कर्मचारी राज्य बीमा निगम

सं. ए-12(11)10/2015-स्था.1.--कर्मचारी राज्य बीमा अधिनियम, 1948 (1948 का 34) की धारा 97 की उप-धारा (2) के खण्ड (xxi) अर उप-धारा (2क) के साथ पठित इस धारा की उप-धारा (1) और धारा 17 की उप-धारा (2) द्वारा प्रदत्त शक्तियों का प्रयग करत् हुए तथा कर्मचारी राज्य बीमा निगम (निजी सचिव) भर्त्ती विनियम, 2008 के अधिक्रमण में, ऐसे अधिक्रमण से पहले की गई अथवा किए जाने से छूट गई बातों के अलावा, कर्मचारी राज्य बीमा निगम, केंद्रीय सरकार के अनुमोदन से एतद्द्वारा कर्मचारी राज्य बीमा निगम में निजी सचिव के पद पर भर्ती की पद्धति क विनियमित करने हेतु निम्नलिखित विनियम बनाता है, नामत :-- 1. संक्षिप्त नाम अर प्रारम्भ.--(1) ये विनियम कर्मचारी राज्य बीमा निगम (निजी सचिव) भर्ती विनियम, 2019 कहे जाएँगे।
(2) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल अथवा वेतनमान.--पदों की संख्या, उनका वर्गीकरण अर उनसे सम्बद्ध वेतन मैट्रिक्स में लेवल, इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.--भर्ती की पद्धति, आयु-सीमा, अर्हताएं अर उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. निरर्हता.-- ऐसा कई व्यक्ति--
(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का करार किया है, जिसका विवाहिती जीवित है; अथवा

(147)148 भारत का राजपत्र, सितम्बर 7, 2019 (भाद्रपद 16, 1941) [भाग III—खण्ड 4 (ख) जिसने अपने विवाहिती के जीवित रहत् हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का करार किया है, उक्त पद पर नियुक्ति का पात्र नहीं हगा।
परन्तु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वे किसी व्यक्ति पर इस विनियम के प्रचालन से छूट दे सकेंगे।
5. शिथिल करने की शक्ति.--जहाँ कर्मचारी राज्य बीमा निगम के महानिदेशक की राय में ऐसा करना आवश्यक अथवा समीचीन है त वे तत्संबंधी कारणों क लेखबद्ध करके केन्द्र सरकार का पूर्व अनुमोदन लेकर तथा संघ लक सेवा आयग के परामर्श से किसी श्रेणी अथवा वर्ग के व्यक्तियों के संबंध में इन विनियमों के किसी भी उपबंध में आदेश द्वारा शिथिलता दे सकत् हैं।
6. अवशिष्ट मामले.--इन विनियमों के उपबंधों के अधीन, कर्मचारी राज्य बीमा निगम में पदों की तदनुरूपी श्रेणी पर लागू कर्मचारी राज्य बीमा निगम (भर्ती) विनियम, 1965 में उल्लिखित अन्य सभी विनियम अर अनुदेश, इन विनियमों के साथ संलग्न अनुसूची में विनिर्दिष्ट पद पर लागू होंगे।
7. व्यावृाि.--इन विनियमं की कई बात, ऐसे आरक्षण, आयु-सीमा में छूट अर अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुरूप अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों तथा अन्य विशेष वर्गो के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| पदोन्नति : वेतन मैट्रिक्स के लेवल-7 (44,900-1,42,400 रुपये) के साथ ग्र े ड मेेंं दो वर्ष की नियमित सेवा वाले वैयक्तिक सहायक। पदोन्नति कर्मचारी राज्य बीमा निगम द्वारा निजी सचिव के पद पर पदोन्नति हेतु तैयार एवं प्रायोजित प्रशिक्षण के पूरा होने के शर्ताधीन होगी। दो वर्ष के भीतर सेवानिवृत्त होने वाले व्यक्तियों को पदोन्नति हेतु ऐसे प्रशिक्षण को पूरा करने से छूट होगी। बशर्ते, यह कि विभागीय पदोन्नति समिति की बैठक की तिथि से पहले जिन व्यक्तियों ने पदोन्नति के लिए प्रशिक्षण को पूरा नहीं किया, उन पर भी इस शर्ताधीन विचार किया जाएगा कि विभागीय पदोन्नति समिति की बैठक की तिथि से एक वर्ष के भीतर अपेक्षित प्रशिक्षण पूरा कर लिया जाएगा। टिप्पणी 1 : जहाँ पदन्नति के लिए अपनी अर्हक या पात्रता सेवा पूरी कर चुके कनिष्ठों पर विचार किया जा रहा है, वहाँ उनके वरिष्ठों की पदन्नति पर भी विचार किया जाएगा बशर्ते अपनी अपेक्षित अर्हक या पात्रता सेवा ऐसी अर्हक या पात्रता सेवा के आध् से अधिक अथवा द वर्ष, ज भी कम ह, से कम न ह तथा उन्होंने ऐसी अर्हक अथवा पात्रता सेवा पहले ही पूरी कर चुके अपने कनिष्ठों के साथ अगले उच्चतर ग्र े ड में पदन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली हों। सीमित विभागीय प्रतियोगिता परीक्षा : वेतन मैट्रिक्स के लेवल-7 (44,900-1,42,400 रुपये) वाले वैयक्तिक सहायक जोे समय-समय पर अनुभाग अधिकारी या आशुलिपिक ग्र े ड सीमित विभागीय प्रतियोगिता परीक्षा के लिए अधिसूचित पात्रता मानदंड के अनुसार संघ लोक सेवा आयोग द्वारा संचालित अनुभाग अधिकारी या आशुलिपिक सीमित विभागीय प्रतियोगिता परीक्षा अर्ह करते हैं। | समूह 'ख' विभागीय पदोन्नति समिति का गठन (पदोन्नति के विचारार्थ) :- (1) अध्यक्ष अथवा सदस्य, संघ लक सेवा आयग -अध्यक्ष; (2) वित्त आयुक्त या बीमा आयुक्त (राजस्व), कर्मचारी राज्य बीमा निगम -सदस्य; (3) बीमा आयुक्त (कार्मिक एवं प्रशासन), कर्मचारी राज्य बीमा निगम-सदस्य। | प्रत्येक अवसर पर संघ लक सेवा आयग से परामर्श आवश्यक है। |

I—कर्मचारी राज्य बीमा अधिनियम, 1948 (1948 का 34) की धारा 97 की उप-धारा (2) के खण्ड (xxi) तथा उप-धारा (2क) के साथ पठित उप-धारा (1) तथा धारा 17 की उप-धारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा कर्मचारी राज्य बीमा निगम (कनिष्ठ हिंदी अनुवादक) भर्ती विनियम, 2007 के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई अथवा किए जाने से छूट गई बातों के अलावा, कर्मचारी राज्य बीमा निगम, केंद्र सरकार के अनुमोदन तथा संघ लोक सेवा आयोग के परामर्श से, एतद्द्वारा कर्मचारी राज्य बीमा निगम में कनिष्ठ अनुवादक के पद पर भर्ती की पद्धति को विनियमित करते हुए निम्न लिखित विनियम बनाता है, अर्थात् :--
1. संक्षिप्त नाम और प्रारंभ.--(1) ये विनियम कर्मचारी राज्य बीमा निगम, कनिष्ठ अनुवादक भर्ती विनियम, 2019 कहे जाएंगे।
(2) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल.--पद की संख्या, उसका वर्गीकरण तथा उनसे संबद्ध वेतन मैट्रिक्स में लेवल, इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.--भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. निरर्हता.--ऐसा कोई व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का करार किया है जिसका विवाहिती जीवित है, अथवा
(ख) जिसने अपने विवाहिती के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का करार किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अर विवाह के अन्य पक्षकार क लागू स्वीय विधि के अधीन अनुज्ञेय है अर ऐसा करने के लिए अन्य आधार हैं त वह किसी व्यक्ति पर इन विनियमों के प्रचालन से छूट दे सकेंगे।

सं. ए-12(11)1/2005. स्था. I--कर्मचारी राज्य बीमा अधिनियम, 1948 (1948 का 34) की धारा 97 की उप-धारा (2) के खण्ड (xxi) तथा उप-धारा (2क) के साथ पठित उप-धारा (1) तथा धारा 17 की उप-धारा (2) द्वारा प्रदत्त शक्तियं का प्रयग करते हुए तथा कर्मचारी राज्य बीमा निगम (हिंदी स्टाफ) भर्ती विनियम, 1981 के अधिक्रमण में, जहां तक वेे वरिष्ठ हिंदी अनुवादक पद से संबंधित हैं, ऐसे अधिक्रमण से पूर्व की गई अथवा किए जाने से छूट गई बातं के अलावा, कर्मचारी राज्य बीमा निगम, केंद्र सरकार के अनुमदन तथा संघ लक सेवा आयग के परामर्श स,े एतद्द्वारा कर्मचारी राज्य बीमा निगम में वरिष्ठ अनुवादक के पद पर भर्ती की पद्धति क विनियमित करते हुए निम्नलिखित विनियम बनाता हैए अर्थात :--
1. संक्षिप्त नाम और प्रारंभ.--(1) ये विनियम कर्मचारी राज्य बीमा निगम, वरिष्ठ अनुवादक भर्ती विनियम, 2019 कहे जाएंगे।
(2) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में लेवल.--पद की संख्या, उसका वर्गीकरण तथा उनसे संबद्ध वेतन मैट्रिक्स में लेवल, इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.-- भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. निरर्हता.--ऐसा कोई व्यक्ति, --
(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह करने का करार किया है जिसका विवाहिती जीवित है, अथवा
(ख) जिसने अपने विवाहिती के जीवित रहते हुए किसी व्यक्ति से विवाह किया है अथवा विवाह करने का करार किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कर्मचारी राज्य बीमा निगम के महानिदेशक इस बात से संतुष्ट हैं कि ऐसा विवाह ऐसे व्यक्ति अर विवाह के अन्य पक्षकार क लागू स्वीय विधि के अधीन अनुज्ञेय है अर ऐसा करने के लिए अन्य आधार हैं त वह किसी व्यक्ति पर इन विनियमों के प्रचालन से छूट दे सकेंगे।
5. शिथिल करने की शक्ति.- जहांकर्मचारी राज्यबीमा निगम के महानिदेशक कीराय में ऐसा करना आवश्यक अथवा समीचीनहै तो वे तत्संबंधी कारणों को लेखबद्धकरके केंद्रसरकारकापूर्व अनुमदनलेकरतथासंघलकसेवाआयग के परामर्शसे किसी श्रेणी अथवा वर्ग के व्यक्तियों के संबंध में इन विनियमों के किसी भी उपबंध में आदेशद्वाराशिथिलता दे सकते हैं।
भाग III—खण्ड 4] भारत का राजपत्र, सितम्बर 7, 2019 (भाद्रपद 16, 1941) 1536. अवशिष्ट मामले.- इन विनियमों के उपबंधों के अधीन, कर्मचारी राज्य बीमा निगम में पदों की तदनुरूपी श्रेणी पर लागू कर्मचारी राज्य बीमा निगम (भर्ती) विनियम, 1965 में निर्धारित अन्य सभी विनियम और अनुदेश इन विनियमों के साथ संलग्न अनुसूची में विनिर्दिष्ट पद पर लागू होंगे।
7. व्यावृत्ति.- इन विनियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेंगी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुरूप अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य वर्गों के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| पदन्नति : वेतन मैट्रिक्स के लेवल-6 (35,400--1,12,400 रुपये) में गे्रड में पांच वर्ष की नियमित सेवा वाले कनिष्ठ अनुवादकं में से। टिप्पणी 1.--वरिष्ठ अनुवादक के पद पर पदन्नति हेतु अधिकारी ने कर्मचारी राज्य बीमा निगम द्वारा तैयार किया गया दस कार्यदिवस का लेवल 'ए' प्रशिक्षण पूर्ण कर लिया ह। परंतु शर्त यह है कि विभागीय पदन्नति समिति की बैठक की तिथि से पहले पदन्नति के लिए जिन व्यक्तियों ने प्रशिक्षण पूरा नहीं किया उन पर भी इस शर्ताधीन विचार किया जाएगा कि विभागीय पदन्नति समिति की बैठक की तिथि के एक वर्ष के भीतर अपेक्षित प्रशिक्षण पूर्ण कर लिया जाएगा। टिप्पणी 2.--द वर्ष के भीतर सेवानिवृत्त हने वाले व्यक्तियों को पदन्नति हेतु ऐसे प्रशिक्षण क पूरा करने से छूट हगी टिप्पणी 3.-- जहां पदोन्नति के लिए अपनी अर्हक या पात्रता सेवा पूरी कर चुके कनिष्ठों पर विचार किया जा रहा है, वहां उनके वरिष्ठों की पदोन्नति पर भी विचार किया जाएगा बशर्ते अपेक्षित अर्हक या पात्रता सेवा, ऐसी अर्हक या पात्रता सेवा के आधे से अधिक अथवा दो वर्ष, जो भी कम हो, से कम न हो तथा उन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर चुके अपने कनिष्ठों के साथ अगले उच्चतर ग्र े ड में पदोन्नति के लिए अपनी परिवीक्षा अवधि सफलतापूर्वक पूरी कर ली ह। प्रतिनियुक्ति (अल्पावधि संविदा सहित) : केंद्रीय सरकार या राज्य सरकारं या संघ राज्य क्षेत्रं या सार्वजनिक क्षेत्र के उपक्रमं या सांविधिक और स्वायत्त निकायं के अधिकारी— (क) (i)मूल संवर्ग अथवा विभाग में नियमित आधार पर स–श पदधारी; अथवा (ii) वेतन मैट्रिक्स के लेवल-6 (35,400--1,12,400 रुपये) में पदं पर नियमित आधार पर नियुक्ति के पश्चात् उसी गे्रड में पांच वर्ष की नियमित सेवा की हो; और |
(ख) शैक्षिक यग्यता तथा अनुभव निम्नानुसार ह :-- (i) किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर अनिवार्य या ऐच्छिक विषय या परीक्षा के माध्यम के रूप में अंग्रेजी के साथ हिंदी में मास्टर डिग्री; या किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर अनिवार्य या ऐच्छिक विषय या परीक्षा के माध्यम के रूप में हिंदी के साथ अंग्रेजी में मास्टर डिग्री; या
किसी मान्यताप्राप्त विश्वविद्यालय से स्नातक स्तर पर अनिवार्य या ऐच्छिक विषय या परीक्षा के माध्यम के रूप में अंग्रेजी के साथ हिंदी या अंगे्रजी सेे इतर किसी भी विषय में हिंदी माध्यम में मास्टर डिग्री; या

टिप्पणी 1.--फीडर श्रेणी के विभागीय अधिकारी, ज सीधी पदन्नति की पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं हंगे। इसी प्रकार, प्रतिनियुक्ति पर नियुक्त अधिकारी पदन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं हंगे। (प्रतिनियुक्ति की अवधि (अल्पावधि संविदा सहित) में इस नियुक्ति से तत्काल पूर्व इसी या केंद्र सरकार के किसी अन्य संगठन अथवा विभाग में धारित अन्य संवर्ग-बाह्य पद पर प्रतिनियुक्ति की अवधि (अल्पावधि संविदा सहित) शामिल है, ज कि सामान्यतः तीन वर्ष से अधिक न ह। प्रतिनियुक्ति (अल्पावधि संविदा सहित) द्वारा नियुक्ति की अधिकतम आयु सीमा आवेदन प्राप्ति की अंतिम तिथि क 56 वर्ष से अधिक न ह)

I.—In exercise of the powers conferred by sub-section (1) of section 97 read with clause (xxi) of sub-section (2) and sub-section (2A) of that section and sub-section (2) of section 17 of the Employees' State Insurance Act, 1948 (34 of 1948) and in supersession of the Employees' State Insurance Corporation (Private Secretary) Recruitment Regulations, 2008, except as respects things done or omitted to be done before such supersession, the Employees' State Insurance Corporation hereby makes, with the approval of the Central Government, the following regulations regulating the method of recruitment to the posts of Private Secretary in the Employees' State Insurance Corporation, namely:— 1. Short title and commencement.― (1) These regulations may be called the Employees' State Insurance Corporation (Private Secretary) Recruitment Regulations, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in the pay matrix or pay scale.― The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.
3. Method of recruitment, age-limit, qualifications, etc.― The method of recruitment, age-limit, qualifications, and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.― No person, ―
(a) who has entered into or contracted a marriage with a person having spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :
Provided that the Director General of the Employees' State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.
5. Power to relax.― Where the Director General of the Employees' State Insurance Corporation is of the opinion that it is necessary or expedient to do so, he may, after taking prior approval of the Central Government, and in consultation with the Union Public Service Commission, by order, for reasons to be recorded in writing, relax any of the provisions of these regulations, with respect to any class or category of persons.
6. Residuary matters.― Subject to the provisions of these regulations, all other regulations and instructions, laid down in the Employees' State Insurance Corporation (Recruitment) Regulations, 1965, applicable to the corresponding category of posts in Employees' State Insurance Corporation, shall apply to the post specified in the Schedule annexed to these regulations.
7. Savings.―Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time, in this regard.

I.―In exercise of the powers conferred by sub-section (1) of section 97 read with clause (xxi) of sub-section (2) and sub-section (2A) of that section and sub-section (2) of section 17 of the Employees' State Insurance Act, 1948 (34 of 1948), and in supersession of the Employees' State Insurance Corporation (Hindi Staff) Recruitment Regulations, 1981, in so far as they relate to the post of Senior Hindi Translator except as respects things done or omitted to be done before such supersession, the Employees' State Insurance Corporation hereby makes, with the approval of the Central Government and in consultation with the Union Public Service Commission, the following regulations regulating the method of recruitment to the post of Senior Translator in the Employees' State Insurance Corporation, namely:-
1. Short title and commencement.― (1) These regulations may be called the Employees' State Insurance Corporation, Senior Translator Recruitment Regulations, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.― The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.
160 THE GAZETTE OF INDIA, SEPTEMBER 7, 2019 (BHADRA 16, 1941) [PART III—SEC. 43. Method of recruitment, age limit, qualifications, etc.― The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.― No person, ―
(a) who has entered into, or contracted a marriage with a person having spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :
Provided that the Director General of the Employees' State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these regulations.
5. Power to relax.― Where the Director General of the Employees' State Insurance Corporation is of the opinion that it is necessary or expedient so to do, he may, by order and for reasons to be recorded in writing, with the prior approval of the Central Government and in consultation with the Union Public Service Commission, relax any of the provisions of these regulations, with respect to any class or category of persons.
6. Residuary matters.― Subject to the provisions of these regulations, all other regulations and instructions, laid down in the Employees' State Insurance Corporation (Recruitment) Regulations, 1965 applicable to the corresponding category of posts in the Employees' State Insurance Corporation, shall apply to the post specified in the Schedule annexed to these regulations.
7. Savings.― Nothing in these regulations shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen, and other categories of persons in accordance with the orders issued by the Central Government from time to time, in this regard.

| Promotion : From amongst Junior Translators in Level-6 (Rs. 35,400-1,12,400) in the pay matrix having five years' regular service in the grade. Note 1.― For promotion to the post of Senior Translators the officer should have completed ten working days Level 'A' training as devised by the Employees' State Insurance Corporation : Provided that those persons who have not completed training for promotion before the date of meeting of Departmental Promotion Committee shall also be considered subject to condition that the required training should be completed within one year of the date of meeting of Departmental Promotion Committee. Note 2.―Those persons who are due to retire within two years shall be exempted from completion of such training for promotion. Note 3.― Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period, for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (Including short-term contract): Officers from the Central Government or State Governments or Union territories or Public Sector Undertakings or Statutory and autonomous bodies ― (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) having five years' regular service in the grade rendered after appointment thereto on a regular basis in posts in Level-6 (Rs. 35,400-1,12,400) in the pay matrix; and (b) possessing the educational qualifications and experience as under:— (i) Master's degree of a recognized University in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level ;or Master's degree of a recognized University in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level; or Master's degree of a recognized University in any subject other than Hindi or English, with Hindi medium and English as a compulsory or elective subject or as the medium of examination at the degree level; or Master's degree of a recognized University in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as the medium of a examination at the degree level; or Master's degree of a recognized University in any subject other than Hindi or English, with Hindi and English as compulsory or elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level; and (ii) recognized Diploma or Certificate course in translation from Hindi to English and vice versa or three years' experience of translation work from Hindi to English and vice versa in a Central Government or State Government office, including Government of India undertaking. Note 1.― The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
