4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह Fक्ति:
(क) िजसने ऐसे Fक्ति से िजसका पित या जिसकी पGी जीिवत है, िववाह किया है या िववाह की संिवदा की है;
या
(ख) िजसने अपने पित या अपनी पGी के जीिवत रहते (cid:29)ए किसी Fक्ति से िववाह किया है या िववाह की संिवदा की है,
उक्त पद पर नियुक्ति का पात्र नहH होगा ।
परन्तु यदि के न्Iीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Fक्ति औेर िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनु2ेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Fक्ति को इस िनयम के प्रवर्तन में छू ट दे सके गी ।
5. िशिशिशिशिथलिथलिथलिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....———— जहां के न्Iीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब4 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Fक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6. -ावृति-ावृति-ावृति-ावृति....————इन िनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहH डालेगी, िजनका के न्Iीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगL, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Fक्तियों के िलए उपबंध करना अपेक्षित है ।

| क े पNात Vेड में आठ वर्ष की सेवा की है । टिप्पणी टिप्पणी 1:1:1:1: पोषक प्रवर्ग के ऐसे िवभागीय टिप्पणी टिप्पणी अिधकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के िलए िवचार किए जाने के पात्र नहH होंगे । इसी प्रकार प्रतिनियुक्ति Fक्ति प्रोन्नति द्वारा नियुक्ति के िलए िवचार किए जाने के पात्र नहH होंगे । टिप्पणी टिप्पणी 2:2:2:2: प्रतिनियुक्ति की अविध, िजसके टिप्पणी टिप्पणी अ ंतर्गत के न्Iीय सरकार के उसी या किसी अन्य संगठन या िवभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाY पद पर प्रतिनियुक्ति की अविध साधरणतया 3 वर्ष से अिधक नहH होगी । टिप्पणी टिप्पणी 3:3:3:3: प्रतिनियुक्ति द्वारा नियुक्ति के टिप्पणी टिप्पणी िलए अिधकतम आयु सीमा आवेदन प्राप्त करने की अंितम तारीख को 56 वर्ष से अिधक नहH होगी । टिप्पणी 4:4:4:4: प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के िलए किसी अिधकारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से िजससे छठे के न्Iीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन स ंरचना का विस्तार किया गया है, िनयिमत आधार पर की गई सेवा को, िसवाय उस दशा क े , जहां एक से अिधक पूर्व पुनरीक्षित व ेतनमान का साधारण Vेड व ेतन या व ेतनमान सिहत एक (ेणी में िवलय हो गया है और वहां यह लाभ के वल उस पद (उन पदों) पर विस्तारित होगा िजसके िलए Vेड व ेतन या वेतनमान िबना किसी उन्नयन का साधारण प्रतिस्थापन Vेड है उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी Vेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी । |

G.S.R.217.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Bureau of Police Research and Development (Class III Posts) Recruitment Rules, 1975, in so far as they relate to the post of Upper Division Clerk, except as respects things done or omitted to have been done before such1043 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जुलाई 27, 2019/श्रावण 5, 1941 supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerks in the Directorate of Forensic Science Services, Ministry of Home Affairs, namely:-
1. Short title and commencement:-
(1) These rules may be called the Directorate of Forensic Science Services Upper Division Clerk (Class III Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, Level in the Pay Matrix .- The number of posts, its classification, Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc. - The method of recruitment to the said post, age limit, qualifications and other matter connected therewith shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of opinion that it is necessary to expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their Probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2: For the purposes of computing minimum qualifying service for promotion, the service rendered on regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Sixth Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement level without any up-gradation. Deputation: Officers of the Central Government or State Government: i) holding equivalent or analogous posts on regular basis; or ii) with eight years' service in the grade rendered after appointment thereto on regular basis in Level 2 in the pay matrix or equivalent. Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for considered for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not to exceed three years. Note 3: The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the date of receipt of applications. 1.1.1.1. (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, जीव- चिकित्सा अभियंता, समूह 'क' पद भर्ती (संशोधन) िनयम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, जीव-चिकित्सा अभियंता, समूह 'क' पद, भर्ती नियम, 2016 में:-
(क) िनयम 2 के िलए निम्नलिखित नियम रखा जाएगा, अर्थात् :-

| '' प्रतिनियुक्ति प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) प्रतिनियुक्ति प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) –––– (जिसके अंतर्गत अल्पकालिक संविदा भी है) के न्Iीय सरकार या राज्य सरकार या संघ राज्य प्रशासनों या पब्लिक सेक्टर उप+मों या विmविद्यालयों या मान्यताप्राप्त अनुसंधान संस्थान या अर्4-सरकारी या स्वायत्त निकायों या कानूनी संगठनों के अधिकारियों में से : (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए ए हैं ; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर–10 (j. 56100 –177500) पर नियमित आधार पर नियुक्ति के पNात् उस (ेणी में पांच वर्ष की सेवा की हो ; और (ख) जिसके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं : आवश्यक : (i) किसी मान्यताप्राप्त विmविधालय या संस्थान से इलेक्ट्रॉनिक या विद्युत इंजीनियरी या इन्स्qमेंटेशन इंजीनियरी या यांत्रिक इंजीनियरी में डिVी । (ii) किसी मान्यताप्राप्त अस्पताल में जीव-चिकित्सा इंजीनियरी में मशीनरी, उपस्करों, आदि के रखरखाव और मरम्मत में चार वर्ष का अनुभव । टिप् प टिप् पण 1ण 1ण 1ण 1:- प्रतिनियुक्ति (जिसके अंतगर्त अल्पकालिक संविदा भी है) की अवधि, जिसके अंतर्गत टिप् प क े न्Iीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाY पद पर प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) की अवधि है, साधारणतया 3 वर्ष से अधिक नहH होगी । टिप्पण 2:- प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) द्वारा नियुक्ति के लिए टिप्पण 2 टिप्पण 2 टिप्पण 2 अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहH होगी । टिप्पण 3 :- प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा, टिप्पण 3 टिप्पण 3 टिप्पण 3 01 जनवरी, 2016 से पहले या उस तारीख से जिससे सातवें के न्Iीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, िसवाय उस दशा के , जहां एक से अधिक पूर्व पुनरीक्षित Vेड वेतन या वेतनमान साधारण वेतन म ैट्रिक्स में स्तर से विलय हो गया है, और वहां यह लाभ के वल उन पदों पर विस्तारित होगा जिसके लिये वेतन मैट्रिक्स में स्तर बिना किसी उन्नयन का साधारण प्रतिस्थापन Vेड है, उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी वेतन मैट्रिक्स में स्तर में की गई सेवा समझी जाएगी ।'' |

1. (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Bio- Medical Engineer, Group 'A' Post, Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Bio-Medical Engineer, Group 'A' Post, Recruitment Rules, 2016,-
(a)for rule 2, the following rule shall be substituted,namely :-
"2. Number of posts, classification and level in pay matrix. -The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.";
(b) in the Schedule,-
(i) in column(4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

| "Deputation (including short term contract)- From amongst the officers of the Central Government or State Government or Union Territory Administrations or public sector undertakings or universities or recognised research institutions or semi-Government or autonomous bodies or statutory organisations: (A) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in Level-10 (Rs. 56100-177500) of the pay matrix in the parent cadre or Department; and (B) possessing the following educational qualifications and experience: Essential: (i) Degree in Electronics or Electrical Engineering or Instrumentation Engineering or Mechanical Engineering from a recognised university or institute. (ii) Four years' experience in maintenance and repair of machinery, equipments etc. in Bio-Medical Engineering in a recognised hospital. Note 1: Period of deputation (Including Short Term Contract) including period of deputation (Including Short term contract) in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed three years. Note 2: The maximum age-limit for appointment by deputation (including Short Term Contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.) |
Note 3: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2016 or the date from which the revised pay structure based on the 7th Central Pay Commission shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any up gradation.".

1.1.1.1. (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, अवर (ेणी लिपिक (समूह 'ग' पद), भर्ती (संशोधन) नियम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, अवर (ेणी लिपिक (समूह 'ग' पद), भर्ती नियम, 2015 में :-
(क) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात् :-

| ''(i) 85 प्रतिशत कर्मचारी चयन आयोग के माध्यम से सीधी भर्ती द्वारा । (ii) 10 प्रतिशत वेतन मैट्रिक्स में स्तर–1 (j. 18000 –56900) में ब कार्य कर्मचारीवृ ंद में स े भरी जाएंगी और जिनके पास 12 वH कक्षा उत्तीर्ण अर्हता है और जिन्होंने विभागीय अर्हक परीक्षा के आधार पर उस (ेणी में तीन वर्ष नियमित सेवा की है। (iii) 5 प्रतिशत ज्येष्ठता-सह-उपयुक्तता के आधार पर उन ब कार्य कर्मचारीवृ ंद में से भरी जाएंगी जिन्होंने वेतन मैट्रिक्स में स्तर–1 (j. 18000 –56900) में उन पदों पर तीन वर्ष िनयिमत सेवा की है । ि टिप्पण 1 : परीक्षा के लिए पात्रता की अधिकतम आयु–सीमा 45 वर्ष होगी । (अनुसूचित जाति टप्पण 1 टिप्पण 1 टिप्पण 1 या अनुसूचित जनजाति के लिए आयु 50 वर्ष होगी) । ि टप्पण 2 : टिप्पण 2 : टिप्पण 2 : टिप्पण 2 :---- यदि ऐसे कर्मचारियों की संख्या परीक्षा में अwहत खंड (ii) के अधीन उपलब्ध रिक्तियों की संख्या से अधिक है तो कर्मचारियों की ऐसी अधिक संख्या पर पNातवर्ती वषx में उyभूत होने वाली रिक्तियों को भरने के लिए विचार किया जाएगा ताकि पूर्वत्तर परीक्षा में अwहत होने वाले कर्मचारियों पर उन कर्मचारियों से पहले विचार किया जा सके जो बाद में होने वाली परीक्षा में अwहत होते हैं । टिप्पण 3 :- जहां ऐसे कनिष्ठ Fक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी ि टप्पण 3 टिप्पण 3 टिप्पण 3 कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ Fक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Fक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उ'तर (ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।'' |

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Lower Division Clerk (Group 'C' post), Recruitment Rules, 2015,-
(a) for rule 2, the following rule shall be substituted, namely :-

Note 1: The maximum age-limit for eligibility for examination is forty five years. (fifty years of age for the Scheduled Castes or the Scheduled Tribes). Note 2: If more such employees than the number of vacancies available under clause (ii) get qualified at the examination, such excess number of employees shall be considered for filling the vacancies arising in the subsequently years so that the employees qualifying at an earlier examination are considered before those who qualify at a later examination. Note 3: Where Juniors, who have completed their qualifying or eligibility service have been or are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.". |

G.S.R. 221.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Factory Manager, Recruitment Rules, 2016, namely:-
1. (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Factory Manager, Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Factory Manager, Recruitment Rules,2016,-
(a) for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification and level in pay matrix. -The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.";
(b) in the Schedule, in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

1. (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, डिस्पेन्सर, समूह 'ग' पद, भर्ती (संशोधन) नियम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. स्वास्थ्य और परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, डिस्पेन्सर, समूह 'ग' पद, भर्ती नियम, 2016 में, -
(क) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात् :-

Note 1.-The Departmental candidate working in the institution and possessing the qualification as laid down in column 7, with eight years regular service in level-2 (Rs. 19900-63200) of the pay matrix shall also be considered and in case he is selected for appointment to the post it would be treated as having been filled by absorption.
Note 2.-Period of deputation including period of deputation in another Ex-cadre post held immediately in the same organization or Department shall ordinarily not exceed three years.".

1. Short title and commencement.-(1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli (Veterinary Officer) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare, Central Research Institute, Kasauli (Veterinary Officer) Recruitment Rules, 2016,the following rule shall be substituted, namely:-
(a) for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification and level in pay matrix. -The number of said post, its classification and the level in the pay Matrix attached thereto, shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.";
(b) in the Schedule,-

| "Composite method Deputation (including short term contract) plus promotion Officers of the Central or State Government or Union territory administrations or public sector undertakings or universities or recognised Research Institutions or Semi Government or Autonomous Bodies or Statutory Organisations: (A) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with three years regular service in the grade rendered after appointment thereto on a regular basis in posts of level-7 (Rs. 44900-142400) of the pay matrix in the parent cadre or Department; or (iii) with eight years service in the grade rendered after appointment thereto on a regular basis in posts in level- 6 (Rs. 35400-112400) of the pay matrix in the parent cadre or Department; and (B) possessing the following educational qualification and experience: Essential: (i) Bachelor's degree in Veterinary Science from a recognized University or Institute; and (ii) Three years' practical experience in scientific breeding maintenance and care of Laboratory animals. |
Desirable:
Experience in maintenance of horses for the production of anti- toxic sera.
Note 1: The Department Veterinary Assistant Surgeon in level-8 (Rs. 47600-151100) in the pay matrix with eight years regular service in the grade shall also be considered and in case he or she is selected for appointment to the post, the post shall be deemed to have been filled by promotion.
Note 2: The Departmental officer in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly deputations shall not be eligible for consideration for appointment by promotion.
(Period of deputation (Including Short Term Commission) including period of deputation (Including Short Term Commission) in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed three years.
Note 3: The maximum age-limit for appointment by deputation (Including Short Term Commission) shall be not exceeding fifty six years as on the closing date of receipt of applications.
Note 4: for the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 01.01.2016 or the date from which the revised pay structure based on the 7th Central Pay Commission shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any up gradation.".

G.S.R. 224.—In exercise of the powers conferred by the proviso to article 309 of the Constitution ,the President hereby makes the following rules to amend the Ministry of Health and Family Welfare, Central Research Institute, Kasauli Deputy Assistant Director (Bio-Chemistry)(Non-Medical) Recruitment Rules, 2016, namely:-
1. (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli Deputy Assistant Director (Bio-Chemistry)(Non-Medical) Recruitment (Amendment ) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare, Central Research Institute, Kasauli Deputy Assistant Director (Bio- Chemistry)(Non-Medical) Recruitment Rules,2016,-
(a) for rule 2, the following rule shall be substituted, namely :-
"2. Number of post, classification and level in pay matrix. -The number of said post,its classification and the level in the pay matrix attached thereto, shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.";
(b) in the Schedule,-
(i) in column(4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(ii) One year's experience in the manufacture and testing of human biological products and/ or in research in the field of medical Biochemistry, |
Microbiology, Virology or Immunology from a Government Autonomous or Statutory Organisations, Public Sector Undertaking, Universities or recognised research institutes.
Desirable:
Doctorate degree in Bio- Chemistry from a recognised University or Institute.
Note 1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment be promotion.
(Period of deputation (Including Short Term Contract) including period of deputation (Including Short Term Contract) in another Ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not to exceed three years.
Note 2: The maximum age-limit for appointment by deputation (Including Short Term Contract) shall be not exceeding fifty six years as on the closing date of receipt of applications.)
Note 3: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2016 / the date from which the recised pay structure based on the 7th Central Pay Commission shall be deemed to be service rendered in the corresponding pay level extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common pay level, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any up gradation.".

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare ,Central Research Institute, Kasauli, Librarian, Group 'C' Post Recruitment Rules, 2016,-
(a) for rule 2, the following rule shall be substituted, namely :-

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the Seventh Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay and pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit shall extent only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation..
Deputation:
(a) Officers under the Central Government or State Government or Union territories,-
(i) holding analogous post on a regular basis in the present cadre or Department; or
(ii) with eight years regular service in the posts in level-2(Rs. 19900-63200) of the pay matrix or equivalent, and
(b) possessing the qualifications and experience prescribed for direct recruits under Column (7).
Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceeding three years.
Note 2: The maximum age-limit for deputation shall be not exceeding fifty-six years as on the closing date of the receipt of applications.
Note 3: The Departmental official in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

1. (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Library Attendant, Group 'C' Post, Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Library Attendant, Group 'C' Post, Recruitment Rules, 2016,-
(a) for rule 2, the following rule shall be substituted, namely :-
"2. Number of posts, classification and level in pay matrix. -The number of said post,its classification and the level in the pay matrix attached thereto, shall be as specified in columns(2) to (4) of the Schedule annexed to these rules.";
(b)in the Schedule, in column(4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

1. (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, बढ़ई (समूह 'ग' पद) भर्ती (संशोधन) नियम, 2019 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्Iीय अनुसंधान संस्थान, कसौली, बढ़ई (समूह 'ग' पद) भर्ती नियम, 2015 में, -
(क) नियम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the Seventh Central Pay Commission has been extended shall be deemed scale extended based on the recommendations of the said Pay Commission.". |

G.S.R. 229.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Port and Airport Health Organisation in India (Class III and IV posts) Recruitment Rules, 1959, in so far as they relate to the post of Ward Boy, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Ward Boy in the Airport Health Organisations, Port Health Organisations and Land Border Quarantine Centers under the Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.— (i) These rules may be called the Airport, Port Health Organisations and Land Border Quarantine Centers, Ward Boy (Group 'C' Post) Recruitment Rules, 2019.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix or pay scale.— The number of the said post, its classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc. — The method of the recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules, with respect to any class or category of persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे Fक्ति से, िजसका पित या जिसकी पGी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पGी के जीवित रहते (cid:29)ए किसी Fक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहH होगा:
परंतु यदि के न्Iीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Fक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु2ेय है और ऐसा करने के िलए अन्य आधार है, तो वह किसी Fक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 230.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of (i) the Port and Airport Health Organisations in India (Class III and Class IV posts) Recruitment Rules, 1959, in so far as they relate to the posts of Rat Catcher, Searcher, Field Worker and Peons; and (ii) the Port and Airport Health Organisations in India (Group C posts) Recruitment Rules, 1977, in so far as they relate to the posts of Upper Division Clerk, Lower Division Clerk and Insect Collector (since re-designated as Health Assistant), the President hereby makes the following rules regulating the method of recruitment to the posts of Upper Division Clerk, Lower Division Clerk, Health Assistant, Field Worker and Multi-Tasking Staff in the Airport, Port and Land Border Quarantine Centre Health Organisations under the Directorate General of Health Services in the Ministry of Health and Family Welfare, namely :-
1. Short title and commencement.—(1) These rules may be called the Airport, Port and Land Border Quarantine Centre Health Organisations (Group 'C' Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
1082 THE GAZETTE OF INDIA : JULY 27, 2019/SRAVANA 5, 1941 [PART II—SEC. 3(i)]3. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.—The method of the recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.—No Person,—
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
