का.िन.आ. का.िन.आ. का.िन.आ. का.िन.आ. 74747474....—राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ2ासन महानिदेशालय में सहायक प्रभाग अ5िशमन अधिकारी के पद पर भर्ती की प8ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ. —(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ2ासन महानिदेशालय, सहायक प्रभाग अ5िशमन अिधकारी (समूह 'ख' पद) भर्ती िनयम, 2019 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदपदपदपद----संख्या, संख्या, संख्या, संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तरवर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर या वेतनमान वे होंगे जो इन नियमों से उपाब8 अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिRदष्ट हैं ।
3. भर्ती की प भर्ती की प भर्ती की प भर्ती की प ित, आयुित, आयुित, आयुित, आयु----सीमा, अन्य अर्हताएं आदिसीमा, अन्य अर्हताएं आदिसीमा, अन्य अर्हताएं आदिसीमा, अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की प8ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिRदष्ट हैं ।

(क) जिसने ऐसे Uक्ति से जिसका पति या जिसकी पWी जीवित है, विवाह किया है ; या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पWी के जीवित रहते (ए किसी Uक्ति से विवाह किया है, या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहX होगा :
परन्तु यदि के न्Yीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Uक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुZेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Uक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहाँ के न्Yीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब8 करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Uक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. .ावृत्ति.ावृत्ति.ावृत्ति.ावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहX डालेगी, जिनका के न्Yीय सरकार द्वारा इस संबंध में समय-समय पर जारी किये गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वग', भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Uक्तियों के लिए उपबंध करना अपेक्षित है ।

S.R.O. 74.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Division Fire Officer in the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Quality Assurance, Assistant Division Fire Officer (Group 'B' Post), Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix.—The number of said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc..—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Border Roads Organisation, General Reserve Engineer Force, Assistant Director (Official Language), Group 'A' Post Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

काकाकाका.िनिनिनिन.आआआआ. 76.—राष्ट्रपित, संिवधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए और नौसेना जलरािश अिधकारी (समूह 'क' और समूह 'ख' पद) भर्ती िनयम, 2006 को उन बातों के िसवाय अधिoांत करते (ए, जिन्हें ऐसे अधिoमण से पूर्व किया गया है, या करने का लोप किया गया है, रक्षा मंत्रालय (नौसेना), एकीकृ त मुख्यालय में,मुख्य सिविल जलराशि अधिकारी, उपमुख्य जलराशि अधिकारी, सहायक मुख्य सिविल जलराशि अधिकारी, प्रधान िसिवल जलरािश अिधकारी और िसिवल जलरािश अिधकारी के पदों पर भर्ती की प8ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात: -
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारम्भप्रारम्भप्रारम्भप्रारम्भ.—(1)इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, नौसेना, में जलरािश अिधकारी(समूह 'क' एवं समूह 'ख' पद)भर्ती िनयम, 2019 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे।

5. निरर्हतानिरर्हतानिरर्हतानिरर्हता:वह Uक्ति—
(क) िजसने ऐसे Uक्ति से िजसका पित या जिसकी पWी जीिवत है, िववाह किया है,या विवाह की संविदा की है या;
(ख) िजसने, अपने पित या अपनी पWी के जीिवत रहते (ए किसी Uक्ति से िववाह किया है, या विवाह की संविदा की है
उक्त पदों पर नियुक्ति का पात्र नहX होगा:
परन्तु यदि के न्Yीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Uक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुZेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Uक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।
6. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति: जहां के न्Yीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हे लेखब8 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Uक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
7. .ावृति.ावृति.ावृति.ावृति: इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहX डालेगी, िजनका के न्Yीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जन जातियों, अन्य िपछडे वग' भूतपुर्व सैनिकों और अन्य िवशेष प्रवर्ग के Uक्तियों के िलए उपबंध करना अपेक्षित है।

S.R.O. 76.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Naval Hydrographic Officers (Group 'A' and Group 'B' posts) Recruitment Rules, 2006, except as respects things done or omitted to be done before such suppression, the President hereby makes the following rules regulating the method of recruitment to the posts of Civil Hydrographic Officer, Principal Civil Hydrographic Officer, Assistant Chief Civil Hydrographic Officer, Deputy Chief Civil Hydrographic Officer and Chief Civil Hydrographic Officer in Integrated Headquarters, Ministry of Defence (Navy), namely:-
1. Short title and commencement .— (1) These rules may be called the Ministry of Defence, Navy, Hydrographic Officers (Group 'A' and Group 'B' Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application .—These rules apply to the posts specified in column (1) of the schedule annexed to these rules.
3. Number of posts, classification, level in pay matrix or pay scale.—The number of said posts, their classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule.
4. Method of recruitment age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to said posts, shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in the consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes. Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

N ote : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
