काकाकाका....िन.आिन.आिन.आिन.आ. 71717171.————राष्ट्रपति संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, रक्षा मंत्रालय, उ. प्रौद्योगिकी जलयान कार्य4म, रक्षा अनुसंधान और िवकास िवभाग, में समूह 'ग' (ब' कार्य कर्मचारीवृन्द) के पदों पर भर्ती नियम, 2013 में संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1. (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान और विकास विभाग, उ. प्रौद्योगिकी जलयान कार्य4म, ब' कार्य कर्मचारीवृन्द (समूह 'ग' पद) भर्ती (संशोधन) नियम, 2019 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2.... रक्षा मंत्रालय, उ. प्रौद्योगिकी जलयान कार्य4म, रक्षा अनुसंधान और विकास विभाग, ब' कार्य कर्मचारीवृन्द (समूह 'ग' पद) भर्ती नियम, 2013 के -
(i) नियम 3 में "वेतन बैंड तथा Kेड वेतन या वेतनमान" जहां जहां वे आते हैं, शब्दों के स्थान पर 'वेतन मैट्रिक्स में स्तर' शब्द रखा जाएगा।
(ii) अनुसूची में,-

S.R.O. 71. — In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Advanced Technology Vessels Programme, Department of Defence Research and Development, Group 'C' (Multi Tasking Staff) posts Recruitment Rules, 2013, namely:-
1. (1) These rules may be called the Ministry of Defence, Department of Defence Research and Development, Advanced Technology Vessels Programme, Multi Tasking Staff (Group 'C' post) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Advanced Technology Vessels Programme, Department of Defence Research and Development, Multi Tasking Staff ( Group 'C' post) Recruitment Rules, 2013, —
(i) in Rule 3, for the words "pay band and grade pay or pay scale", wherever they occur, the words "level in pay matrix" shall be substituted;
(ii) in the Schedule, —
(A) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely: —

3. भर्ती की प)ति, आयुभर्ती की प)ति, आयुभर्ती की प)ति, आयुभर्ती की प)ति, आयु----सीमा, अन्य अर्हताएं, आदिसीमा, अन्य अर्हताएं, आदिसीमा, अन्य अर्हताएं, आदिसीमा, अन्य अर्हताएं, आदि. – भर्ती की प_ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिbर्दष्ट हैं।
4. निरर्हतानिरर्हतानिरर्हतानिरर्हता. – वह 2क्ति वह 2क्ति वह 2क्ति वह 2क्ति ,-
(क) िजसने ऐसे dक्ति से, जिसका पति या जिसकी पeी जीवित है, विवाह किया है या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पeी के जीवित रहते 'ए किसी dक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहf होगा:
परन्तु यदि के न्Vीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे dक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुhेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी dक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति. – जहां के न्Vीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब_ करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के dक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. 2ावृत्ति2ावृत्ति2ावृत्ति2ावृत्ति. – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहf डालेगी, जिनका के न्Vीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के dक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 72.–– In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the Group 'B' post of Senior Technical Assistant (Museum and Archives), in the Establishment under Headquarters Integrated Defence Staff, Ministry of Defence, namely:-
1. Short title and commencement. –– (1) These rules may be called the Ministry of Defence, Establishment under Headquarters Integrated Defence Staff, Senior Technical Assistant (Museum and Archives) Group 'B' Post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix or pay scale. –– The number of the said post, its classification and the level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc. –– The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. –– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. –– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any provisions of these rules with respect to any class or category of persons.
6. Saving. –– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for person belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

N ote 1: The departmental Chemical Assistant (Museum and Archives) of Establishments under Headquarters Integrated Defence Staff in the Level-5 in the pay matrix (Rs. 29200 to 92300) with six years regular service in the grade and having the educational qualification and experience prescribed for considering appointment on deputation basis is considered alongwith outsiders. If the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion. "3. पदपदपदपद संख्यासंख्यासंख्यासंख्या, , , , वर्गीकरणवर्गीकरणवर्गीकरणवर्गीकरण औरऔरऔरऔर वेतनवेतनवेतनवेतन मैट्रिक्समैट्रिक्समैट्रिक्समैट्रिक्स मेंमेंमेंमें स्तरस्तरस्तरस्तर.—पद की संख्या, उसका वर्गीकरण, और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाब_ अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिbर्दष्ट हैं ।,"
(ख) अनुसूची में,-
(i) 4म संख्या 1. के सामने, पर्यवेक्षक (अतकनीकी) पद से संबंिधत
(क) स्तम्भ (4) में, शीर्षक और उससे संबंिधत प्रविष्टियों के िलए, निम्नलिखित शीर्षक और प्रविष्टियों को रखा जाएगा, अर्थात्:-

"(ii) प.ीस प्रतिशत वेतन मैट्रिक्स में स्तर 1 (kपए 18000-56900) में या उससे ऊपर किन्तु वेतन मैट्रिक्स में स्तर-4 (kपए 25500-81100) से कम जिन्होंने वेतन मैट्रिक्स में स्तर-1 (kपए 18000-56900) में तीन वर्ष की िनयिमत सेवा की है, अनौद्यौगिक कर्मचारियों में से सीिमत िवभागीय प्रतियोगिता द्वारा और िजनके पास सीधे भर्ती किए जाने वाले dक्तियों के िलए आवश्यक शैक्षिक अर्हता हो जिसमें न हो सकने पर सीधी भर्ती द्वारा ।"
(ग) स्तम्भ 12 में,-
(I) खxड (i) के स्थान पर निम्नलिखित खxड रखा जाएगा, अर्थात्:-
"(i) 60 प्रतिशत उन लीडिंग फायरमैन के बीच से जिन्होंने वेतन मैट्रिक्स में स्तर 3 (kपए 21700-69100) की उस mेणी में पांच वर्ष की िनयिमत सेवा की हो ।";
(II) खxड (ii) के सामने "वेतन बैंड-1 kपए 5200-20200 (Kेड वेतन kपए 1900)" शब्दों, अंकों, अक्षरों और कोष्ठकों के स्थान पर "वेतन मैट्रिक्स में स्तर-2(kपए 19900-63200)" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे ।
(III) खxड(iii) के सामने, "वेतन बैंड kपए 5200-20200(Kेड वेतन 1800)" शब्दों, अंकों, अक्षरों और कोष्ठकों के स्थान पर "वेतन मैट्रिक्स में स्तर-I(kपए 18000-56900)" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे ।
(IV) खxड(iv) के सामने, "वेतन बैंड-1 kपए 5200-20200(Kेड वेतन 1900)" शब्दों, अंकों, अक्षरों और कोष्ठकों के स्थान पर "वेतन मैट्रिक्स में स्तर-2 (kपए 19900-63200)" शब्द, अंक, कोष्ठक और अक्षर रखे जाएंगे,
(V) टिप्पण 2 का लोप किया जाएगा ।
(ii) 4म संख्या 2 में, टेलीफोन ऑपरेटर Kेड-II पदों से संबंिधत, स्तम्भ 4 की प्रविष्टि में निम्नलिखित को रखा जाएगा, अर्थात्:-

S.R.O. 73.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Ministry of Defence the Ordnance Factories, Supervisor (Non- Technical) and Telephone Operator Grade-II Group 'C' posts Recruitment Rules, 2010, namely :-
1. (1) These rules may be called the Ministry of Defence the Ordnance Factories, Supervisor (Non-Technical) and Telephone Operator Grade-II Group 'C' posts Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence the Ordnance Factories, Supervisor (Non-Technical) and Telephone Operator Grade-II Group 'C' posts Recruitment Rules, 2010, -
(a) for rule 3, the following rule shall be substituted, namely :-
370 THE GAZETTE OF INDIA : AUGUST 10, 2019/SRAVANA 19, 1941 [PART II—SEC. 4]"3. Number of posts, classification, level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.";
(b) in the Schedule, -
(i) against serial number 1, relating to the post of Supervisor (Non-Technical),-
(A) in column (4), for the heading and the entries relating thereto, the following heading and entries shall be substituted, namely :-

| Level- 4 in the pay matrix (Rs. 25500-81100)"; |
(B) in column (11), for clause (ii), the following clause shall be substituted, namely :-
" (ii) Twenty-five per cent. by Limited Departmental Competitive Examination from amongst non-industrial employees in or above the level-1 in the pay matrix (Rs. 18000-56900) but below level-4 in the pay matrix (Rs. 25500-81100) with three years regular service in level-1 in the pay matrix (Rs. 18000-56900) and possessing the necessary educational qualification for direct recruitment, failing which by direct recruitment." ;
(C) in column (12),-
(I) for clause (i), the following clause shall be substituted, namely:-
" (i) Sixty four per cent. from amongst the Leading Fireman in the level-3 in the pay matrix (Rs.21700-69100) with five years of regular service in the grade." ;
(II) against clause (ii), for the words, figures, letters and brackets "Pay Band-I Rs. 5200-20200 (Grade Pay Rs. 1900)", the words, figures, brackets and letters "level-2 in the pay matrix (Rs.19900-63200)" shall be substituted;
(III) against clause (iii), for the words, figures, letters and brackets "Pay Band of Rs. 5200-20200 (Grade Pay Rs. 1800)", the words, figures, brackets and letters "level-1 in the pay matrix (Rs.18000-56900)" shall be substituted;
(IV) against clause (iv), for the words, figures, letters and brackets "Pay Band-I Rs. 5200-20200 (Grade Pay Rs. 1900)", the words, figures, brackets and letters "level-2 in the pay matrix (Rs.19900-63200)" shall be substituted;
(V) Note 2 shall be omitted.
(ii) against serial number 2, relating to the post of Telephone Operator Grade-II, for the entries under column (4), the following entries shall be substituted, namely :-
"Level- 2 in the pay matrix
(Rs.19900-63200).".
