(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत होंगे ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....———— वह Jक्ति -
(क) िजसने ऐसे Jक्ति से िजसका पित या जिसकी पKी जीिवत है, िववाह किया है, या िववाह की संविदा की है; या,
(ख) िजसने अपने पित या अपनी पKी के जीिवत होते (cid:31)ए किसी Jक्ति से िववाह किया है, या िववाह की संिवदा की है I
उक्त पद पर नियुक्ति का पात्र नहL होगा :
परन्तु यदि के न्Mीय सरकार का समाधान हो जाए कि ऐसा िववाह ऐसे Jक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनु2ेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Jक्ति को इन िनयम के प्रवर्तन में छू ट दे सके गी ।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....———— जहां के न्M सरकार की यह राय है कि ऐसा करने के िलए आवश्यक या समीचीन है, यह संघ लोक सेवा आयोग के साथ उन्हें लेखब6 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Jक्तियों या पदों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6. )ावृति)ावृति)ावृति)ावृति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहL डालेगी, िजनका के न्Mीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए, आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछडे वगP, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Jक्तियों के िलए उपबंध करना अपेक्षित है ।

G.S.R. 247.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of (a) the Bureau of Police Research and Development (Peon) Recruitment Rules, 1981, (b) the Bureau of Police Research and Development, Group 'D' Posts, Recruitment Rules, 1977, and (c) the Bureau of Police Research and Development (Daftary) Recruitment Rules, 1972 except as respects things done or omitted to have been done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff ( Peon, Sweeper, Farash, Mali, Daftary, Chowkidar) in the Directorate of Forensic Science Services, Ministry of Home Affairs, namely:-
1. Short title and commencement.—
(1) These rules may be called the Directorate of Forensic Science Services Multi-Tasking Staff ( Peon, Sweeper, Farash, Mali, Daftary, Chowkidar) (Group 'C' Post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix .— The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc. .—The method of recruitment to the said post, age- limit, qualifications and other matter connected therewith shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or1188 THE GAZETTE OF INDIA : AUGUST 10, 2019/SRAVANA 19, 1941 [PART II—SEC. 3(i)] (b) who having a spouse living has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of opinion that it is necessary to expedient so to do, it may, by order for reasons to be recorded in writing in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

G.S.R. 248.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Forensic Science (Scientific Assistants and Laboratory Assistants-Group 'C' posts) Recruitment Rules, 2008, in so far as they relate to the post of Laboratory Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Assistant in the Directorate of Forensic Science Services, Ministry of Home Affairs and its outlying units , namely:-
1. Short title and commencement .—
(1) These rules may be called the Directorate of Forensic Science Services, Laboratory Assistant (Group 'C' post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age- limit, qualification etc.—The method of recruitment to the said post, age -limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 250.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Lady Hardinge Medical College & Smt. Sucheta Kriplani Hospital, New Delhi, (Grade 'C' ) Recruitment Rules, 1993, in so far they relate to the post of Medical Record Technician, in the Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the said post of Medical Record Technician, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi, (Medical Record Technician), Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 252.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and the in supersession of the Rural Health Training Centre, Najafgarh, New Delhi, (Group 'C' and 'D' posts), Recruitment Rules 1989, in so far as they relate to the post of Auxiliary Nurse Midwife/Health Worker(Female) in the Rural Health Training Centre, Najafgarh, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Auxiliary Nurse Midwife/Health Worker(Female) in the Rural Health Training Centre,Najafgarh, New Delhi, namely :—
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Rural Health Training Centre, Najafgarh, New Delhi, Auxiliary Nurse Midwife/Health Worker(Female) (Group 'C' Post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix or pay scale.— The number of the said post, its classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the and Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the and said Schedule.
4. Disqualification.— No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अगस्त 10, 2019/श्रावण 19, 1941 1209 and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि कें Mीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे fयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु2ेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी fयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

New Delhi, the 5th August, 2019 G.S.R. 253.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Government Health Scheme (Dark Room Assistant) Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Dark Room Assistant in the Central Government Health Scheme, Ministry of Health and Family Welfare, namely:- 1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, Central Government Health Scheme Organisation, Dark Room Assistant (Group 'C' post ), Recruitment Rules, 2019. (2) They shall come into force on the date of publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said schedule. 4. Disqualification. —No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) जिसने एक पति/एक पत्नी के जीवित रहते (cid:31)ए किसी fयक्ति के साथ विवाह किया है अथवा विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहL होगा:
परंतु यदि कें Mीय सरकार इससे राय है कि ऐसा विवाह, ऐसे fयक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय िविध के अधीन अनु2ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी fयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 254.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Government Health Scheme (Accounts Officer) Recruitment Rules, 1996, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer in the Ministry of Health and Family Welfare, Central Government Health Scheme, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Central Government Health Scheme Organisation (Accounts Officer) Recruitment Rules, 2019.
(2) They shall come into force on the date of publication in the Official Gazette.
2. Number of post, classification and level in Pay Matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications etc. .—The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

परंतु यदि के न्Mीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Jक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु2ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Jक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 255.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute, Kanpur, Professor (Agriculture Chemistry), Assistant Professor (Agriculture Chemistry), Recruitment Rules, 2016 and Professor of Agricultural Chemistry, Assistant Professor of Agriculture Chemistry and Junior Scientific Officer (Agriculture Chemistry) Recruitment Rules, 2005 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Professor (Agriculture Chemistry), Assistant Professor (Agriculture Chemistry) and Junior Scientific Officer (Agriculture Chemistry) in the National Sugar Institute, Kanpur under the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, namely :-
1. (1) Short title and commencement.—These rules may be called the National Sugar Institute, Kanpur, Professor (Agriculture Chemistry), Assistant Professor (Agriculture Chemistry) and Junior Scientific Officer (Agriculture Chemistry), Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of posts, their classification, level in the pay matrix relating thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or1228 THE GAZETTE OF INDIA : AUGUST 10, 2019/SRAVANA 19, 1941 [PART II—SEC. 3(i)] (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि के न्M सरकार का यह समाधान हो कि ऐसा विवाह, उस Jक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु2ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Jक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 256.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information Officer in the Ministry of Steel, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Steel (Assistant Library and Information Officer) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of the post, classification and Level in Pay Matrix.—The number of the said post, its classification and the Level in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc. .—The method of recruitment, age limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons
6. Saving.—Nothing in these rules shall affect reservations and relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
