का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 80.80.80.80.————राष्ट्रपति संविधान के अनु(cid:30)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते *ए, और रक्षा अनुसंधान और विकास संगठन (सिविलियन 0ाइवर), भर्ती नियम, 2003, को उन बातों के सिवाय अधि8मण करते *ए, जिन्हें ऐसे अधि8मण से पूर्व किया गया है, या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा अनुसंधान और िवकास संगठन में वाहन चालक 'घ' के पद पर भर्ती की पDति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, वाहन चालक 'घ' समूह 'ख' पद भर्ती नियम, 2019 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

या
(ख) िजसने अपने पित या पSी के जीिवत रहते *ए किसी Rक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पद पर नियुक्ति का पात्र नहT होगा :
परन्तु यदि के न्Uीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे Rक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुVेय है, और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. िशिशिशिशिथलिथलिथलिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति ....————जहां के न्Uीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखबD करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rक्तियों के बाबत, आदेश द्वारा िशिथल कर सके गी ।
6. 0ावृत्ति0ावृत्ति0ावृत्ति0ावृत्ति....————इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहT डालेगी, िजनका के न्Uीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Rक्तियों के िलए उपबंध करना अपेक्षित है ।

S.R.O. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Defence Research and Development Organisation(Civilian Drivers) Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules410 THE GAZETTE OF INDIA : SEPTEMBER 14, 2019/BHADRA 23, 1941 [PART II—SEC. 4] regulating the method of recruitment to the post of Vehicle Operator 'D' in the Defence Research and Development Organisation, Ministry of Defence, namely:—
1. Short title and commencement.— (1) These rules may be called the Ministry of Defence, Defence Research and Development Organisation, Vehicle Operators 'D' (Group 'B' Post) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification level in pay matrix.— The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.—No person,-
(a) who, has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time.

(क) जिसने ऐसे Yक्ति से जिसका पति या जिसकी पZी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) िजसने अपने पति या अपनी पZी के जीवित रहते -ए किसी Yक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नह[ होगाः
परन्तु यदि के न्]ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Yक्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Yक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहाँ के न्]ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं, उन्हें लेखबR करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Yक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

1. Short title and commencement.—(1) These rules may be called the Military College of Electronics and Mechanical Engineering (Professor, Associate Professor and Assistant Professor) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay/ scale pay. - The number of the said posts, their classification, pay band and grade pay/ scale pay of pay attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications etc.-The method of recruitment age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person; -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so do to, it may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any provisions of these rules with respect to any class or category of persons.
6. Savings.- Nothing in these rules shall affect reservation, relaxation of the age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex- servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम औसंक्षिप्त नाम औसंक्षिप्त नाम औसंक्षिप्त नाम और प्रारंभर प्रारंभर प्रारंभर प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, राष्ट्रीय रक्षा महाविद्यालय (सहायक मानचित्रकार) भर्ती िनयम 2019 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे।

(क) जिसने ऐसे Yक्ति से जिसका पति या जिसकी पZी जीवित हैं, विवाह किया है, या विवाह की संविदा की है;
(ख) जिसने अपने पति या अपनी पZी के जीवित रहते -ए किसी Yक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नही होगाः
परन्तु यदि के न्]ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Yक्ति और विवाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Yक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.— जहां के न्]ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है, उन्हें लेखबR करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Yक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. ,ावृत्ति,ावृत्ति,ावृत्ति,ावृत्ति.— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह[ डालेगी, जिनका के न्]ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग(cid:131), भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Yक्तियों के लिए उपबंध करना अपेक्षित है।

1. Short title and commencement. - (1) These rules may be called the Ministry of Defence, National Defence College (Assistant Cartographer) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and level in the pay matrix. - The number of the said post, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person. -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Deputation (including short term contract) : Officers under the Central Government or State Government or Union Territory administration or Public Sector Undertaking or Recognized Research Institution, University or Statutory or Autonomous Organisation : (a) (i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with five years service rendered after appointment to the post on a regular basis in posts in the Level-6 in the pay matrix or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience :- (i) Master's degree in Geography from a recognised university or institute; and (ii) Three years experience in Cartography, surveying, mapping in a recognised Organisation or Institution. Deputation or Re-employment (For Armed Forces Personnel): The Armed Forces Personnel of the rank of Junior Commissioned Officer or equivalent in Indian Army, Navy and Indian Air Force who are due to retire or to be transferred to reserve within a period of one year and have the qualifications and experience prescribed for deputation shall also be considered. If selected, such officers will be given deputation terms upto the date on which they are due for release from the Armed Forces, thereafter, they may be continued on re-employment terms. In case such eligible officers have retired or have been transferred to reserve before the actual selection to | Group `B' Departmental Confirmation Committee (for considering confirmation) consisting of : 1.
