(1) संक्षिप्त नाम और प्रारंभ.संक्षिप्त नाम और प्रारंभ.संक्षिप्त नाम और प्रारंभ.संक्षिप्त नाम और प्रारंभ.---- (1) इन नियमों को वित्त मंत्रालय, आ)थक कार्य विभाग, पुस्तकालय और सूचना अधिकारी भर्ती नियम, 2019 कहा जाएगा।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल.---- उक्त पद की संख्या, उसका वर्गीकरण, और वेतन मैट्रिक्स में (2) पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल.

(4) निरर्हता.निरर्हता.निरर्हता.निरर्हता.---- वह Rक्ति,-
(क) जिसने ऐसे Rक्ति, जिसका पति या जिसकी पTी जीवित है, से विवाह या अनुबंध किया है या;
(ख) जिसने, अपने पति या अपनी पTी के जीवित रहते &ए, किसी अन्य Rक्ति से विवाह या अनुबंध किया है, उक्त पद पर नियुक्ति के लिए पात्र नहU होगा।
परंतु यदि के न्Vीय सरकार को यह संतुष्टि हो जाती है कि ऐसा विवाह ऐसे Rक्ति और विवाह के अन्य पक्षकार के लिए लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.---- जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है वहां वह उसके लिए जो कारण हैं उन्हें लेखब6 करके , और संघ लोक सेवा आयोग से परामर्श करने के बाद इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग या Rक्तियों के संबंध में, आदेश द्वारा शिथिल कर सके गी।
6. 3ावृत्ति.3ावृत्ति.3ावृत्ति.3ावृत्ति.---- इन नियमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वग^ और अन्य विशिष्ट वग^ के Rक्तियों के लिए उपबंध करना अपेक्षित है।

New Delhi, the 27th June, 2019
G.S.R. 192.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Officer in the Department of Economic Affairs, Ministry of Finance, namely:-
1. Short title and commencement.-(1) These rules may be called Ministry of Finance, Department of Economic Affairs, Library and Information Officer Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.-The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications, etc.-The method of recruitment, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications.-No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any persons from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: (i) One year experience of computerizing Library activities in a Library under the Central or State Government or Autonomous or Statutory Organization or Public Sector Undertaking or University or Recognized Research or Educational Institution; (ii) One year Professional experience in digitization of library records. (iii) Diploma in Computer Application from a recognized University or Institute. Note: 1. The departmental Assistant Library and Information officer in Level-7 of the Pay Matrix with seven years of regular service in the grade and having the educational qualifications and experience prescribed for deputations shall also be considered along with outsiders. If the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion. 2. The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not exceed four years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. |

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता- वह Rक्ति-
(क) जिसने ऐसे Rक्ति से जिसका पति या जिसकी पTी जीवित हैं, विवाह किया है; या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पTी के जीवित रहते &ए किसी Rक्ति से विवाह किया है, या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहU होगा :
परंतु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे Rक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार है, तो वह किसी Rक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति: जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब6 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R. 193.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the BCG Vaccine Laboratory, Guindy, (Animal Attendant) Recruitment Rules, 1977 and BCG Vaccine Laboratory, Guindy, Madras, Group 'D',(Laboratory Attendant and laboratory Peon) Recruitment rules, 1987 in so far as they relate to the post of Animal Attendant, Laboratory Peon and Laboratory Attendant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Attendant, Group 'C' Post in BCG Vaccine Laboratory, Guindy, Chennai in the Ministry of Health and Family Welfare namely:-
1. Short title and commencement .- (1) These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai Laboratory Attendant Group 'C' Post Recruitment Rules, 2019.
(2) They shall come into the force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.- The number of said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) िजसने, अपने पति या अपनी पत्नी के जीवित रहते &ए किसी अन्य Rक्ति से विवाह किया है या िववाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहU होगा।
परन्तु, यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Rक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 194. —In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Anthropological Survey of India, Junior Secretariat Assistant (General Central Service, Class III Posts) Recruitment Rules, 1962, in so far as they relate to the post of Lower Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Secretariat Assistant in the Anthropological Survey of India, Ministry of Culture, namely:
1. Short title and commencement. – (1) These rules may be called the Ministry of Culture, Anthropological Survey of India, Junior Secretariat Assistant, Group 'C' Post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix. – The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person -
(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for doing so, exempt any person from the operation to this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

5. आरंिभक गठनआरंिभक गठनआरंिभक गठनआरंिभक गठन :- इलेक्ट्रानिकी और सूचना प्रौद्योगिकी मंत्रालय, मानकीकरण, परीक्षण और गुणवत्ता प्रमाणन निदेशालय में सहायक 'क' समूह 'घ (cid:133)ेणी 1 के पद को धारण करने वाले ऐसे अिधकारी, इन नियमों के आरंभ से पूर्व नियम के उपसंघ के अनुसरण मेंनियुक्त किया गया समझा जाएगा और उनके द्वारा की गई सेवाएं प्रोन्नति आदि के प्रयोजन के लिए गणना की जाएगी ।
6. निरर्हतानिरर्हतानिरर्हतानिरर्हता---- वह Rक्ति-
अ) जिसने ऐसे Rक्ति से जिसका पति या जिसकी पTी जीवित हैं, विवाह किया है या विवाह की संविदा की है । यदि
आ) जिसने अपने पति या अपनी पTी के जीवित होते &ए किसी Rक्ति से विवाह किया है या विवाह की संविदा की है।
उक्त पद पर नियुक्ति का पात्र नहU होगा:
परंतु यदि कें Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Rक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिये अन्य आधार हैं तो वह किसी Rक्ति को इस नियम के प्रवर्तन से छू ट दे सकें गी ।
7. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति - जहां कें V सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब6 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rक्तियों की बाबत, आदेश द्वारा शिथिल कर सकें गी ।
8. 3ावृति 3ावृति 3ावृति 3ावृति -इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका कें Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, अन्य पिछड़े वग^, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के लिए उपबंध करना अपेक्षित है ।

(iii)यदि नियुक्ति के समय आयु 35 वर्ष से कम है तो सहायक 'क' के रूप में 10 वर्ष की सेवा से छू ट दी जा सकती है बशत(cid:135) उन्होंने दो बार टंकण परीक्षा में उत्तीर्ण होने का वास्तविक प्रयास किया हो, अन्यथा 45 वर्ष की आयु होने पर ही छू ट प्राप्त होगी ।
(iv)ऐसे कनिष्ठ सचिवालय सहायक (तत्कालीन समूह 'क') जिसने इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय (समूह 'ग') पद भर्ती (संशोधन) नियम 2005 के आरंभ से पूर्व टंकण परीक्षा में उत्तीर्ण होने का दो बार वास्तविक प्रयास किया है (cid:142)कतु उनकी आठ वर्ष की सेवा पूरी ना हो अथवा पैंतालीस वर्ष आयु हो चुकी हो, जो भी पूर्वतर हो ।

(क) िजसने ऐसे Rक्ति से जिसका पति या जिसकी पTी जीवित है, विवाह किया है ; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पTी के जीवित रहते &ए किसी Rक्ति से विवाह किया है, या विवाह की संविदा की है944 THE GAZETTE OF INDIA : JULY 6, 2019/ASADHA 15, 1941 [PART II—SEC. 3(i)] उक्त पद पर नियुक्ति का पात्र नहU होगा:
परंतु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Rक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुXेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rक्ति को उस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति – जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके िलए जो कारण है, उन्हें लेखब6 करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. 3ावृत्ति3ावृत्ति3ावृत्ति3ावृत्ति – इन नियमों की कोई, बात ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहU डालेगी, जिनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जाितयों, अनुसूिचत जनजाितयों और अन्य विशेष प्रवर्ग के Rक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 196.—In exercise of the powers conferred by the provison to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Central Ground Water Board (Assistant Chemist) Recruitment Rules, 1994, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Chemist in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-
1. Short title and commencement.-(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board (Assistant Chemist) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix, - The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
