 2 का लोप किया जाएगा;
(ख) kम संख्या 2 के सामने, वैYानिक सहायक [तत्कालीन वैYानिक सहायक-II के पद] के संबंध में, -
(i) स्तम्भ (4) में, प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखW जाएंगी, अर्थात् :-
| वेतन मैट्रिक्स में स्तर या वेतनमान |
| (4) |
| व ेतन मैट्रिक्स (35,400 से 1,12,400 a)"; में स्तर 6"; |

S.R.O. 63.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Junior Technical Officer (Scientific) and Scientific Assistant Group 'B' posts Recruitment Rules, 2011, namely :-
1. (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Junior Technical Officer (Scientific) and Scientific Assistant Group 'B' posts Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Junior Technical Officer (Scientific) and Scientific Assistant Group 'B' posts Recruitment Rules, 2011,-
(A) for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification, level in pay matrix or pay scale .– The number of the said posts, their classification, the level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";
(B) in the Schedule,-
(a) against serial number 1, relating to the post of Junior Technical Officer (Scientific)[Erstwhile post of Senior Scientific Assistant], -
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely, -[भाग II—खण्ड 4] भारत का राजपत्रा : जुलाई 6, 2019/आषाढ़ 15, 1941 313
| "Level in pay matrix or pay scale. |
| (4) |
| Level-7 in the pay matrix (Rs. 44900 - 142400)"; |
(ii) in column (11),-
(A) under the sub-heading "Promotion",-
(I) for the words, figures and letters "the Pay Band-2, Rs. 9300-34800 plus Grade Pay Rs. 4200", the words, figures, brackets and letters "level-6 in the pay matrix (Rs. 35400-112400)" shall be substituted;
(II) Note 2 shall be omitted;
(b) against serial number 2, relating to the post of Scientific Assistant [Erstwhile post of Scientific Assistant Grade-II], -
(i) in column (4), for the entries, the following entries shall be substituted, namely:-
