सासासासा....का.िनका.िनका.िनका.िन....277277277277....———— राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते %ए, और (ामीण स्वास्थ्य प्रशिक्षण कें /, नजफगढ़, नई दिल्ली (समूह 'ग' और 'घ' पद) भर्ती नियम, 1989 को, जहां तक उसका संबंध उ5 6ेणी लिपिक के पद से है, उन बातों के सिवाय अधि9ांत करते %ए, जिन्हें ऐसे अधि9मण से पूर्व किया गया है या करने का लोप किया गया है, (ामीण स्वास्थ्य प्रशिक्षण कें /, नजफगढ़, नई दिल्ली में उ5 6ेणी लिपिक के पद पर भर्ती की प?ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. 1. 1. 1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, (ामीण स्वास्थ्य प्रशिक्षण कें /, नजफगढ़, नई दिल्ली, उ5 6ेणी लिपिक (समूह 'ग' पद) भर्ती नियम, 2019 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

3.3.3.3. भर्ती की प%ति, आयु सीमाभर्ती की प%ति, आयु सीमाभर्ती की प%ति, आयु सीमाभर्ती की प%ति, आयु सीमा,,,, अर्हताएंअर्हताएंअर्हताएंअर्हताएं,,,, आदिआदिआदिआदि....————उक्त पद पर भर्ती की प?ति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिSदष्ट हैं ।
4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता ....———— वह Wक्ति-
(क) जिसने ऐसे Wक्ति से, जिसका पति या जिसकी पXी जीवित है, विवाह किया है अथवा विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पXी के जीवित रहते %ए किसी Wक्ति से विवाह किया है अथवा विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहY होगा :
परंतु यदि के न्/ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Wक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु[ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Wक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....———— जहां के न्/ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब? करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Wक्तियों की बाबत्, आदेश द्वारा शिथिल कर सके गी।
6.6.6.6. 1ावृत्ति1ावृत्ति1ावृत्ति1ावृत्ति....———— इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहY डालेगी, जिनका के न्/ीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग', भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Wक्तियों के लिए उपबंध करना अपेक्षित है ।

New Delhi, the 3rd September, 2019
G.S.R. 277.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Rural Health Training Centre, Najafgarh, New Delhi, (Group 'C' and 'D' posts), Recruitment Rules, 1989 in so far as they relate to the post of Upper Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the said post of Upper Division Clerk,in the Rural Health Training Centre, Najafgarh, New Delhi, namely:—
1. Short title and commencement. — (1) These rules may be called the Ministry of Health and Family Welfare, Rural Health Training Centre, Najafgarh, New Delhi, Upper Division Clerk (Group 'C' Post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix .— The number of the said post, its classification and the level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age- limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2. उपभोक्ता मामले, खाद्य और सार्वजनिक िवतरण मंत्रालय, खाद्य और सार्वजनिक िवतरण िवभाग (समूह 'क' और समूह 'ख' अननुसिचवीय पद) भर्ती िनयम, 2013, (िजसे इसमें इसके पdात उक्त िनयम कहा गया है) में िनयम 2 के स्थान पर, निम्नलिखित िनयम रखा जाएगा, अर्थातः-

3. उक्त नियमों की, अनुसूची में,-
(क) 9म संख्या (1) के सामने, संयुक्त आयुक्त (भंडारण और अनुसंधान), पद से संबंिधत,-
(i) स्तंभ (4) में, शीर्षक और उससे संबंिधत प्रविष्टियों के स्थान पर निम्नलिखित शीर्षक और प्रविष्टियां रखी जाएंगी, अर्थात् :-

G.S.R.278.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution (Group 'A' and Group 'B', Non-Secretariat Posts) Recruitment Rules, 2013, namely:-
1. (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution (Group 'A' and Group 'B', Non-Secretariat Posts) Recruitment (Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution (Group 'A' and Group 'B', Non- Secretariat Posts) Recruitment Rules, 2013, (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. परन्तु के न्+ीय सरकार का समाधान हो जाता है कि ऐसा विवाह, ऐसे Hयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुcेय है और ऐसा करने के लिए अन्य आधार हैं, तो किसी Hयक्ति को इस नियम के प्रवत्र्तन से छू ट दी जा सकती है।

G.S.R. 279.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Post Stenographer Grade-II in Civil Wing Rules, 1995, except as respects things done or omitted to be done before such supersession, the President, herby makes the following rules regulating the method of recruitment to the post of Stenographer Grade-I in the Civil Wing of the Department of Posts of the Ministry of Communications, namely:—
1. Short title and Commencement.— (1) These rules may be called the Department of Posts, Stenographer Grade-I in Civil Wing Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post, shall be as specified in the columns(5) to (13) of the said Schedule.
4. Disqualifications.—No person -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note: Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 1. -The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications. Note 2. - The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. (क) िजसने ऐसे !क्ति से िजसका पित या जिसकी पsी जीिवत हैं, िववाह किया है; या विवाह की संिवदा की है या
(ख) िजसने अपने पित या अपनी पsी के जीिवत रहते Xए किसी !क्ति से िववाह किया है, या विवाह की संविदा की है।
उक्त पद पर नियुक्ति का पात्र नह6 होगा:
परन्तु यदि के न्+ीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस !क्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुcेय है और ऐसा करने के िलए अन्य आधार है तो वह किसी !क्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।
6666.... िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति---- जहां के न्+ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब= करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के !क्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।

Eावृत्तिEावृत्तिEावृत्तिEावृत्ति---- इन नियमों की कोई बात, ऐसे आरक्षणो, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नह6 डालेगी, िजनका के न्+ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगi, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के !क्तियों के िलए उपबंध करना अपेक्षित है।

G.S.R. 280.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate General, Factory Advice Service and Labour Institutes (Group 'A' and Group 'B' Posts) Recruitment Rules, 1989, in so far as they relate to the posts of Director (Staff Training (3) / Director Productivity (3), Deputy Director (Staff Training) (7) / Deputy Director (Productivity) (4) and Assistant Director (Staff Training) (3) / Assistant Director (Productivity) (3), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Director (Staff Training / Productivity), Deputy Director (Staff Training / Productivity) and Assistant Director (Staff Training / Productivity) in the Directorate General, Factory Advice Service and Labour Institutes under the Ministry of Labour and Employment, namely:-
1. Short title and commencement.— (1) These rules may be called the Directorate General, Factory Advice Service and Labour Institutes (Group 'A' – Staff Training / Productivity Discipline Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, other qualifications, etc..— The method of recruitment, age-limit, qualifications and other matters relating to the said posts, shall be as specified in column (5) to (13) of the said Schedule.
5. Disqualification.— No person,-
(i) who has entered into or contracted a marriage with a person having a spouse living; or
(ii) who, having a spouse, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, and for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: Deputy Director (Staff Training /Productivity) with five years regular service in Level 11 in the pay matrix (Rs.67,700–2,08,700) and having completed two weeks of training in Occupational Safety and Health. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract): Officers under the Central Government or State Governments or Union territory Administration or Autonomous or Statutory Organisations or Public Sector Undertakings or research institutions: (A) (i) holding analogous posts on regular basis in parent cadre or department; or (ii) with five years regular service in the grade rendered after appointment thereto on a regular basis in posts in level 11 in the pay matrix (Rs.67,700-2,08,700) or equivalent in parent cadre or department; and (B) possessing the following educational qualifications and experience.: Essential: (i) Bachelor's Degree in Mechanical or Electrical or Chemical or Marine or Production or Industrial or Instrumentation or Civil Engineering or Architecture or Textile Chemistry or Textile Technology from a recognised University or Associate Member of Institute of Engineering (AMIE). (ii) Ten years' experience relevant to educational qualification mentioned as above in an engineering workshop or industry or training Institute. Desirable: (i) Master's Degree in Engineering or Technology relevant to educational qualification mentioned as above from a recognized University. (ii) Experience in planning, organising or conducting training programmes for supervisors and other management personnel. OR Experience of productivity science in an engineering workshop or industry or training institute. |
Note 1: The period of deputation (including short-term contract) including the period of deputation in another ex-cadre post held immediately before appointment in the same or some other organisation or department of the Central Government shall not exceed four years.
Note 2: The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.
Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
